Councillor Code on behalf of the Building Committee presented a clock for the council room Reeve Hoff expressed sincere thanks to the Building Committee for their work on the building renovations and for the clock for the council room Requests were made to add items to the agenda as follows 23 CTAP meeting minutes 24. Request for cancellation of business tax 25 Request from Doug MacKenzie regarding subdivision conditions - S W 28- 28 -22 -4 13A Intensive Livestock meeting in Red Deer 20A. First Time Gravel - Don Kimmel Road ® Mr Vickery moved approval of the agenda for today's meeting with the addition of the above noted items. CARRIED Mr Boake moved approval of the September 10th, 1991 Council meeting minutes CARRIED The bank reconciliation statement for the month of August was reviewed and discussed There was discussion regarding the by -law which authorizes M D borrowing at the Treasury Branch Mr Jeffery advised Council the borrowing by -law should be increased in 1992 from $1 5 Million to $2 5 Million There was discussion about the reserve fund which is to be maintained and whether it would be necessary to increase this It was 1 M1 PRESENT ri nry J REQUEST TO ADD TO AGENDA APPROVAL AGENDA APPROVAL MINUTES BANK STATEMENT BORROWING BY LAW COUNCIL MEETING TUESDAY, SEPTEMBER 24th, 1991 I ('�� suggested this be discussed at the annual organizational meeting Mr. Code moved approval of the August bank reconciliation statement CARRIED The M D. cash position over the past several years was M D discussed CASH POSITION Mr Mueller moved approval of the accounts presented for payment today, subject to further review by Otto Hoff and APPROVAL J. Finley Code OF CARRIED ACCOUNTS Mr Jeffery's report covering the period September 10th to I September 24th was reviewed and various items discussed J C JEFFERY Mr Mueller moved approval of Mr Jeffery s report , REPORT CARRIED The Executive Committee report was reviewed and discussed Mr Vickery moved approval of the Executive Committee report CARRIED It was agreed the Statute Review Committee of J Finaly Code and Robert E Boake would meet on Tuesday, October 1st, 1991 and the Committee of Harold Mueller and R A Marz would meet on Wednesday, October 2nd, 1991 to continue with the review of the M D operation with a view to streamlining the operation Mr Jeffery read a letter which was prepared by the office with regard to the unfunded Local Authorities Pension Fund liability ti Mr. Code moved this letter be ratified by the council of the M D of Kneehill and forwarded to the Local Authorities Pension Board, the AAMD & C and local Members of the Legislative Assembly CARRIED The A S B September 16th minutes were reviewed and various items discussed It was noted Paul Andrew has resigned as a ratepayer member and there is a need to appoint a new member to the Board Discussions with various farmers are on- going, but nothing is definite as yet Mr Hogg moved approval of the A S B minutes. CARRIED The offer from Lois Ancion to purchase Lot 28 in Block 9 Huxley for $200 00 was discussed It was agreed more information from the M D. assessor would 3 be necessary before making a decision on this offer U Mr Jeffery reported that Alberta Agriculture along with other groups are holding an intensive livestock meeting in Red Deer on September 25th and suggested Mr Code should attend this meeting on behalf of the M D as the M.D of Kneehill land use by -law regulations will be discussed at this meeting F, M EXEC COMMITTEE REPORT COMM MEETINGS LOCAL AUTH PENSION FUND �C�r�nliet- {" G Yr \ A S B MINUTES 'a r i- ��er� LOIS �r ANC ION OFFER TO BUY LOT IN HUXLEY MEETING IN RED DEER COUNCIL MEETING TUESDAY SEPTEMBER 24th 1991 Mr. Boake moved Mr Code be authorized to attending this meeting on behalf of the M.D CARRIED Mr Jeffery noted Mr Dunay uses a value of $1000 00 per lot for a 50 foot lot in Huxley Mr Rodger entered the meeting at this time PROPOSI Mr Vickery moved to table the offer from Mrs Ancion until OFFER after the tax sale has been held this afternoon. L CARRIED ANC I ON The agreements for the Kerns Road Project in Division Six UP were reviewed Several of the agreements are over policy KERNS Committee approved 500 feet of fencing on this project at M D ROAD Mr Vickery moved he be excused from discussion and voting PROJECT on this matter as he has a personal and family involvement. �nJ PT ' CARRIED ReCOT--A�-d Mr Mueller moved the agreements obtained for the Kerns Road Project be approved CARRIED Mr Jeffery reviewed the September 18th road committee report ROAD COMMITTE Mr Boake moved approval for first time gravel for 3/10 of REPORT a kilometer of road South of 2- 31 -26 -4 CARRIED Mr Boake moved approval for one time screenings for the blade grade West of 23- 30 -26 -4 CARRIED Mr Rodger was requested to ensure all motor grader operators work on breaking down the lumps on the gravel roads before freeze up Mr. Rodger reported there is no more gravel in the Megli Pit and the entire pit will have to be reclaimed Mr Rodger was directed to review the pit reclamation with Mr Cunningham and bring a report back to the next meeting of council The condition of various lots in Swalwell was discussed Quite a number of them need cleaned up An advertisement put out by the M.D of Starland regarding their crews assisting with lot clean up in their hamlet areas was also reviewed Mr Hogg moved the M D set up a hamlet clean up day or PROPOSI days in early spring of 1991 with a firm date to be