A regular meeting of the Council of the M D of Kneehill Number
48 was held on Tuesday, November 7th, 1989, commencing at 9 00
A.M..

Mr Mueller moved approval of Mr. Jeffery's report.

There was discussion about the need to purchase a switch box for
each of the counci 1 1 or' s fax machines SWITH BOXES
The cost would be $395 00 for each box FOR
There was also discussion about installation of a second separate . FAX
telephone line for the fax machines and the cost for same. MACHINES
It was agreed to see if the company would allow the M D to try Rc-vt� wed
two switch boxes before making a decision on purchase of the -r

There was discussion regarding whether the M D should he making
donations to charity and there was also discussion about the BY -LAW
possibility of making a condition to the STARS air ambulance. NO 1178

Mr. Marz moved first reading to by -law number 1178, this being a SAL ARMY
by -law to authorize a donation of $500 00 to the Salvation Army

Mr Marz asked whether it would be possible for the crew to

It was noted the crew will be finished the Keivers Lake back road
in the next day or two.
Mr Rodger felt this road project would take at least four days

available about possible involment of gas lines, etc
Mrs Wilkinson reviewed a memo prepared by Keith Smith with
regard to P -3 Champion motor grader

The grader has over 12,000 hours on it and likely is scheduled

for replacement shortly
Mr Smith wondered if council wanted them to do the winter
maintenance work on the grader if it was to be traded in
and also if council might consider purchase of graders in the
fall so the new machines would be available for the heavy winter
snow plowing work
Mr Hogg moved P -3 be parked, no winter maintenance work be done
on the grader and P -10 be used in Division 3 until such time as
new grader can be purchased

requested to submit a quote for a 150 to 200 H P motor grader R

The shop renovation plans were reviewed and discussed

Mr Code moved the Shop Renovation Building Committee be
authorized to meet with Don Stewart Architect to review the shop SHOP
renovation proposals and come up with some recommendations and an RENOVATION
estimated price for the renovations and further moved the PLANS
committee be authorized to spend up to $1000 00 for architect
fees in the initial discussion stage. ✓ HIRE

of road West of SE 30- 31 -25 -4 before winter shut down

There was discussion about the 1990 road program and who
the M D should hire to do the necessary survey and engineering

The tentative 1990 -92 road program established by council in June
of 1989 was reviewed and discussed at length.

There was also discussion about the secondary road priorities

Mr Code felt the M D should determine an alignment for this
road and proceed with purchase of the necessary road widening

The various alignments for the road were reviewed

Mr Code moved the M D accept the proposed P -6 alignment for
that portion of SR 836 through Sharples, a request be made to
Alberta Transportation to undertake the necessary engineering for 70

road widening after the engineering plans have been reviewed and f
accepted by council

There was further discussion about the 1990 road program and
rotation of the projects

Mr Boake moved the 1990 road program rotation be as follows PROGRAM
1st - Division 1 - 6 miles ROTATION
2nd - Division 5 - 5 miles
3rd - Division 7 - 5 1/4 miles
the 1991 road program rotation be
1st - Division 6 - 6 miles
2nd - Division 4 - 4 miles
3rd - Division 2 - 4 3/4 miles
and the 1992 road program rotation be
1st - Division 3 - 5 construction miles

It was noted Division One has two 2 mile projects which will
likely have to be undertaken sometime during the 3 years as these V
projects are dependent upon other work being done by the
Province.
It was also noted bridge projects will have to be done at such
time as Bridge Branch provides the requested bridges and or
culverts

Mr. Mueller moved the M D request prices from three engineering,: QUOTE
firms for the 1990/92 road program engineering work and these ��- C Z- Tc,

There was discussion about the gravel crew foreman's duties
There was also discusison about the size of road approaches
in the M D
Mr Mueller reviewed the request from Edward Nakaska for the M.D ED
to re- construct a road between Section 24 and .15 in 31 -22 -4 NAKASKA
A road had been constructed there previously but the road was not ROAD
used a great deal and the two adjacent landowners over the years 24 &
had gradually cultivated and farmed the road allowance .15 in
It appears there was no real need for the road to be there 31 -22
but a very rough 12 foot wide trail has recently been constructed
by Mr Nakaska in order to stop surface water from draining on to
his land
Mr Mueller moved the M D. construct a half mile plus blade grade
road between Section 24 & 3,5 in 31 -22 -4

Mr Marz moved the dirt trail constructed on the M D road
allowance between Section 24 & A,5 in 31 -22 -4 be removed by the sPrt
divisional motor grader the adjacent land owners be advised no
road construction is to be undertaken on the municipal road °Z
allowance by anyone without permission of the M D , and they may
make use of the undeveloped road allowance on an equal basis, a
failing that each land owner shall confine their farming
operations to their own property

Mr Code noted he received a request for a road approach off of SECOND
SR 836 into SE 6- 30 -22 -4 which is an unoccupied quarter of land APPROACH
The landowner previously had two approaches but one was removed ON SR 836
and not replaced when the road was re -built some years ago SE 6
This request is over policy and will provide access off a 30 -22 -4
secondary road which also requires approval from Council
It was noted the sight distance for the second approach would
comply with existing sight distance requirements
Mr. Hogg moved the M D install a second approach with a culver
to provide access from SR 836 into SE 6- 30 -22 -4.

The disposal of the waste material left over at the Jack Lowen
gravel pit on SE 16- 29 -21 -4 was discussed as well as the draft WASTE
agreement prepared for signature by Mr Alex Lowen and Mr Jack MATERIAL

much it would cost to hire a soil specialist to review the
problem area on the stretch of SR 582 and if the costs appear
