HomeMy WebLinkAbout1991-08-14 Council Minutesca M �q COUNCIL MEETING WEDNESDAY AUGUST 1 The Council Meeting which adjourned until August 14th 1991 reconvened with the fol present Reeve Otto Hoff Divisi Councillors J Finlay Code Divisi kobert E Boake Divisi Richard A Marz Divisi Richard M Vickery Divisi Lawrence Hoag Divisi Mrs Jean Wilkinson, Assistant Administrator was present and recorded the minutes by population There was discussion about this request and the following suggestion s were put forth If there is to be representation by population then costs will be also shared on a population basis Any meeting should involve all members of the Ambulance Society The center of the ambulance operation should remain in Linden Mr Marz moved a letter be sent to the Town and Three Hills, Town of Trochu Villages of Acme, Carbon, Linden and Torrington advising the M D would be willing to attend a meeting with all the local ��'PPGrer# jurisdications to disuss the Kneehill Ambulance Service and if cvr the terms of the agreement which created the service are to be �s re- negotiated, to provide representation on the board by population then how the costs are shared must also be based on population, and further moved a meeting be scheduled for some time in November when all the Provincial regulations are available CARRIED There was discussion about the request from the Huxley Community HUXLEY for the M D to assist them with their re -= cycling project by COMMUNITY p pi n9 for the utilities for the building they are using and RE- CYCLING providing transportation of the material to Red Deer PROJECT There was no estimate of costs provided by the community, or whether the material will be re -sold and what revenue they might received or what the transportation might cost Mr Vickery moved he and Councillor Hogg discuss this request further with the Community, obtain more information and bring a report back to Council at a later date CARRIED tq To, IIGd - CARRIED Oris Rodger entered the meeting at this time There was discussion about the drainage problem at Ben Schmidt's residence due to the recent road construction Mr Rodger suggested installing a large culvert and a water block to prevent the water from running down to the 18 inch culvert Torchinsky Consulting had suggested installing two granular drains at a cost of about $8000 PAI SWALWELL KEYLOCK SYSTEM NG�-lCe '�rni i G PIN PPr INTEGRATED RESOURCE PLAN PUBLIC LANDS AIR BOTTLES FOR FIRE nFPAPTMFNTq I rf F_v r LINDEN FIRE DEPARTMENT BEN SCHMIDT DRAINAGE i PROBLEM Ln 1i COUNCIL MEETING WEDNESDAY, AUGUST 14TH, 1991 It was suggested a berm be constructed around the sewage lagoon to keep the drainage water away from it, lower the ditch but generally agreed should not open the road up to install a culvert. It was generally agreed the solution would be to dig down about 10 feet in the east ditch and fill it with rock to help discharge the water in to natural drainage course Mr Hogg moved Mr Rodger be authorized to construct a berm around Mr Schmidt's sewage lagoon if the above solution does not eliminate the problem Mr Schmidt is experiencing from the water drainage CARRIED Mr Rodger noted Linden Contractors is now crushing at the Megli Pit, and should move to the Blackie Pit by September 1st He asked if Council will authorize hiring private trucks to haul the gravel away from the crusher when he moves to the Blackie Pit It will take 4 trucks and another loader If some of the gravel is to be hauled to the HOrseshoe Canyon stock pile site it will take 8 trucks Mr. Boake moved Mr. Rodger be authorized to hire 4 private trucks to haul gravel from the crusher at the Blackie Pit over to the Alex Lowen stock pile site CARRIED Mr Hoff moved the M D erect advisory "railway tracks ahead" signs on SP. 582 at Sunnyslope CARRIED Mr Marz noted Mr McCook, the grade foreman has asked if his crew can work 12 hour days or work on a Saturday at overtime rates There was discussion about the terms of the employment agreement If the men work on Saturday or Sunday they are to be paid overtime Mr Marz moved the main crew may work on a Saturday at a rate of 8 hours straight time and 2 hours overtime if they are unable to work on a rainy day during their normal five day week - MOnday to Friday CARRIED Mr Rodger left the meeting at this time The meeting then adjourned for dinner The Huxley Ball Club has requested permission to plant trees around the Huxley Ball Diamond which is situated on M D property Mr Marz moved the Huxley Ball Club be allowed to plant trees around the ball diamond in Huxley, the community be allowed to modify the playground area in Huxley to more easily maintain it, and the M D agree to contribute up to $100 00 towards the costs of the trees carried ll 3 BEN SCHMIDT DRAINAGE PROBLEM O ref „dv�se� \e -1 GRAVEL CRUSHING HIRE PRIVATE TRUCKS C r- s (A CIR -A2 ADVISORY SIGNS RE RAILWAY TRACKS \4, a a v,sot CREW WORKING nVFR TIMF NOT APPR()VFD c. � •, , sR-1 DINNER HUXLEY BALL DIAMOND TREES ETC A D� COUNCIL MEETING WEDNESDAY, AUGUST 14TH 1991 Mr Cunningham entered the meeting at this time Mr Boake moved Item Number 32 - County of Wheatland road approach ROAD policy be tabled to the next meeting of Council APPROACH CARRIED POLICY The CTAP application submitted by the Badland Hovercraft