A meeting of the Council of the M D of Kneehill NO 48 was
held on Tuesday, November 6th, 1990 commencing at 9 00 A M
The following were present for the meeting

present and recorded the minutes
Reeve Hoff called the meeting to order
Requests were made to add the following items to the agenda

Mr Marz moved approval of the agenda with addition of the
above noted items
CARRIED
Mr Vickery moved approval of the October 23rd Council
meeting minutes
CARRIED
Mr Marz moved approval of the accounts presented for
payment today subject to further review by the finance
committee of Otto Hoff and J Finlay Code
CARRIED
Mr Jeffery reviewed his report and several items were
discussed, including whether the M D should pay stand by
pay to the men who are requested to be available over the
Christmas holidays in the event of a snow storm
No motion was forthcoming regarding this matter
Mr Code moved discussions taking over the Dunphy Cemetery
be tabled until the January 8th, 1991 meeting
CARRIED
Mr Mueller noted the Government wish to haul gravel from
the Hand Hills to a stock pile site on SR 837 at the bottom
of the Orkney Hill and have asked the M D to consider
granting them an exemption to allow them to haul legal loads
over the Orkney Road or remove the 90% ban from the road
Mr Code moved Richardson Brothers of Olds, their agents or
employees be given permission to haul 100% legal loads of
gravel over sections of SR 575 and SR 837 (from I D 7
boundary to the bottom of the Orkney Hill) in order to
stock pile the gravel required for the SR 837 road project,
with the permit to be valid only for the duration of the
contract granted to them for reconstruction of a portion of
SR 837

Mr Boake moved approval of Mr Jeffery's report
CARRIED
The Executive Committee report was discussed including Item EXEC
Number 9 regarding painting the transfer boxes at the Three Comm
Hills Disposal Site REPORT
Mr Vickery moved the transfer boxes at the Three Hills TRANSFER
Disposal Site not be sandblasted and painted at this time BOXES
and the matter be discussed again early next spring

Mr Mueller moved the M D pay the sum of $200,000 00 to the

There was discussion regarding paying general land damages
at the rate of $50 00 per acre for all stock pile sites in w Alf
the year the agreement is terminated and the site reclaimed ,,,,�� TO

Oris Rodger and Lonnie McCook entered the meeting at this PAYFOR

Mr Boake moved approval of the Executive Committee Report PILE
CARRIED SITES
The road approach policy was discussed in detail including
how many approaches and culverts the M D should provide for
a land owner
Mr McCook noted he does not install road approaches when
re- constructing a road until the road is nearly completed
He trys to meet with the land owners to see where they
require approaches and then installs the approaches in the
most logical place possible
There was discussion about this matter and why Mr
Cunningham needs to keep track of and approve all
approaches
Mr Code moved this matter be tabled until the 1st meeting
in January, 1991 and the Road Committee review the proposed
policy and bring a recommendation to that meeting.

There was lengthy discussion regarding the uncompleted 1990
road projects and various projects were discussed
Mr Code noted the Church project should be removed from the
1990 program as one of the landowners involved was not
willing to sign any agreement However the project should
be put back on the 1991 road program
Mr Mueller noted the Jones ditch cleaning project should be
changed to a blade grade project
Mr Vickery noted the re- chipping project in Division 6
should be 1 1/4 mile plus an intersection instead of one
mile
Mr Hogg suggsted the 6 miles of SR 587 should be done under
a Provincial Grant program and the Buffalo Jump Park Road
done by M D crews if no funding for SR 587 is received from
the Province
The crew rotation for 1991 will start in Division 7 and then
go to Division 6

Mr Hogg noted Items 3, 4, 5 & 6 are ditch cleaning projects
which require assist from a buggy No work will be done on
the actual road surface
Mr Hogg also noted the blade grade project - M Haller
south to A Meding should be added to his program - West of
12 in 33 -23 -4 - 1 mile This would require constructing a
road around a slough on private property
This matter was discussed and agreed the M D could not
construct a public road on private property and if the road
was to go around the slough the M D would have to try and
purchase the land
Whether this project was actually approved by Council was
also in question and it was agreed to review the minutes and
discuss the matter later If there is a natural drainage
course involved the road would have to be engineered and
likely would not meet the blade grade policy
Mr Boake moved the 1990 uncompleted approved road projects
be transferred to the 1991 road program

