The Council meeting of December 12th which was adjourned
until 9 00 A M January 3rd, 1990 reconvened on that date

on condition the material is loaded for him by M D. / ESAU PIT

It was agreed the employee committee of Lawrence Hogg,
Robert E Boake and J F Code review the employee contract EMPLOYEE
*1 with the employee representatives on Monday, January 8th, MEETING

Mr Marz entered the meeting at this time - 9 30 A M.
Mr Boake moved approval of Mr Jeffery's report.

There was discussion regarding the following items
ROAD
1. the proposed 1990 -92 road program, rotation of same and PROGRAM
whether the 1990 tentative program could be completed in one DISCUSSIONS
year
2. the present M D ditch cleaning policy and whether there
should be compensation paid to the land owners for soil
disturbance if the project cannot he done with a motor
grader and requires use of a scraper

Oris Rodger entered the meeting at this time - 10 00 A M
3 Should Council should look at priorizing all the local
roads in the M D in order to establish a long range plan
for road construction Perhaps some type of local road grid
system using the criteria of establishment of a good road
every four miles It likely would take an independent
person to conduct an actual physical review (to show the
physical limitations, including sight distance, grade width,
side and back slopes and type of surfacing) of all roads in
order to prepare an inventory map This would then have to
be reviewed by council to come up with an overall priority
and need for road construction
This would be the first step in creating a long range
plan for road construction.
4 Should the main crew should be shut down about September
15th this fall in order to concentrate on ditch cleaning
projects
5 Should the M D be doing any work on secondary roads
during the next three years
The meeting adjourned for dinner between 11 45 A M and
1 00 P M
Mr Vickery moved the M.D. approve and sign the new Trochu
Recreation Master Plan ✓

Mr Mueller advised the seminar in connection with the M D
tourism action plan will be held on Friday and Saturday this
week at St Ann's Ranch near Trochu

Mr Code moved the Office Capital Committee be directed to RENOVATIONS
proceed with preparation of plans for renovations of the /
M D office and the costs for such renovations be budgeted
for over a three year time frame

Mr. Hogg moved Item Number 6 on the agenda be tabled until
the January 23rd meeting
CARRIED
There was further discussion regarding the need to establish
a long range plan for road construction in the M.D.
It was agreed Mr Jeffery and Mr. Rodger should prepare a
map showing a tentative local road grid system and the
matter be discussed again at a later date

ROAD TOUR JANUARY 2ND, 1990
A road tour was held on Tuesday January 2nd 1990 commencing
at 8 30 A M
The following were present
Harold Mueller, Richard A Marz, John C Jeffery
1 Met with two representatives from Mobil Oil
on site 16- 3- 34 -26 -4
Agreed Mobil could install an approach
at the location planned - approach to be to
our standards as well as the approach must
be surfaced with hot mix to the property
line
2 George Rempel asked about the agreement
The M D has with Edward McNair
Mr McNair is hauling with a truck which
hauls more than 11 yards
Recommend Mr McNair be advised to haul
with an 11 yard truck only
3 Discussed the incident which occured
recently (a divisional motor grader
operator ditched his grader)with Brian Bauman
Brian Bauman felt it was not the fault
of the operator, although probably a
more experienced operator would not have
got into the situation in the first place

JOHN C JEFFERY REPORT COVERING THE PERIOD DECEMBER 12th, 1989 TO
JANUARY 3RD, 1990

1 Starland employs Ben Armstrong Fencing to do their fencing
work He charges $1200 00 per mile for his labour and he
supplies all equipment required He erect fences with 16 foot
spacing and uses barb wire - 3 strands M D Starland provides
all materials Ben Armstrong Fencing must carry liability
insurance and accept responsibility for all damages
2 Organizational Review - suggestion box for both office and
shop?
3 Calgary based Confidata Resource Corporation and Institute
for Transportation studies have found a way to spot gravel
resources through satellite images.
4 Gave out 57 turkeys or hams - 42 permanent and 11 temporary
with 3 or more years service plus 2 under 3 years but still on
staff plus grade foreman and assistant assessor
5 Fred Esau would like letter that he may use screenings as he �r
wishes. If approved must advise our employees so they are aware
as well We now pay by the load - no way to know quantity
6 Harry Visney of C N R (421 -6726) is hosting a meeting on
January 18th, 1990 at 7 00 P M at the Town of Three Hills Office
regarding dangerous goods transportation safety. Sending Alex
Kneehill Ambulance and Linden R F D. Meeting is for first
responders Alex will give report later
7. SR 837 - now doing soil testing -- have yet to hire
palenthologist Andy following thru re acreage on this road
8 Laid off Lawrie Ross, Gerald MacKay, Dan Platt, Trev Friesen
and Terry Evans December 21st, 1989 Paid out holidays etc. and
advised all but L Ross to come back January 2nd, 1990 Lawrie
Ross will be going to school in January Also advised them
Council will review long range plans January 9th, 10th and 11th,
of 1990 .
