The following were present for the meeting Reeve Otto Hoff Division 2 Councillors J Finlay Code Division 1 Robert E Boake Division 3 Richard A Marz Division 4 Harold Mueller Division 5 Richard M Vickery Division 6 Lawrence Hogg Division 7 J C Jeffery, Municipal Administrator Mrs Jean Wilkinson, Assistant Administrator was present and recorded the minutes. Reeve Hoff called the meeting to order Mr. Boake moved approval of the agenda for the meeting. CARRIED PRESENT APPROVAL AGENDA Mr Vickery moved approval of the October 30th organizational and regular council meeting minutes APPROVAL CARRIED vMINUTES Mr Marz moved approval of the accounts presented for payment APPROVAL today subject to further review by the finance committee of Ot ACCOUNTS Hoff, R M Vickery, Lawrence Hogg and himself CARRIED Mr Jeffery reviewed his report and there was discussion regarding the fencing policy J C It was agreed the fence policy should be reviewed by the policy JEFFERY review committee in the near future Rl�,_,,FPORT -ro Po i , C 1 Several other items from Mr Jeffery's report were briefly Rrv, -w discussed including the SR 587 road project °'tc e Mr Mueller moved approval of Mr. Jeffery's report. CARRIED There was discussion about the need to purchase a switch box for each of the counci 1 1 or' s fax machines SWITH BOXES The cost would be $395 00 for each box FOR There was also discussion about installation of a second separate . FAX telephone line for the fax machines and the cost for same. MACHINES It was agreed to see if the company would allow the M D to try Rc-vt� wed two switch boxes before making a decision on purchase of the -r units W�r�n There was discussion regarding whether the M D should he making donations to charity and there was also discussion about the BY -LAW possibility of making a condition to the STARS air ambulance. NO 1178 DONATION Mr. Marz moved first reading to by -law number 1178, this being a SAL ARMY by -law to authorize a donation of $500 00 to the Salvation Army CARRIED Mr. Mueller moved second reading to this by -law. CARRIED �_Ogl Mr Hogg moved third reading be given to this by -law at this time CARRIED UNANIMOUSLY Mr Boake moved third reading to this by -law r 1 i COUNCIL MEETING NOVEMBER 7TH, 1989 CARRIED - I I TABLE Mr Vickery moved to table item number 25 on the agenda - office ITEM renovation plans - until the next meeting of council 25 CARRIED Mr Jeffery noted the Alberta Fish and Wildlife will be holding FISH & meetings to discuss the 1989 hunting season and invited the M.D. WILDLIFE to send a representative MEETING Mr. Code moved to accept and file as information CARRIRED Mr Jeffery reviewed the preliminary report prepared by PAWM PAWM regarding the quality of water in the Three Hills Creek REPORT Mr. Code noted the cost of the study was less than $700.00 and THREE only a very small area was involved system including the Kneehill, Three Hills HILLS Mr Jeffery reviewed the conclusions and it appears one of the CREEK concerns is the flushing of a sewage lagoon into a creek There was lengthy discussion about the lack of water in the M D fall so the new machines would be available for the heavy winter creeks and what could be done to get water diverted into them & The road would be a minimum 28 foot standard and would eliminate WSE 30 quite a bad hi 1 1 on this road DIVERSION Mr Boake moved Mr Code discuss with PAWM the possibility of OF WATER having water diverted from the Dickson Dam into the M D creek INTO CREEK system including the Kneehill, Three Hills and Ghost Pine creeks SYSTEM Mrs Wilkinson reviewed a memo prepared by Keith Smith with CARRIED ��� �r MEMO The grader has over 12,000 hours on it and likely is scheduled RE. P -3 �eh"Z Oris Rodger entered the meeting at this time Mr Marz asked whether it would be possible for the crew to ROAD undertake a half mile plus road project West of SE 30- 31 -25 -4 PROJECT The road would be a minimum 28 foot standard and would eliminate WSE 30 quite a bad hi 1 1 on this road 31 -25 -4 It was noted the crew will be finished the Keivers Lake back road in the next day or two. Mr Rodger felt this road project would take at least four days Pr�,� + There was lengthy discussion about this request and agreed it �„�PI1Pd would be discussed later today when more information would be available about possible involment of gas lines, etc Mrs Wilkinson reviewed a memo prepared by Keith Smith with regard to P -3 Champion motor grader MEMO The grader has over 12,000 hours on it and likely is scheduled RE. P -3 for replacement shortly Mr Smith wondered if council wanted them to do the winter maintenance work on the grader if it was to be traded in and also if council might consider purchase