EXECUTIVE COMMITTEE REPORT APRIL 8TH, 1988 The Executive Committee of Otto Hoff, °` and J Jeffery met on Friday, April 8th, 1988. Mrs Jean Wilkinson present and recorded the minutes The committee reviewed the following items 1. (54) Budget report and Throne Speech from the Province of Al berta . Committee recommended to accept and file as information 2. (53) The Towns and Villages have named committee members review the idea of master planning for the fire departments. The Committee recommend the M D committee members of Bruce Hastie and R.A. Marz arrange to set up a meeting as soon as possible C was + 11e - to R. GhGra 3. (52) Mr Jeffery read a proposed draft of an advertisement regarding Envirobind which Environmental Dust Control wish to ° K put in the M.D. news Executive committee recommend the advertisement be approved -v- o iE 4. (51) Armtec have extended an invitation for Council to join Mr. Ruban for lunch on a council meeting day in June. (-et �eY sPr•� Executive Committee recommend the invitation be accepted 5 (50) Requests for pins have been received as follows Three Hills Pathfinders - 20 pins to exchange purposes - Shawna Stankievech going to Girl Guide Camp Jubilee in Saskatchewan Committee recommend 20 pins be given to Shawna for exchange purposes - compliments of R A Marz (as the letter was addressed to Richard) Letter received from a pin collector in Lethbridge Committee recommend the party be advised the cost of an M.D. pin is $2 00 t Request from Three Hills Further Education Council for 100 pins for the annual conference being put on in Calgary Executive Committee recommend 50 pins be given to them. 6 (49) Mr Jeffery read a letter from A Adair Minister of Transportation in connection with burning adjacent to provincial highways which resulted in several car accidents He forwarded a`,� copy of a report and recommendations formulated by the Province to try to eliminate the problem Executive Committee recommend to accept and file as information 7 (48) There was discussion about when the crews would go on to summer rates and committee recommend summer rates go into effect when the crews start work on the 1988 road program 8 (47) Mr Jeffery read regarding what is required steel multiplate culverts weeks Executive Commute information, and a copy of his information. a letter from in order for Delivery will e recommend to the letter be 1 Alberta Bridge Branch the M D to order large take from 12 to 16 accept and file as given to Oris Rodger for 0 - EXECUTIVE COMMITTEE REPORT A P R I L 8TH, 1988 9 (46) Mr Jeffery read a letter from Three Hills Capital Ct- regarding the costs of the 1988 subscription rates and � je_ advertising costs Total account is $8875 50 of which $2000 00 is advertising costs Committee recommend acceptance of the costs. 10 (45) Mr. Jeffery reviewed the Cullum subdivision - SE 16- 31 -23 -4 and noted the Commission refused the application Executive Committee recommend to accept and file as information 11 (44) Mr. Jeffery read a letter from Alberta Transportation in which they advise they will be putting skid resistant treatment on SR 806 from Acme south to the M D boundary, and M D Rockyview will be doing necessary repairs to the road prior to the application of the treatment. Executive Committee recommend to accept and file as information and a copy of the letter be given to Mr Rodger for his information 12. (43) Mr Jeffery noted Mike Welsh has submitted another old account in connection with the illegal Meston Development Cost is $6089 62 and will be paid on the April 12th cheque run. Executive Committee recommend to accept and file as information. 13 (42) Calgary Regional Planning Commission have extended an invitation to attend their secondary road study meeting scheduled for April 27th 1988. Executive Committee recommend at least one ° councillor attend the meeting. r, 0 �,1.e 14. (41) Mr Jeffery read a letter from Mike Welsh in connection with an accident which occured near Swalwell in 1983 and the possible involvement of the Kneehill Ambulance and Three Hills Fire Department in a law suit for damages JubileeZ�e Insurance has been advised and Mike Welsh has been acting on behalf of the M D in connection with discussions held with lawyers from Calgary and British Columbia Executive Committee recommend to accept and file as information. 15 (40) The first discussion paper from Alberta Municipal }} Affairs in connection with the Alberta Statute Review Committee has been received Executive Committee recommend the committee of Mr. Code and Mr Boake set up their meeting dates and commence review of the discussion papers at their earliest convenience. 16 (39) Mr Jeffery read a letter from Alberta Power in connection with their Junior Citizen of the Year Awards. Executive Committee recommend to accept and file as information A and if any councillor know of anyone they would like to recommend they should contact the office. 