HomeMy WebLinkAbout1989-03-22 Council Minutes==ME I COUNCIL MEETING MARCH 22ND. 1989 The March 21st, 1989 Council Meeting reconvened at 9 00 A M Wednesday, March 22nd, 1989 All councillors were present for the meeting John C Jeffery Municipal Administrator and Mrs Jean Wilkinson were also present. Mr Hastie moved he be excused from discussions and voting on the first item to be discussed today as he is personally involved CARRIED Mr Jeffery noted the measurements of the Hastie stock pile site have been received and there is a payment due to Mr Hastie of $397 25 The site being used is 300 feet by 330 feet for a total of 2 27 acres Mr Boake moved the M D pay Mr. Bruce Hastie the sum of $397.25 for the 1989 stock pile site rental. CARRIED Oris Rodger entered the meeting at this time There was lengthy discussion about the need for all public works employees to have a Number 1 driver's licence There was also discussion about the operating hours claimed by the divisional motor grader operators as compared to the actual machine hours, and the fact that Division 4 and 5 motor grader operators work quite steadily all winter at other jobs as well as running their snow plows, whereas the other motor grader oeperators are not required to work on the gravel crew as much and two of the operators do not have their Number 1 licence so cannot drive a tractor trailer unit Mrs Wilkinson left the meeting at this time Mr. Boake moved this matter be referred back to Mr Rodger for further consideration and the matter be discussed again in October CARRIED There was discussion about the prices quotes for Iignosulphonate for the 1989 gravel retention program and the recommendation that the product be applied at a higher rate this year �0►0 EXCUSED FROM VOTING ON MOTION BRUCE HASTIE PAYMENT TO BRUCE HASTIE STOCK PILE SITE RENTAL V 0 AC�If NEED TO HAVE #1 LICENCE 0 191 i PRICE FOR LIGNOSULPHONATE GRAVEL RETE,'NTION PROGRAM Mr Hogg moved the M D purchase LS2000 from Alberta Road Management Ltd. for the 1989 gravel retention program and POLICY 13 -2 further moved Policy 13 -2 regarding dust control in front of TO BE ratepayers residences be continued for 1989. CONTINUED CARRIED TC7 Torchinsky Consulting extend an invitation to the councillors and staff to visit with them at the Spring Convention�e�. Mr Boake moved to accept and file as information. CARRIED The request to purchase some tools from Doug Knapp for a cost of $760 00 was discussed 'POOLS TO BE PURCHASED FROM Mr. Mueller moved the M D purchase P. 0 15878 the tools as listed on DOUG KNAPP for the sum of $760 00 from Mr Knapp, but effective immediately the M D will not purchase any item of POLICY RE any kind from any M D employee BUYING FROM CARRIED M D EMPLOYEES -r O Q, � P(I � The need to trade in T -47 for a more comfortable vehicle was noted T -4 7 TRADE Mr. Mueller moved to table this matter until the next meeting of Council. 1 COUNCIL MEETING MARCH 22ND. 1989 CARRIED Mr Rodger gave a brief report regarding the Fiat Allis Loader and indicated it should now be in good shape He also noted replacement of the loader should be kept in mind when discussing 1990 capital requirements Mr Art Thomas entered the meeting and discussed with council purchase of the new tractor and mower and the need for another tractor for the A S B Mr. Marz moved the M.D. purchase a John Deere 2355 tractor with cab at a price of $23,121 00 trading in Unit A 43 the J D 1040 tractor and loader and the Woods S106 rotary mower. CARRIED Mr Thomas left the meeting at this time Time 10.50 A.M Mr. Rodger also left the meeting at this time There was discussion about the neeed to set a date for a meeting to discuss a possible garbage transfer site location with the Village of Torrington and it was agreed a meeting be set up for the week of April 17th in the evening. Mr Martens entered the meeting at this time - 10 55 A M and reviewed with council the existing office computer system and the need to replace same in about 2 to 4 years Mrs Wilkinson returned to the meeting at 11 00 A M Mr. Martens left the meeting at 11 10 A M Mr Jeffery read an report received from the Drumheller Health Unit in connection with the Torrington Rubble Pit There was also discussion