HomeMy WebLinkAbout1992-02-03 Council MinutesEXECUTIVE COMMITTEE REPORT FEBRUARY 3rd, 1992 The Executive Committee of J Finlay Code and and Richard M Vickery met at 3.00 P.M. on Monday, February 3rd, 1992, at the M D of Kneehill administration office in Three Hills John C. Jeffery, Municipal Administrator, was present Mrs Jean Wilkinson, Assistant Administrator, was present and recorded the minutes The following items were reviewed 1. Business Tax Arrears - Bob Long $42 48 Bob Long of Three Hills still owes business tax in the sum of $42 48 from 1987 This includes penalties Executive Committee recommend business tax of $42.48 owing on Roll Number 8139 including penalties be cancelled X4v`s,� 2 Marigold Library System The Chairman of the Marigold Library System has forwarded an letter regarding the system and its accomplishments over the past 10 years He noted the 1992 levy is $6 25 per capita Asked if the M D would be interested in hearing a presentation. Executive Committee recommend to accept and file as information 3 Letter from Minister R Brassard, Minister Reponsible for Qnn i n-V-c The Province wish to hear from people interested in benefits, programs and services which support older Albertans Will be consulting with seniors and community at large in the design of public policy relating to older Albertans Survey will be done, in depth study sessions will be held, survey of seniors' organizations, and regional meetings will be held and a provincial conference will be held in the fall. Briefs should be submitted no later than April 15th Executive Committee recommend to accept and file 4. Gravel Source County Red Deer - Earl Paget A letter has been received from the County of Red Deer are testing for gravel in that area and at this time do wish the M D to be involved If a viable source is located County may contact the M D at a later date. Executive Committee recommend to accept and file 5 Bridge File 7712 WSW 16- 31 -24 -4 They not the Bridge Branch advise the culvert at the above location is in poor condition The pipe was strutted in 1991 and appears to be stable for now Bridge Branch has completed a design for a replacement structure When the pipe deteriorates further or 1 EXECUTIVE COMMITTEE REPORT FEBRUARY 3rd, 1992 the road is to be improved, Bridge Branch will supply a 3000 MM diameter pipe 49 feet long The new pipe would be located 1 43 meters south of the old pipe and minor channel improvements would be required M D forces would complete the project by removing the old pipe and .installing the new one They request confirmation that the right of way is available Executive Committee recommend Bridge Branch be advised the M D (e� would undertake the necessary installation work when required 6 Bridge File 7713 - WNW 14- 31 -24 -4 Bridge Branch advise this pipe is in poor condition Pipe was strutted in 1991 and appears stable for now. Bridge Branch has completed a design for replacement and when the pipe deteriorates or the road is improved Bridge Branch will supply a new culvert 3353 mm length 51 207 meters and it would be installed 1 28 meters south of the old pipe Minor channel improvements would be required. M D forces would remove old pipe and install a new one Executive Committee recommend Bridge Branch be advised the M D would undertake the necessary installation work when required 7 Keith Holliston - Bridge Branch - Retirement Keith Holliston of Alberta Bridge Branch is retiring this year Retirement dinner being held Saturday, February 15th in Airdrie Cost $21.00 per person (includes gift) Executive Committee recommend Oris Rodger attend on behalf of the M.D. ./ i 8 Edwardy Dunay - Safety Suggestion Mr. Dunay has suggested all M D vehicles drive with their m er0 headlights on to improve visibility and safety He also k° suggested a sticker could be put on dash to remind people to turn lights on or off, or kits installed to hook the lights to the ignition. It was noted the employee safety policy�`i was put in place for only one year and now must be reviewed by the committee (►�•wr�n« R,��k\ Executive Committee recommend Mr Dunay be thanked for his suggestion, employees be directed to keep their lights on while driving, stickers be placed on all vehicles to remind employees to turn the lights on or off, and the Safety Committee review the employee safety policy and bring recommendations back to Council about possible changes or improvements to the policy 9 Drumheller Hospital 1992 Regusition Drumheller Hospital have advised their 1992 requisition for the M D will be about $6000.00 More definite information about the requisition will be available when equalized assessment figures are received Executive Committee recommend to accept and file as information 10 Eltrohills DATS Van for Three Hills Three Hills Hospital run a DATS society van which should be replaced There is a Transport Canada Grant for Accessible Vehicle Acquisition available and the hospital would request 2 EXECUTIVE COMMITTEE REPORT FEBRUARY 3rd, 1992 a letter of support for the M D to send with their application Executive Committee recommend a letter of support be provided to (ekLpr the Three Hills Hospital s ,- n} 11 Alberta Proqram - Toward 2000 Together Alex McEachern, M L A for Edmonton Kingsway - New Democrat - has forwarded information about the public hearings which will be held regarding the Provincial program - Toward 2000 Together He is asking for input from the people about the government's direction in this matter. Executive Committee recommend to accept and file 12 Drumheller Ski Club - Public Meetin The Drumheller Ski Club is holding a public meeting on Sunday February 9th, 1992 between 2 and 4.00 P.M to review with the public their plans for the new ski hill The site is in the M.D of Badlands Asked if any councillors might be interested in attending Executive Committee recommend J Finlay Code attend if possible. 13 AAMD & C Question about Education Trust Equity Council AAMD & C wish to know if the municipalities would like to hear a presentation at the Spring Convention from the Education Trust Equity Council regarding an alternative solution to the way education funding is presently handled Executive Committee recommend to advise the Association this l3Y ^+ would be an appropriate item for the Spring convention s� 14 Publication of Notice regarding Completed Road Projects A notice has been placed in the Three Hills Capital outlining the road projects which were undertaken by the M D last year If anyone feels they have a claim against the M D in connection with any of these projects, they must submit their claim no later than April 30th, 1992 Executive Committee recommend to accept and file as information 15 Shaping Canada's Future Together Brochure A brochure has been received from the Government of Canada regarding Shaping Canada's Future Together It has several booklets which outline their proposals as well as a video and these items are available at no charge The information received has been given to the Reeve for review t Executive Committee recommend to accept and file unless the Reeve has a further report for Council -- - ---- - - - - -- M J an Wilkinso A ista Ad strator 3
