NOTE ALL COUNCILLORS HAVE RECEIVED NOTICE OF THE DATE, TIME AND
PLACE FOR HOLDING THIS SPECIAL MEETING OF COUNCIL AND ONLY THE
ABOVE ITEMS MAY BE DISCUSSED ALL COUNCILLORS DO NOT HAVE TO BE
PRESENT FOR THE MEETING, HOWEVER THERE MUST BE A QUORUM OF AT
LEAST 4 COUNCILLORS IN ORDER TO HOLD A PROPERLY CONSITITUTED
MEETING.
IF ALL SEVEN COUNCILLORS ARE PRESENT AND A MOTION IS PASSED
UNANIMOUSLY OTHER ITEMS OF BUSINESS MAY BE DISCUSSED, BUT I HAVE
BEEN ADVISED BY REEVE HOFF NOT TO PUT ADDITIONAL ITEMS ON THE
AGENDA.

A special meeting of the Council of the M D of Kneehill # 48 was
held June 6th, 1988 commencing at 9 06 A M

MODIFICATION
PROGRAM
Mr Jeffery read the Letter of Notice which was hand del i vered to
all councillors regarding the date, time and place for holding
this special meeting of Council. The two items to be discussed
today are The Weather Modification Report - May 27th 1988 and
Discussion of Road Tour Minutes from Road Tour held May 30th,
1988
Mr Jeffery read the Weather Modification Report of May 27th.
Delegate presentations
Mr Norman Thurn
Stated it was time to establish credibility. He has received
various phone calls, each caller holding their own opinion of
what has to be done Do we endorse ground generators or air
seeding? Do we endorse Altec Associates, Intera Technology or
Okotoks Weather Modification? He asked that we clarify what we
are after, then turn it out to bid, letting common sense be our
guide

Stated taxes are too high and it is time costs were

Mr Bob Penner
Stated this council should follow the directive received by the
previous council. That plebiscite indicated 452 rate payers voted
against and 278 voted for weather modification According to a
statement made on T V by Mr Bishop it would take six weeks to
get the weather modification program going. Mr. Penner stated
that a progam started that late would be of little value Mr
Penner also felt with at least three companies in the weather
modification business we would tender this out to get the best
system for our money, which would push the startup date even
later in fall.
Mr Allan Becker
Wanted things to be fair and equitable. He felt that the council
should represent the wishes of the people not any particular
interest group or individual He had discussions this week with
Premier Getty and mentioned weather modification to him The
council should take direction from the previous plebiscite taken
on this weather modification question
Mr Art Bauer
Stated hail sup ression has been tried in the past and did not
work There is no proof that the system works so he felt Council
should take the money they plan to spend on the project and use
it in a program similar to Alberta Hail and Crop Insurance to
help the drought stricken farmers
Mr. Grant McIntosh
Objected to the words "Ground Generators" as being too
restrictive and felt that it would eliminate some other viable
options to cloud seeding.

Noted we cannot predict the weather and have had no conclusive
results of the success of the weather modification program
working in the past Wonder why the councillors are considering
an additional $50,000 00 over expenditure when there was a
$400,000 00 deficit from the last year and also wondered how the
Council is planning to make up this short -fall?
Mr Otto Hoff thanked the delegatonn for their imput
Mr Richard Marz mentioned the method of cloud seeding was not
the issue, but the whole program of weather modification He had
done a straw vote of weather modification at some of the annual
meetings in the past and the feelings were usually negative. He
also felt the Provincial Government should be the one promoting
and funding a program of this magnitude and cost
Mr. Bruce Hastie stated according to the Penhold report cloud
seeding to prevent hail actually reduced rain fall

Mr Finlay Code cited minutes of the January 26/88 meeting, the
February 23/88 meeting and the May 24/88 meeting all of which
dealt with the subject of weather modification and delegations
discussing same with Council These show the subject has been
discussed and finally culminated in a trip by Mr. John Jeffery
and Mr Otto Hoff to Edmonton to speak to the Provincial
Government Officials involved
Mr Otto Hoff reported as a result of that meeting with the
Province and adjacent municipalities a proposal was arrived at.
He also stated the M.D of Kneehill and other areas involved had
asked for full government funding but only a possible cost share
agreement could be arrived at.
Mr. John Jeffery read a letter from our solicitor outlining the
proper procedure for implementing a weather modification program
Mr Harold Mueller said that he had done a survey of most of his
area and 40% were in favour of weather modification
Mr Richard Marz said he had done a phone survey and found that
the people he talked to were 3 to 1 against weather modification
and few had changed their minds since the plebiscite held a
number of years ago
Mr. Otto Hoff noted he had talked to people in his area and they
were split about half and half on the subject of cloud seeding
Mr Lawrence Hogg said his area appeared to be split as well and
he wondered why cloud seeding had not been tried as a forest fire
fighting tool Mr. Hogg also wondered if we claimed to be able
to control the weather would we be liable for lawsuits from
people that might be adversely affected by such weather
modification
Mr Harold Mueller suggested the money the Provincial Government
is putting into water storage and well drilling could be diverted
to this rain making program

It was noted all councillors together with Oris Rodger, Ken
Thompson and J C Jeffery went on a road tour on Monday, May
30th, 1988, to review the small crew program for 1988
The following projects are already approved

Mr Bruce Hastie moved the small crew finish the three jobs
outlined above, and the balance of the 1988 small crew program be
as follows

fence problem on his property adjacent to Secondary #583 Nis FEN
suggestion was he remove the existing fence, the M.D. build a ADJACENT

Mr Richard A. Marz then moved he be excused from voting and
discussing this matter because of his declared interest

After discussion of this matter, Mr. Lawrence Hogg moved the berm
be built by the small crew when Oris Rodger and Ken Thompson feel
there is time to do the project, the existing fence be removed by
Mr Marz, the M.D build the berm and replace the fence on
condition Mr Marz supply the fencing material

Proposed projects would entail working until December 30th, 1988,
if estimated times are correct. If you wish to proceed with
complete program you should advise us what order you wish to
complete the projects as it cannot be completed in 1988 as
presented
It should also be noted there is no estimate of time given for
the Klamaski Project in Division 1
