HomeMy WebLinkAbout1991-12-02 Council MinutesEXECUTIVE COMMITTEE REPORT DECEMBER 2ND, 1991 The Executive Committee of Richard A Marz, Richard M Vickery and Lawrence Hogg met on Monday, December 2nd, 1991 commencing at 9.00 A M John C Jeffery, Administrator was present and Mrs. Jean Is Wilkinson was present and recorded the minutes The following items were reviewed 1 Bridge File 7026 - INE 23- 29 -23 -4 - Charlebois Culvert Alberta Bridge Branch have inspected this culvert which is in poor condition There are 70 holes in total with at least 60 holes in the two plates at the up- stream end and holes are being caused by corrosion They recommend the M D review the project to determine M D priority for road .improvements, a tentative schedule for the road work and scope of the project They suggest a road profile be obtained and an alignment designed to estimate associated roads costs. Bridge Branch will review the site to determine if a bridge size pipe is required Options which can be considered are- Install cathodic protection in 1994 or when perforation becomes excessive. This would cost about $10,000 Allow the pipe to rust and replace structure to accomodate road improvements This would require bridge survey ___4 Estimate of bridge costs for this would be $85,000 00 if large bridge size pipe required Allow pipe to rust and replace the structure with minimal road improvement If only a 1600 MM CSP required bridge costs would be in order of $19,000 00 If pipe allowed to rust it should last another 5 to 7 years If pipe is replaced it is likely a 1200 MM CSP will accomodate the design flow and all road and crossing improvements would be borne by the M D. Bridge Branch recommend the pipe be monitored at two year intervals and cathodic protection be installed when required, likely 1994 Executive Committee recommend the pipe be monitored and the situation reviewed again in 1994 2 Bridge File 71693 - ISW 18- 29 -22 -4 Structure inspected to assess work involved for liner installation and to locate power supply for cathodic protection Cost for cathodic protection $13,000 Liner cost $71,300 (estimates) Cathodic protection premature at this time Recommend monitor on two year intervals Executive Committee recommend Bridge Branch be advised this road is on the M D road program for 1992/93 3 Application for Isolation of Farmstead in Mt View - N E 1 �etk.Pr s�n-r EXECUTIVE COMMITTEE REPORT DECEMBER 2ND, 199 36- 29 -27 -4 - just outside M.D. west boundary Application received by Mt. View from J Bates for a 14 69 isolation of existing farmstead is Executive Committee recommend to accept and file as M.D have no objection. 4 RCMP Submission re extra policing for muni.c.ipal.itie; 2500 Executive committee recommend this brief be reviewed by the committee appointed to look into the need for a by -law cam+ enforcement officer for the M D 5 M D. long service award plaques Need to order a further supply of these types of plaques. Discussion about changing shape of plaque, new logo for same a Executive committee recommend the M.D. continue to use the same wooden plaque, order a supply and a supply of the new logos for the plaques 7 Premier's Council in Support of Alberta Families Brochure A brochure has been received from the Province regarding Family Day - February 17th, 1992 - and the theme for same which is Strengthening Family Ties Executive Committee recommend to accept and file as information. 8 Copy of Letter from Village of Linden to Minister of Health Linden has forwarded a letter to the Minister of Health requesting the Province to recognize the need for additional funding for the Three Hills Hospital to service the enhanced emergency service department set up for this area Executive Committee recommend to accept and file as information 9. R.C.M.P. Annual Dinner and Dance R C M P have extended an invitation to councillors to attend their annual dinner and dance on Dec 7/91 Cost $20 00 per person. Executive Committee recommend to accept and file as information and if any councillor wishes to attend contact Sgt Tugman for tickets 10 1992 Election and Need for Returning Officer E Mr Jeffery suggested the M D hire someone to be the returning officer for the 1992 election. There will be seminars held starting in March in various areas of the Province for returning officers Tt would be difficult for office staff to find time to run the election as it is very time consuming and very important to ensure it is done correctly )*1 141, r EXECUTIVE COMMITTEE REPORT DECEMBER 2ND, 1991 Executive committee recommend someone be hired to act as returning officer, an hourly rate of pay be set for this person CGS T� at a later date and the Administrator make some calls to see r�2 who might be interested . 11 Brochure re- Work Hour Opportunities AAMD & C have prepared a paper on various types of work hour opportunities - such as flex time, compressed work week, work at home, staggered hours, shorter daily work hours, seasonal and fob sharing These opportunities are becoming more and more important because of the changing traditions in our society - single parents, dual working career families, workers caring for elderly and more men taking a larger role in the care of their children and more older employees looking at retirement in the future Executive Committee recommend to accept and file as information. 12 Costs Estimates - Torchinsky re. SR 836 Torchinsky Engineering have engineering fees for SR 836 estimate the engineering fei Executive Committee recommend Alberta Transportation for their 13 Rate for Fantasyland Hotel prepared a cost estimate for 11 2 KM project They Ds will be $68,088 50 this letter be submitted to fie! consideration The corporate rate for Fantasyland Hotel is $85 00 Suggestion has been made to have AAMD & C check regarding a better rate for councillors attending Fall convention Executive Committee recommend the suggestion be sent to the AAMD & C 14 Central Alberta Women's Emergency Shelter The Emergency Shelter in Red Deer has requested assistance with keeping their shelter operating Executive Committee recommend to accept and file as information 15 Bridge File 74771 - WSW 23- 28 -22 -4 Bridge Branch advise this pipe requires strutting and the M.D should obtain survey information in assist in the design for a new pipe. Oris Rodger advises the strutting will be done this winter. Executive Committee recommend to accept and file as information NOTE, No decision made regarding obtain the requested survey for this location 16 Allan W Charles Retirement Dinner County of Barrhead are hosting a retirement Dinner and Roast for their County Manager - Allan W. Charles Dinner will be held January 31/92 Cost $10 00 per person. 3 0 15�14,44 EXECUTIVE COMMITTEE REPORT DECEMBER 2ND, 1991 Executive Committee recommend to accept and file as information 17 Palliser Regional Planning Meeting Palliser Planning are planning a meeting for Thursday December 5th in the M D Office to meet with a councillor and administrator from all jurisdications west of the River The meeting will review the existing Regional Plan to see if changes or up- dating is required Executive Committee recommend Otto Hoff and Alex Cunningham attend this meeting on behalf of the M D 18. Bride File 73839 - ISW 17- 29 -22 -4 - Sharples Bridge Branch advise the timber caps on this bridge show extensive rot. Bridge will be removed Bridge Branch has organized removal starting in the next day or two.
