HomeMy WebLinkAbout1991-12-12 Council MinutesEXECUTIVE COMMITTEE REPORT DECEMBER 12th, 1991 The Executive Committee of Robert Boake and Harold Mueller met at 9 05 A M on Thursday, December 12th, 1991, at the M.D. of Kneehill administrative offices in Three Hills. John C Jeffery, municipal administrator, was present Mrs Jennifer Deak, assistant accountant, was present and recorded the minutes The following items were reviewed: 1 Alberta Transportation Public Assistance Transportation Grant The 1991 Alberta Assistance Public Transportation Grant amounted to $15,538 00 To date, a total of $4,940 00 has been paid out to the following.- City of Drumheller $1,500 00 Village of Linden $1,048.00 Village of Acme $ 892 00 Town of Three Hills $1,500 00 The Village of Carbon has submitted a request for funding in the amount of $850.27, which will be paid on the next cheque run. There have been four requests for funding from the remainder of the grant monies Requests have been received from Valley Bus Society in Drumheller, Town of Three Hills, Drumheller Regional Health Complex and Eltrohills Dats Society in Trochu. Executive Committee recommend allocation of the remaining grant monies be on a percentage basis with fifteen percent to Valley Bus Society, fifteen percent to the Drumheller Regional Health Complex, thirty percent to the Town of Three Hills and forty percent to Eltrohills Dat Society 2 Letter from A A M D & C re- Rail line abandonment Alberta Transportation has requested the A.A.M D. & C to compile information from its membership with respect to rail line abandoned right of ways which have been left in unsatisfactory and /or unsafe condition Concerns were expressed about the abutments not being sloped when the culverts and bridges were removed from the Carbon /Drumheller line It was also noted the fencing along the line is deteriorating, due to lack of repair, and should be removed. Executive Committee recommend a letter be sent to the A A M D & C. expressing concerns over this abandoned rail line 3 October 1991 letter received from Gladwin Toews A letter was received from Mr Gladwin Toews concerning the conditions which were imposed upon his $10,000 00 deposit Mr Boake reported he had spoken to Gladwin and recommends that this matter be tabled until December 31, 1991, the deadline date for the conditions to be met. 1 S EXECUTIVE COMMITTEE REPORT DECEMBER 12th, 1991 Executive Committee recommend to accept and file the letter until December 31, 1991 4 Alberta Transportation Traffic Counts for 1990 A summary report, prepared by Mr Jeffery, of traffic counts within the M D of Kneehill was reviewed and discussed. Executive committee recommend to accept and file the report as information and that each Councillor be given a copy of the summary. 5 Gravel Crushing at McNair Pit Mr Jeffery reported that the M D will require approximately 10,000 yards of 3/4" crushed gravel to be crushed for 1992 Linden Contractors is currently crushing at the McNair Pit and could crush gravel for the M.D while their equipment is still there. Executive Committee recommend that Linden Contractors be engaged to crush 10,000 yards of 3/4" crushed gravel at the McNair Pit for the M D of Kneehill. 6 Letter from Village of Linden re- M D recreation grants The Village of Linden has forwarded a letter to the M.D. expressing disapproval over the new M D policy to calculate and distribute recreational grants to the towns and villages within the municipality The M D now uses a base of $2,000.00 per urban centre with additional monies for arena and pool facilities Since Linden has neither of these facilities their grant is the basic $2,000 00 In previous years the basic grant was $5,000 00 and Linden received this amount Mr Jeffery noted that the M D has also reviewed and made changes to the rural recreation grant structure To date, Crossroads Community has negatively complained about the new distribution policy and the Town of Three Hills has positively responded to this policy Mr Jeffery remarked that Mrs Tainsh of the Allingham Community Association had been in the office and he had discussed the new policy with her and had received neither favourable nor disfavourable comments. Executive Committee recommend to table this matter until the end of February 1992 and review any further concerns expressed by community associations at this time 7 Letter from Robert Hahn re Rural Assessment Mr Hahn, a farmer from the Edmonton area, claims the new assessment procedures are unfair and discriminatory He is attempting to solicit support to his claim by launching a letter campaign to the provincial government Executive Committee recommend to accept and file this letter as information 2 EXECUTIVE COMMITTEE REPORT DECEMBER 12th, 1991 8 Esso Recycling Program Esso Imperial Oil is now recycling, at their cost, all returned. lube oil and grease pails The grease pails must be cleaned out but the lube pails will be accepted, as is, as long as no other material has been refilled in the pail Executive committee recommend empty Esso lube oil and grease pails be returned to Esso for recycling The meeting adjourned at 10.10 A M -------- -- - - - - -- - ------ - - - - -- Mrs Jennifer Dea , s s nt Accountant 3 w
