A regular meeting of the Council of the M.D. of Kneehill #48
was held on Tuesday, June 27th, 1989, commencing at 9 00
A.M.

Mrs Jean Wilkinson was present and recorded the minutes
PRESENT
Reeve Hoff called the meeting to order and requested
approval of the agenda for the meeting
There was a request to add Item 12a - Keiver Approach - to ADDITION To
the agenda - AGENDA
Mr Mueller moved approval of the agenda with addition of
the above noted item. APPROVAL

Mr Hastie moved he be excused from voting on the approval
or refusal of the Executive Committee report in as much as EXCUSE

Mr Hogg moved acceptance of the Executive Committee Report EXEC COMM

Mr Jeffery reviewed his report covering the period June J C
13th to June 27th JEFFERY
Various items were discussed and agreed the report be REPORT
discussed again when Mr. Rodger is present
Mr Code moved the 1989 gravel retention program in Division
1 be amended as follows CHANGE TO
Delete Project West of 14, 25, 26 b 35 in 28 -22 -4 and be 1989
replaced by a project starting at the Hamlet of Hesketh and GRAVEL
going west and south 4 miles. RETENTION

Mr. Mueller moved he be excused from voting and discussing MUELLER EXCUSE
the next item on the agenda - cancellation of business FROM VOTING
taxes -as members of his family are involved.

Mr. Marz moved a portion of the 1989 business tax levied
against Connie Mueller of Three Hills - Roll 8182 - in the
sum of $9 34 be cancelled

Mr. Boake moved the business tax levied against Donald
Mueller of Three Hills - Roll 8136 - in the sum of $18 40 be
cancelled
CARRIED
Mr Dunay entered the meeting and discussed with council
progress made to date on the new general assessment He
noted Alberta Municipal Affairs would like each municipality
to send out a pamphlet to ratepayers explaining the new
assessment rules or advertise same in the paper Pamphlets
would cost about 15 cents a piece He reviewed the work he
is doing and that being done by Pam Petersen
Oris Rodger entered the meeting at this time - 10 00 A M
Edward Dunay left the meeting at this time - 10 09 A M
Mr Hastie moved the M D purchase sufficient copies of the
assessment information pamphlets and a copy be sent to each
taxpayer with the new general assessment notice

It was agreed that a copy of the pamphlet be published in
the lcoal paper in advance of completion of the general
assessment
Mr Jeffery then reviewed the balance of his report.
He reported Len McCook will be terminating his employment
with the M D as of July 7th, 1989, as he wishes to
concentrate on his farming operation

JEFFERY REPORT
There was discussion regarding the main crew operation and MAIN CREW
the new foreman OPERATION
Mr Rodger noted no one on the crew is interested in the
sub foreman position on the main crew and Mr Davis requires
some assistance with that amount of machinery to supervise.
Mr. Mueller moved Oris Rodger be given permission to
supervise the main crew as he sees fit, to appoint or hire a
new foreman for the main crew and to demote or terminate��e
employees.

Mr Hastie moved Torchinsky Consulting be advised to cease TORCHINSKY
supervising SR 575 project on a daily basis effective CONSULTING

scarified and re- surfaced
Mr Marz moved the bad spots on SR 582 be scarified,
repacked and light coat surfaced in 1989.

Mr. Marz asked about the request he received from Glen KEIVER
Keiver for another approach. ROAD
Mrs Wilkinson noted this matter had been discussed by Mr APPROACH
Keiver with Mr Cunningham and herself and if the request
complies with policy the approach will be installed

There was further discussion regarding the proposed changes BY -LAW
to the M D land use by -law with regard to the intensive NUMBER 1169
livestock operations regulations LAND USE
There was discussion regarding the need to revise the BY -LAW
definition of an intensive livestock operation and it was AMENDMENT
agreed this should be reviewed later.
Mr. Code moved first reading to by -law 1169, this being a
by -law to amend the M.D. land use by -law 1061, by changing
certain portions of the by -law with regard to intensive \,'"
livestock regulations

There was lengthy discussion regarding this matter and it ROAD PROGRAM

27TH, 1989
BALANCE FORWARD

1 Gave Alberta Environment -(John Dietier) permission to drill
test well on road allowande - ESE 2- 30 -26 -4
Will leave plastic pipe in place and then stainless steel pipe
and will remove all when testing has been finished in August of
1989. All pipe will be removed and hole will be cemented off if
necessary Some sort of testing for sand in area Had a bad
phone connection so did not get much more information
2. Len will accept sub - foreman job if he is paid $2 00 extra
during the summer time or $1 00 extra year round and if things go
sour wants the right to go back to his cat work Yes or No
June 26th, 1989 - Len McCook in today at 8 00 A.M, and
advised he would be on holidays until July 7th, 1989 and at that
is resigning.
3 Oris has advised Randy he must be willing to learn - full
training mode immediately -
There is only two choices - fire him or train him!
4 The School Foundation Department advise the 1989 mill rate is
up 0 4 mills $15,000 more than planned on We will have to pay
and levy in 1990 City of Calgary received a bill for
$900,000 00 more
5 Gordon Cauldwell called - stated Randy is learning far too
slowly Yesterday asked him to clean up mile 1 and 2. He sent
back two 621 and cat and also put loader across culvert with only
12 inches of fill
6 Oris is confident the situation will work out
7 Need a motion regarding change to the gravel retention
program - Hesketh Road
8. 4 54 A.M. Sunday June 25th, 1989 - Frank Berg phoned and
advised someone had called him (would not release name) to advise
him Linden Dump was on fire and smoke blowing all over
He advised rubble pit wwas on fire as well as burning pit
Rained almost steady all day Saturday at Three Hills
5 13 A M Phoned Mrs Harvey K Toews and she advised she
could see flames from their home
5 15 A.M. Reported to Linden Rural Fire Department (Note
Linden R F D needs key to rubble pit) Advised them to go in
back way or break athe lock if necessary.
Approximately 9 30 A M Virgel Unruh of Linden Department
phoned and advised very short of manpower and would take alot of
water to put out. Fire was under control and he felt it was okay
to leave. Advised him okay to leave.
9 52 A M Wayne Borman of Drumheller Health Unit phoned and
advised Frank Berg had called him about the fire and I advised
Wayne of the Fire Chief's decision to leave burning because of
inadequate manpower situation and the fire was under control
Wayne Borman advissed me Frank Berg was taking pictures during
the controlled burn M.D. started on Friday.
June 26th, 1989 - Ken Thompson advised he was there Friday
night and rubble pit was burning but south pit was definitely
out - 5 00 P M Friday night.

