COUNCIL MEETING JANUARY 9TH. 1991
The January 8th, 1991 regular meeting of the Council of the M D
of Kneehill No 48 which adjourned until 9 00 A M Wednesday,
January 9th, 1991 reconvened at that time
The following were present for the meeting PRESENT

There was lengthy discussion regarding recommendations made for
1991 wage and salary increases
Mr Boake moved Council hold an in- camera session

Mr Jeffery left the meeting at this time - 11 25 A M
The meeting adjourned for dinner between 12 00 Noon and 1 00 P M
Mr Jeffery returned to the meeting at 3 30 P M
Mr Marz moved Council meeting do now reconvene, the in- camera

term seniority pay was discussed
Mr Vickery moved the seniority pay for long term employees be
increased as per the recommendation from the Employer Committee
for a total cost in 1991 of $4446 00

EXECUTIVE COMMITTEE MEETING DECEMBER 14TH, 1990
The Executive Committee of Otto Hoff and R Marz met on Friday,
December 14th, 1990, commencing at 11 00 A M
Mr J C Jeffery was also present
The following items were discussed
1 Rick Vivone & Associates are publishing a newsletter called`` \6�(
Insight into Government - cost $175 00 per year
Executive Committee recommend to accept and file as information
2 AAMD & C have requested Council fill out an evaluation of the
Fall convention
Executive Committee recommend to accept and file
3 Executive Committee recommend only one councillor attend the
up- coming seed plant convention and further recommend Harold
Mueller attend as he has considerable knowledge about the new
plant being constructed
4 Newsletter from Prairie Assoc for Water Management
has been received with a note that the annual general meeting is
tentatively set for Monday, March 11th, 1991

6 Mr Cunningham advises the Linden Disposal Site is open
Monday through Saturday without supervision except when M D
employee is working on Tuesday and Thursday He feels there is a
need to look at some solution as problems are being created when
the site is opened and not supervised The burning pit metal
pit, tire site and concerete area as well as the transfer boxes
are available to anyone when the gates are left open
Executive Committee recommend the site must be supervised when it
is open to the public If Linden wish to keep it open more than
two days a week they should hire staff to supervise the site for
the additional days
7 Pitch In Alberta has requested a contribution from the M D
for 1991 in the sum of $350 00

8 M D of Clearwater are concerned with the proposal to pool
corpoate education property taxes and is asking that the
Executive of the AAMD & C to maintain the position of opposition
in all discussions with the Province until the issue can be
discussed and studied by the Local Government Financing Review

9 Town of Three Hills have approved a develoment permit has
for a welding shop and retail trade for Cliff Majak next to the
new Seed Cleaning Plant

The Executive Committee of Otto Hoff and R. Marz met on
Thursday, January 3rd, 1991, commencing at 9 45 A M
Mr J C Jeffery and Mrs Jean Wilkinson were also present
The following items were discussed
1 Minutes Meeting of Mayors, Reeves and Administrators
A meeting of various mayors, reeves and administrators was held
on Wednesday, December 12th, 1990 at Drumheller J Finlay Code
attended on behalf of the M D Reason for the meeting was to
see -if the area 1 d h

r�have more impact on the Province and other groups
General concensus was that the group work on one or two items to T U
begin with and use Palliser Regional Planning as resource people 4�
The next meeting will be held Wednesday, February 20th, 1991 Ct

Mr Harvey has sold his business as of January 1st to Bob Kangas

6 Letter from FCSS Kneehill Community Resource Board (formerly
FCSS steering committee)
Kneehill Community Resource Board has written all participating
municipalities requesting confirmation they are prepared to
continue with the community resource worker program for another 3
years from April 1st, 1991 subject to the conditions previously
outlined

Alberta Transportation have indicated as the M D forces are to
do the base course and double chip seal work on SR 582 the
engineering cost of $150,000 00 seems too high They requested
clarification of the costs Gordon Couldwell of Torchinsky will er
review same and send the M D a letter shortly le'k

Alberta Municipal Affairs advise if council wish to sell the lot
in Grantville for purposes other than recretion the proposal to
sell must be advertised and if a valid petition from M D

12 Letter from Alberta Agriculture re Freedom To Choose
Proposal
Alberta Agriculture have asked Alberta Municipal Affairs to
assist their department in making preparations for implementation
of the Freedom To Choose proposal if same is passed by the Sent
Government This assistance would require municipalities to
provide Municipal Affairs with tax roll assessment information
Executive Committee recommend this information be provided to the
Department when and if the legislation is passed

13 Letter from Minister of Environment Ralph Klein
Government is in process of reviewing the proposed Alberta
Environmental Protection and Enhancement Legislation This
proposed legislation will consolidate nine existing acts
and he plans to introduce the act in the Legislative Assembly in
the spring of 1991

14 Letter from Stars
A letter has been received from Stars regarding their helicopter
ambulance service and the uncertainty they face because of not
having a locked in method of funding their operation �c '

information about Stars be discussed at the divisional meetings to

15. Alberta Planning Board Appeal Notice
Alberta Planning Board will be holding subdivision appeals on \c�
Wednesday, January 9th, 1991 at Hanna The appeals were filed by
Alton Parker and E Wiens
