HomeMy WebLinkAbout1990-06-01 Council MinutesCOUNCIL MEETING JUNE 1ST. 1990 A meeting of the Council of the M D of Kneehill No 48 was I on Friday, June 1st, 1990, commencing at 9 00 A M The date for this meeting was set on Tuesday, February 27th, by unanimous consent of all councillors. The following were present for the meeting Reeve Otto Hoff Division 2 Councillors J. Finlay Code Division 1 Robert E Boake Division 3 Harold Mueller Division 5 Richard M. Vickery Division 6 Lawrence Hogg Division 7 John C. Jeffery, Municipal Administrator Oris Rodger, Public Works Superintendent Assistant Administrator Jean Wilkinson was present and recorded the minutes for a portion of the meeting. Councillor R A Marz was unable to be present for the meeting. Reeve Hoff called the meeting to order, and noted the main reason for holding a meeting today was to discuss in detail an organizational policy review of the M D of Kneehill Mr Jeffery reviewed the work he had done to date on this review, including an organizational policy statement, terms of reference for the road committee, the existing M D organizational chart the role of council, the responsibilities of council, the role of the reeve, a fob description for the municipal administrator, and a general description of what the administration and assessment department, and transportation department are established for. The following suggestions were made Road Committee Terms of Reference - add to paragraph two after operational policies "and engineering standards" The organizational chart should be amended to indicate the bridge inspector /signman's involvement with water and sewer projects Twice a year - June lst and December 1st - the Administrator and the Public Works superintendent should put the names of all the crews both permanent and temporary on the organizational chart for the information of Council Add to the Transportation Services statement - the total number of miles in the M D both open and undeveloped There was discussion about the need to more clearly define the words - full time, permanent and temporary employees in the policy statements and whether there should be reference to crews "may , shall or should" consist of a certain number of employees Add to the Transportation grade crew statement - 3rd paragraph "and engineering standards" Also should change 2 crawlers to 3 Discussed added brushing and sand and salt truck responsibility to the Utility Foreman statement Delete the word permanent from the Base Course Statement Add "replaces and /or installs culverts" to Traxscavator Statement /L�W 1 COUNCIL MEETING JUNE 1ST. 1990 There was discussion regarding the number of full time employees now on staff and it was noted there appears to be a need for 5 more full time employees Is there a need to have another person and another traxscavator to help with culvert installation etc Perhaps a tempoary employee could help with this work in the stammer time Mr Rodger noted he would like to work the hi hoe in to the traxscavator position if there was a truck large enough to haul it. It requires a tandum truck and an 8 wheel trailer It was suggested the M D has been running short handed for some years now There was further discussion regarding the use of the words - a crew shall, should or may consist of a specific number of employees and whether the organizational policies which council might approve today could be changed without some kind of advance notice of motion. i3J Mr Vickery moved the M D organizational policy statement, the 0 QUA road committee terms of reference, the M D organizational chart, the transportation services statement, the M D shops, motor�'lL) graders, gravel crew, grade crew, bridge inspector /signman, utility foreman, base course crew, paving crew and traxscavator operator policy statements be approved subject to the following conditions 1 No major change to any organizational statement policies can be made without one month's advance notice of motion being filed with council 2 and the organizational policies are to be reviewed, and amended if required, once a year at the annual organizational meeting of council. CARRIED The road committee report of May 29th, 1990 was then reviewed and various items discussed Mr Hogg moved the M.D. will not make any committment to the owner of the North half of 33- 31 -25 -4 to undertake on -going X repairs to the fence and berm located on this land immediately S,fy'l adjacent to SR 583, that the fence is to be left as is, the washout at the end of the culvert is to be rip- rapped, but no culvert extension is to be installed CARRIED Mr Mueller moved discussion about the M D rock picking policy on road construction projects be tabled until the next meeting of council CARRIED f� Mr Mueller moved the M D. is not prepared to move Mr Ian Anhorn's fence as requested. CARRIED Mr. Boake moved discussion about the M D jackets and safety 'rte awards be tabled until the next meeting of Council. CARRIED The plans for the up- coming M D picnic were discussed 1_1 Mrs. Wilkinson left the meeting at this time - 11 30 A.M Mr Mueller moved the M.D. agree to provide steaks, weiners +C, potatoes, beans, salads, condiments and ice cream for the M.D. ��se picnic. CARRIED fAL ca e // ' COUNCIL