HomeMy WebLinkAbout1992-01-15 Council MinutesEXECUTIVE COMMITTEE REPORT JANUARY 15th, 1992 The Executive Committee of J Finlay Code and and Lawrence Hogg met at 9 30 A M on Thursday, January 15th, 1992 at the M D of Kneehill administration office in Three Hills John C. Jeffery, Municipal Administrator, was present Mrs Jean Wilkinson, Assistant Administrator, was present and recorded the minutes The following items were reviewed. 1 Preliminary List of Landowners - Tax Arrears /Tax Notification A list of landowners who have 2 or more years of arrears owing on their taxes was reviewed The list is comprised in most part of those who normally show up on the list year after year A letter will be sent out advising them a tax notification will be placed on their titles in Land Titles Office unless the arrears are paid prior to March After the tax notification has been filed on the property one full year must pass before the M D can do anything further with the property After one full year and before 3 years have expired the M.D. must put the land into a tax sale unless the landowner pays up all the taxes owing It has been the practice of the office to put the property into tax sale upon expiration of the first full year after filing the notification Executive committee recommend to accept and file as information 2 Letter from Gordon Miller, President AAMD & C AAMD & C attending the official announcement of provincial grants for municipalities for 1992. Overall increase will be 2 5% Association expressed thanks to the Premier and his ministers for this increase and advised the Province the local municipalities will participate in efforts to control public expenditures and ensure reasonable and competitive levels of taxation. Executive committee recommend to accept and file as information 3 1991 Gravel Report and Summary Mr. Jeffery reviewed the annual gravel report showing the amount of gravel hauled in 1991 It appears there should be sufficient gravel crushed in the pits for 1992 and the only recommendation made would be to increase the crush at McNair pit from 10,000 yards to 15,000 yards This should provide sufficient gravel for 1992 and 1993 but Council would then have to look at crushing gravel in 1993 at all pits for use in 1994 Executive committee recommend the additional 5000 yards be crushed at the McNair Pit and a copy of the reports be given to the rest of the councillors 1 , ,� EXECUTIVE COMMITTEE REPORT JANUARY 15th, 1992 4 Invitation from Countv Mountain View The County of Mountain View have extended an invitation for Council to attend the official opening of their new Public Works Maintenance Shop in Didsbury on Tuesday, January 21st, 1992. Executive Committee recommend the Reeve and Oris Rodger attend on behalf of the M D 5 Road Study Meeting - Palliser Planning Palliser Planning is again hosting a rural road meeting on March 12th, 1992 at 1.00 P M in Hanna Focus will be the secondary road program Mr Leon Root will be guest speaker Request anyone with items for the agenda to let them know. Executive committee recommend all council attend this meeting ifE�cr possible and if there are any items for the agenda to let Mr Jeffery know 6. Albeta Environment January Newsletter - Red Deer River Instream Flow Needs Study A newsletter regarding the instream flow needs of the Red Deer River has been received The committee is still working on the study and the newsletter provides some information about what has been done to date Executive committee recommend each councillor be given a copy of the report and it be accepted and filed as information 7 Membership Application in ITTCO � rL City of Airdrie is involved in an Information Technology Training Consortium They forwarded information about their consortium and asked if the M D would be interested in being a member Membership fee is $50 00 and the consortium would be able to provide quality training at significant cost reductions Executive committee recommend to accept and file 8. 1991 Recreation Grants De Mr Jeffery reported the Orkney Community Association have not �aY15GC filed their 1990 financial statement and the M D grant of $700.00 has not yet been paid He wanted to know if the grant should be set up as a payable over year end or whether it should Tfl12 be cancelled Executive Committee recommend the grant be cancelled ** HAROLD MUELLER PLEASE NOTE 9 Doug Lea - Business Tax Mr Dunay has recommended the business tax owing by Doug Lea on Roll number 8026 - on his lots in Huxley be cancelled The amount owing is $268 32 He has been out of business for two years Executive committee recommend the business tax and penalties of $268 32 be cancelled 73Pr,r, : -:-r 2 EXECUTIVE COMMITTEE REPORT JANUARY 15th, 1992 10 Transportation Grant - Engineering Work SR 836 The Minister of Transportation has forwarded a letter advising they are prepared to assist with the engineering costs to a maximum of $68,088.50. Andy Brown, Alberta Transportation, has written advising his department has also received funding to do this work. As this work will keep his crew busy over the winter he would like the M D to allow his department to complete the job Executive Committee recommend Alberta Transportation be allowed to complete the survey and engineering work required for the project Torchinsky Consulting be advised Transportation will do the work The Minister be advised of this decision with thanks for the offer of the grant money and apologies for the confusion over the project and Mr Brown and Mr Protopappas of Alberta Transportation be advised of this decision and they be requested to forward a copy of the preliminary engineering work when it is completed -T-CT 11 Town of Trochu - Letter re, Keda Town of Trochu have forwarded a letter outlining what they feel must be clarified before a firm committment for participation in the committee can be made They wish to know what the mandate and policies for the committee will be and fob descriptions created Also must be a revenue sharing formula developed, and a firm committment from the Province for funding for the committee. Executive Committee recommend the letter be referred to the Keda Committee for their consideration and a report be brought to Council when these concerns have been addressed 4 M 12 Road Widening - S W 3- 32 -23 -4 - Ray Dau In April of 1959 the M D arranged an agreement with Ray Dau to buy road widening from his quarter but Mr Dau was not prepared to sell road widening in front of his building site due to the trees which would have to be removed. He therefore agreed to only sell one rod along the easterly 120 rods only He was paid for the land and for moving his fence - $135 00 However on checking the survey plan the surveyor took the road widening along the entire quarter, .instead of only 1980 feet - 1 acre instead of 3/4 of an acre He discovered this when he was in discussing his assessment with Mr Dunay Executive committee recommended, although the purchase price for the land involved based on 1959 prices would be $18 33, the M.D offer to pay Mr Dau $250 00 (the minimum rate for one acre of land) for the 660 feet and further provide him with a letter which will authorize him to leave the trees on M D land as long as the trees do not create a hazard for the M D road d S,. ­r\ de 1 -ia IA 3 EXECUTIVE COMMITTEE REPORT JANUARY 15th, 1992 3 A G.T. Keiver's Lake Pay Phone A G T called - pay phone at Ke.ivers is not making enough revenue to cost the cost of having it there They will remove it unless the M D pays monthly rent of $27 38 during the summer and then pays the winter vacation discount rate which would be about half They would then review its useage and see if they would leave it there in 1993 Executive committee recommend the M D pay the monthly rental I-W^/ fee as required x`11 �A►1 p. � T 14 Preliminary Budget Comparison Report - December 31/91 Mr Jeffery reviewed his preliminary budget report for December 31st. It appears there may be a deficit of $395,631.72 or a $204,368 28 surplus if all of the $600,000 00 reserves are used However the figures will change when the final cheque run has been done and year end journal entries made Executive Committee recommend to accept and file as information 15 Dafoe Bridqe - File 6588 - SSW 27- 30 -26 -4 Bridge Branch require a major bridge survey done on this alignment and request the M D to have this done Executive Committee recommend Torchinsky Consulting be requested to do this bridge survey work Mrs. Jean Wilkinson Assistant Administrator 4