The 1991 approved road projects were then reviewed
The Sharples Road and Maruzs road in Division 1 cannot be
done until the Government completes its plans for abridge
or culvert for the sharples road and provide a new bridge
for the Maruzs road and these projects could be moved to the
1991 road program
There was discussion about the number of base course miles
which can be done in a year and it was noted the M D has
committed to do 9 miles of base course work on SR 582 in
1991 and 8 miles in 1992 so the other base course projects
on the program likely cannot be done until at least 1993
The meeting adjourned for dinner between 12 00 N000n and
1 00 P M
The meeting reconvened at 1 00 P M and 0 r i s Rodger and
Lonnie McCook returned to the meeting
There was further discussion about whether the M D should
do the 2 mile base course project on SR 836 before doing the
SR 582 base course project in 1991 It was noted the M D
had committed to the Province to do the 17 miles of base
course work on SR 582 in 1991 and 1992 if the Province did
the rest of the re- construction work in 1991
There was discussion about the Gorr Road and it was noted
only 1 1/4 miles of the road have 3/4 inch gravel and the
rest will have to be hauled in the spring It was suggested
screenings be put on the road to hold it over the winter
Mr Code moved 8 miles of base course work on SR 836 be done
in 1992
MOTION WAS LOST
It was suggested the M D priorities for secondary roads
should be
1st priority - SR 582
2nd priority - any secondary road which requires replacement
of the existing base course or requires maintenance work
using government funding
3rd priority - any secondary roads which do not now have a
base course - using government funding if available
No decision regarding this suggestion was made

Mr Jeffery reviewed the 1990/91/92 road program and
suggested all the remaining base course projects scheduled
for 1991 and 1.992 would have to be moved to the 1993 program
and this would mean 14 miles would be done in 1993
Mr Muller noted there is 1 1/2 miles on SR 583 - King Hill
project which requires base course also
Mr Vickery noted he would like to expand the R Kerns
project (West 4 & 9 in 34 -25 -4 2 miles) by adding another 2
miles West of 28 & 33 in 33 -25 -4 There was lengthy
discussion regarding this matter
Mr Vickery moved the R Kerns Project which is to be done
in 1991 be expanded to include the 2 miles West of 28& 33
in 33 -25 -4 for a total of 4 miles on condition a 2 mile
project be deleted from the Division 6 1992 road program
CARRIED
The 1992/93 proposed road program was then reviewed The
rotation of the crew in 1991 will be 7, 6, 4, 5, 1, 2, & 3
and it appears there will be about 5 or 6 miles left on the
1991 program which will have to be transferred to the 1992
program
Mr Boake moved the revised tentative 1991/92/93 Road
Program be approved

There was discussion regarding what should be reviewed by
Council with Alberta Transportation at the Fall Convention
It was agreed the M D first priority is 9 miles of base
course and paving in 1991 on SR 582 and 8 miles of base
course and paving in 1992 on SR 582 if the Province do the
5 miles of grading on this road in 1991
The second priority is grading SR 587 - 4 miles (commencing
one mile west of Highway 21)
The third priority is grading SR 836 There is 10 miles of
SR 836 which has to be completely re- constructed, 10 miles
to be blown out to current secondary standards and 10 miles
ready for base course and pavement
The first priority for overlays is SR 575 - any portion of
the 21 miles
The M D safety concerns will be the same as last year -
Tolman Hill, SR 805 from Acme to Linden and SR 583 East to
SR 836 - (sharp shoulders)
It was also noted the intersection of SR 575 and SR 837
should be redesigned as the safety problem there now will
not be addressed as it is presently designed
Mr Hogg moved the above items be discussed with
representatives of Alberta Transportation at the Fall
Convention

$147,000 00 in 1990 for purchase of a new computer system

The recommendation from the Capital Committee to establish a
well defined small crew for 1991 was discussed There was
also discussion about taking a buggy from the main crew late
in the season to do ditch cleaning and other small projects
which a small crew might do
Mr Rodger felt there should not be a small crew set up
There was also discussion about whether the M D should have
621 scrapers or not
Mr McCook noted if a 627 scaper is taken off his crew to do
small jobs it cuts down the efficiency of his crew and the
machine would not be working up to its potential because it
is only doing very small jobs If two scrapers are taken
away his crew is not efficient at all
Mr Marz moved to table this discussion until the next
meeting of Council

The 1991 capital report was reviewed and questions were
asked about various items
Mr y moved the 1991 capital report be tabled and the
Budget Committee review the proposed capital expenditures
along with the 1991 budget
CARRIED
Mr Rodger and Mr McCook left the meeting at this time
Frank Wesselling from Palliser Regional Planning entered the
meeting at this time
Mr Hogg moved the Red Deer River Valley study be tabled
until the next meeting of Council
CARRIED
The proposed separation distance between residences and
intensive livestock operations was discussed It was
suggested there should be included in this proposed
amendment a minimum separation distance to prevent spreading
manure too close to a residence unless the occupant of the
residence has given permission and the by -law should also
address having the manure worked into the soil within a
reasonable time
Mr Marz moved this matter be tabled until the next meeting
of Council and Palliser Regional Planning Commission be
requested to draft a further amendment to provide for a
minimum separation distance for spreading manure unless the
landowner and occupant of the residence is agreeable or the
manure is injected into the soil and further to provide that
manure which is not injected must be incorporated into the
soil as soon as possible after spreading