decided TO HAI on later HAMLET CARRIED CLEAN UP The Walker blade grade project was discussed The Road DAYS Committee approved 500 feet of fencing on this project at M D CON cl cost, which is over policy �nJ PT ' There was lengthy discussion regarding the existing blade ReCOT--A�-d grade policy COUNCIL MEETING TUESDAY SEPTEMBER 24th, 1991 Mr Vickery moved crew) policy at the Council review the blade grade ( ?small 1991 organizational meeting CARRIED The road West of 14- 29 -24 -4 was discussed The suggestion to put screenings on the road was reviewed Mr Rodger felt the screenings would sink into the road bed and would not solve the problem The road needs to be re -built Perhaps construction of a blade grade road should be considered Using 1 1/2 inch gravel on the road was also suggested. Mr Code moved Oris Rodger and Myles Maerz review the road and if it appears 1 1/2 inch gravel would be appropriate it be placed on the road CARRIED Mr. Hogg moved approval for widening the approach at S E 25- 33 -23 -4 at M D cost CARRIED Mr Marz moved the road committee inspect Sunnyslope with regard to the request for exit signs on 1st Street East and the need various areas in the hamlet the hamlet of erection of no for clean up of CARRIED The need to do traffic counts this fall was discussed The following locations were suggested - North Huxley Road West Huxley Hutterites south Trochu West Road H M Toews south to Megli Pit Bircham Road from SR 575 south Grainger Road J Johnson road - 4 miles west of South Wimborne Road going east and Martins Mennonite Church Road going north Linden Nursing Home road Carbon East to Sharples Acme - north and south - two locations - Walkers Mr Code moved approval of the road committee report. Mr Boake moved each councillor be given a copy of this letter and the matter be discussed at the 1991 organizational meeting of council CARRIED The motion passed at the September 10th meeting regarding provision for tree damage to be made on future borrow pit agreements was discussed Mr Boake moved to table this matter to the 1991 organizational meeting of Council. CARRIED Mr Rodger reported the cost for the floor drain for the truck shop will be about $8000 00 Installation of a gutter and sump only was discussed Mr. Vickery moved the M D have a gutter cut and a sump installed at a cost not to exceed $2000.00 CARRIED The need to purchase a freone recovery unit for the shop was discussed Mr. Marz moved the M D not purchase a freone recovery unti at this time CARRIED Mr Rodger reported there is a need to haul 5000 yards of 1 1/2 inch gravel from the Schmautz Pit to the SR 587 project and he would like permission to rent a tractor unit for about one week to help get this hauling done One of the M D. tractor units is down Cost would be about $800 00 per week or $120 00 per day. Mr Hogg moved Mr Rodger be given permission to rent a tractor unit for the time required to complete the gravel haul to the SR 587 road project. CARRIED Shaun and Marianne Payne - S W 3- 33 -26 -4 Country Residential Parcel of Land - 11.36 acres Mr Hogg moved the M.D recommend refusal of this subdivision in accordance with staff recommendations CARRIED Mr. Gerald Dube of Wimborne entered the meeting at this time He discussed at length with council the status of his taxes on his property Lots 9 to 12 in Block 1 Wimborne He felt the previous taxes were too high and the assessment on the buildings should have been reduced a few years ago. The buildings are very old and not in good shape There is presently $3188 01 plus frontage tax of $130 80 owing on the property He indicated he would be willing to pay about $1600.00 to clear up the tax account He felt the 1991 assessment on the buildings of $2000.00 was more in line with the state of the buildings and used the 1991 assessment to calculate the amount of taxes he felt was fair. He advised Council he paid $1250 00 for the property in 1986 after the former owner, Crossroads Gas Co -Op removed doors, windows, plumbing fixtures etc from the buildings He also indicated there is no business being operated from this location now. Mr. Dube also outlined various other concerns he has: - problem with street lightning in the hamlet The street light previously in front of his garage was removed and put further south Also there is no street light at the intersection of SR 805 and the street by Prohl's store - sidewalks were requested about 8 years ago - nothing done - problem with water run off and snow pushed up on his property - any concerns he has brought up have always been passed on to someone else and then nothing done about them - the private driveway by his garage being used by others for access - it is not a street or alley and sometimes is blocked off with vehicles from his garage business M D employees should be advised it is private property and he does not have to move the vehicles - Having to pay for garbage removal Pays $6 25 per week for S C.A to pick up his garbage from the garage He was advised the M.D does not pick up garbage from MEETING WITH GERALD DUBE C° �q • C 0 COUNCIL MEETING TUESDAY. SEPTEMBER 24th, 1991 commercial operations He indicated the Service Center down the street and another commercial operation may be getting commercial garbage pickup Mr Dube confirmed he was prepared to pay $1631 27 to clear the tax account for Lots 9 to 12 in Block 1 He was advised Council would consider his concerns and his offer and v\ advise him in writing of their decision.
