Rl� T0 / -X>Q 3 (51) Letter from Armtec Inc. requesting a meeting with council to introduce themselves to council On Tuesday, March 22 Recommend to council we accept this invitation for whoever can make it that day. 4 (50) Letter from Red Deer Regional Planning Commission about Water Management in the South Saskatchewan River Basin Report & Recommendations. Recommend - Report will be following ✓ from Palliser Regional Planning Commission. 5 (49) Letter from House of Commons on Conservatives Renege `e on Commitment to Port of Churchill Recommened to accept and file 6 (48) Letter from Alberta Transportation and Utilities about Linden East Road and Inspection of Bridge Size Structures , Recommend to accept and file 7 (47) Letter and brochure from Alberta Environment about the Pitch -In '88 Campaign planned for May 2 -8 Recommend to accept and file as information. 8 (46) Letter and 2 brochures from Alberta Social Services on Senior Citizens Week in Alberta Recommend to accept and file. 9 (45) Letter and forms from Alberta Career Development and K Employment to do with the Summer Temporary Employment Program Recommend 2 for A S B 10. (44) Letter from Palliser Regional Planning Commission 1'-U" advising that if we were to do a 1988 Municipal Census they could Y' Sc,Z help us Recommend no census for 1988 11 (43) Recommend no items be added to agenda on day of meeting unless extreme emergency but items could be noted for theme- tri next agenda or councillors could phone in and add items to the agenda. (42) Recommend fire committee go over budgets as soon as 6 K possible before March 8, 1988 meeting and bring back report to March 8th meeting 13 (41) Recommend gravel crew have fuel metre and keep log books Executive Committee then adjourned at 12 00 Noon Covered 13 items in two one -half hours // �l - - - - - -�"_ - - - - - - - - - - - John C 1 of ry PARKS COMMITTEE MEETING FEBRUARY 22ND, 1988 A meeting of the Parks Committee was held on Monday, February 22nd, 1988, commencing at 1 00 P M The following were present for the meeting Otto Hoff, Richard A Marz, Lawrence Hogg Art Thomas and Jean Wilkinson Mr. Marz called the meeting to order and Mr Hogg moved approval of the agenda CARRIED Mrs. Wilkinson read the minutes from the October 9th, 1987 parks meeting and Mr Hogg moved approval of same. CARRIED Mr. Thomas reviewed the 1987 actual and 1988 budget figures and after discussion of same, Mr Hoff moved the proposed 1988 budget be approved CARRIED Mr. Thomas noted he had discussed with Alberta Parks the need to locate a garbage container at the Orkney View Point They advise the maintenance of the Bleriot Ferry Campground is contracted out and if the M D want their department to include picking up garbage from the garbage container the M.D. should submit a letter requesting this and asking it be included in their 1988 contract bid Mr Marz moved Alberta Parks and Recreation be requested to include in their 1988 bid for a contractor for maintenance of the Bleriot Ferry Campground the requirement of picking up garbage from the Orkney View Point garbage container, and if agreeable the M D provide a garbage container for the location. CARRIED The need for a park attendant for Keivers Lake was discussed and Mr Hoff moved the M D advertise for an attendant for the 1988 season in the next two issues of the Three Hills Capital. CARRIED The existing M D parka regulations and policy 12 -2 were discussed in detail and various changes were recommended. Self registration for the park was discussed and Mr Thomas noted this would eliminate the need for the park attendant to stay at the gate so much and be tied to the fob for 14 to 16 hours a day However the use of self registration could conceivably lose the daily pass receipts which amounted to about $1000 00 in 1987 After further discussion of this matter, Mr Hogg moved to recommend to Council that on a trail basis for 1988 the day pass charge of $2 00 be eliminated, the park attendant make use of the self registration concept for overnight camping when he is not available and the M D park policy be re- drafted to include the proposed changes discussed and agreed to today 1 o� PARKS COMMITTEE MEETING FEBRUARY 22ND, 1988 CARRIED Mr Hoff moved to recommend to Council the minimum monthly guarantee for the park attendant be increased from $600 00 per month to $700.00 per month CARRIED Proposals for the park for 1988 were discussed and Mr Hogg moved the following projects be undertaken in 1988 1 Electricity for camp kitchen - plugs only 2 Water Tap at the west end 3. Designate additional camp stalls as time permits 4 Directional Signs in the Park and at the Highway. 5 A maximum of 12 good substantial fire pits 6 Two flag poles and a Canadian and Alberta flag and Goal posts 7. Maximum of $1000 00 to be spent on trees with a maximum of 20 trees so the attendant can look after and water same over the summer CARRIED The need to promote the use of the park was discussed and it was agreed Art should advertise in the paper and ensure people are aware the day pass fee has been eliminated on a trial basis Mr Hoff noted some sand might need to be hauled in to the Swalwell Park low areas, but nothing else is really required Cemeteries were discussed and it appears only normal maintenance will be required this year. Mr Marz moved a ditch with a berm be dug from the water well at Keivers over to the lake and a reservoir area be dug on the beach in order to create a fresh water wading pool area for children CARRIED It was noted the water from the pool area could then overflow out into the lake Mr Hoff moved this meeting do now adjourn CARRIED TIME 2 50 P M ECRETARY 2
