A meeting of the Council of the M D of Kneehill NO 48 was held
on Tuesday, November 20th, 1990 commencing at 9 00 A M

present and recorded the minutes.
Reeve Hoff called the meeting to order COMM
It was agreed to hold a Budget Committee meeting November 26th, METINGS
1990 at 9 00 A M , a Road committee meeting on Wednesday,
November 28th, 1990 at 9 00 A M , a Statute Review committee
meeting on Friday, November 30th and an employee committee
meeting on Thursday, November 29th, 1990
It was also agreed Richard Vickery would attend a meeting with
Alberta Fish and Wildlife in Red Deer on December 5th, 1990
Requests were made to add the following items to the agenda

The request regarding putting the Sharples bridge on the prioritJyC
list was discussed
The 1991 bridge priority list has not been completed as yet and.JEFFERY
the request should be discussed when the list is brought to
council for discussion D,
REPORT
Mr Boake moved approval of Mr Jeffery's report with the
exception of the request regarding the Sharples bridge, and this
request be tabled to the next meeting of council

Mr Jeffery reviewed the Municipal Statute Review report
regarding the assessment process in Alberta and the three
questions asked by the Provincial Statute Review Committee
He also reviewed the response prepared by the M D municipal
statute review committee.
Mr Marz moved approval of the response prepared by the M D
municipal statute committee

The request from Wayne Stankievech for council to hold a
public meeting in connection with the office renovations and
expansion was discussed
Mr Boake moved to table this request until the December 4th
meeting of Council
CARRIED
Mr Marz reported about the building renovation and progesss
made to date
He reviewed some proposed changes to the plans which include
using a vinyl folding door for the Reeve's office and vinyl
folding screens for the security screen in the main
receiption area, removing one sink planned for the main
office and changing the location of the coat racks both up-
stairs and down The contractor would also like to know
what color tones should be planned for in the office - earth
tones or grey /blue tones
It was agreed the earth tones should be used in the office
color scheme
Mr Marz noted someone had inquired about getting some of
the old panelling and rug from the office if possible
It was agreed this request be left up to the contractor's
discretion as long as there is no extra cost to the M D as
the material will have to be removed from the building in
any event
The two different lift type elevators were discussed and it
was agreed the building committee will have to review in
more detail the kind of elevator to be installed
It was agreed to install the necessary wiring for a public
address system in the council room
Mr Marz moved approval of the building committee report

Oris Rodger entered the meeting at this time
Mr Jeffery read a letter from Don C Stewart Architect
regarding the termination of his services and the services
of his consultant team and advised a copy of this letter
had been referred to the M D solicitor
Mr Mueller moved Mr Stewart be requested to return the
extra copies of the drawings to the M D

Mr Jeffery and Mr Rodger recommended to Council Mr Vernon
Haskell be offered the position of Utility Foreman
Mr Marz moved to accept the recommendation and Vernon
Haskell be offered the position of Utility Foreman

IMr Boake moved the road diversion as shown on Plan 6841

I;access and the land returned to title with the quarter

,reason for keeping the road diversion, and the land owners

Mr Vickery moved the road diversion as shown on Plan 7479

;There was discussion regarding providing public access to
water when replacing bridges and it was suggested the road
committee should inspect the Vetter Bridge project to see if
;there is any way public access to the water could be

Mr Vickery moved the office draft a policy which would
ensure there is provision for public access to water when
replacing bridges or reconstructing bridge approaches

IThe request from the Three Hills Golf Course for the loan of
an M D water truck was discussed It was noted existing
policy states no M D equipment with the exception of
divisional motor graders and A.S.B rental equipment can be
rented out
It was noted the golf club has already completed the work
'Mr Boake moved the request from the Three Hills Golf Course
be filed

The quote from Blackwood Hodge with regard to a windrow
eliminator was discussed It would cost about $8900 and it
might not work well in some soil conditions
There was discussion about whether there might be some type
of equipment available which could cut grass on the edge of
road allowances
Mr Vickery moved to accept and file the quote from
Blackwood Hodge and further moved Mr Rodger look into some
type of grass cutting equipment which could be attached to
the divisional motor graders

