Boake Richard A Marz Harold Mueller Richard M Vickery Lawrence Hogg John C Jeffery Di vi s on 1 Division 3 Division 4 Division 5 Division 6 Division 7 Municipal Administrator Mrs. Jean Wilkinson, Assistant Administrator was present and recorded the minutes Reeve Hoff called the meeting to order. was Present Requests were made to add the following items to the agenda ,Add to Agenda Item No 25 - Request for tax cancellation. Demo Mr Mueller noted he had arranged for a windrow eliminator demonstration at noon today. Approval Aoenda Mr Boake moved approval of the agenda with addition of the above noted item CARRIED There was lengthy discussion about the September 11th council meeting minutes Mr. Jeffery and Mrs Wilkinson left the meeting at this time Mr Jeffery and Mrs. Wilkinson returned to the meeting M D PROPERTY Mr. Marz moved any councillor, employee or agent of the M D of Kneehill who is found giving away property of the M D of Kneehill Number 48 with the exception of promotional items such as hats, maps and pins will be charged the full going price for such property and this policy is to be retroactive to September 1st, 1990 TABLED VOTE Mr Boake moved to table a vote on this motion until after Item Number 9 on the agenda has been discussed. CARRIED Mr Vickery moved approval of the September 11th council meeting APPROVAL minutes. MINUTES CARRIED Mr Rodger, Mr McCook Mr. at this time The bids received from Twin motor graders were opened, turned over to Mr. Smith foi today Smith and two salesmen entered the meeting GRADER BIDS Tractor Blackfoot Hodge and R Angus for briefly reviewed and the bids were then review and a report back to council lat Mr Smith and the salesmen left the meeting at this time 1 COUNCIL MEETING SEPTEMBER 25TH, 1990 Sale Used Mr. Rodger and Mr McCook discussed with council the matter of disposal of old used culverts Culverts Mr Rodger noted he had advised the grade foreman to bury in the road grade any of the used culverts which are not re- useable There was discussion regarding giving away used culverts Mr McCook noted it costs about $98.00 to dig out an old culvert if same is to be saved and there would be transportation costs back to the shop added to that cost. If the culvert is not re- useable a cat runs over the culvert ends and it is left in the grade There was discussion regarding the amount being charged for used culvert and whether half of new price was too much Mr McCook noted it is very costly and very time consuming for the crews to be removing culverts from the grade It was suggested culverts under a certain size could be given away or left in the grade but the larger bridge sized culverts should be kept by the M.D There was further discussion regarding this matter M D A vote was then taken on the motion made previously by Mr. Marz property regarding councillors employees or agents giving away any property of 1 the M D other than promotional material c VOTE Qoi� THE MOTION WAS DECLARED TO BE CARRIED 13011-P, There was further discussion regarding Policy 13 -27 - sale of used � culverts Mr Vickery moved Policy 13 -27 be deleted and replaced with the following 1. The Public Works Superintendent has the discretion to decide on the reuseability of culverts which are in the road grade or road��I,c� approaches K 2 Used culverts up to 48 inches in diameter which are re- useable may 011,) be sold at a price of $1 00 per foot and can be sold either on the job site or at the M D. shop yard. 3 Used culverts in excess of 48 inches in diameter which are re- useable shall not be sold except by motion of council 4 This policy is to be effective from September 1st, 1990 s CARRIED ul� It was agreed a notation should he added to the backsloping borrow pit agreements advising landowners there is a possibility of used culverts being available for sale at the job site APcPPROVAL Mr. Vickery moved approval of the accounts submitted for payment todayUNTS subject to further review by the finance committee of Otto Hoff, J Finlay Code, R.A. Marz and Richard M. Vickery CARRIED JCJ REPORT Mr Jeffery reviewed his report and several items were discussed -k''� Mr Boake agreed there were low slough areas l eft on N W 29 -26 -4 .rdv'�!1 during construction of SR 575 r.S There was discussion, regarding the Jan B1 acki e gravel pit and whether there is a need to get another crusher i n to