HomeMy WebLinkAbout1992-02-10 Council MinutesCOUNCIL MEETING AND OPERATIONAL REVIEW WITH M D OF KNEEHILL EMPLOYEES MONDAY, FEBRUARY 10th, 1992 The February 7th meeting of Council which adjourned until 9.00 A M , Monday, February 10th, 1992, reconvened at that time. Council had general discussions and also met with various employees who wished to discuss any concerns and or matters with Council The following were present. Reeve Richard A Marz Councillors. J Finlay Code Robert E Boake Harold Mueller Richard M Vickery Lawrence Hogg Division Four Division One Division Three Division Five Division Six Division Seven John C Jeffery, Municipal Administrator Reeve Marz took charge of the meeting The following concerns and or comments were expressed by the various employees First Employee- Should only be council present for this review as employees feel uncomfortable asking staff to leave Would like gravel trucks ordered with AM /FM radios, passenger doors with electric window (so it could be easily opened when dirty i.e at intersections - safety factor) and Turbo boost gauge Prefer Goodyear tires to Bridgestones on gravel trucks T -37 has 609,000 KM and its average bottom end overhauled at 350,000 km 10 Speed Transmissions preferred in as 4 wheel differential lockups Gravel trucks greased at pit in the at 5000 KM and oil change at 15,000 trucks to the shop to grease when c speed is 42 KM /h - gravel trucks as well summer time - (grease KM) Feel should bring Lose to town New end dump trailers excellent in workmanship and stability and weight is only 600 pounds more Production - front line workers - subject to public scrutinty while shop personnel spends much time sitting • around and scrutinized by no -one Would like more information on Local Authorities Pension Second Employee With regard to mechanic on the main crew have reviewed work orders and start up time and total possible hours Discussed the need for same with Oris and Keith and when looked at in terms of overhead would like to try a year without a mechanic to see what the true savings would be Propose to use Laurie Ross for start up of the equipment, and use labourer as well for safety This would put more onus on the operators to look after their machines Could utilize mechanic to look at servicing paving crew and grader operators and gravel crew as well Preventive Maintenance was discussed - how far should they go - perhaps shop could work over time to get a machine out Discussed mechanics supervising other unskilled people Third Employee- Talked about on going comunication with Council With regard to foremen' meeting feel a department head meeting would be more valuable perhaps 10 to 15 minutes prior to Executive Committee meeting twice a month, or at least once per month Put a time limit on each foremen to have his say at the meeting Very quick executive type meeting and 3 or 4 foremens meetings a year Perhaps every two weeks is too many Request comments and suggestions from Council Would welcome opportunity to meet with Council when A S B minutes are approved Some Councillors feel we do not give A S B enough consideration Feel joint meeting of Council would be advantageous Asked about including an A.S.B. page in with the tax notices - Advertise farm show? 7 Discussed use of round up on road sides - no postive answer as yet Discussed road maintenance priority - feel graders not out their enough. Perhaps shifting or work sharing should be looked at i e replacement for holidays Feel very strongly should use graders for grading Asked about use of flex hours Wants to fine tune his department with what is in place and not go looking to go off in new directions for awhile Hosting the A S B conference November 5th, 1992 Liked the follow up done after last's year operational review. Fourth Employee. Discussed pipeline relocation or lowering and alternate is a concrete pad over top Considerable cheaper then relowering or relocating Pipeline approvals - no fee structures - some areas charge up to $100 00 per crossing Building permit fees - if the M D. has no by -law do not issue permit - Province charges $150 00 to issue a permit The M D does not carry through with inspections - perhaps should consider doing away with the by -law Perhaps should charge $100.00 for development permits that are now not required - Just building permit only M.P.C. should review this suggestion and advise Possibly charge for rumpus rooms or additions, etc. Is receiving some complaints about the cost for filing an appeal with the D A B Fee is $100 00 Safety Code Act - requires quality management plan Likely should drop building permit by -law Discussed need for safety officer re- work site safety Alberta Health and Safety Organization Discussed road approaches - maybe should be 600 foot sight distance on local roads and 800 on secondary roads What about fee for .inspection and approval of approaches - perhaps $25 00? Like Council minutes being distributed to all staff Communication should be looked at re- disaster services There is a need to co- ordinate equipment and frequencies on the radio system to make them compatabile This would be emergency disaster operations headquarters Discussed RRAP program fee payable for each application is $775 00 paid by CMHC Has been asked to do this work for Linden as well Feel should have someone named as Assistant Development Officer Possibly should have management meetings - very short time required Mr Boake moved this meeting do now adjourn 4.25 P.M.