Mr Jeffery noted P R P C is hosting a fun curling spiel on
December lst, 1990 and any councillor or staff who wish to
attend should let Mr Wesselling known as soon as possible

property to the M D so the M D would clean it up, fix
up records and maintain it in future on condition the

Her lawyer and Ken Lowen have copies of the records
Alex reviewed the cemetery November 2nd Sketch of the
cemetery is attached Cemetery is about 60 feet x 66
in size up on a knoll - very rough could not get a
tractor up there without constructing a road
area is very rough and unless levelled would have to be
mowed by hand - See overhead
5 Culverts to be fixed on Dunphy back roads we apparently
squashed
6 Need to fix holes in SR 837 around Lions camp
7 Need some brushing done at Helen Lowen blind spot
8 Len Andrew wants the above items fixed before they will ,
negotiate with M D for SR 837
9 Wrote letter to Don Stewart re office - advised
Finlay Code, Otto Hoff, R M Vickery - rest not home
10 Letter from Al Adair re SR 587 - will fund the
project to $79,725 00 on a day labour basis
Recommend send a letter of thanks No further grants
on next 6 4 km available at this time
11 Gave School Division 5 maps
$50 00
12 Cost $1981 42 to move poles at Marshman stock pile
site - will bill half of this cost to Wheatland
13 Rquire motion to remove 90% ban from SR 837 re winter
stock pile site
14 Tested for gravel at Max Isaac - North half of 17 -30-
25-4 - NO GRAVEL agreements will be cancelled
15 Andy Brown , Alberta Transportation called
Will not assume responsibility for grading from I D up
SR 575 hill
Will review design for SR 575 and SR 837 intersection
with his design people in Edmonton and get back to us
SR 841 - feel the surface is okay and should hold up
Does not feel it is unravelling
May not be visually pleasing but he is not worried
about it

The Executive Committee of R A Marz and Robert E Boake met on
Friday, November 2nd, 1990, commencing at 9 00 A M
Mr J C Jeffery and Mrs Jean Wilkinson were also present
The following items were discussed
1 Accident Reports
David Burden - September 24th, 1990 - Rolled R -6 -
He terminated his employment due to stress
Kathy deBeaudrap - October 20th 1990 - Rolled R -7
Steiger Tractor Employment not terminated
Scott Ehmann - October 26th, 1990 - Damaged T -15 -81
Slid down a hill and hit a post
Employment not terminated
Executive Committee recommend to accept and file
2 Hydrogeological Consultants Ltd - Keivers Lake Water
Supply Report for 1988/89 - Groundwater Monitoring Report
Report has been prepared and will be forwarded to
Environment if satisfactory to M D Alex reviewed
same and requested them to send the report on to the
Province
A copy of the report is available in the office if any
Councillor wishes to review same
Executive Committee recommend to accept and file /
3 Dan Thomas - Request to erect yield sign
Mr Thomas would like Council to approve erection of
a yield sign at S E corner of S E 6- 30 -24 -4 Trees
create a vision problem for south bound traffic
There is a yield sign at the N W corner of N W 32- 29 -24 -4 v ��
Executive Committee recommend a yield sign be erected
4 No Hunting Signs in M D parks
Hunting regulations state there can be no hunting in a park
area and Mun Government Act allows the M D to prohibit
discharging firearms in specific parts of the M D by rl
passing a resolution or a by -law
Executive Committee recommend No Hunting Signs be erected
in all M D park areas
5 Three Hills Seed Plant have requested an advance of funds
from the M D for their new seed plant
Three Hills Seed Plant have their funds tied up
until later
in November and the money from the Province has
not been
processed yet Mr Dewald advises he spoke to
Edmonton and
the agreement with the M D has been signed and
the cheque
should be issued later this month

has been signed and have not released any portion
of its
$200,000 contribution to the plant

6 Request to Open Cut Road Crossing - Del Bates
Mr Bates wishes to run a water line across the M D road Pie,
allowance WNW 12- 29 -26 -4 and has signed the necessary \\
road crossing agreement However he would like to open w�
cut the road in two places
Executive Committee recommend Mr Bates be given permission
to open cut the road on condition he ensure same is compacted
and returned to the same condition it is now in
7 Don Lowe, Alberta Transportation

has a video
and would like to meet with
Council

8 Paul Van Doren - stock pile site rental agreement S E 14-
32-25-4
We require the site for a further period of time
Paul agreed to a renewal subject to certain conditions
This would not be a major policy change as the
backsloping borrow pit agreement policy provides for
payment of general land damages and this policy could
be made applicable to all stock pile site agreements
Executive Committee recommend this recommendation be
approved
9 Painting Transfer Boxes at the Three Hills Site
Blue Bronna Painting will sand blast and paint the two
boxes for $3870 00
Executive Committee recommend the M D hire Blue Bronna
Painting to do this work at a price not to exceed $3870 00
but the M D not sign the proposed agreement with Blue
Bronna
The Executive Committee meeting then adjourned