crush at this pit It appears Linden Contractors may not have time to crush there before wi nter 2 COUNCIL MEETING SEPTEMBER 25TH, 1990 LEAD PACKER Mr Mueller moved the steel drum self propelled packer be loaned to the Trochu Golf course for a period of time not to exceed six hours on condition an M 0 employee operates the packer and the golf club accepts responsibility for paying the M D employee if he wishes to be compensated for his time, and the work must NOT be done during regular M D working hours CARRIED TEMP WU There was lengthy discussion regarding the wage range set for f +t year temporary operators Mr McCook noted he cannot hire any experienced operators at that rate of pay He requested Council consider a relaxation of the wage rate for first year operators as he is short of experienced operators on his crew. C� Mr. Marz moved the limit on wages for first year temporary operators , •_y under Policy 7-IA be relaxed and the Grade Foreman be allowed to hire Alt �� 1. "experienced" heavy equipment operators at a rate up to $13 52 for the pa'`I rest of this construction season and Policy 7 -1A be reviewed by Council prior to the 1991 construction season CARRIED APPROVAL Mr Boake moved approval of Mr Jeffery's report. JC CARRIED JEFFEIRY REPORT Mr. Jeffery left the meeting at this time The executive committee report was discussed. EXEC COMw Mr. Code moved approval of the executive committee report I CARRIED Mr Marz left the meeting at this time The bank reconciliation statement for the month of August was discussed BANG STATEMENT Mr Jeffery returned to the meeting at this time Mr Boake moved approval of the bank statement for the month of August CARRIED Mr Marz returned to the meeting at this time. SR 583 Mr Jeffery advised Torchinsky Consulting have hired S h e 1 t c o Construction to do the SR 583 side slope improvement project for the M D ROAD COW The September 18th road committee report was reviewed and several items discussed Mr Mueller moved approval of the road committee report. CARRIED OPINAC RD APPROACH Mr Code noted the Road Committee should inspect the road approach into the Opinac Plant site The road approach is located 3 miles east�P�e`�� of SR 836 on SR 575 The meeting adjourned for dinner between 12 00 Noon and 1 00 P M DINNER The request for the M.D. to undertake a clean out of a drainage ditch which is located on N E 22- 32 -26 -4 was discussed as well as an agreement which was arranged in 1981 in which the M D indicated it would not accept any future responsibility for cleaning out this di t c h. LAN)YMORE DRAINAGE DITCH 3 Mr Hogg moved the M D agree to do a minimual amount of clean out work on the Landymore drainage ditch project on condition Mr Vern Kietz is prepared to pay any compensation or damage incurred by Mr Landymore as a result of the M.D. equipment moving through his land CARRIED o41 4 COUNCIL MEETING SEPTEMBER 25TH, 1990 Mr Rodger, Mr McCook and Mr Smith entered the meeting at this time i It was agreed the drainage ditch matter would be discussed later , today 1990 Mr. Jeffery reported no one was present for the 1990 tax sale held today at 1 00 P M TAX SALE Mr Smith reviewed the results of his review of the motor grader tenders and there was lengthy discussion regarding the submitted bids Mr. Mueller moved the M D purchase a 140 G Cat motor grader at a net price of $162,887.00 plus $3000 00 for a spare tire and wheel with trade of P -6, subject to the new machine being delivered if possible in December of 1990, the purchase price to be paid not sooner than January of 1991, and the trade in to be retained by the M.D. until such time as the new machine is delivered to the M D qou MOTION WAS DEFEATED 10 0 �. Mr Codel moved the M D purchase a Champion 740 motor grader at a net price of trading .;y#8� trading in P -6 subject to the new machine being 104 delivered if possible in December of 1990, the purchase price being 0 paid not sooner than January of 1991 and the trade in unit to be retained by the M D until such time as the new machine is delivered Jc to the M D CARRIED DRAINAGE PROD There was lengthy discussion regarding various requests received for the M D to undertake drainage projects which could affect private property and M D road allowances The ratepayers wish to drain their land and by draining the water it could affect M D roads and or other