Harold Mueller Division 5 Richard M Vickery Division 6 Lawrence Hogg Division 7 Administrator J C Jeffery Mrs Jean Wilkinson Assistant Administrator was present and recorded the minutes Reeve Hoff called the meeting to order and requests were made to add the following to the agenda 11 Report from Road Committee. APPROVAL Mr Boake moved approval of the agenda for today's meeting AGENDA with addition of the above noted item. CARRIED Mr Vickery moved approval of the minutes of the December APPROVAL 12th, 1989 meeting MINUTES CARRIED Mr Jeffery reviewed the November bank reconciliation statement Mr. Mueller moved approval of the statement APPROVAL BANK CARRIED STATEMENT Mr Jeffery reviewed his report Several items were discussed J C JEFFERY REPORT Mr. Code moved Mr Fred Esau, owner of the Esau gravel pit �ec�P� �a land, - Nyx 10- 30 -24 -4 - be given a letter authorizing him to -r0 n obtain screenings from the M 9 pit, for his own use at no cost on condition the material is loaded for him by M D. / ESAU PIT employees and equipment V SCREENINGS CARRIED FOR ESAU It was agreed the employee committee of Lawrence Hogg, Robert E Boake and J F Code review the employee contract EMPLOYEE *1 with the employee representatives on Monday, January 8th, MEETING 1990 Mr Marz entered the meeting at this time - 9 30 A M. Mr Boake moved approval of Mr Jeffery's report. CARRIED There was discussion regarding the following items ROAD 1. the proposed 1990 -92 road program, rotation of same and PROGRAM whether the 1990 tentative program could be completed in one DISCUSSIONS year 2. the present M D ditch cleaning policy and whether there should be compensation paid to the land owners for soil disturbance if the project cannot he done with a motor grader and requires use of a scraper 1 Iq COUNCIL MEETING JANUARY 3RD, 1990 Oris Rodger entered the meeting at this time - 10 00 A M 3 Should Council should look at priorizing all the local roads in the M D in order to establish a long range plan for road construction Perhaps some type of local road grid system using the criteria of establishment of a good road every four miles It likely would take an independent person to conduct an actual physical review (to show the physical limitations, including sight distance, grade width, side and back slopes and type of surfacing) of all roads in order to prepare an inventory map This would then have to be reviewed by council to come up with an overall priority and need for road construction This would be the first step in creating a long range plan for road construction. 4 Should the main crew should be shut down about September 15th this fall in order to concentrate on ditch cleaning projects 5 Should the M D be doing any work on secondary roads during the next three years The meeting adjourned for dinner between 11 45 A M and 1 00 P M Mr Vickery moved the M.D. approve and sign the new Trochu Recreation Master Plan ✓ CARRIED Mr Mueller advised the seminar in connection with the M D tourism action plan will be held on Friday and Saturday this week at St Ann's Ranch near Trochu DINNER TROCHU MASTER PLAN TOURISM ACTION PLAN Mr Mueller then moved the M 0 cover the cost for luncheons LUNCHEON for the seminar participants at a cost not to exceed $200 00 Z J \, r�� CARRIED iH Fran, There was discussion regarding the 1990 capital 1990CAPITAL requirements Mr Mueller moved the Reeve and Building Committee of R A PURCHASE Marz and Robert E Boake be authorized to purchase the Weich WEICH property which is adjacent to the M D shop in Three Hills, ✓ PROPERTY at a cost not to exceed $145 000 00 CARRIED It was agreed an appointment be set up for Friday afternoon at 1 30 P M to meet with Mr Weich .s OFFICE Mr Code moved the Office Capital Committee be directed to RENOVATIONS proceed with preparation of plans for renovations of the / M D office and the costs for such renovations be budgeted for over a three year time frame CARRIED Mr. Hogg moved Item Number 6 on the agenda be tabled until the January 23rd meeting CARRIED There was further discussion regarding the need to establish a long range plan for road construction in the M.D. It was agreed Mr Jeffery and Mr. Rodger should prepare a map showing a tentative local road grid system and the matter be discussed again at a later date 2 A7�V TABLE #6 �a b fed I--' J ROAD PLAN o �v COUNCIL MEETING JANUARY 3RD, 1990 +� Mr Jeffery reported on several items reviewed by the Road Committee on January 2nd, 1990 ROAD Mr Mueller moved approval of the January 2nd, 1990 road COMMITTEE committee report. If approved must advise our employees so they are aware as well We now pay by the load - no way to know quantity 6 Harry Visney of C N R (421 -6726) is hosting a meeting on January 18th, 1990 at 7 00 P M at the Town of Three Hills Office regarding dangerous goods transportation safety.