The fence encroachment onto M D road allowance near the
intersection of SR 837 and SR 575 was discussed

Mr Code moved to table this matter until Alberta
Transportation has been able to review the intersection
plans for SR 837 and SR 575
CARRIED
Mr Marz reported he had discussed the clean out of the
Landymore drainage ditch with Mr Landymore and Mr V
K i e n t z
Mr Landymore indicated he would be prepared to allow the
M D on his property without charge but would reserve the
right to claim for any damages caused by carelessness or for
crop damage
If there was any general damage or crop damage compensaton
would be in accordance with existing M D policy He would
also not accept any liability for any accidents which might
occur on his property and the M D must advise him in
advance of when they will be working on the ditch
It was agreed a new letter should be prepared and sent to
Mr Landymore
There was discussion about whether the M D should try to
acquire title to the drainage ditch area some time in the
future as Mr Landymore indicated he may be willing to sell
the ditch area to the M D some time in future
Mr Boake moved the M D re -draft the letter of agreement
to include the conditions requested by Mr Landymore and the
letter be sent only to Mr Landymore for his consideration
and signature.

It was agreed it would not be necessary to obtain Mr
Kientz's consent as all the work would be done on Mr
Landymore 's land.
The Road Committee report of November 1st, 1990 was reviewed
and several items discussed
The request to close and old road diversion in N E 23 -30-
26-4 (Item Number 13 on the agenda) was then discussed Mr
Boake noted he would like to construct a blade grade on the
road allowance and if this is done the old road diversion
would no longer be required
Mr Vickery moved tentative approval for a 6 /10th of a mile
blade grade road to be constructed on the road allowance
West of N W 23- 30 -26 -4 subject to compliance with existing
M D blade grade policy, and further moved approval for one
time screenings for the blade grade road, if same is
constructed and further moved if the blade grade is
constructed the osd road diversion in N E. 23- 30 -26 -4 be
cancelled and the land returned to title with the balance of
quarter on condition the land owner is willing accept the
land back.

The low level crossing at N E 17- 30 -25 -4 was discussed It
appears the low level crossing will not stay in at this
location without spending a considerable amount of money
There is no gravel base in the creek and the water is quite
deep
It would be very difficulty and very expensive to keep the
low level crossing in place A bridge would be the better
solution but this would also be very expensive
It was noted the existing road diversion through S E 17 is
only 33 wide and the actual private road access through this
quarter in to the N E 17 is not constructed on the surveyed
road diversion, but is on private property
There was also discussion about who should be responsible
for the cost of any road construction

Mr Mueller moved the M D purchase an additional 33 feet of
right of way in S E 17- 30 -25 -4, in order to widen the
existing road diversion and the M D construct a blade grade
on the said road diversion at M D expense
Mr. Hogg requested a recorded vote on this motion
It was agreed a vote would be taken on this motion after
dinner.
The meeting adjourned for dinner between 12 00 Noon and 1 00

,There was discussion about the two different types of lifts
for the office
Mr Code moved the M D agree to install an automatic
,elevator unit in the office building for an extra cost of
!approximately $7000.00

Mr Jeffery read a letter from the Drumheller Hospital Board
in connection with their proposal to ask the participating
municipalities to continue paying a requisition to the
hospital board over a period of the next four or five years
to cover the cost of installation of water and sewer to the
new hospital site This would be payable to the board prior
to construction of the new hospital
Mr Boake moved the M D agree to accept a requisition from
the Drumheller Hospital Board either in the sum of
$35,000.00 on a one time basis or in equal installments
totalling $35,000 00 over a four year period, whichever
would be the most beneficial to the ratepayers of this area,
subject to Alberta Municipal Affairs approving the request.

A vote was then taken in connection with the motion proposed
prior to dinner in connection with construction of a blade
grade to provide access out to the south for the landowners
of the N E 17- 30 -25 -4.