The Executive Committee of Otto Hoff and Harold Mueller had a
meeting on Friday, June 23rd, 1989
J C Jeffery, Municipal Administrator was present and Mrs Jean
Wilkinson was present and recorded the minutes.
The following items were reviewed
1 Letter from the Minister of Alberta Recreation and Parks
Province is reducing the operating budget for this department by
1% and also reducing the amount of the Community
Recreation /Cultural Grants over a four year period
The 1989 rate is $10 00 per capita and it will be reduced to
$6 00 per capita by 1992
Executive Committee recommend to accept and file as information
2 Requests have been received from some local farmers to
install a keylock water dispensing system at the Swalwell Pump
house
A 20 key unit in a 50 key cabinet would cost $3400 00 and 10
additional keys would cost $700 00 and could be purchased if
required
The meters would be read each month and the keylock users charged
monthly for the water used
Executive Committee recommend to install a 20 key unit at a cost 5�� p
of $3400 00 and also recommend anyone interested in having a key
be required to pay a $100 00 deposit and the water be charged out e� $q
at a rate of 50 cents per 100 gallons 'z
3 Drumheller Health Unit advise an order has been given to Peter
Visser - Pt NE 31- 29 -24 -4 to construct a dead animal pit.
An order has also been given to HIlltop Pork - NW 19- 30 -24 -4 to`,
clean up their operation.

8 Mr David Stahl from the Starland Colony wishes to get some
waste oil from the M.D oil storage tanks to use for dust control
on the road by the colony
He brought over a letter received from Environment regarding
current regulations
Apparently although they do not encourage the use of the oil for
dust control, if it has been analyzised it can be used for dust
control.

gravel lease with him
12. Copies of letters from Palliser Regional Planning Commission
have been received indicating the required waiver of Section
20(c) of the Provincial Planning Act has been received in
connection with Albert Schneider and John Price (Whitehead)
subdivisions

13 Alberta Road Management has forwarded an account for $350.00
for 500 feet of dust control which was applied to the road in
front of Earl Hastie's house.

Mr Hastie had paid for dust control on the road last year and

Mr Rodger inspected the road and approved it for a second
application at M D expense

November, 1989 as Family Violence Prevention Month in Alberta

1. Ai rport Road - base coarse and paving 1 3 kms - needs to be
brushed, signs are still up, road seems to have slight "dog
leg" Was it staked? Okay to write off.
2 Fisher - Davidson Road - 6 miles LS2000 - north portion is
worked up Will it be redone? Project not too bad but some
areas broken up definitely better than ordering gravel Is
some being reshot?
3 Albrecht Project - 2 miles Okay to write off All damages
paid out as noted, land will be paid for after survey This
project is not up to our general standards. South bridge -
inadequate r i p r o c k on bridge banks and on stream bank to
north of bridge General cleanup and pickup required on
whole project Check with Bridge Branch re steel girder in
creek and resultant liability Ridges to be levelled both
side of road Advised Bridge Branch and they will cut off
girder in creek Approaches require gravelling North
bridge - is crossing to be removed? Extra bottom wire
required on fence west side and posts need to be anchored.

Lawrence Hogg at location Alberta Transportation forgot
about meeting and did not show but we phoned and they advised
they were concerned about width and vertical alignment
Mr Cauldwell stated #587 meets 80 km vertical alignment all
the way but is very narrow in some spots and will leave very
steep side slopes Mr Cauldwell suggested putting one buggy
of extra width along whole roadway Road Committee suggested
the base coarse standards should be upgraded, possibly by
reconstructing roads prior to base coarsing
Need the bar widened on the distributor to go over edges
Gord Cauldwell is meeting with Jim Perrish this afternoon and
will advise what is required to bring to standards
5. Note to George - make sure all approaches are gravelled on
new grades. Note Policy 13 -6 -8 advises road must be
gravelled with 3/4" crushed gravel with farm yard approach to
be gravelled as required No policy to gravel field
approaches
6 Steiger Project - Okay to write off One power pole at south
end needs replacing All backsloping agreements and
compensation forms were reviewed and found to be okay as
calculated.
7. Tom Davis land (Bob Vetter) approach required - make sure
sight distance is available Not put in when completed

8. Trochu east bridge has new culvert which needs to be picked
up as soon as possible
9 Discussed situation with Randy Davis and gave him letter and
reviewed project
