Marz and Otto Hoff met 9.00 A.M. on Thursday, February 20th, 1992, at the M D Kneehill administration office in Three Hills John C Jeffery, Municipal Administrator, was present Mrs Jean Wilkinson, Assistant Administrator, was and recorded the minutes The following items were reviewed. 1 Alberta Municipal Assessment Corporation Act present The M D of Rocky View No 44 have forwarded a letter and a background report regarding the proposed Municipal Assessment Corporation Act Rocky View is strongly opposed to this concept and the radical changes proposed to the taxing and assessment system by Municipal Affairs Assessment Division. They are requesting support from the other municipalities for their resolution which they proposed to bring to the February 21st zone meeting Edward Dunay has also put forth his views on the concept and although opposed to the idea feels it will go through and the M D. of Kneehill should advise Municipal Affairs Deputy Minister Archie Grover the M D would be willing to house a regional assessment office here if the Province proceeds with the proposal. The Statute Review Committee has not yet completed a review of the proposed Assessment Corporation Act. Executive Committee recommend a letter be sent by Reeve Marz to Premier Getty with copies to the local M L A s, and Archie Grover, Deputy Minister, indicating the M D 's strong opposition to this concept. The Province should not be creating another level of bureaucacy in these times of economic restraint and taking away the ability of a local government to do its own assessment work and on the other hand passing more and more responsibility down to the local level - for example Bridge Inspections and repairs ** *PLEASE NOTE This recommendation does not address Ed's suggestion to advise the Province the M D would be willing to have a regional assessment office in our building 2 ODinac ExDloration Ltd - 14- 11- 29 -22 -4 Opinac Exploration Ltd , wish to drill a well on the above noted land which is within 1 5 KM of the hamlet of Hesketh Permission must be granted by the local area Executive Committee recommend the M D provide the necessary letter of consent 3 Five Star Community Awards Program 1992 The Department of the Secretary of State have forwarded information regarding the Five Star Community Awards Program 1 lek�er Sp ^r EXECUTIVE COMMITTEE REPORT FEBRUARY 20th, 1992 The award is given to a community which does the most to prom accessibility for the handicapped and disabled Executive Committee recommend to accept and file Is 4 Canada Day - Funding Support for Canada Day Activities The Department of the Secretary of State has forwarded information about funding which is available to ass acommunity to put on Canada Day activities Executive Committee recommend to accept and file 5 Levi Boese Case Michael Welsh has forwarded a copy of a letter he received from the Law Society with regard to the Levi Boese complaint The Law Society advised Mr Boese there was no merit in his complaint and they have closed the file Executive Committee recommend to accept and file 6 Town of Hanna - Rural Economic Development Conference The Town of Hanna is putting on a one day Rural Economic Development conference on Wednesday, March 18th, 1992 There will be a speaker from the Fraser Institute and one from Westlynx International pip fn Executive Committee recommend R A Marz and Dick Sommerville from KEDA attend this seminar and if Mr Marz is unable to go, ' J C Jeffery attend on behalf of the M D 7 Education Trust Equity Council Education Trust Equity Council has written regarding the proposal from the Province to raise more education funding through a provincially controlled tax on non residential property The Council is requesting local governments support their alternate proposal which would increase non residential property tax in those areas which currently tax well below the provincial average It is possible this matter will be discussed at the Spring convention Executive Committee recommend to accept and file as more information would be necessary before supporting either concept 8 Pitch In Week Brochure Pitch in Alberta and Alberta Environment has forwarded information about Pitch In Week which is scheduled for May 4th to 10th They request financial assistance from the local governments to carry on their program as corporate sponsership is decling due to the recessioni1c� Executive Committee recommend to accept and file 'W 9 Three Hills School Division 2 EXECUTIVE COMMITTEE REPORT FEBRUARY 20th, 1992 The Three Hills School Division has forwarded a copy of their response to the Town of Three Hills regarding the town's concerns about decisions made by the School Division This involves additional trustee benefits and purchase of a highway coach. Executive Committee recommend to accept and file as information 10 Request for Signs Residents living north of Rurarkville have requested the M D put up some signs - going north 70 KM as per by -law, pedestriantraffic walk facing traffic and wear reflective clothing, and going south from Fred Penner needs a 70 KMH sign Executive Committee recommend to check the M D speed limit by -law and put up any necessary speed limit signs only 11 Jubilee Insurance Advice Jubilee Insurance have forwarded information about changes made by Scottish and York to the Wrongful Dismissal Insurance Coverage The changes include• a Written legal advice must be obtained prior to any dismissal action b legal advice must be followed C. Both 1 & 2 constitute a warranty under the terms of the coverage and if not complied with the insurer will not provide coverage or defend the matter d Deductible Section will now include - any amount as offered by the insureds' lawyers prior to dismissal of an employee e Changes take effect March 1st, 1992 Executive Committee recommend to accept and file as information 12 1992 Census r Ker v ^e�y ,eyk V4 Palliser Regional Planning will provide support and training if Council wish to undertake a census in 1992 �t Aker Executive Committee recommend to accept and file as information��` a 13 Canada Post Rural Mail Delivery AAMD & C advise Canada Post is implementing a new policy with respect to private rural mail service They intend to phase it out by discontinuing rural mail service to a new owner of property on the route They will continue to supply service to existing residents until they die or sell their property.
