hereby consent to the holding of this council meeting at the M D
of Kneehill Office in Three Hills, Alberta, commencing at 9 00
A M today - December 20th, 1990
The meeting will discuss items as per the attached agenda, dated
December 18th, 1990, along with any additions as approved by

COUNCIL MEETING DECEMBER 20TH, 1990
A meeting of the Council of the M D of Kneehill No 48 was held
on Thursday December 20th, 1990 commencing at 9 00 A M This
meeting was held in lieu of the Tuesday December 18th, 1990
regular meeting of Council which was not held due to weather
conditions
All councillors had agreed verbally to hold the meeting today and
also all signed a letter of consent prior to commenment of the
meeting
The following were present for the meeting

Reeve Hoff called the meeting to order
Mr Hoff then presented Councillor Finlay Code with a service
award pin in recognization of his five years (plus) service as a
councillor
Mr Marz moved approval of the agenda for today's meeting
CARRIED
The December 11th meeting minutes were discussed The following
corrections are required page 1 - motion regarding reduction of
legislative expenses in the proposed 1991 budget to $135,000 00
should indicate it was carried and on page 2 regarding 1991
capital review the words "and tentatively agreed on as follows"
should be deleted
Mr Code then moved approval of the December 11th council meeting
minutes subject to the above noted corrections cor-rPc+ ans

The report from the Employee /Employer Committee meeting was
discussed in detail
Mr Boake moved any employee on staff as of December 20th, 1990 aone
be given a ham or turkey as a Christmas bonus
CARRIED
The budget comparison report as at December 19th, 1990 and the
proposed budget for 1991 was reviewed and discussed in detail
Mr Mueller moved to accept and file the December 19th budget
comparison report as information
CARRIED
There was further discussion about the various recommendtions
made by the Employer Committee
Item Number 1 recommendation to keep another full time mechanic
on staff was not approved
The recommendation to purchase two full sets of tools for the
main shop was discussed
Mr Mueller moved the M D capital committee arrange for the
purchase two full sets of tools for the shop at a price not to
exceed $4500 00; the tool allowance payment policy be cancelled
effective December 31st, 1990, and further moved the Shop foreman

is to ensure the M D tools are looked after and replaced as
necessary

Mr Vickery moved the M D purchase a washer and dryer for the
main shop at a price not to exceed $1200 00
CARRIED
Mr Boake moved the M D purchase up to three (3) micro waves at
a cost not to exceed $750 00
CARRIED
Mr Boake moved Item No 5 - setting a date for 1991
organizational review - be tabled until the next meeting of
council
CARRIED
Mr Hogg moved telephone crystals be installed in the divisional
motor grader radios
CARRIED
Mr Hogg moved the employment agreement be amended to provide
Council will meet with the M 0 employees each year on the last
® Thursday of November
CARRIED
Mr Code moved the M D not pay stand by pay to those employees
who are on call over the Christmas holidays
CARRIED
Mr Code moved the recommendation Number 14 regarding the l
increased rate of pay for sub - foremen and field mechanics not be
approved

The meeting adjourned for dinner between 11 45 A M and 1 00 P M
The recommendation regarding long term seniority pay rates was
discussed Mr Jeffery was directed to check the figures used
when the committee made this recommendation
Mr Vickery moved to table this matter until the next meeting of
council
CARRIED
Mr Jeffery left the meeting at this time and Mrs Wilkinson
entered the meeting and recorded the minutes
There was lengthy discussion about how the M D could cut down
some of its expenses in 1991 Suggestions were made as follows
Cut out use of LS2000, use synthetic oil to cut down the number
of oil changes required and the cost of getting rid of waste oil,
complete one job before moving to another one, cut down the main
crew road program to about 10 miles and then have the machines do
reclamation work in the gravel pits, do not purchase any new
equipment in 1991, lobby the government to allow the M D crews
to undertake some of the secondary road projects rather than
hiring private contractors, cut down on the amount of gravel put
on the M D roads, stay with six trucks on the gravel crew, put
gravel only on sections of the roads which require it, rather
than gravelling the entire road,
There was also discussion about how much of the M D road grid
system the M D is prepared to build in the next few years

There was discussion about the cost of grid packers ($13,500 00)
and the trailer pup ($25,000 00)
Mr Jeffery returned to the meeting at this time and Mrs
Wilkinson left the meeting
The recommendation regarding 1991 salary and hourly wage
increases were discussed in detail
Mr Boake moved to table this matter to the January 8th, 1991
meeting of Council

Mr Jeffery reported regarding the Levi Boese house situation
and read a letter received from Michael Welsh, M D solicitor
Mr Hogg moved Mr Cunningham be directed to issue a stop work
order in accordance with Mr Welsh's instructions
CARRIED
Mr Hoff moved approval of the accounts presented for payment
today, subject to further review by the finance committee of Mr
Marz and himself.
CARRIED
Mr Jeffery noted Mr Elmer Wiebe has made an application for
redesignation of the S E 22- 30 -25 -4 from ag conservation to
agriculture