Request for first time gravel for the road East of the east
half of 20 and East of the S E 29 in 32 -22 -4 (Item 19 on
the agenda) was discussed
Mr Mueller moved approval for first time gravel
(screenings) for this road.

There was lengthy discussion about motor grader operators
doing backsloping work and ditch cleaning over pipelines and
A G T. lines without getting locates and /or exposures done

approximately one mile of road West of 15 in 34 -23 -4

Mr Marz moved Items 23 and 24 on the road committee report
be tabled until the proposed road approach policy can be
reviewed by Council

Mr. Hogg moved all M D employees be advised any backsloping

bris Rodger noted Doug Hazelton would like to crush gravel
for Ed McNair after finishing the Bittner Pit rather than
(going to the Blackie Pit It was agreed Mr Hazelton must
crush gravel at the Blackie Pit immediately and then go to
the Garson pit
Mr Rodger reported Brian Plant will be taking holidays from
January 14th to February 11th
ie also reported he had reviewed the Entice Bridge location
and it would not be possible to put in a low level crossing
)n road allowance as the coulee is very deep and the C P
tracks are too close.

Mr Wesselling discussed with council the conditions imposed
for creation of a subdivision in S E 17- 30 -26 -4 The land
owner Mr Joe Johnson asked if council and Palliser would
consider waiving the requirement of removing one dwelling
from the proposed parcel
Mr Hogg moved the M D concur that the second residence
must be removed prior to the subdivision being completed

There was discussion about establishing a set day for the
Municipal Planning commission meetings and Develoment Appeal
I Board hearings.

Mr Vickery moved first reading to by -law number 1102, this
being a by -law to authorize donations as follows

law, until the January 22nd, 1991 meeting

Mr. Jeffery reviewed the rural revitalization report
prepared by the AAMD & C
Mr Mueller moved to accept and file as information

Mr Jeffery reviewed the
j Y provincial legislation (Section 78
of the Provincial Planning Act) which deals with the number
of residences which can be located on a lot or parcel of
land
There was discussion regarding the road diversion in S E
13- 31 -26 -4 and the offer from Mr. Paul Weigum to purchase
that portion of the road diversion which is no longer
required for public access
It would require re -doing the entire road survey in order to
do this
Mr Marz moved the road committee inspect the site, discuss
the situation with Mr Weigum and bring a recommendation
back to Council

Mr. Boake moved to table Items 22 & 23 on the agenda until
the next meeting of Council.

Whether 'there is a need to erect guard rails on the road
leading to the Kientz Bridge was discussed
Mr Hogg moved to file this request.

Mr Jeffery read a letter from the Town of Three Hills
'requesting a meeting with M D council in order to discuss
;ambulance service
Mr Mueller moved the committee from the town be invited to
the next M D council meeting

The invitation from the County of Ponoka to participate in
the annual curling bonspiel in January was discussed and it
was agreed a rink composed of Lawrence Hogg, Robert Boake,
(Rick Viockery, Otto Hoff and J C Jeffery would attend
The offer from Mr and Mrs Bruce Wilson to purchase Lots 2
& 3 in Block 10 Swalwell for $1200 00 cash was discussed
Mr Marz moved the M D agree to sell the property to Mr
and Mrs. Wilson for the sum of $1200 00 with no building
committment, on the understanding that any development
they may propose for the property would be subject to
obtaining the necessary permits.

Mr Boake moved Item number 33 on the agenda be referred to
the employee safety committee meeting scheduled for November

There was discussion about the Grantville Park Lot and by-
law 341 which was passed by the M D when the lot was
purchased
Mr Vickery moved Mr Jeffery contact Municipal Affairs,
discuss the situation with regard to the lot and the by -law
and determine if it would be possible for the M D to sell
the property for purposes other than recreation and bring a
report back to council

Mr. Hoff moved to table Item 35 on the agenda until a formal
letter is received from the Town of Three Hills regarding
their annexation proposal

Mr Hoff reported on the operation of the Palliser Regional
Planning Commission and financial aspects of the commission
