There were requests to add items to the agenda as follows- 16a Three Hills Recreation Mr. Code moved approval of the agenda for today's meeting with addition of the above noted item CARRIED The minutes from the October 22nd, 24th and 29th Council meetings were reviewed and briefly discussed The cancellation of the meeting with the Towns and Villages to discuss how the Kneehill Ambulance would operate under the new Ambulance Regulations was noted and Mr Code advised the Drumheller Hospital would like to attend any joint meeting which may be held in future to discuss ambulance service in this area Mr Boake moved approval of the October 22nd, 24th and 29th Council meeting minutes CARRIED PRFSFNT ADD TO AGENDA APPROVAL AGENDA MINUTES APPROVAL { e� `Qyec rye r Mr Mueller moved approval of the accounts presented for payment today, subject to further review by the finance APROVAL committee of Otto Hoff and J. Finlay Code ACCOUNTS CARRIED Various items on Mr Jeffery's report were discussed It was agreed item 5 on his report would be discussed later J C JEFFERY today when Mr Rodger is present. REPORT Mr Vickery moved approval of the report and Item #5 on the report be discussed when Mr Rodger is present CARRIED The Executive Committee report was reviewed. Item No 2 regarding super B tractor trailer units requiring permits EXEC to use M D roads was discussed at length The Province COMM has suggested these trucks be allowed to run under REPORT regulations rather than requiring permits from the Province and each individual municipality Mr Hoff moved approval of the Executive Committee report and a copy of the letter sent to the Province indicating 1 114-1 �v COUNCIL MEETING TUESDAY, NOVEMBER 5TH, 1991 the M.D.'s approval regarding the Super B tractor trailer SUPER B units running under regulations rather than a permit system TRAILER be sent to the AAMD & C for their information CARRIED PERMISSION Mr Vickery moved Council go into camera at this time IN CAMERA CARRIED Mr Mueller moved Council meeting do now reconvene the in camera session having been completed CARRIED Mr Code moved the release as drafted by the M D 's STROHSCHEIN solicitor be forwarded to Mr Ivan Strohschein for his consideration and upon receipt by the M D of the release le��Pr properly executed by Mr Strohchein, the requested letters P►`pPG�� as drafted by the M D solicitor be forwarded to Mr Strohschein CARRIED Mr Mueller advised the Province cut the funding for TOURIST Tourist Associations, including the Big Country Tourist ASSOCIATIONS Association, in half and there is not sufficient money to FUNDING continue operation of the Big country Tourist office in CUT Drumheller The office continued operating in 1991 using reading to by -law number 1234 funding from other sources However for 1992 the Association has suggested the participating municipalities CARRIED contribute additional funds, over and above the annual membership fee, as follows- The Association will market the Tourist Travellers Guide Council discussed themselves It will cost $32,000 00 to print 65,000 booklets. Selling advertisement in the guide will raise 1991 some money The annual membership allows the M D a 1991 one - quarter page advertisement in the Guide need For another $510 00 the M D could have a half page DONATIONS advertisement The Association will also print a one day tour brochure and the cost to the M D would be about $300.00 Also purchase of a quarter panel in the Consumer Travel show which travels around to various trade shows throughout the Province and Western Canada would cost about $625 00 Total cost to the M D would be about $1700 00 over and above the membership fee. The Assocation need a reply this week There was lengthy discussion about this request Mr Mueller moved the M D agree to contribute an additional sum up to $1800 00, over and above the M D membership fee, to the Big Country Tourist Association for EXTRA FUNDING the year 1992, to fund an additional one - quarter page FOR BIG advertisement in the Travellers Guide, to assist with COUNTRY publication of the one day tour brochure and for purchase TOURIST of a one - quarter panel advertisement for the Consumer ASSOC Travel Show CARRIED The 1992 borrowing by -law which had received first and second reading at the last meeting was again reviewed BORROWING BY LAW Mr Hoff moved third reading to by -law number 1234 1234 CARRIED Council discussed whether the M D would make any donations in 1991 There was lengthy discussion about 1991 Stars and the need to continue donations to the Salvation DONATIONS 2 P�_� Z'Ll COUNCIL MEETING TUESDAY, NOVEMBER 5TH, 1991 Army due to the severe economic times many people are experiencing Mr Mueller moved first reading to by -law number 1236, this • being a by -law authorizing a 1991 donation of $2500.00 to Stars and $500.00 to the Salvation Army BY LAW NO 1236 CARRIED Oris Rodger entered the meeting at this time - 10.35 A M Mr. Boake moved second reading to this by -law CARRIED Mr Code moved third reading be given to this by -law at this time MOTION WAS NOT CARRIED UNANIMOUSLY This by -law will be reviewed again at the next meeting of council Mr. Hoff reported Wayne Keiver from Sundre asked if the M D would be interested in purchasing gravel from his pit for a price which would include stockpiling on a site near GRAVEL - the M D of Kneehill boundary WAYNE KEIVER Mr Hoff was asked to contact Mr Keiver and obtain a price PIT for the gravel delivered to the proposed site and bring a report back