COUNCIL MEETING APRIL 12TH. 1988
A regular meeting of the Council of the M D of Kneehill
Number 48 was held on Tuesday, April 12th, 1988, commencing
at 9 00 A M
The following were present for the meeting

Mrs Jean Wilkinson, Assistant Administrator was present and ^
recorded the minutes
Reeve Hoff called the meeting to order and requested a
motion to approve the agenda for the meeting today.
There were requests made to add the following items to the

Mr Marz moved approval of the agenda subject to addition of

Mr Code moved approval of the accounts presented for
payment today, subject to further review by the finance
committee of Mr Hoff, Mr Marz, Mr Mueller and himself

Mr Jeffery reviewed the bank reconciliation statement for
the month of March, 1988 and after discussion Mr Mueller
moved to approve the bank reconciliation statement
CARRIED
Mr. Jeffery reviewed his report and several items were
discussed including the request to do some crack filling on
two streets in the Village of Acme.
Mr Marz moved the The Village of Acme be advised the M D
would not have time to do this crack filling work for them
and suggest the Village contact the Town of Trochu or the
Village of Carbon as they also have crack filling equipment
available

Mr Hastie then moved acceptance of the report given by Mr
Jeffery
CARRIED
Mr Jeffery reviewed the 1988 salary survey and his
recommendation regarding the 1988 wage negotiations
There was lengthy discussion regarding the various
suggestions made and discussions held by the Executive
Committee.
Mr Oris Rodger entered the meeting at this time
He noted the gravel roads and paved roads are still quite
soft
He also reviewed in detail with Council some of his plans
for the crews for 1988.
Main Crew - one grader sold from the main crew and the
Massey tractor will be used to rip borrow pit areas, etc

The number of men on the crew will be cut down by 3 from
1987.
Small Crew - will have to be increased because of the new
buggy purchased this year
Lyle Gelinas and one labourer will do the staking this year
for the main crew and will have to provide the small crew
with hubs lines also.
Paving Crew - will be the same as 1987. Three men from this
crew will do patching, crack filling, fencing, picking rocks
and other miscellaneous work as required
The total number of employees for the public works crews
will be decreased by 2
There will be one heavy duty mechanic with a helper on the
main crew and three mechanics in the shop No one will be
hired to replace Harvey Jesske at this time
Also one of the shop mechanics will have to go to the small
crew when required
Lonnie McCook will work on the small crew this summer
running the scraper.
Mr Vickery has hooked two weeks in May for holidays
The gravel crew is picking up snow fence right now and Mr
Rodger indicated he has no mayor changes planned for this
crew this year.
There was discussion regarding the use of water or
Envirobind on new road construction during first time
gravelling Mr Rodger noted the M D of Acadia use water
on the road, 150 yards of gravel, blade it and spray the
road with Envirobind. This appears to stabilize the road

Mr. Jeffery noted the small
crew will have to be pulled to
do road approaches when Bridge
Branch is ready to install
the replacement Page bridge
and this project will take at
least two weeks

Mr Hastie noted he would be
willing to take the Crossroads
Hall North Hill Cut project
off the 1987 small crew program
if Council would allow the
small crew to do 1 1/2 mile of
46 road on the Crossroads Hall
South Project instead of 1 mile
This would totally complete
the road
Mr Code moved the outstanding 1987 small crew projects -

Mr Marz moved the following be the proposed small crew
program for 1988
Division 1
Klamski Coulee - ESE 16 -28 -202 -4 - 112 mile
The road should be put back on road allowance and it likely
will require a large government culvert Bridge Branch
should be requested to inspect as soon as possible to
determine if the project would be feasable.