17 (38) PAWM have forwarded a copy of their report on water 4- based recreational opportunities for South East Central Alberta It is a fairly extensive report Executive Committee recommend PAWM be requested to provide the M D with up to 20 copies of the report for distribution to people 18 (37) Palliser Regional • Leslie subdivision appeal is April 27th, 1988 in Hanna Executive Committee recommend appeal if it is not possible Planning Commission advise the Dale scheduled for 1 00 P M Wednesday, r' to send Alex Cunningham to the for any councillor to attend O rA I t EXECUTIVE COMMITTEE REPORT APRIL 8TH, 1988 19. (36) The Equity in Education Funding proposals were noted and Executive Committee recommend to accept and file in view of the resolution passed at the recent Spring Convention of the Association. 20. (35) The response from the Government with regard to the resolutions passed at the 1987 Fall Convention has been received Copies of same were given to each councillor Executive Committee recommend to accept and file as information. 21. (34) The proposal to make changes to the way calculations of the equalized assessment figures are being done was reviewed by Mr Dunay and Mr. Jeffery After discussion of the proposal which would render equalized assessments at 65% of full value and noting the Board feel it would allow a better comprehension of what equalized assessment really means, the Executive Committee recommend to accept and file as information 22 (33) AAMD & C want to know if the M.D. would be interested N G in bulk tendering or yearly supply tenders for culverts, fuel, grader blades, etc Executive Committree recommend the M.D advise the Association it is not interested in bulk tendering through the association at this time 3 ,fir EXECUTIVE COMMITTEE REPORT APRIL 8TH, 1988 The Executive Committee then reviewed the following items which normally would be on the council agenda 23 (32) Mr Jeffery reviewed the 1988 airport requisition © K, and noted the M D 's share will be $4840 50 After review of the budget, the Executive Committee recommended the 1988 airport budget be approved and the requisition be accepted 24 (31) The V Leischner Fence Problem on N 1/2 11- 33 -26 -4 was discussed and it was re- measured by Oris Rodger and Ken Thompson again. After discussion the Executive Committee recommend in as much as the fence appears to be on private property any fencing problems will be at the owner's expense and if he requires some backsloping work done, he will have to contact his councillor and see if the fob could be put on the road program some time in the future. 25 (30) The Exeuctive Committee reviewed the maternity leave C) k_ policy drafted by the office The policy provides for a leave of absence not to exceed 26 weeks After discussion the Executive N Committee recommended acceptance of the draft policy on condition the administration of the policy should be handled by the i Administrator, rather than by Council 26. (29) Mr. Jeffery noted Mr. Ralph Haller on behalf of Otto Haller has filed a complaint with the Farmers Advocate in connection with the NE 12- 32 -23 -4 and the M D road construction.SU� After discussion of the matter, Executive Committee recommend the\��, Road Committee meet with Mr Haller, as soon as the save harmless document is received from Mike Welsh, and attempt to resolve the problem. 27 (28) Alberta Transportation has advised the Public Transportation Operating Assistance Grant has been approved again �1.J for 1988. The M.D. grant will amount to $14,688 In previous years $1500.00 has been set aside for each of the 7 urban centersv�r�sc and if funds are donated by the appropriate urban center towards a project the M D will refund the town or village one -half of the money contributed to that particular project. In the month of December council will deal with any excess funds Executive Committee recommend the 1988 program be handled in the same manner as 1987 28. The Executive Committee reviewed a salary and wage survey done and there was lengthy discussion regarding 1988 wages Mr Jeffery presented the Committee with suggestions regarding the need for some salary adjustments and a proposal for an overall wage increase. Executive Committee recommend Mr. Jeffery's suggestions of an L} overall approximate 3.3% increase in wages and salaries be presented to Council for discussion with the increase to include a percentage increase for all employees and an amount to be used for individual adjustments, and the Executive Committee also noted no recommendation was made in connection with the Administrator's salary for 1988 I The Executive Committee then adjourned. __ __ 1 _ _ J C Jeffery,,JM "n ci 1 Administrator