to a later meeting of Council. Item number five from Mr Jeffery s report was discussed with Mr Rodger Mr Rodger noted there are only 5 end GRAVEL dump trailers to use this winter for stockpiling gravel so STOCK he will run the two shifts with 5 trucks and use a body job PILING as a spare ETC There was discussion about the shape of the M D gravel trailers and it was noted the two shifts will move about 110,000 yards of gravel this winter There was also discussion about T -21 and the number of miles on this truck. Mr. Rodger advised Council the gravel trucks are being kept too long and there are too many miles on them them before they are traded off In order to move the gravel this winter the crews will have to stay on 9 hour shifts all winter Mr Vickery moved the gravel crew be authorized to run two 9 hour shifts all winter and Item No 5 from Mr Jeffery s RUN TWO 9 report be approved HOUR SHIFTS CARRIED A v sPd In Mr. Jeffery reported there are only 4 miles of SR 836 which are up to current secondary road construction standards Therefore the proposed letter to Transportation asking for SR 836 8 miles of base course and paving would mean the M D would have to ensure an additional 4 miles of this road was re- constructed to secondary standards before the 8 miles could be base coursed and paved There was lengthy discussion about this road, its present condition and how much work will be required in order to bring it up to secondary road standards for base course and paving Mr Hogg moved Alberta Transportation be requested to ` reconstruct those portions of SR 836 between SR 575 and SR 3 COUNCIL MEETING TUESDAY, NOVEMBER 5TH, 1991 585 in order to bring the road up to current secondary road standards, and when same has been completed, the M.D. will consider sharing costs on a 50/50 basis for base course and paving this section of the road. CARRIED The meeting adjourned for dinner between 12.00 Noon and 1 00 P M DINNER Mr. Boake asked if the condition of SR 575 should be discussed with Alberta Transportation at the Fall SR 575 Convention, and it was agreed the road from Highway 21 west HIGHWAY 21 should be as it is not standing up well at all WEST There was discussion about the road approach requested by Earl Hastie. Mr. Rodger reported the project was already done The approach was installed over the existing water ROAD APROACH stop EARL HASTIE Mr Mueller moved acceptance of the report regarding the Hastie road approach on condition the landowner is w agreeable to removal of the oil lease road approach if and 33 ;) -� when necessary, and further moved discussion about the Gorman road approach be tabled pending receipt of further t1'e information CARRIED The report from the Capital Committee regarding 1992 capital requests were reviewed and discussed in detail Blackwood Hodge has offered to sell the M D the Dynapac CAPITAL packer the M D has been renting this summer for the sum of REQUESTS $117,678 00 This item was not considered by the Capital FOR 1992 Committee and would be over and above the items recommended by the Committee DYNA PAC Mr Mueller moved the M D continue to rent a Dynapac PACKER Vibratory packer for 1992 CARRIED RENTAL Mr Cunningham entered the meeting at this time and discussed with Council the cost for erection of a second RADIO radio tower in the north end of the M D TOWER The cost to the M.D. would this project without any grant from the Province would be $55,000 00 This would be without any extra radios or other equipment Mr Hoff moved the budgeted cost for the second radio tower be reduced from $55,000 00 to $25,000 00 CARRIED There was discussion about the need for a public address system and a recording system for the Council room PUBLIC ADDRESS It was agreed to leave a decision about this item until SYSTEM after the equipment has been demonstrated later this month COUNCIL ROOM The cost in the committee report for the main shop is not accurate and it was agreed the building committee will bring a report back to Council about possible renovations SHOP at a later date RENOVATIONS There was discussion about the possibility of hiring contract grader operators for grading and snowplowing HIRING Mr Jeffery was requested to obtain actual costs for CONTRACT operation of the divisional motor graders and bring a GRADERS report back to Council as soon as possible. 4 COUNCIL MEETING TUESDAY, NOVEMBER 5TH, 1991 Craig Davies from Palliser Regional Planning Commission entered the meeting at this time Time 2 25 P M He reviewed the following subdivisions with Council 0 1 Tracy S Trentham - N W. 31- 30 -21 -4 - Boundary SUBDIVISIONS Adjustment for existing 9 6 acre parcel The applicant has determined his existing parcel of land does not contain all his improvements and he wishes to adjust the boundaries in order to properly accomodate same within a 9 6 acre parcel rs Mr. Mueller moved the M D recommend approval for this SCr subdivision, subject to staff recommendations as outlined CARRIED Mr Boake moved he be excused from discussions and voting on the next subdivision application as he has a family involvement in the matter. CARRIED Ken and Kurt Leinweber - S.W. 31- 30 -25 -4 - Applicants, are purchasing this property along with two other quarters and each wish to acquire title to one quarter and 80 acres There was discussion about the need for redesignation of the quarter before considering the subdivision Mr Jeffery noted the applicants had submitted an application REDESIGNATIONS for redesignation yesterday. Mr Hogg moved consideration of this subdivision be tabled LEINWEBER pending a decision being made on the application for WIEBE redesignation CARRIED Mr Jeffery reviewed two applications for redesignations as follows. 