Dunphy Ditch Project - In SE 15 and NW of 14 in 29 -21 -4
Road is too close to the cut banks and the ditches must be
cleaned out or the road raised Will require A G T
involvement due to large A.G.T. cable located in ditch area
Water cannot run away and something must be done
Di vi sion 2
McAfee Project - South of 26- 28 -24 -4 - 1 mile
This project will be taken off the main crew program as the
small crew will now be able to do it
Siewarts Project - two hill cuts North of 19- 28 -23 -4 - 1/4
of a mile
Division 3
Harvey Stieger Project - West of 6- 30 -25 -4 - about 1 1/4
miles up to the bridge

Davidson Haul Road - South of 1- 31 -22 -4 - from Garson's
west over the hill - 1 mile
or Alternative - 1 mile at the west end of this road.
Councillor Mueller noted the King Hill Project and the
Orkney Hill Project would still be his priority but it
appears these projects would have to be done by the main
crew
Division 6
SR 587 - South of 17- 34 -25 -4 - backsloping work on two hills
in the mile stretch of road Will require at least 2
weeks as it will be necessary to waste the dirt
Division 7
Dale Cameron Project - North of 19- 34 -24 -4 - 1 mile and two
intersections

It was agreed Council should have a road tour to review
these projects some time prior to completion of the 1987
small crew program
The 1988 dust and or gravel retention program was discussed
Use of Edge to sterilize the edge of the roads so the
graders do not have to cut off the grass, which causes a
loss of gravel, was discussed.
Use of Envirobind on the roads was also discussed
Seven miles of road in Division 6 were sprayed with Edge at
a cost of $300.00 a mile It appears the chemical does
leech and it has killed the grass further down in the ditch
area. It is difficult to know if an y gravel has been
saved
Councillor Hogg suggested Envirobind might be used on the L.
1k it Kahler Flat - West of 7- 32 -22 -4 - 1 mile.
Councillor Hoff would like two miles done through Sections 7
& 8 in 29 -23 -4
Councillor Marz would like the following roads
Fisher Davis Road - From 583 to Highway 27 6 miles
Valleyview Hutterite Road - South of 15 & 16 in 32 -26 -4
- 2 miles
Councillor Hastie would like 12 miles from SR 805 to the end
of his Division on the Wimborne South Road

smiles and 2 miles on the Walker Project - South of 28 & 29
`in 33 -24 -4 done as these sections were done last year
Mr Boake moved to table consideration of the Dust
Control /Gravel Retention Program until later today

Mr Jeffery reviewed the points raised at the various 1988
divisional meetings
After discussion Mr Marz moved acceptance of the report.

Mr Wesseling reviewed the subdivision application submitted
on behalf of Shelley James etal for an isolation of existing
farmstead on W",//�,22- 28 -21 -4 Mr Mueller moved the Council
recommend approval for the subdivision as per the commission
staff recommendations on condition the south boundary is
extended 40 feet further south to ensure the septic tank
field is included within the subdivision area.

hold the public hearings scheduled for this afternoon.

Mr Mueller moved Council meeting do now reconvene, the
public hearings having been completed
After discussion of the request from Mr Sam Megli to
redesignate the NE 25- 30 -26 -4 to agriculture, Mr Marz moved
first reading to by -law 1141, to redesignate the NE 25 -30-
26 -4 from agriculture conservation to agriculture.

Mr Boake moved second reading to this by -law

Mr Hogg moved third reading be given to this by -law at this
time

Mr Marz moved the required public hearing be held on
Tuesday, May 24th, 1988, commencing at 1 30 P M , and notice
of the public hearing be advertised in the local paper

The proposed amendment to the land use by -law in connection
with intensive livestock regulations was discussed in detail
,including the minimum distance separation, the Provincial
® Code of Practice, spreading manure on frozen ground, and the
need to advise M D ratepayers Council is not pushing for
!intensive operations to make use of manure storage lagoons
Mr. Boake moved to table consideration of the proposed

amending by -law until the minutes of the public hearing are
available and the proposed by -law can be further reviewed
taking into consideration the suggestions made today

Mr. Fenwick suggested and council agreed another press
release should be prepared and published in the local paper
as soon as possible so people can be made aware council will
review the information received at the public hearing before

making any decision on passage of the by-law
Mr Fenwick and Mr Wesseling left the meeting at this time

Mr Jeffery reviewed the Parks Committee meeting minutes and

after discussion of same, Mr Code moved to accept the
„recommendation to hire Mrs. Jenny Lea as park attendant for

�Keivers Lake for the 1988 season on the terms and conditions
outlined by the Parks Committee