property. There was also ro a discussion regarding the Landymore drainage project. y ool "$ Mr. Marz moved if a request is received from anyone to change a -1�p0Wfl natural drainage course during any M.D. road construction work the Ali request must be referred to and approved by Council and the diversion must be engineered, otherwise the natural drainage course must be maintained CARRIED Mr Hogg moved the M D agree to do a minimual amount of clean out work on the Landymore drainage ditch project on condition Mr Vern Kietz is prepared to pay any compensation or damage incurred by Mr Landymore as a result of the M.D. equipment moving through his land CARRIED o41 4 COUNCIL MEETING SEPTEMBER 25TH, 1990 ROAD APPROACH POLICY There was lengthy discussion regrding the existing M D road approach policy and the following was suggested as a road approach policy. 1. Only approaches approved and installed since 1973 are deemed to`�` be an approved approach TU 2. Approaches must be installed or replaced where necessary with the c location to be approved and authorized by the Utility Officer and if possible after consultation with the owner of the property adjoining the road EXCEPTION Any request for permission to install a road approach which will access on to a secondary or light coat surfaced road must be considered and either approved or refused only by Council 3 No oil well access roads will be allowed to access on to any surfaced road if there is an alternate route available. 4. This policy does not apply to culverts and approaches necessary for creation of any subdivision, it being the responsibility of the applicant for subdivision to supply any necessary culverts and approaches at his own expense However the M D. will in future maintain the said culverts and approaches 5 Any increase in the use of an existing road approach will require approval from the M.D and the approach must comply with current standards or be adjusted to meet those requirements. 6 The M D will provide culverts and approaches as follows a) On a quarter section or parcel of land with an occupied dwelling two approaches, with culverts if same are required b) On a quarter section or parcel of land without an occupied dwelling one approach with a culvert. If more approaches to the quarter or parcel of land are required by the land owner the M D will install one additional approach but will not provide any additional culverts 7 Road approaches must be constructed as follows WIDTH OF APPROACH FOR TYPE ONE ROAD Width of the approach over the culvert must be the same as the width of the road FOR TYPE TWO, TYPE THREE OR LESSOR STANDARD OF ROADS Width of the approach over the culvert must be 28 feet SIDE SLOPES Local Roads Side slopes should be the same as the existirg road with a minimum if possible of a 3 1 slope. Secondary Roads Side slopes should be the same as the existing minimum if possible of a 4 1 slope 5 road with a 16 / COUNCIL MEETING SEPTEMBER 25TH, 1990 SITE DISTANCE If installation or replacement of road approach is being done by the M D main crew during road construction there must be - a minimum of 600 feet sight distance in either direction. If installation or replacement of the road approach is being done by any other M.D. employee or M.D crew, a private company or a private individual there must be - a minimum of 800 feet sight distance in either direction. If it is not possible to meet this minimum sight distance and there is no other viable alternative, the location must be inspected by council to determine if approval will be granted for the road approach with a lessor minimum site distance. If there is a hill involved the road approach should be located at the top of the hill rather than below the crown of the hill, if practical, in order to improve the sight distance riii vI:RTc Culverts must be a minimum of 15 inch or 500 MM in diameter and must be placed as close to the backslope as possible. It was noted Policy 13 -16A - Building standards Clause 4 would require amendment also It should read Utility Officer and the reference to Councillor, Public Works Superintendent of the office be deleted There was discussion regarding whether the M D is responsible for maintenance of any and all road approaches in the M D and to improve and widen existing approaches. It was suggested the following should be added to the road