1 Kurt and Ken Leinweber - S W 31- 30 -25 -4 - Agricultural Conservation to Agriculture F 2. Rod Wiebe - N.E. 21- 30 -25 -4 - Agricultural Conservation to Agriculture kek-3'« % Mr Hogg moved the required public hearings be held on December 3rd, 1991, at the following times. 1. Kurt and Ken Leinweber - 4.15 P.M. +` 2 Rod Wiebe - 4.30 P M cG e aG� and notice of the public hearings be advertised in two issues of the Three Hills Capital CARRIED Mr Jeffery reviewed a draft by -law to amend By -law Number 1194 which was passed in 1991 to establish the M.D. of AMENDMENT Kneehill Municipal Planning Commission TO M P C The proposed by -law would allow the Municipal Planning BY LAW Commission to establish regular meeting dates and further would remove the responsibility for making recommendations BY LAW NO 1237 on proposed subdivisions in the M D of Kneehill from Council and give same to the Kneehill Municipal Planning Commission. COUNCIL MEETING TUESDAY, NOVEMBER 5TH, 1991 Mr Vickery moved first reading to by -law 1137 as proposed to amend by -law 1194. CARRIED Mr Hogg moved second reading to this by -law CARRIED Mr Mueller moved third reading be given to this by -law at this time CARRIED UNANIMOUSLY Mr. Code moved third reading to this by -law CARRIED Mr Davies reviewed a report prepared by the Planning Commission in connection with the Red Deer River Valley Study the Commission has undertaken for the M D RED DEER RIVER He noted further information will be obtained and a draft VALLEY proposal will be brought to Council at their January 7th, STUDY 1992 council meeting. It was agreed Council would meet with Palliser at 4.00 on that date to discuss the matter Li Mr Davies noted another meeting would then be held with �` z the ratepayers in that area some time in February Mr Cunningham and Mr Davies then left the meeting Council briefly discussed the motor grader analysis done for the period March 1st to June 30th, 1991. MOTOR All the divisional motor grader operators entered the GRADER meeting at this time - 3 15 P M - and discussed at great ANALYSIS length the analysis and other problems with the grading and snow plowing operations The main question coming out of the analysis is why it MEETING takes one operator 411 hours to grade the roads in his WITH GRADER division (which is the low number of hours) and another OPERATORS operator takes 631 hours (which is the high number of hours) and the average number of hours is 516 Council wonder if the grading areas need to be more equal so the hours spent grading in each division are closer to i2 the average. Some time ago the divisional boundaries were adjusted for grading purposes to equalize the miles each grader operator was responsible for However it appears that using mileage to determine the size of a grading area does not work The operators feel you cannot compare one division to another area as there are too many variables They suggested each operator does their work in the best way possible They also felt if the Councillor was satisfied with his grader operator that was all that was required Mr Marz advised the grader operators the reason they were looking at the questions raised was to ensure all ratepayers receive an equal amount of service from the divisional motor grader operators and perhaps a 25% variance in the amount of service being provided was not acceptable COUNCIL MEETING TUESDAY, NOVEMBER 5TH, 1991 Mr Jeffery again reviewed the analysis covering the period March 1st to June 30th, 1991, as follows- Miles per division average 171 miles • During the 4 month analysis the lowest grader machine hours for doing the same miles was 411 hours and the highest grader machine hours was 631. This created a difference of 220 hours per grader in a four month span to do the sme number of miles It was noted that if you take the figures for the four month period and expand it to a year it would create almost excactly the same hours differential as there was in 1990 Mr Jeffery referred to the 1990 grader analysis which pointed out if you viewed the operation from the point of view of a private contractor the lowest grader hours in 1990 was 1133 hours and deducting the operator's wages made a gross revenue of $43,580 The highest grader hours was 1814 (difference of 681 hours as compared to 220 for 4 month period) less operators wages made a gross revenue of $87,665 This results in a difference in gross revenue of $44,085 for grading the same number of miles The other points of the analysis for the 4 month period also showed - Time sheet operating hours. Low 437.5 hours High 704 hours Difference of 266 5 hours - Blade Changes Low 8 changes High 30 changes Difference 22 changes - Xilometers charged for checking roads Low 0 High 1826 Difference 1826 KM - Days blading. Low 48 days High 70 days Difference 22 days - Working Days: Were all the same from all divisions during the 4 months - 85 days The question was asked if any of the operators feel there should be another motor grader purchased They indicated as follows: 1 Feel divisional operators should be left in their divisions and not pulled to work with the main crew 2 Miles should not be used as a criteria to determine the size of a grader operator's area 3. Perhaps should use the number of hours required to grade the