There was lengthy discussion regarding the need to replace Ken P W
Thompson, Gary Berguist and Jim McMurtry on the crew and whether STAFF
any of them will ever be able to return to work REPLACE
Mr Jeffery asked if Council would allow Ken Thompson, who is a MENT
long term employee, to return to work if he regains his health
It was suggested Council might look at reduction of machinery
rather than increasing permanent staff

There was discussion regarding the lack of gravel in the M D COMMITTEE
Mr Marz moved Mr Vi ckery and Mr Hogg investigate the LOOK FOR
possibility of obtaining gravel from a source outside of the M.D. GRAVEL

There was discussion about shutting down the M D over the
Christmas holidays from 4 30 P.M December 21st, 1990 until XMAS
8 00 A M January 2nd 1991 HOLIDAYS
Mr. Boake moved approval of this suggestion

There was discussion regarding the Torrington gravel pit and the
amount of gravel which is available.
Mr. Rempel suggested Council should consider continuing the
excavation of the pit run gravel for one more month if possible.
Representatives from Nova, Gulf, Huskey, Bumper and Amoco meet
with Council to discuss M D road construction standards
Mr Ferguson from Huskey handed out copies of his company's road
construction standards which are somewhat less than M.D.
standards and provide only a 6 meter top
There was discussion about
companies making minor improvements to an undeveloped road
allowance and the improvement sometimes preventing farmers from
moving their wide equipment over the road
there should be some relaxation of M D standards and
construction of low profile roads should be allowed in certain
circumstances
each case should be reviewed on an individual basis as it is too
expensive for oil companies to build roads to M D standards
especially if the road will not connect with another developed

the M D cannot afford to construct a road to serve every oil
well which is drilled
the M D. should allow oil companies to gravel or use shale on
portions of undeveloped road allowances in order to gain access
Mr Edwards from Nova reviewed their standards for road
construction and noted they are likely equivalent to or somewhat
better than M D standards.

There was discussion about
the permanent ban on the Linden road which makes it difficult for
Bumper to gain access to the 7 wells they have in that area
the M D should have a blanket policy with relaxation capability
if the road dead ends at the oil well site and because of
topography (coulee, etc) there is no possibility of the road
being extended to meet up with another developed road and most
companies would likely be agreeable to this solution
road approaches and that some companies make use of existing road
approaches which are not safe because of inadequate sight
distance
the lack of gravel in this area and the problem with developing
more roads which have to be gravelled by the M.D.
developement of more road allowances changes existing traffic
patterns
oil companies must haul all foreign material off the site if a

oil companies are facing capital restraints must be
environmentally sensitive but do have to have all weather access
to wells
It was generally felt most companies would not have a mayor
problem with M D standards with the exception of dead end
roads

AAMD & C have forwarded information about the fall convention FALL

AAMD & C is to be advised no former councillors of the M D
passed way in the past year.
It was agreed all councillors, J C Jeffery, Jean Wilkinson and
Oris Rodgers be authorized to attend.

south on correction line two miles north of Linden
2 Ask Joe Freidrich to work on #582 fairly regularly until
Brian returns from holidays
3. Brush to be removed from Neil Penner(agreement required if �a4

August 7th 1990.
2 Bruce Hastie still using M.D. radio frequency - What are
your wishes? Cannot stop scanners - can report the use
of our frequency to D 0 C
3. Hot Mix patching - should we be imnproving?
4 SR 587 will be closed for 3 weeks to one month effective
Tuesday, August 7th, 1990 to install Wik culvert
5 Harold Mueller approved the M D providing 12 yards of
gravel from the G -rson Pit -(to be loaded by individuals)
for the C -x11 Water Project
6 August 2nd, 1990 - Airport Project not accepted - slurry
seal coat not adequate - Advised Larry Parliament and�`�
Ivan Perrich by phone and also advised Transportation
staff verbally on site - (Terry Zambo)
7. Authorized Paul Ehmann to rent 6 inch diesel pump from
C E in Red Deer (over budget) for Torrington Pit
gravel removal project - Cost $800.00 per week - $2400
per month Finlay, Harold and Rick aware - no one else
was home.
8 Lonnie McCook would appreciate more accuracy when
estimating time for projects so he can better organize
time that is left Gorr and Painter Projects were
estimated to take 3 to 4 days and 2 days respectively and
Painters took 5 days, and Gorr already taken 5 days and
not yet finished. Project will likely take 7 or 8 days
9 Report received that Ron Buchart truck window was
apparently broken by M D gravel truck (Glen Enzie
d r i v e r ) .
10 Gave permission to Atlantis to fix road as necessary
West of 15 & 22 in 33 -24 -4
11 Authorized Robert Kennedy to hire an erecting company
to install culvert on SR 587 Cost $18,000
12. Alberta Environment have provided funding of $252,500
for transfer boxes for Trochu, Torrington and expansion
of the Linden site
Will now have to negotiate joint cost sharing and use
agreement with Trochu!
13. Otto Hoff and Jean Wilkinson attended appeal hearings
in Hanna August 8th, 1990 E Bourne did not appear
for his appeal Gilbert Harsch, David Dyck and Kevin
Price appeals heard
14 Review policy re price for 4 and 6 foot grader blades
$1.00 for 4 foot, $2 00 for 6 foot - existing policy
is $1 00 for 8 foot blades with a $5.00 minimum charge
15 Lonnie Mccook advises it will be necessary to put the
Dunphy job on hold for awhile There are two bridge projects
which must be done right away and the Vetter Bridge will be