Tours was discussed HOVERCRAFT Mr. Marz moved the M D recommend to the Province that this TOURS project be approved for $25,000 00 from the M D CTAP funds CTAP CARRIED APPLICATION lc }fir S,-nl Mr Code moved the application received from the Kneehill Historical KNEEHILL Society be referred to the M D Tourism Action Plan Committee for review HISTORICAL CARRIED SOCIETY CTAP Mr Cunningham suggested the two deacon benches which are downstairs DONATION be donated to the Kneehill Historical Society museum TO '11 Mr Vickery moved the two benches be donated to the Kneehill Historical THREE HILLS MUSEUM Society Museum for use in the train station G 1 del +G CARRIED OLD BENCHES Mr. Cunningham reviewed the items which the Building Committee feel should be purchased prior to the official opening of the office Mr. Code moved approval of up to $9000 00 for purchase and or up- grading of the extra furniture, office equipment and suplies CARRIED Mr Cunningham reported he attended the subdivision appeal in Hanna today with regard to the Richard Faulter appeal Mr Marz reported to Council on the office landscaping and some minor problems which occured Mr Vickery moved Item Number 34 AAMD & C letter re Constitutional issues be tabled to the next meeting of Council CARRIED Council discussed whether a luncheon should be held for the officials coming for the office opening and it was agreed this not be done Mr Marz moved Liz& Paget be appointed as secretary for the M D. of Kneehill Municipal Planning Commission CARRIED Mr Vickery moved this meeting do now adjourn CARRIED Time 2 30 P 14 - -fi -- - - - - -- Reeve Mun cipal Admin�-Strator BUILDING COMMITTEE REPORT sea± SUBDIVISION APPEAL OFFICE I ANWAPTNr CONSTITUTIONAL ISSUES OFFICIAL ' OPENING LIZA PAGET APPOINTED SECRETARY TO MPC i ADJOURN 11 APOW- U ROAD COMMITTEE AUGUST 6, 1991 The Road Committee of Lawrence Nogg, Richard M. The following items were reviewed. 1 Met Rick and Oris at Paul Gelinas - Require deer crossing signs south of Bruce Hastie's house for North Bound traffic and North of Lyle Gelinas for South Bound traffic 2 Paul Gelinas - Recommend to dig trench and fill with rock or pit run to see if it can stop spring Have Hi Hoe pull west side of bank to east bank to see if can stop sloughing 3. Paul Gelinas - Recommend supply four posts to Paul Gelinas RE dirt hauled on approaches - Will lift gates 4 Atlantis Road - Last motion was that if they built from north to their wellsite we would consider building a road to the south - Policy discussion required. 5 Allan Winther approach (See Item #17 July 23/91 - Road Committee Meeting) Recommend Riverton do the job while in the area at our cost 6 James Sailer W /SW 7- 34- 24 -W4. Lonnie feels we should change the fencing policy They take `r` ��ej %e out and we build new one and forget it. 4 Laurie Brosseau has registered in the Local Government Certificate Program She will be taking the Alberta's Local Governments course which wil involve attendance at two seminars L��J`Sea in Calgary Need Council approval, as per policy 7 -2, for reimbursement for mileage, meals etc. for attendence at these two seminars 3. Loaned one piece of 3' new culvert (no used available) to Environment Canada for permanent weir in Village of Carbon (could not use bridge to island) . Culvert will be returned in two to three weeks The contractor is R 0 Dumont Construction of Strathmore 4 Have received only three complaints from ratepayers concerning the reduced speed limit on SR806 through Linden. July 15/91 Mr Fred Toews - felt it was too slow July 24/91 Mr Kerry Eitzen - travels to Linden quite often and feels it is too slow and an inconvenience to travel so slow for 1 1/2 miles. Should drive according to your own ability Also unhappy about sand left on road after crack filling. July 24/91 Mr Clarence Dick - too slow - makes lawbreakers Not a logical thing to do Keep speed at 75 kph and post advisory signs 5 Received two faxes from unsigned ratepayers complaining about M D roads and other matters Sent a return fax inviting the sender of the faxes to make an appointment with Council to discuss these concerns. Senior government condition takes precedence in differences for development approval. Section 78• Delegates the power to allow the location of two dwellings on one parcel from the Alberta Planning Board to the municipality Section 117. Introduces changes with leasing and disposition of Environmental Reserve lands. Sections 154 & 155 Increase the maximum fines for violation of the Act to $2,500 00 Executive Committee recommend to accept and file as information and that Council should examine the Land Use Bylaw in light of these new amendments 2 County and Municipal District Enforcement Program Alberta Transportation & Utilities is offering training, assistance and consultation to Counties and M D 's to ensure proper commercial vehicle weight and safety enforcement is carried out Mr Don Lowe, Manager, Standards, Maintenance and Liason Branch, will be contacting us in the near future to provide information and assistance about this program Executive Committee recommend to accept and file as information 3 Letter from Alberta Labour re. Sexual Harassment in the Workplace A poster campaign has been launched to confront sexual harassment in the workplace.