of graders in the fall so the new machines would be available for the heavy winter snow plowing work Mr Hogg moved P -3 be parked, no winter maintenance work be done on the grader and P -10 be used in Division 3 until such time as new grader can be purchased CARRIED Mr Marz moved R Angus, Twin Tractor and Blackwood Hodge be /—F LL requested to submit a quote for a 150 to 200 H P motor grader R with tenders to close 9 00 A M. December 12th, 1989 and the bids be opened and reviewed by counci l that day. .NDERS CARRIED ItYlderS FOR DIV MOTOR AAMD & C sent a letter indicating it is considering calling for GRADER bulk tenders for culverts in each of the four zones Mr Marz moved to accept and file as information BULK CARRIED CULVERT TENDER There was discussion about the problem with the vibration in P -1 VIBRATION and it was noted the factory representative had been out again to P -1 review the problem. COUNCIL MEETING NOVEMBER 7TH, 1989 Mr. Marz moved to accept the report CARRIED 10lIGw Mr Vickery moved in future Council review the need for and /rs r necessary call for tenders for any required replacement graPOLI CY RE' during the month of July CALLING CARRIED FOR TENDERS FOR GRADERS The suggestion from Ron Weich that he might be interested in selling his property and building to the M.D. was discussed WEIGH PROPERTY Mr. Marz moved Mr Dunay do an appraisal of the building and N property and bring a report back to the next meeting of Counci /HREE HILLS CARRIED E� Gd ,,%stA The meeting adjourned for dinner between 12 00 Noon and 1 00 P M DINNER The shop renovation plans were reviewed and discussed Rc�rn°c� Mr Code moved the Shop Renovation Building Committee be authorized to meet with Don Stewart Architect to review the shop SHOP renovation proposals and come up with some recommendations and an RENOVATION estimated price for the renovations and further moved the PLANS committee be authorized to spend up to $1000 00 for architect fees in the initial discussion stage. ✓ HIRE CARRIED ARCHITECT There was further discussion about the prcrosal to build half mile of road West of SE 30- 31 -25 -4 before winter shut down R AD Mr Marz moved if road agreements can be obtained and the survey ROJECT pins offset the half mile plus road project at WSE 30- 31 -25 -4 be WSE 30 done by the crew before shut down this winter 31 -25 -4 CARRIED 'r ('njrcl� 00-r Mr Rodger noted he wanted the crew to move to gravel pit �`1... reclamation as soon as the road projects were done GRAVEL PIT Mr Hogg moved the crews undertake total reclamation work at the RECLAM H.K.Toews pit and as well do the necessary reclamation work at the Megli Pit and the J. Lowen Pit as soon as possible and winter WINTER hours and winter rates go into effect as soon as the last road / HOURS construction project is completed Senn,; , ETC CARRIED Qav There was discussion about the 1990 road program and who the M D should hire to do the necessary survey and engineering 1990 work for the 1990/92 road program ROAD PROGRAM The tentative 1990 -92 road program established by council in June of 1989 was reviewed and discussed at length. AND TENTATIVE There was also discussion about the secondary road priorities 90/92 establish by council at the last meeting and it was agreed these ROAD would be the road priorities to be discussed with Alberta PROGRAM Transportation at the Fall Convention & SEC There was lengthy discussion regarding the need to re- construct ROAD SR 836 through Sharpl es PRIORITIES Mr Code felt the M D should determine an alignment for this road and proceed with purchase of the necessary road widening SR 836 The various alignments for the road were reviewed SHARPLES Mr Hogg left the meeting at this time Time 1 17 P M Mr Code moved the M D accept the proposed P -6 alignment for that portion of SR 836 through Sharples, a request be made to Alberta Transportation to undertake the necessary engineering for 70 the project and the M D proceed with purchase of the necessary :,ApNr*, road widening after the engineering plans have been reviewed and f accepted by council CARRIED 3 COUNCIL MEETING NOVEMBER 7TH, 1989 There was further discussion about the 1990 road program and rotation of the projects ROAD Mr Boake moved the 1990 road program rotation be as follows PROGRAM 1st - Division 1 - 6 miles ROTATION 2nd - Division 5 - 5 miles 3rd - Division 7 - 5 1/4 miles the 1991 road program rotation be 1st - Division 6 - 6 miles 2nd - Division 4 - 4 miles 3rd - Division 2 - 4 3/4 miles and the 1992 road program rotation be 1st - Division 3 - 5 construction miles CARRIED It was noted Division One has two 2 mile projects which will likely have to be undertaken sometime during the 3 years as these V