EXECUTIVE COMMITTEE MEETING AUGUST 10TH, 1990
The Executive Committee of Otto Hoff and R A Marz met on
Friday, August 10th, 1990 commencing at 9 00 A.M.
R.E.Boake and J Finlay Code entered the meeting later
John C Jeffery and Mrs. Jean Wilkinson were also present
The following items were discussed
1. Alberta Assessor's Association Conference have forwarded a
letter about the 1991 Assessors Conference which is being held in
Banff in April of 1991 The Association extends an invitation to
the M D Administrator to attend the convention and also offer an
opportunity for any municipality to sponsor a portion of the
convention costs or make a donation towards the costs
Executive Committee recommend to accept and file as information.,IP�
2 Ross, Todd on behalf of John Dedul of Drumheller have filed
an appeal against the decision of the Palliser Planning
Commission refusing the subdivision application for N W 23 -29-
21-4
Executive Committee recommend to accept and file until further
information is received regarding this appeal
3 Mr Norman Tainsh on behalf of Alton Parker has filed an
appeal against the decision of the Planning Commission refusing
the subdivision application for SE 14- 31 -24 -4
Executive Committee recommend to accept and file until further
information is received regarding the appeal
4. County of Mountain View advised Mr Ken Arndt has submitted an
application for subdivision of a 22 acre parcel on land in their
district - SW 14- 32 -27 -4 and which is immediately adjacent to
the M D of Kneehill boundary
Executive Committee recommend to accept and file as the M D
would have no objection to the proposal.
5 County of Stettler invite Council to attend the official
opening of their new administration building on Friday, August
31st, 1990 Official Ribbon cutting at 2 00 P M
Executive Committee recommend any councillor who wishes attend
the official opening and the plaque being prepared be delivered
to the County that day
6 AAMD & C have forwarded a notice of motion which will be
brought up at the Fall convention
By -law Number 4 reads - annual spring convention shall be held at
a place to be determined at the fall convention and on dates to
be selected by the Executive
This is not feasable as it takes a year to organize the
convention.
Notice of Motion proposed the by -law be changed to read -
The annual spring convention of the Association shall be held at
a place and upon dates selected by the Executive.

7. Jennifer Deak wishes to take three correspondence courses
during the fall /winter session of the Unversity of Alberta in
order to complete her Local Government Certificate studies
She will be attending two seminars for each course
Request permission for reimbursement for meals and mealage as

Executive Committee recommend Jennifer Deak be reimbursed for
meals and mileage as per policy.

8 Palliser Regional Planning Commission have forwarded copies
of a request for proposals, terms of reference and a sample
service agreement prepared in connection with the Environmentally
Significant Area Inventory to be undertaken in the M.D. of
Kneehill.
This information has been forwarded to prospective consultants
for their consideration
Executive Committee recommend to accept ande file as information.
9 Mrs Yvonne Evans has requested Council consider painting
the center lines on SR 583 or put up an intersection ahead
sign at the second i ntersecti on'e4fW'�of Three Hills .as it is
extremely dangerous to make a turn off of SR 583 if there is
traffic coming both ways
Executive Committee recommend the center line painting for SR 583
be a priority for the 1991 secondary road line painting program.
10. A request has been received from the Town of Gander for a
donation towards their planned memorial to be erected in memory
of the people who died in the Arrow Air Tragedy in December of
1985