MEETING JUNE 1ST, 1990 The status of the road allowance between SR 837 and SR 575 was discussed Mr Code moved this matter be tabled and discussed again in the fall CARRIED Mr Boake moved acceptance of the balance of the road committee report CARRIED The meeting adjourned for dinner between 11 55 A M and 1 40 P M There was discussion regarding the temporary administration office and the need for some kind of fire proof storage. Mr Boake moved a small fire rated room large enough to hold the filing cabinets and necessary documents be constructed in the \e {� temporary office. CARRIED There was further discussion about various policies as follows Administration Policy, Assessment Department Policy and the Role of Council. Mr Mueller moved approval of the Administration and Assessment department policy statements. CARRIED Mr Boake moved approval of the role of council policy statement CARRIED The terms of reference for the road committee was discussed again Mr Code moved the following be added to the road committee policy If it is necessary to have a road committee meeting and the council members appointed to this committee are not available, the alternate members are to be called first and failing their availability any other councillor may be requested by the Administrator to attend the meeting, the appointments to this committee are to be reviewed each year at the organizational meeting and consecutive appointments to the committee are to be limited to two years CARRIED There was discussion regarding the gravel crew policy statement and it was agreed this should include ensure gravel crusher is adequate and clean up of pit is adequate and there should be quality control by engineers It was noted the Mountain View operation should be laid out and inspected It was also suggested there should be a meeting with the employees to try and find a way to conserve gravel and recommendations be brought back to council Mr Hoff moved to tabled this matter until the next meeting of council. CARRIED Mr Vickery moved the Role of the Administrator policy statement be accepted. CARRIED M/Al �W COUNCIL MEETING JUNE 1ST. 1990 Mr Code noted there is an experiment being tried which uses electricity on hog manure and wondered if this might be tried in our area It was agreed Mr Code and Mr Hoff should discuss this experiment with Dave Stewart and see if he would be interested in such an experiment as long as there was no cost incurred by the M D. Mr Mueller moved this meeting do now adjourn. CARRIED Time 4 20 P.M. Reeve - - -- - - /------ - - - - -- Muni ci /A/dmi 1strator i ROAD COMMITTEE TOUR MAY 29TH,1990 A committee of Robert E Boake, Harold Mueller, R A Marz and J C Jeffery reviewed the following projects 1 Marz Berm Project - North half of 33- 31 -25 -4 Note to Oris - When building fences make sure you stay on the berm and make sure the herms are built to accept a fence Washout needs to be fixed at culvert`s If you come across an extension the same size as the culvert at the washout extend properly -e-% R A Marz wishes us to commit in writing that M.D. will repair this project if problems arise. lek��r 2 Brian Tetz has alot of rocks to give away - No Charge However complete rock pile msut be taken when loading rocks / 3 SR 587 Project - Committee felt the rocks were adequately picked except possibly the hill north west of Rick Vickery bl2 �G on north side of road Rocks were picked once as committee spoke to person who U (qa � picked them If this is not good enough a policy change should be +��� considered �Qe 4 SR 587 - Bump at Stroscheins needs more material i 5 Ferguson - Rocks in ditch SE 27- 34 -26 -4 - Recommend �e M.D accept and file as information unless you want to develop a policy 6 Torrington Rubble Pit - requires more clean up Operator must be more careful what he allows to be put in the rubble and burning pit 7 Ian Anhorn Fence Robert Boake and fence 3 feet R Anhorn moves the 8 Gravel required Problem / Kientz Project Harold Mueller see no reason to move the A Marz feels M D should move it if balance of his fence Zil- at the Keintz Bridge - water loading area 9. Road Diversion SE 25- 31 -27 -4 - Recommend Mr Page should use the road diversion after M D. ascertain who is responsible to maintain it Checking with Municipal Affairs regarding who is responsible and also searching title to see if road diversion still in effect 10 Horseshoe Canyon Project - okay to write off - still have not heard officially from Alberta Transportation re asphalt 11 Reviewed Nacmine Project - not yet complete 12 Reviewed employee jacket request - Discussed safety awards Also recommend M.D. supply meal for employees for the picnic - and employees bring their own refreshments and employees organize the events (consider as a policy item for Christmas and Summer Event ?) 13. Dunphy Road - recommend we develop the undeveloped road, allowance from existing road to railway when doing project Will allow us to use rail bed and cancel lease with Andrews. Is there any concern re access from Dunphy to Nacmine Road? 14 Road Allowance at SR 837 and SR 575 Does Finlay have any more concerns - Appears to be clear except for fence right at west end - likely Denny's fence 11 Balance of projects not complete �� >�
