Possible items to discuss if time permits Tabled Matters - Long Range Capital Road Program Organizational Review DISCUSSION ITEMS Committee Reports ADJOURNMENT I A COUNCIL MEETING MARCH 20th, 1990 A regular meeting of the council of the M D of Kneeh Number 48 was held on Tuesday, March 20th, 1990, coma at 9 00 A M The following were present for the meeting Reeve Otto Hoff Councillors J Finlay Code Robert E Boake Richard A Marz Harold Mueller Richard M Vickery Lawrence Hogg Division Two Division One Division Thre Division Four Division Five Division Six Division Seve J C Jeffery, Municipal Administrator Mrs Jean Wilkinson, Assistant Administrator was pres recorded the minutes Reeve Hoff called the meeting to order. Requests were made to add the following items to the SR 837 Extra Land Required for Dunphy Road Project Oris Rodger entered the meeting at this time Mr Boake moved approval of the agenda with addition of the APPROVAL above noted items AGENDA CARRIED There was discussion regarding the upcoming auction sale of ' the Weich Welding Shop and whether there would be any items WEICH which the M D might be able to make use of AUCTION A committee reviewed the items, but feel there is nothing SALE the M D would need Mr Marz moved no one from the M D be authorized to attend the Weich auction sale CARRIED A letter regarding the proposed plan by the M D to construct a road between SW 25 and N W 24 in 31 -22 -4 was ROAD discussed. CONST Mr Code moved to accept the letter as information I -e I�ef- CARRIED s ,,n+1 �Oe There was discussion regarding the suggestion to make an addition to the M D road approach policy as well as ROAD ' problems which exist with various parts of the present road APPROACH approach policy POLICY There was discussion about the 5 1 side slopes on secondary road approaches, using a maximum of 48 feet of culvert for an approach and the width of the road approaches. It was also noted requests for an approach on a secondary r td road must be approved by Council N0 Mr Code moved the amendment as suggested by Mr Cunningham B` be approved, the entire road approach policy be reviewed by reN�?wed the Executive Committee and the matter be discussed again at GNU, the next meeting of Council 77GS. U v� CARRIED There was discussion about the Bridge WNW 29- 29 -24 -4 Bridge File 6813. Mr Rodger agreed he would measure the bridge BRIDGE width and report back to council later today FILE 6813 1 6—�9� COUNCIL MEETING MARCH 20th. 1990 Mr Jeffery noted Mr. Oliver Parry has signed the land purchase agreement and the backsloping borrow pit agreement PARRY for the Vetter Bridge Project AGREEMENTS Mr Vickery moved approval of the Parry land purchase VETTER agreement and backsloping borrow pit agreements �w "'` 1 BRIDGE CARRIED The condition of the Orkney Hill on SR 837 and the surface ORKNEY of the road was discussed HILL Mr Code reported it will be necessary to purchase some additional land for the Dunphy Road Project DUNPHY Mr Boake moved Mr Code and Mr. Jeffery be authorized to ROAD buy the necessary road widening for the Dunphy Road Project NEED TO in accordance with existing M D land buying policy /� BUY CARRIED ✓ r,, LAND �o Mr Jeffery reviewed his report and several items were J C discussed JEFFERY The radio situation for motor grader operators was discused REPORT Mr Vickery moved none of the divisional motor grader RADIOS operators should have more than one M D radio and if FOR necessary a slide in bracket be installed in the operator's DIV personal truck so the M D radio can be transferred back and OPERATORS forth between the grader and their personal vehicle CARRIED Qn�C Mr. Rodger reported Lawrie Ross has been hired back for the LAWRIE summer season and is presently working as a service man in ROSS the shop CrF� HIRED o BACK Mr Rodger left the meeting at this time Time 10 10 A Mtt�., Mr Marz moved approval of Mr. Jeffery's report APPROVAL CARRIED JCJ Mr. Mueller moved approval of the March 13th, 1990 council ,/ REPORT meeting minutes CARRIED APPROVAL Mr Mueller moved approval of the accounts MINUTES pp presented for APPROVAL payment today, subject to further review by the finance ACCOUNTS committee of Otto Hoff and himself. CARRIED The Executive Committee report was discussed APPROVAL Mr. Code moved approval of the Executive Committee report v' EXECUTIVE CARRIED COMM REPORT The 1990 fire department budgets were reviewed and it was noted the final budget figures recommended do not include FIRE any radio or capital items BUDGETS Mr Mueller moved approval of the 1990 fire department budgets. CARRIED There was discussion regarding the 1990 recreation grant by- REC laws for 1990. GRANT Mr Boake moved first reading to by -law 1190, this being a BY -LAWS by -law to authorize payment of grants as outlined to the 1190 various rural community associations in the total amount of & 1191 $16,600 00 CARRIED 2 i • ­4 trr ===F r COUNCIL MEETING MARCH 20th, 1990 Mr Code moved second reading to this by -law CARRIED Mr Mueller moved third reading be given to this by -law at this time. CARRIED da �G Mr Hogg moved third reading to the by -law CARRIED Mr Mueller moved first reading to by -law 1191, this being a by -law to authorize payment of grants to the six towns and villages as outlined in the total amount of $72,000 00 CARRIED Mr Marz moved second reading to this by -law CARRIED Mr. Code moved third reading be given to this by -law at this time CARRIED UNANIMOUSLY Mr. Vickery moved third reading to this by -law CARRIED Mr Jeffery noted the council has been formally invited to attend the Three Hills School Division official opening of the newly renovated Carbon school Mr Marz moved Mr Mueller, Mr Hoff and Mr Code be authorized to attend the official opening of the Carbon school on behalf of the M.D. CARRIED Mr Hogg moved the date for