It was suggested this could be handled in Mr Jeffery's report to Council There was also discussion regarding the temporary wage range policy and the suggestion the foremen be given the right to TEMPORARY I set wage rates up to a certain level but without a starting WAGE RANGE level for each category It would only be necessary to CHANGE IN POLICY specify that no one would be employed at less than $5 00 per hour 1 COUNCIL MEETING MAY 2ND, 1988 After discussion of this suggestion, Mr Marz moved the wage scale for temporary M D employees be changed as CvNrRRcT follows RATES for temporary public works employees who have worked for the M D for less than 2 construction seasons, Grader Operator, Crawler Operator, Scraper Operator Up to $11.18 per hour cr7 Gravel Truck Driver, Chip Spreader Operator, Loader Operator, Distributor Operator, Tandum Water Truck Driver Up to $10 76 per hour Packer Operator, Single Axle Water Truck Driver, Labourer, Part Time Operator and Beginning Labourer Range between $5 00 and $8.54 RATES for temporary public works employees who have worked for the M D for more than two construction seasons Grader Operator,a Crawler Operator, Scraper Operator Up to $11.86 per hour Gravel Truck Driver, Chip Spreader Operator, Loader Operator, Distributor Operator, Tandum Water Truck Driver Up to $11.43 per hour Packer Operator, Single Axle Water Truck Driver, Labourer, Part Time Operator Range between $5.56 a nd $9.17 per hour I CARRIED There was discussion about the Linden Access Road and whether the M D should do that portion of the access road LINDEN ACCESS south of Section 29- 30 -25 -4 That stretch of road is still ROAD considered to be M D road but the Village is looking at LIGHT COAT annexation of the remainder of Section 29 so that portion of SURFACING The Linden Access Road would then be the village's reponsibility Mr Boake moved Mr. Jeffery contact the Village of Linden and Alberta Transportation and determine how much of the i access road Alberta Transportation feel must be done in order for the M D to qualify for the grant CARRIED The 1988 budget was reviewed in detail Mr Mueller moved bl'= 'A Mr Jeffery draft a mill rate by -law using 15 mills for the c.T �o municipal mill rate and same be reviewed at the next meeting :I> of Council CARRIED Mr Jeffery noted in 1987 $40,000 00 was spent on a gravel retention program and 20 miles were done GRAVEL It was agreed the extra $50,000 00 allotted in the budget RETENTION for road surfacing material is to be spent on a gravel PROGRAM rentention or dust control program There was discussion about whether the M D should rebate people for a portion of costs they incurr for applying a dust control product on M D roads DUST CONTROL Some ratepayers have expressed concern that if they spend REBA'T'E PROGRAM money on dust control early in the year and then the M D work on the road, or haul gravel on the road or the Province hauls gravel on the road and it is necessary to keep blading the road, they will loss the effectiveness of the dust 0", control product Cr E, c� Mi COUNCIL MEETING MAY 2ND. 1988 After lengthy discussion Mr. Marz moved the M.D. institute a dust control rebate program in 1988 as follows 1 If an M D ratepayer puts Envirobind on an M D road in front of his resdence for dust control purposes, upon presentation of a receipt from Environmental Dust Control Ltd of Calgary, Alberta, for purchase and application of Envirobind to an M D road, the M D will issue a cheque for one -third of the costs incurred to a maximum of $100 00 per ratepayer per year. 2 The M D will provide a motor grader, at no cost, to prepare the road prior to the application of the product 3 If an M D ratepayer has applied Envirobind on the road in front of his residence, and the M D or the Province of Alberta at some later date in the same year uses the road as a haul road or re- constructs the said road, and because of such heavier use the effectiveness of the dust control product is lost, and it is deemed necessary by the M.D. to apply a second application of Envirobind, such second application will be done at M D expense p� n DUST CONTROL REBATE PROGRAM CARRIED It was agreed this policy should be advertised in the Three Hills Capital cojpJ The 1988 gravel rentention program was then discussed and Mr. Code moved the following be the 1988 gravel retention program D i v is i o n 1 GRAVEL 4 mi 1 es on the Nacmi ne Road from Highway No. 9 North. RETENTION West of 30 & 31 in 28 -20 -4 and Through Sections 6 & 7 in 29- PROGRAM 20 -4 FOR 1988 Division 2 2 miles on the Carbon South Road from R Ohlhauser's west to Highway 21, Through Sections 7, 8 & in 29 -23 -4 1 mile South of Section 6- 30 -23 -4 Division 3 2 Miles from the Mennonite Church of God- North - West of 27 & 34 in 30 -25 -4 and 2 Miles from the Megli Pit North to H.M.Toews West of 14 & 23 in 30 -25 -4. Division 4 6 Miles on the Fisher Davis Road West of 1, 12, 24, 25 & 36 in 32 -24 -4 Division 5 Stretches of Road in front of residences which are located on the Garson Pit Haul Road from the Garson Pit out to Highway 27 about 1 mile of road in total Stretches of Road in front of residences which are located on the Renassence Gas Plant Haul Road - West of 6 & 7 in 32 -22 -4 Division 6 5 miles on the South Wimborne Road from SR 805 East 2 Miles on the South Wimborne Road - South of 29 & 30 in 33- 24-4 JDivision 7 2 miles from Trochu West - Sout of 13- 33 -24 -4 112 mile through Kahler Flat We COUNCIL MEETING MAY 2ND, 1988 There was discussion about the 1988 small crew program and Mr Mueller moved Council meet on Monday, May 30th, 1988 at 8 00 A M , to review the proposals for the small crew program, and establishment of the 1988 program be tabled until after that date CARRIED The 1989 gravel crushing requirements suggested by Mr Rodger were discussed and Mr Code noted it may be necessary to allow for 50,000 yards from the Andrews Lowen Pit if it is possible to get a new lease with Mrs Blackie Mr Hogg moved to table the 1989 gravel crushing program t/ until the next meeting of Council CARRIED The 1988 blade grade road program was discussed. Mr Jeffery reviewed the blade grade projects approved to date. Mr. Mueller moved the following be added to the 1988 blade grade program Division 'l- Completion of the Nichol Road Project - 1 mile West of 16- 33 -23 -4 �r CARRIED The 1988 capital requirements were discussed and it was noted purchase of the backhoe will have to be added to the list. Mr Jeffery reviewed the items approved to date. It was agreed cost for insulation of the main shop should be added to the budget - amount of $15,000 00 The requests from the A S B were reviewed and it was agreed it would not be necessary to purchase a 4 x 4 all terrain vehicle with spray booms. It was also agreed the $2000 00 allotted for a trailer should be transferred from the Parks and Cemetery Budget to the A S B to haul the billion grass seeder There was a request for a log splitter from the A.S B.
