COUNCIL MEETING DECEMBER 4TH. 1990
A meeting of the Council of the M D of Kneehill NO 48 was held
on Tuesday, December 4th, 1990 commencing at 9 00 A M
The following were present for the meeting

Mrs Laurie Brosseau was present and recorded the
minutes
Reeve Hoff called the meeting to order
Mr Code moved that Items 6 and 7 of the agenda be tabled to a 6 & 7 of
special budget meeting with all of council on December 11, 1990 AGENDA
CARRIED TABLED
Mr Vickery moved approval of the Council Minutes of November APPROVAL
20th, 1990 with the correction on Page 3, S E 11, S W 11 and OF NOV 20
N W 11 in 31 -25 -4 be changed to S E 11, S W 12 and N W 12 in MINUTES
31 -25 -4 re road diversion cancellation
Mr Jeffery asked that the following items be added to the
agenda

Mr Boake moved approval of the agenda with addition of the above APPROVAL OF

Mr Vickery moved approval of the accounts presented for payment
today, subject to further review by the finance committee of APPROVAL

Mr Hoff then welcomed Messrs Townsend and Kozack to the meeting
and invited them to do their presentation
Mr Kozack then proceeded to outline some of the assessment NEW
changes coming into place with the general assessment in 1992 ASSESSMENT
REG
The major change will be that all residences would be PRESENTATION
assessable FROM A M A
In the new assessment distance to market factor will be
removed
There will be a three -acre site assessment at 65% of market
value Over three acres will be assessed as agricultural
valued land There will be a $40,000 00 exemption on a
first residence and $20 000 00 on a second residence if used
for farm purposes Land over the three acre site assessment
will create the exemption to residences The title holder
of the agricultural land is deemed to be the owner of the

residence even if residence is owned jointly
Council do have the option of a split mill rate
Mr Kozack figured that the assessment on most agricultural
land would be going down and that industrial and pipeline
would be increasing The M D assessment is made up of
approximately 50% agricultural and 50% industrial and
pipeline
Council should direct the assessor that it is his
responsibility to gain the most exemption for the taxpayer
Recommends sending assessment notice and tax notice
together
Mentioned he had reviewed other M D 's and Counties now on
stream and they had very low court of revision numbers
Can phase in tax increase
Ratepayers who own land in more than one M D can take
exemptions from another M D provided he farms it
Mr Hoff thanked Messrs Townsend and Kozack for attending and
they left the meeting Mr Dunay and Mrs Stenekes also left the
meeting Time 9 55
Mr Oris Rodger and Doug Hazelton of Linden Contractors entered
the meeting
Mr Hazelton stated that there was no way that he could get the
bull crusher to the Blackie Pit as he had been instructed It is
too heavy He felt it would be better to rent a five or six yard
loader and five or six rock trucks and haul the rock down to the
stock pile at the bottom Mr Hazelton also said that there was
a lot of sandstone in this pit, not much good sound rock He has
been putting the sandstone rock in the big ravine on the north
side This rock can be buried when landscaping
Mr Code moved that council go in camera

After some discussion Mr Hogg moved that Mr Hazelton not take
the bull crusher into the Blackie Pit, that he be instructed to
go into this pit September 1, 1991 and crush 50,000 yards of
gravel, that the sandstone not be buried but be stockpiled and
that the total yards of 50,000 be reassessed nearing crushing
completion

After some discussion regarding snow fences, Mr Hogg moved that SNOW FENCES
up to 4,000 feet of snow fence be purchased to replace the
existing rolls as required and that this be looked at on a yearly

Mr Jeffery then reviewed a report done by Alex Cunningham in GRAVEL
which he estimates that present gravel reserves wi l l be gone by SHORTAGE

Mr Lawrence Bauer - Councillor, Jack Ramsden - Administrator, TOWN OF
and Ron Leaf - Recreational Director for the Town of Three Hills THREE HILLS
then entered the meeting REQUEST FOR
Mr Hoff welcomed them MORE RECREATIONAL
Mr Bauer then stated that the Town of Three Hills 1989 budget FUNDS
showed a 20% increased deficit in the Town's recreational
facilities and programs Operating costs have risen and
government funding has been cut
Mr Bauer requested that the M D consider increasing their
contribution to the Town in 1992 to 20% of the Town's budgeted
operating deficit and that this allocation be subject to a 5%
increase each year thereafter up to 35%
Mr Jeffery stated that the M D had allocated $88,600 00 to
recreation in 1989 Based on a survey done of recreational
allocations by other M D 's and Counties, done by the County of
Lacombe, the M D of Kneehill is one of the higher contributors
in this area
Mr Hoff thanked Messrs Bauer, Leaf
and Ramsden for attending
and stated that this matter would be
considered when all council
members were present They then left

The request from Wayne Stankievech for council to hold a public
meeting in connection with the office renovations and expansion
was discussed Mr Jeffery stated that he had left a message at $
the home of Mr Stankievech asking him to call the office but had
not heard back from him The councillors reported that their
ratepayers had voiced few concerns since the article in the Three
Hills Capital on November 20, 1990

Freedom to Choose Document was then discussed briefly and Mr

Kneehill Creek Water Quality Survey was then reviewed The
purpose of this survey was to determine whether or not a
supplement of water to the Creek would benefit the landowners in
the area Results indicated that water diversion from the
Dickson Dam would benefit the landowners in the area and would be
used for agricultural purposes

The Executive Committee Minutes of November 30, 1990 were then
discussed
Further to Item 11 regarding the disbursement of excess Alberta
Public Assistance Transportation grant money, a letter was
received this morning from the Drumheller Regional Health Complex
requesting some funding towards their bus and van program
Mr Code moved that $1,500 of the excess 1990 transportation TRANSP 0
grant monies be given to Drumheller Regional Health Complex and GRANT
the balance be given to the E1 trohi 1 1 s Dats Society ALLOCATION

After some discussion Mr Mueller moved that $1 50 per drink be

the Town of Three Hills entered the meeting Time 4 00 p m TOWN OF
Mrs Bauman stated the Towns wishes for a mutual aid agreement THREE HILLS FOR MUTUAL
between the Kneehill Ambulance Service and the Town of Three AID AGREEMENT
Hills Ambulance Service She said that at the present time they BETWEEN
have instructed the Three Hills Ambulance personnel to contact KNEEHILL ANH
Kneehill Ambulance immediately, before responding to any calls AND TOWN W
outiside the Town limits There was some discussion regarding
this matter and problems that could arise
Mrs Brosseau stated that Mr Dick had indicated that he was very
pleased with the cooperation of the Three Hills Ambulance in the
matter of notifying him when they received calls outside of the
Town limits The Kneehill Ambulance Board have instructed him to
get together with Three Hills to draw up a mutual aid agreement
He should be contacting them in the near future
Mrs Bauman and Mr Ramsden left the meeting Time 4 15
Mr Mueller moved that this matter be tabled to the secondJ�
meeting in January after the next Kneehill Ambulance meeting

on Friday, November 30th, 1990, commencing at 9 00 A M

1 Invitation from Police and Security Branch, Province
of Alberta
Invitation to attend a public discussion on the
future direction of policing in Canada - Police
Challenge 2000 - December 3rd, 1990 Westin Hotel in
Edmonton
Executive Committee recommend to accept and file
2 University of Alberta Winter School for Elected
Officials
Seminar will be held February 19,20,21 in 1991 by
the Extension Department of U Of A
workshops are to help elected officials deal with challenges
of public office
Executive Committee recommend to accept and file
3 Letter from Laurence Decore
Copy of speech given by Laurence Decore recently regarding
dealing with provincial deficit etc was forwarded to all
councils
Executive Committee recommend to accept and file
4 Hudson Bay Route Association Membership
1991 Membership renewal account has been received $100 00
Executive Committee recommend this not be paid
5 Stars Ambulance
Meeting held with Caroline de L Davies Development
Consultant for Stars requesting some long term committment
from the council as they wish to make some long range plans
Executive Committee recommend this request be discussed at
the annual divisional meetings to be held in the spring
6 Village of Linden re Tourism Action Plan
Village of Linden request permission to adopt a portion of
the M D tourism action plan as their plan
Executive Committee recommend this request be approved
7 Alberta Motor Association directional signs
1
AMA will provide and erect directional signs at rural and
secondary roadway intersections Form must be submitted
before May 15th, 1991
Executive Committee recommend any councillor who wishes
to have signs put up advise the office of the

8 Battle River Tourist Association
Battle River Tourist Association is holding a meeting to
discuss East Centre Tourism Corridor Forwarded col
copy of the document and other information and an agenda�,,V
Executive Committee recommend Harold Mueller be authorized
to atend the meeting if he so wishes
9 Town of Trochu
The Town of Trochu has forwarded information about the
availabity of mobile tourist information centers
from the Province of Alberta
They would like to request a unit for a period of not less
than 2 years and spot it at different test sites to determine,t
the best site for a permanent regional tourist information
center
Reviewed the costs which would be involved
This letter was forwarded to all towns and villages in
the area and the M D and they request a response by
December 14th, 1990
Executive Committee recommend a copy of the letter
be given to Mr Code and Mr Mueller to discuss at the
next Tourism Action Plan Committee meeting
PLEASE NOTE THE TIME DEADLINE FOR A RESPONSE
10 1991 Budget
There is a need to pass the 1990 budget for use in 1991 until
the 1991 budget can be completed and approved

11 Alberta Public Assistance Transportation Grant
There will be about $7700 00 left over from the 1990
grant of $15,138 00 received by the M D
Funds have been used for Eltrohills, Drum Valley
Bus Society, Seniors Trips in all areas except
Torrington as the Village did not apply for any
funds Requests have been received for the excess
money from Eltrohills Dats and Trochu Bus Society
Executive Committee recommend the 1990 excess money
be paid to the Eltrohills Oats Society
The Executive Committee then adjourned