completion of the new general assessment be extended to December 31st, 1991 and be in place for taxation purposes in 1992 CARRIED Mr Jeffery noted the Ralston Bridge is only 17 112 feet wide and the road planned for re- construction will be 28 feet wide The bridge is in good shape Mr Boake moved the M D advise Bridge Branch the M D has no problem with the existing bridge at this time and further moved the bridge should be signed to indicate it is a narrow bridge CARRIED The meeting adjourned for dinner between 11 45 A M and 1 00 P.M Mr Marz left the meeting at this time Mr Frank Wesselling and Mr Alex Cunningham entered the meeting at this time Mr Wesselling reviewed the following subdivisions 1 F Gauthier - SW 35- 34 -25 -4 - creation of two 80 acre parcels v THREE HILLS SCH CARBON OPENING COMPLETE NEW GENERAL ASSESSMENT C� RALSTON BRIDGE �e44Cr S -� Y'4 DINNER SUBDIVISIONS Mr. Hogg moved the M D recommend approval of this ✓ 1p` subdivision subject to conditions as outlined by the staff se„� CARRIED Kevin Niemi - N W 33- 32 -23 -4 Isolation of Existing Farmstead 4 acre parcel 3 t t COUNCIL MEETING MARCH 20th 1990 Mr Mueller moved the M D recommend approval for this subdivision subject to staff recommendations MOTION LOST Mr Marz returned to the meeting at this time MARZ Time 1 20 P M BACK Mr. Code moved the M D recommend refusal for this proposed subdivision due to potential conflict between the existing residence and the adjacent barns which are located on the balance of the quarter section, and which may be used for livestock housing. CARRIED Mr Jeffery read the letter from Alberta Municipal Affairs Planning Division regarding the Health Advisory and Appeal Board ruling issued in connection with the Potter subdivision and the adjacent hog barns Mr. Boake moved Mr Welsh be sent a copy of the letter for his information and consideration. CARRIED Kevin Price entered the meeting at this time - 1 30 P.M. Mr Marz moved council meeting do now adjourn in order to hold the public hearing scheduled for today at 1 30 P M CARRIED Mr Mueller moved Council meeting do now reconvene, the public hearing having been completed CARRIED There was discussion about the request to amend the land use by -law by redesignation of the S E 2- 32 -25 -4 to agriculture. There were no motions forthcoming for first or any reading to the proposed amending by -law Council reviewed the subdivision application submitted by Kevin and Linda Price for creation of a 7 5 acre country residential parcel of land in the SE 2- 32 -25 -4. Mr Hogg moved the M.D. recommend refusal for the proposed subdivision in accordance with staff recommendations CARRIED There was discussion about establishment of a Municipal Planning Commission and it was reported no one has called expressing any interest in sitting on such a commission. It was suggested there would be two meetings per month some meetings may last only M PC d a hour but some might last two or three hours Mr Jeffery noted the M D must file a population affidavit with Municipal Affairs again this year. There was 1990 discussion about the present M.D. population figures as POPULATION determined by the Federal Census AFFIDAVIT Mr Hogg moved the M D file the required population affidavit with Municipal Affairs using the 1986 Federal census figures CARRIED Mr Mueller gave a brief report concerning the Three Hills REPORTS Seed Plant Mr. Hogg reported on the Alberta Fire Chief Association activities Mr Boake reported on the Drumheller and District solid Waste Association matters Mr Marz reported the Kneehill Ambulance has sent a letter protesting the proposed Ambulance Bill 25 Mr Code reported on various Health Unit matters and the Provincial Government Rainbow Report on health Mr Vickery reported the course he attended in Edmonton was very good and he found it quite helpful Mr Hoff reported on P R.P.0 matters Mr. Mueller gave a report about the Golden Hills Lodge Mr Marz moved this meeting do now adjourn ADJOURN CARRIED Time 2 45 P M - - - -4 -- - - - - - - - -- Reeve 5 Munic, al Ad ni rator EXECUTIVE COMMITTEE MEETING MARCH 15TH, 1990 A meeting of the Executive Committee of J. Finlay Code, Robert E Boake and Lawrence Hogg was held on Thursday, March 15th, 1990, commencing at 10 30 A.M. ' 2 County of Red Deer has forwarded information about a proposed isolation of existing farmstead on SW 35- 34- 26 -4 which is adjacent to the M D of Kneehill north boundary Executive Committee recommend to accept and file as information 3 Letter from Alberta Advanced Education re Alberta Heritage Scholarship Fund and inviting M D to nominate someone for the �J�' Sir Frederick Haultain Prize Executive Committee recommend to accept and file as information. 4 AAMD & C have forwarded a letter regarding the increased ' radio licence fees and again urge municipalities not to pay their fees until March 31st, 1991. �lca Executive Committee recommend to accept and file as information ' 5. Letter from London Life regarding retirement plans for council members They will have a presentation at the spring convention regarding same Executive Committee recommend council listen to the presentation at the convention MENEM' ' 6 Letter from Town of Three Hills advising they have joined the Wild Rose East Central Community Futures Association and will be putting out 10,000 copies of the Rose Pages to try and promote business in this area Executive Committee recommend to accept and file as information and recommend the office discuss the concept with the representative from the Association when he calls. 7 There will be a report on the March 20th agenda in connection with the Weich Auction Sale which is coming up shortly with a recommendation from the Executive Committee (I would put it in this report but I cannot read John s writing and he has gone fishing.)