projects are dependent upon other work being done by the Province. It was also noted bridge projects will have to be done at such time as Bridge Branch provides the requested bridges and or culverts ENGINEERING Mr. Mueller moved the M D request prices from three engineering,: QUOTE firms for the 1990/92 road program engineering work and these ��- C Z- Tc, prices be reviewed at a later meeting of council a CARRIED Mr. Vickery moved the M D go on a road tour on December 4th,1989 ROAD commencing at 9 00 A M in order to review possible changes to TOUR the tentative 1990/92 road program Dec 4 CARRIED Mr Mueller moved the M.D. hire Robin Arthurs to undertake the / HIRE necessary offset of survey pins for the 1990/92 road program. ✓ ARTHURS CARRIED 1e;: -pr SURVEY Men r OFFSETS Mr Jeffery reviewed regulations passed under the National Safety Code and what changes will have to be implemented by the M.D. in NATIONAL order to comply with the Code. SAFETY CODE Mr. Boake moved to table this matter until the next meeting of TC'�, 51ecL Council. CARRIED Mr Jeffery noted Mr A Stahl from the Huxley Hutterite Colony CLAIM had submitted a claim for $1200 00 for loss of honey as a result LOSS OF of the M.D. spraying M D road allowances HONEY HURLEY Mr Marz moved the request for compensation for loss of honey b HUTTERITE; denied rnl= CARRIED Mr Jeffery reviewed the October 18th road tour minutes and ROAD several items were discussed TOUR MINUTES The concern expressed by Mr Willard Koch about traffic w KOCH tresspassing on his land- N E 8 -32 -24 was discussed 8- It has been determined there is no road diversion through his 32 -24 -4 32 property is Mr. Boake moved the Road Committee meet with Mr Koch to see if he would be willing to sell land to the M D for a forced road through his property and if so the M.D proceed with purchase of the required land in accordance with M.D. policy and have the o�r,m �4re road diversion surveyed and dedicated as public access CARRIED Mr Hogg returned to the meeting at this time - 3 00 P M 4 e,,�/ COUNCIL MEETING NOVEMBER 7TH, 1989 There was discussion about the gravel crew foreman's duties There was also discusison about the size of road approaches in the M D Mr Mueller reviewed the request from Edward Nakaska for the M.D ED to re- construct a road between Section 24 and .15 in 31 -22 -4 NAKASKA A road had been constructed there previously but the road was not ROAD used a great deal and the two adjacent landowners over the years 24 & had gradually cultivated and farmed the road allowance .15 in It appears there was no real need for the road to be there 31 -22 but a very rough 12 foot wide trail has recently been constructed by Mr Nakaska in order to stop surface water from draining on to his land Mr Mueller moved the M D. construct a half mile plus blade grade road between Section 24 & 3,5 in 31 -22 -4 MOTION WAS LOST Mr Marz moved the dirt trail constructed on the M D road allowance between Section 24 & A,5 in 31 -22 -4 be removed by the sPrt divisional motor grader the adjacent land owners be advised no road construction is to be undertaken on the municipal road °Z allowance by anyone without permission of the M D , and they may make use of the undeveloped road allowance on an equal basis, a failing that each land owner shall confine their farming operations to their own property CARRIED The request from the Three Hills Seed Plant to purchase gravel SALE for their new plant site was discussed GRAVEL Mr Marz moved the M D agree to sell the Three Hills Seed Plant THREE up to 1000 yards of whatever kind of gravel is required for the SEED new plant site landscaping, at the regular price for gravel if, / SEED the plant is unable to purchase gravel from a private source ✓ PLANT CARRIED kebtcrs Mr Code moved acceptance of the report, the 90% permanent road ��,,clr-Y1\ ban be removed from the light coat surfaced roads as per the Q� recommendation from Alberta Transportation, and the report be reviewed by Council when implementing 1990 spring road bans ,r CARRIED / A stock pile site agreement has been arranged with Mr. George Van STOCK Doren on SE 14- 32 -25 -4 PILE Mr Hogg moved the Reeve and Municipal Administrator be SITE authorized to sign the stock pile site agreement arranged wit AGREEMENT G VAN Mr Van Doren r DOREN CARRIED --, The request from Mr Van Doren for relaxation of setback 583 for a water line was noted Mr Van Doren had subsequently advised he plans as yet and will contact the office requires a relaxation from SR WATER has not finalized his LI E again later if he still TBACK RELAXATIOI Mr Marz moved to table this request pending receipt of information from Mr Van Doren CARRIED 5 �M� further ?tY,n:L -r,- -1 sr1.