regarding the old Torrington Garbage Pit which was closed and reclaimed some years ago It was noted more information must be obtained about what was done with the dirt and garbage from the old pit Mr Boake moved to table this matter until further information is obtained CARRIED FIAT ALLIS LOADER PURCHASE NEW TRACTOR FOR A S B $23,121 00 GARBAGE TRANSFER SITE IN TORR AREA I 0 meet � ng REVIEW OFFICE COMPUTER SYSTEM TORRINGTON RUBBLE PIT Qj� G6 The plans for the City of Drumheller to spray for flies in the City and rural area around Drumheller was discussed SPRAY FOR The City have requested permission to spray some property FLIES AROUND owned by the M D. in that area DRUMHELLER Mr Code moved the City be advised the M.D. would have no objection to the spraying operation being undertaken on any CITY OF DRUM M.D. property in the proposed area LER CARRIED 'HE _, � The Olds College are putting on a Farmland Assessment Short FAP1LAND Course in May Cost of registration is $325.00 ASSESSMENT Mr Dunay has suggested Pam Peterson should attend the COURSE OLDS course PAM PETERSEN Mr Mueller moved Pam Peterson be authorized to attend the seminar in Olds in May TO ADD = ® CARRIED A letter has been received from the Port Churchi l l PORT CHURCHILL Development Board. LETTER Mr Hastie moved to accept and file. CARRIED A request has been received from Mrs Elma Wilson to refund to her the taxes paid in 1988 for two rental houses which were located on her land She advises the houses have not been rented since 1987 and are now in the process of being 2 REFUND AND OR CANCELLATION TAXES COUNCIL MEETING MARCH 22ND. 1989 torn down The 1988 taxes on the rental houses amounted to $612 34 go Mr. Mueller moved the M D refund to Mrs Wilson the 1988 taxes paid on the improvement assessment on Roll number 2673 in the amount of $612 34 CARRIED The Province of Alberta has requested the M D cancel the 1988 taxes levied against land in the Buffalo Jump Dry Island Park as the land was not lease out It was infested with toad flax and it was necessary to cancel the lease and summerfallow the land for 1988 The taxes amount to $971 60 Mr Marz moved the 1988 taxes and penalties on Rolls 4906 5, 4907, 4908, 4909 and 4910.03. in the total sum of $1120 83 be cancelled CARRIED The survey plan drafted for SR 841 was discussed in detail and Mr. Jeffery was directed to review the plan again with Mr. Robin Arthurs as it does not appear necessary to purchase the piece of land on the east side of the road at the bottom of the hill There was also discussion regarding the price to be paid for the land taken for the road widening. Mr. Code moved to accept the report as information CARRIED There was discussion about the need to improve the internal road at the Three Hills Airport Mr Rodger has recommended the road be improved using the divisional motor graders Mr Marz moved the internal road at the Three Hills Airport be improved using the divisional motor grader on condition the Town of Three Hills is willing to accept responsibility for its share of costs for the improvement. CARRIED There was for the M gain acce 582 Mr Boake road tour discussion about the request from Mr. Steve Cullum D to install a second culvert and approach to ss to the West side of S E.18- 31 -23 -4 off of SR moved this location be looked at during the annual which is to be held on March 30th, 1989 CARRIED Mr Marz noted Oscar Stickel would like the road adjacent to his quarter section - West SW 16- 32 -25 -4 - improved There is a dirt road there now, but no gravel Mr Marz also noted he would like the entire two miles of road to the north of this quarter looked at. The existing road would require some shaping and gravelling, but traffic in that area does not warrant a total rebuild of the road Mr Boake moved these locations be looked at during the annual road tour on March 30th, 1989 CARRIED It was also asked that the Robert Elliott road be looked at as well Mr. Mueller and Mr. Code reported on the request from Mr. Len Andrews for the M D to get some type of legal access through Mr and Mrs Tom Lowen's land so they can get to some of their land. Mr Mueller moved the Road Committee check into this situation during the next road committee tour.
