COUNCIL MEETING WEDNESDAY. OCTOBER 10TH. 1990
The Council Meeting of October 9th, 1990 which was recessed
until 9 00 A M. Wednesday, October 10th, 1990 reconvened at
9 20 A.M.
All councillors were present as well as Mr Jeffery,
Municipal Administrator and Mrs Jean Wilkinson, Assistant
Administrator.
Mr Jeffery reported there waqs about 107 people present at
the open house last evening to discuss the office expansion
and renovation plans.
Mr Jeffery also reviewed the four tenders received for the
office renovation and expansion and there was lengthy
discussion regarding same.
Mr Code moved the M D reject all the high tenders
submitted for the proposed office expansion and renovations
as follows
Linalta $1,080,756.00
Omsac Development $1,121,000 00
Shunda Construction $1,127,466 00
Klein Construction $1,184,000 00
Mr. Mueller requested a recorded vote
IN FAVOUR R E Boake, Lawrence Hogg, Harold Mueller, Otto
Hoff, J Finlay Code, R.M. Vickery and R.A. Marz
MOTION WAS CARRIED UNANIMOUSLY.
There was further lengthy discussion regarding whether the
office should be expanded and renovated or Just renovated
It was noted council must decide if the extra space is
required and decide if the M D can afford the expansion
Mr. Jeffery left the meeting to discuss the situation with
Don Stewart
Mr Jeffery returned to the meeting and noted the M D can
accept or reject all the tenders but must be careful and if
the M.D. wish to look at one of the other options with
changes must go back to all the bidders
Also if council decide to renovate only would have to re-
draw the plans
Council is under no legal obligation to accept any tenders.
Mr Stewart indicated to re- tender and re -draw up new plans
would cost about $45,000 00 more
Also any plan msut be engineered and an engineer's stamp put
on the plans
The meeting adjourned for dinner at 12 30 P.M.
The meeting reconvened and discussed Item Number 32 from
yesterday's agenda This is a proposed resolution which
council may wish to forward to the Fall Convention The
resolution suggests making some changes to the Provicial
Health Act in order to eliminate some of the conflicts with
regard to minimum separation distances for intensive
livestock operations.
Mr Code moved the M D submit the draft resolution for
consideration by the AAMD & C Fall convention

After further discussion it was agreed to invite Don Stewart
out to meet with Council on October 23rd, 1990 to review the
office expansion and renovation
There was discussion about two graders working east of town
which appears to be very inefficient and it was agreed Mr
Rodger should check into this situation
It was reported the north half mile of the Nacmine road has
some bare spots and Mr Rempel should inspect it.
Mr Marz moved this meeting do now adjourn