division as a criteria 7 J N c MMMO t, COUNCIL MEETING TUESDAY, NOVEMBER 5TH, 1991 ratepayers request service all the time Also there are more people using the roads all the time There was discusson about dust control and use of LS2000 Comments were made as follows by the operators: Division 7 - Worked good on the Hutterite Hill Not so good on other roads Division 2 - Do not like the stuff - every time it is used it is different and reacts differently Some places it works well, other places it does not work at all Division 4 - Fisher Davis road was in better shape without the product because it could be bladed as it was required. Division 7 - Wimborne Road - if it was bladed when conditions were right it worked okay, but it is impossible to always grade when conditions are right The product is very hard on blades Also creates potholes which cannot be bladed out without destroying the product. Division 6 - Do not like it Division 3 - Created problems in some areas of his division last year. Worked better this year If it is put on when it rains it seems to work better He also noted he blades over the product in the fall Divison 1 - Creates washing effect on hills so some gravel is lost, but does seem to stop the washboard effect Kept the Hesketh Hill is reasonable shape and did not have to grade it as often Division 5 - Works well on some roads Not so good on sandy roads Roads had to be in good condition before the product was applied However the roads seem to deteriorate after using the product for two years or so. Also different soils and different quality of gravel can create different reactions Did work well on the Stankivech Road Using packers, graders and water when the product was applied appeared to be necessary. The question was asked if all the operators graded at the same speed They all indicated different road conditions and different graders require different speeds They travel at a speed which does the best job on the road for the existing conditions There was discussion about the number of blade changes in each division. The low was 8 changes high was 30 with the average at 17 The high and low areas both use Stelco blades The operators noted if one blade breaks both blades have to be changed. Division 4 indicated he uses the three piece blade and will use the "used" blades for snowplowing in the winter Division 3 indicated his blades can last two weeks if it rains, but if it is dry they will not last very long. It appears the heavy duty blades do not work well as they are too thick COUNCIL MEETING TUESDAY, NOVEMBER 5TH, 1991 Mr Marz advised the operators that the 1990 analysis and the 4 month analysis done in 1991 indicated the same two divisions were the low and high ones in both years This would appear to indicate there is not a consistent • service provided for all ratepayers and 25% variance is too much There was discussion about the need for a by -law enforcement officer in this area and whether having one would save the M D roads and cut down on the maintenance required It was suggested the traffic is too heavy for the way the roads were built years ago and there is a need to have road bans on and enforced Mr Marz asked the Councillors to review the analysis with their operators and decide if a 25 to 30% variance is acceptable The question was asked - what happens when it rains - do the operators see if they can help in another area where it might be possible to work Division 3 and 4 indicated they help each other out Mr. Code suggested snowplowing in all areas should be co-ordinated so all roads are opened up as soon as possible Division 2 suggested if there was another grader everyone could get over their areas faster and keep them better maintained which might help to eliminate grass growing up and then creating problems with lumps left on the road. Mr Vickery suggested having a motor grader working out of Three Hills and grading perhaps a 10 mile radius around Three Hills might be a solution This would reduce the size of all areas except perhaps Division 3 It was suggested an extra grader could work on the main crew and preparation crew and help out with the divisions when and if necessary Division 2 suggested if everyone is happy with the work the divisional operator is doing perhaps it should be left alone No one likes change Mr Marz again suggested everyone should review the analysis and bring back any solutions they may come up with or any item they wish discussed further Mr Vickery asked if there is too much gravel on some roads Division 2 noted it all depends on the kind of gravel used - which pit it came from It was noted the M D of Brasseau is going to try spreading gravel in the winter time, spray it with water to freeze it to the road and see if this will hold the gravel on the road the County of Wheatland have an older grader which does nothing but cut grass during the summer time This keeps the grass down and lumps are not left on the roads a9 X, 11111144i COUNCIL MEETING TUESDAY, NOVEMBER 5TH, 1991 A question was asked as to what the operators thought about working a 5 day on 2 day off work week, but with the two days off not necessarily on a Saturday and Sunday There was discussion about the amount of time which was lost due to rain It is different in one area to another due to the type of soil There was discussion about charging people on Social DISCUSSION Assistance for snowplowing and it was agreed this matter SNOW PLOWING would be discussed at the next meeting of council.
