HomeMy WebLinkAbout1991-10-17 Council MinutesN 1 0 EXECUTIVE COMMITTEE REPORT OCTOBER 17th,1991 The Executive Committee of Richard A Marz and Harold Mueller met on Thursday, October 17th, 1991 commencing at 9.00 A M Mrs. Jean Wilkinson were also present The following items were reviewed 1 Kelsey Construction and Hutcheson Sand and Gravel have expressed an interest in development of a sand pit on N W. 2- 30 -25 -4 The material will be hauled out to golf courses outside of the M D They are prepared and have signed an agreement with the M D. under which the M D agrees to maintain the haul roads as time and equipment allow to a normal municipal standard If the traffic causes extra road maintenance and repair this extra cost to the municipality may be levied at government rates to the development and the development agrees to reimburse to the municipality The development also agrees to use whatever dust control measure is required to prevent excessive dust from the pit operation or traffic generation and the dust control material must be acceptable to the M D. The agreement has been signed but would point out no addresses for the developers are provided on the agreement This information should be provided, as well as some information about the haul route to be used Jr Executive Committee recommend the agreement be accepted by the 80 �h�s M.D. once the proper addresses are provided by the developers 2 The grader analysis prepared by Mr. Jeffery up to the end of June was reviewed The recommendation was that each councillor discuss same with his operator and bring comments back to Council To date this has not been done Executive committee recommend a meeting of all councillors and "a all grader operators be set up for November 5th and this matter A04 be discussed with them at that time S° 3 Boy Scouts of Canada, Central Alberta Region, have forwarded a letter about their Trees for Canada Program One option available to the group would be to help plant shelterbelts trees across Central Alberta If the local A S B would agree they could match local scout groups up with farmers who have ordered a small number of trees and the scouts could help the farmer plant the trees. It would require some organization so all trees could be planted on the same day Executive Committee recommend the letter be referred to the A S B for their consideration 4 A letter was received from Raymond Speaker, Minister of Municipal Affairs encouraging all municipalities to be involved and support Municipal Involvement Week set for April 5th to 11th, 1992 Executive Committee recommend to accept and file as information 5 Alberta Municipal Health and Safety Association are holding a Safety Program and Audit seminar in various areas of the Province One will be held in Calgary - November 20th and one i in Red Deer November 21st Cost is $50 00 per municipality which will allow two persons to attend. 40 11 Executive Committee recommend to accept and file 1 1 `e' � �\4?. EXECUTIVE COMMITTEE REPORT OCTOBER 17th,1991 * ** Attention Safety Committee 6 Federal Government - Invitat.ion to Help Build a New Canada brochure has been received Executive Committee recommend to accept and file 7 Alberta Association of M D & C have forwarded the results of a recent survey they did with regard to Utility Officers' positions in various M D and Counties The Province has discontinued funding the Utility Officer Program Survey shows 24 counties and 20 municipal districts responded. 21 counties and 16 municipal districts presently have a utility officer on staff 16 counties and 13 municipal districts will retain the position without provincial funding 3 counties and 2 municipal districts will do away with the position. Some areas are unsure 10 counties and 10 municipal districts will combine the duties with other positions Executive Committee recommend to accept and file and recommend \e the M D of Kneehill retain the position of Utility Officer position in combination with other positions. 8 Federal Department of Finance have forwarded information brochure called Canadian Federalism and Economic Union - Partnership for Prosperity The country must remove self imposed internal barriers and ensure federal and provincial fiscal polices are compatable Must also remove government imposed barriers to competitiveness and mobility A joint parliamentary committee on the renewal of Canada will conduct hearings in the fall to review views of Canadians on this matter Executive Committee recommend to accept and file. 9 AAMD & C have forwarded audited statements for the Association and Jubilee Insurance for the year August 1st, 1990 to July 31st, 1991 Executive Committee recommend to accept and file as information and councillors be advised the information is available for their purusal in the office. 10. Letter from Gilbert A Berdahl, former councillor and reeve regarding official opening of the renovated administration office He advises he will leave it up to the Building Committee to determine what part if any he will take in the offical opening Executive Committee recommend to accept and file as information and the letter be referred to the Building Committee 11 Crossroads Ag Society - R R #1 Penhold, Alberta have written requesting Council review the 50% grant reduction planned for the Crossroads Community Hall for 1992�5�� }/ Executive Committee recommend no change be made in the planned, recreation grant reductions proposed for the rural community organizations Note Richard M Vickery 2 E C �A • • EXECUTIVE COMMITTEE REPORT OCTOBER 17th,1991 12 Alberta Transportation have reviewed the fatal accident which occured on SR 587 on August 2nd, 1991 They suggest the M.D should review the location and give serious consideration to undertaking any remedial action it feels necessary, if any They feel the poplar trees in the north east quadrant of the intersection may had had an influence on the collision. Executive Committee recommend the Road Committee inspect this location. - WSW 13- 34 -25 -4 13 C P Rail has received permission from the National Transportation Agency to abandon the operation of the Langdon Subdivision from Langdon to Irricana and from Langdon to Shepard Executive Committee recommend to accept and file as information 14 National Transportation Agency has granted permission for the M.D. to widen SR 582 where it crosses the C N P track in N W 7- 31 -23 -4 The application was made by Torchinsky Engineering and they have been advised to this decision Executive Committee recommend to accept and file as information. 15 Brownlee Fryett have forwarded their October Municipal Law Bulletin which addresses Councillors' Eligibility and Conflict of Interest, municipal liability, new municipal government act and other items I gcpl,1� C, 00,00' ✓�,\ e- t �l � Executive Committee recommend to accept and file as information and a copy of the bulletin be provided to each councillor. �%k01X\ 16 Alberta Public Safety Services have written about the five year Regional Response Improvement Program for 1992/93 It was noted Mr Cunningham has re- submitted the M D application again for the 92/93 fiscal year.
