HomeMy WebLinkAbout1991-01-09 Council MinutesN J K� a C�J .A 1 n COUNCIL MEETING JANUARY 9TH. 1991 The January 8th, 1991 regular meeting of the Council of the M D of Kneehill No 48 which adjourned until 9 00 A M Wednesday, January 9th, 1991 reconvened at that time The following were present for the meeting PRESENT Reeve Otto Hoff Division 2 Councillors J Finlay Code Division 1 Robert E Boake Division 3 Richard A Marz Division 4 Harold Mueller Division 5 Richard M Vickery Division 6 Lawrence Hogg Division 7 John C Jeffery, Municipal Administrator Reeve Hoff called the meeting to order There was lengthy discussion regarding recommendations made for 1991 wage and salary increases Mr Boake moved Council hold an in- camera session CARRIED Mr Jeffery left the meeting at this time - 11 25 A M The meeting adjourned for dinner between 12 00 Noon and 1 00 P M Mr Jeffery returned to the meeting at 3 30 P M Mr Marz moved Council meeting do now reconvene, the in- camera session having been completed CARRIED Mr Hogg moved Mr effective January authorized to set salaried staff up increases for the amount of $34,000 Jeffery's salary be increased by $2500.00 1st, 1991, and further moved Mr Jeffery be 1991 pay increases for the remainder of the to a total of $30,000 00 and 1991 hourly wage permanent hourly employees up to a total 00 Mr Mueller requested a recorded vote In favour - Robert E Boake, Lawrence Hogg, Otto Hoff and Richard M. Vickery Opposed - Harold Mueller, J Finlay Code and R A Marz MOTION WAS CARRIED Item number 9 from the Employer Committee report regarding long term seniority pay was discussed Mr Vickery moved the seniority pay for long term employees be increased as per the recommendation from the Employer Committee for a total cost in 1991 of $4446 00 CARRIED 1991 WAGE NEGOTIATIONS SALARY INCREASES G�v lS� SENIORITY PAY Item number 15 from the Employee/ Employer Committee report which DIV 4 & 5 recommended a 50 cent per hour increase for Division 4 & 5 MOTOR divisional motor grader operators was discussed but no motion was GRADER made regarding this suggestion OPERATORS Mr Vickery moved the budget comparison report to December 31st be accepted and filed BUDGET CARRIED COMPARISON! Marz met on Thursday, January 3rd, 1991, commencing at 9 45 A M Mr J C Jeffery and Mrs Jean Wilkinson were also present The following items were discussed 1 Minutes Meeting of Mayors, Reeves and Administrators A meeting of various mayors, reeves and administrators was held on Wednesday, December 12th, 1990 at Drumheller J Finlay Code attended on behalf of the M D Reason for the meeting was to see -if the area 1 d h U.3 cou or s ould form a lobby group which might 0-C, r�have more impact on the Province and other groups General concensus was that the group work on one or two items to T U begin with and use Palliser Regional Planning as resource people 4� The next meeting will be held Wednesday, February 20th, 1991 Ct Otto Hoff was advised of the date for the next meeting 1 Executive Committee recommend to accept and file as information V 2 Letter of Resignation from Rhodes & Co (Robert Harvey) - Mr Harvey has sold his business as of January 1st to Bob Kangas Mr Jeffery has requested Mr Kangas to advise what he would charge to do the 1990 audit Executive Committee recommend to accept and file as information until further information is received 3 Red Deer College Invitation The Red Deer College is holding an informative and social evening i January 17th in Didsbury to show as audio visual presentation regarding the college and their proposal to set up degree y programs for the students Executive Committee recommend to accept and file 4 Bridge Crew Job Description Td A gob description for the bridge inspector and crew has been C °P� 0°-( developed J,0 G0 Or Executive Committee recommend a copy of the job description be /'G 3 given to each councillor and the matter be discussed at a later/ meeting of council 5 M D Brazeau - Snowplowing policy survey M D. of Brazeau if requested will plow out a ratepayer's driveway at no cost three times during the winter season Any more than that must be paid for at government rates They are requesting information about how this work is handled/ le from other areas and will forward a copy of the results in d e� course The M D completed the survey and returned it Executive Committee recommend to accept and file p 6 Letter from FCSS Kneehill Community Resource Board (formerly FCSS steering committee) Kneehill Community Resource Board has written all participating municipalities requesting confirmation they are prepared to continue with the community resource worker program for another 3 years from April 1st, 1991 subject to the conditions previously outlined Executive committee recommend to accept and file as M.D has already agreed to participate for another 3 years 1 1�9 EXECUTIVE COMMITTEE MEETING JANUARY 3RD, 1991 7 Alberta Transportation letter re SR 582 Alberta Transportation have indicated as the M D forces are to do the base course and double chip seal work on SR 582 the engineering cost of $150,000 00 seems too high They requested clarification of the costs Gordon Couldwell of Torchinsky will er review same and send the M D a letter shortly le'k I-, �V�4A Executive Committee recommend to accept and file until > rther information is received / 8 Grantville Park Lot Alberta Municipal Affairs advise if council wish to sell the lot in Grantville for purposes other than recretion the proposal to sell must be advertised and if a valid petition from M D ratepayers is received the matter must be submitted to a vote Executive Committee recommend another letter be sent to the TowneY of Three Hills asking if the town would be interested in discussing a trade of the land for joint ownership of the 1-f� transfer box property and if not the M D intend to advertise tFfe proposal to sell the property for purposes other than recreation 9 Letter from M P Louise Feltham Mrs Feltham acknowledged receipt of the M D letter supporting the resolution of the City of North York regarding the Goods and Services Tax She outlined the reasons for needing to implement the tax Executive Committee recommend to accept and file 10 Drumheller Solid Waste Management Association Minutes Minutes of the organizational meeting held December 13th 1990 were received Robert Boake has been re- elected as Chairman of the association Executive Committee recommend to accept and file 11 AAMD & C has forwarded the following information k� r \ r ,A a) Information Paper "The Green Plan" as prepared by the Federal G . Government za b) Local Government Financing Review Up -Date c) AAMD & C response paper to the Provincial Environmental Legislation Review Panel Executive Committee recommend copies of Items a and b and a copy of the letter received with Item c be given to each councillor for their information and council agree to discuss any of the items at a later meeting of council if questions and or concerns about the information is raised by any councillor 12 Letter from Alberta Agriculture re Freedom To Choose Proposal Alberta Agriculture have asked Alberta Municipal Affairs to assist their department in making preparations for implementation of the Freedom To Choose proposal if same is passed by the Sent Government This assistance would require municipalities to provide Municipal Affairs with tax roll assessment information Executive Committee recommend this information be provided to the Department when and if the legislation is passed 2 Iq L!I EXECUTIVE COMMITTEE MEETING JANUARY 3RD, 1991 13 Letter from Minister of Environment Ralph Klein Government is in process of reviewing the proposed Alberta Environmental Protection and Enhancement Legislation This proposed legislation will consolidate nine existing acts and he plans to introduce the act in the Legislative Assembly in the spring of 1991 Executive Committee recommend to accept and file as inform ion 14 Letter from Stars A letter has been received from Stars regarding their helicopter ambulance service and the uncertainty they face because of not having a locked in method of funding their operation �c ' Executive Committee recommend this letter along with other information about Stars be discussed at the divisional meetings to (as previously agreed) 15.