approach policy The M.D. will only gravel an approach into an inhabited farm residence On any M D road construction project the M D would be responsible for replacement of an equivalent number of approaches and culverts unless some viable alternative can be worked out with the land owner by the Grade Foreman The M D would accept responsibility for replacement of gravel "once" on any road approach which was gravelled prior to commencement of the road construction project The M D will accept responsibility for maintenance of all existing culverts in the rural area and hamlet areas. Mr. Boake moved to table this matter and review the draft policy and suggestions at the next meeting of council CARRIED Mr Rodger and Mr McCook left the meeting at this time CANCEL There was discussion regarding bills for used culverts Mr Hogg was billed for used culverts which he obtained for Mrs A Cooper and Isabell Hogg. John C. Jeffery and Mrs Jean Wilkinson were also present The following items were discussed. 1. Pitch -In Alberta Pitch In Alberta has provided a report on their 1990 Pitch In Week campaign The campaign was well received. Pitch In Week cannot be organized without financial support from all communities Request the M D consider making a donation to their organization in 1991 Executive Committee recommend to accept and file as information 2 Card of Thanks from Mr and Mrs Alan Hazel Mr and Mrs Hazel expressed their thanks to council for the lunch and the presentations made to them. Executive Committee recommend to accept and file 3 Grar.tville Park Lot The park fence needs repairs 41 Executive Committee recommend Art Thomas review the situation at P�f the park and clean it up and if possible repair the fence and otherwise bring a report back to council regarding what it would cost to replace the fence. 4 National Citizens Coalition The National Citizens Coalition are holding the fourth annual I Colin M Brown Freedom Medal and Award Dinner and it will honour Senator Stanley C Waters One dinner will be held in Toronto and one in Calgary on October 18th Executive Committee recommend to accept and file 5. Brochure re Seminar - How To Supervise People The course - How to Supervise People will be held in Calgary r� �RrrJ November 14th Cost is $125 00 per person R Mr. Jeffery recommended sending the foremen and sub - foremen who �cj did not attend this course previously. Executive Committee recommend those foremen and sub - foremen who have not attended this course be authorized to attend 6 Alberta Planning Board Notice Appeal hearings in connection with Alton Parker and John Dedul subdivisions will be held in Hanna, October 4th, 1990 commencing at 9 15 A M and 9 45 A M Executive Committee recommend Otto Hoff and Jean Wilkinson attend these hearings. 1 ti s Vii_ EXECUTIVE COMMITTEE MEETING SEPTEMBER 18TH, 1990 7. Alberta Regional Response Program Application The M D application was considered but all available funding has been allocated and they suggest the M D re- submit the application early in 1991 .}G Executive Committee recommend Mr. Cunningham re- submit the i`e�er application in 1991. 13le'` 8 SR 583 Sideslope Improvement Project Minister Al Adair advised the Province will provide $163,000.00 for this project with the funds to be used in the 1990/91 fiscal year The M D. will be responsible for right of way acquisition, borrow pits fencing and moving utilities, etc Executive Committee recommend Torchinsky proceed immediately to hire a contractor for this project 9 Reeves' Meeting in Red Deer County of Red Deer is organizing a meeting of the reeves from the 7 municipalities in this area Meeting will be held September 26th 1990 at the Capri Center in �v Red Deer Mr Hoff is to confirm his attendance as soon as possible °a Executive Committee recommend to accept and file and Otto Hoff be ,1e authorized to attend Ken Furst Drainage Problem Ken Furst has written a leter regarding a drainage problem which 4(D he feels is affecting his land - N W 21- 28 -21 -4 Executive Committee recommend this be referred to the Road R Committee for an inspection 11 Mel Charlton Request Mr Charleton has requested permission to remove any scrap metal from the Linden and Torrington Rubble pits at his convenience and kF when it is taken he will pay $20 00 per ton He will not take IeSc enamel covered applicances as the scrap metal