HomeMy WebLinkAbout1992-01-02 Council MinutesEXECUTIVE COMMITTEE REPORT JANUARY 2nd, 1992 The Executive Committee of Otto Hoff and Lawrence Hogg met at 9.30 A M on Thursday, January 2nd, 1992 at the M D of Kneehill administration office in Three Hills John C Jeffery, Municipal Administrator, was present Mrs Jean Wilkinson, Assistant Administrator, was present and recorded the minutes The following items were reviewed 1 Central Association of AAMD & C The directors of the Association will be holding a directors meeting in Three Hills on Friday, January 10th, 1992 at 10.00 A M Executive Committee recommend to accept and file and a copy of the agenda be given to Reeve Marz �o�e 2. 1991 Bridge Report - Robert Kennedy Mr Jeffery reviewed the report prepared by Mr Kennedy with regard to bridge work done in 1991 The crew carried out washing of numerous bridges, sign review and up -date, installation of struts in 11 culverts, removal of beaver dams, installation of beaver stop control cages, installed new wear surface on one bridge, installed new deck on 1 cattle pass, and repaired decks on two bridges, repaired guard rails on one bridge and filled scour holes, up- graded rip rap and undertook minor repairs to six culverts, installed one new culvert, put temporary strutting in one culvert in December (this culvert will be replaced in the spring) undertook 33 inspections and submitted necessary reports to Bridge Branch Executive Committee recommended to accept and file and a copy of the report be given to each councillor. 3 AAMD & C Notice of Motion to Spring Convention AAMD & C have forwarded a copy of a notice of motion which will be put forth at the Spring convention The proposal deals with amending the association's by -laws to allow establishment of an annual membership fee at the spring convention for the next fiscal year and to allow the Executive to establish a fee schedule for circulation to all members prior to the spring convention Executive Committee recommend to accept and file as information 4 AAMD & C Penaltv Date and Amount Survev Results AAMD & C conducted a survey of the members regarding the amount of penalty levied and date for levying same 49 jurisdications responded 35 of 49 jurisdications levy penalties at the same or later date than the M D , 14 jurisdications levy penalties earlier than the M D , 8 ares give discounts One area gives an 8% discount for payment January 1st This would likely improve cash flow by bringing money in much earlier in the year and would also allow the Administrator to know how much the discounts given would affect the current 1 EXECUTIVE COMMITTEE REPORT JANUARY 2nd, 1992 year's budget, as opposed to having a discount date after the budget had been set k,4-crc � �G co vvn'l Executive committee recommend the administrator look at the idea of implementation of a first quarter discount and bring a report 13"1 to council at a later date 5 Government Position on Abandoned railway lines AAMD & C has received information from Minister of Transportation regarding disposition of abandoned railway lines There is no formal agreement with either C N or C P with regard to how the land would be disposed of The informal process is the provincial government has been offered the first opportunity to purchase the right of way followed by municipalities and utility companies, and finally the general public. AAMD & C position is - disposition of these properties should be determined on a case to case basis with no blanket requirement that all abandoned right of ways must be retained as public corridors This position is supported by the Minister of Transportation Executive Committee recommend to accept and file as information 6 Alberta Assessment Department has forwarded information regarding_ the completion of the 1992 general assessment for the cur n They advise the general assessment can be put on the roll for 1992 and Mr Dunay's work has been completed in a very satisfactory manner. However until an assessment run can be done by the office it is difficult to tell how the new general assessment will affect the overall area Executive Committee recommend to accept and file as information 7 AAMD & C summary of Rainbow Report Government Recommendations AAMD & C prepared a summary paper of the government responses to the Rainbow Report on Future Health Care for Alberta Executive Committee reviewed the responses from the Government Executive Committee recommend to accept and file as information and a copy of the summary paper be given to each councillor 8 1992 Membership Fee for Bia Country Tourist Association Big Country Tourist Association has forwarded an invoice for the 1992 membership fee Cost is $1249 00 Council had just recently contributed additional funding to the association due to government funding cutbacks. 1 Executive Committee recommend the membership fee be paid PG7,✓ 9 Levi Boese File Mr. Boese forwarded a letter to the Alberta Law Society concerning his dispute with the M D of Kneehill Mr Welsh was requested by the Law Society to provide them with a report concerning this matter Mr Welsh discussed the matter with Mr Jeffery and they agreed no further expense should be incurred and the Law Society could review Mr Welsh's and the M D 's 2 EXECUTIVE COMMITTEE REPORT JANUARY 2nd, 1992 files if necessary and Mr Welsh responded to their letter outlining what had transpired and indicating the files were open for their inspection if they wished further information Executive Committee recommend to accept and file as information and the M D files be made available for reading by any of the parties involved as well as any of the Church members. 10 Alberta Road Management - LS2000 ARM has forwarded copies of letters sent to Wayne Stankievech, Bert Cullum, Drew Cahoon, and Don Pryor These parties have not paid for the application of LS2000 to the road in front of their residences in the summer of 1991 ARM wished the M D to be aware they would be pursuing collection of these accounts through their solicitors if necessary Executive Committee recommend to accept and file as information The meeting then adjourned M Jean ant Administrator 3 21111 C��x tic � -x \.d