companies will not pay for them Executive Committee recommend Mr Charlton be given permission to do this on a 6 month trial basis 12 Alberta Energy Company Ltd. Alberta Energy Company Ltd. has agreed to sponsor the Alberta community amateur coach recognition program They invite the M.D. endorsement and annual participation to thank coaches in the community Executive Committee recommend to accept and file as information 13 Rural Revitalization Brief. AAMD &C has forwarded a copy of the brief on Rural Revitalization which was submitted to the Western Federal Ministers by the Association C (� Executive Committee recommend each councillor be given a copy for their consideration and the brief be discussed at a later meeting �h of council. \ \ter 2 a EXECUTIVE COMMITTEE MEETING SEPTEMBER 18TH, 1990 14 Wetlands - Values and Options U\� AAMD & C has forwarded a copy of the draft wetland management Ci policy prepared by the Alberta Water Resources Commission with cA assistance from Agriculture, Environment, Forestry, Lands and Wildlife, Municipal Affairs and Transportation C 6 Alberta wetlands provide habitat for nearly 20% of the continental breeding population Executive committee recommend each councillor be given a copy and the policy be discussed at a later meeting of council. 15 AAMD & C Response to Rainbow Report AAMD & C has prepared a response to the report of the Premier's °r Commission on Future Health Care for Albertans - Rainbow Report. M D sent flowers to the funeral which was held Monday, September 24th, 1990 at the Delia Community Center Otto Hoff and Finlay Code represented M D at the funeral. 9 Murray Sorensen asked the M D. to move some piles of dirt which he had left after construction of one of his barns to N.W. 24- 29 -26 -4 in order to level some areas of a borrow pit The dirt was taken for SR 575 construction It would take a loader and a truck about 3 hours (his estimate not ours) and a quarter mile haul would be involved He feels it is the responsibility of the M D to do this work. 4 1 - ,� IJl r rn U Does Council wish the Road Committee to make an inspection? 10 Raymond Martin of Wimborne called and wanted the M D to construct a road on road allowance to allow him access to a quarter of his land where he plans to put a trailer He was advised the M D could not do this work for him at this time and he was upset Called his M.L A. who contacted Lawrence Hogg to discuss the matter 11. Blackle Pit lease runs from November 1st, 1988 to January 31st 1992. Gravel can be removed during period September 1st, 1990 to May 31st, 1991 and during September 1st, 1991 to January 30th, 1992 Pit must be relcaimed by January 30th, 1992 12 Trochu Golf Course would like to borrow (rent) our steel drum packer Received old reclaim material from Highways and spread it around and would like to pack down 13. Administrators had a meeting in Drumheller last week. Province confirmed through Ray Speaker and Archie Grover the Province will be passing more and more responsibility down to the local level They will give as much notice as possible but no money. Also advised A.G.T. assessment must be included in Ramsey formula 14 Sending office staff, Keith and Henry to G.S.T. seminars during September and October of 1990 Seminars are be held in Calgary, Red Deer and Edmonton oRNS 15. Jeffery met on Tuesday, September 18th 1990 commencing at 10 00 A M The following projects were reviewed 1 SR 582 9 miles reviewed with Colin Stroeder All signs require replacing as soon as possible, particularly the 60 KM signs and railway crossing at Sunnyslope Culverts to be picked up on project both new and used All fencing to be completed and cleaned up Sunnyslope Hall road has not been gravelled Delineator posts to be placed at Sunnyslope north road to protect south bound traffic from going over banks around cu r v e Road to be graded once per week until freeze up particulary the west 6 miles Project signs to be pulled down 2 Contractor to be advised Soft spots should come out with grading Rock picking to be done on project Garbage at east end to be cleaned up There is no warranty with grading projects - only paving projects and the road is now back under M.D. control 2 SR 837 Alberta Transportation is grading this road with SANVIK blade and packing and will leave the project for this year Richardson likely not coming in J.
