HomeMy WebLinkAbout1987-12-03 Council MinutesCOUNCIL MEETING DECEMBER 3RD. 1987 The Council meeting which adjourned on December 2nd, 1987 until today reconvened at 9 00 A M with all councillors 1W present J. C. Jeffery, Municipal Administrator was present Mrs Jean Wilkinson was also present and recorded the minutes Oris Rodger, Public Works Superintendent entered the meeting at this time. Mr Code gave a report about a study the Drumheller Health Unit is undertaking in connection with provision of the Family Community Support Service Program. The Drumheller Health Unit has assumed control of provision of Home Care It was previously contracted out to the Family Community Support Service Program, but the costs were too high The government has provided the Health Unit and the Family Community Support Service Association with funding to undertake a study to see if FCSS should he provided by the Health Unit for the entire Health Unit area The Town of Three Hills had applied for FCSS funding but were turned down The Health Unit would like approval from the M.D. to proceed with the study There are definitely social problems in this area and the study will determine if there is a need for the service on a regional basis rather than having each town or area attempting to provide the service on its own There will be no new FCSS programs established until the study is done. The Health Unit feel there is a duplication of services and administration costs and the FCSS program should be run on a regional basis to eliminate this duplication PRESENT DRUMH F LLER HEALTH UNIT & FCSS STUDY Mr Boake moved a letter be sent to the Drumheller Heatlh Unit advising the M.D has no objection to having a study done about the feasibility of provision of a regional FCSS program as long as there is no financial committment required from the M D of Kneehill. Wilkinson and Mr Rodger left the meeting Wilkinson and Mr Rodger were called back d Mr Marz moved Council meeting do now camera session having been completed CARRIED Reeve Hoff noted it appears information is leaving the council room before council has finalized their decisions and this should not be happening Council also feel the road crew should take their holidays from December 14th on if possible Also the gravel crew may be shut down for 3 to 4 weeks during spring road ban time and they should arrange their holidays for that period of time Also Mr Rodger is to have the final decision as to the number of people required on the main crew and he has the right to direct any employee to work at whatever fob and whereever he is required Mr Jeffery is to have a written report prepared for Mr Rodger so he can follow instructions from Council f Mr Jeffery noted this is presently being done PAGE 1 COUNCIL MEETING DECEMBER 3RD, 1987 It was again noted empl to council making their happen Council also feel it is trucks running over the balanced and the gravel oyees are getting information prior final decision and this must not very important to have all 7 gravel winter months, the crews must be trucks kept running Mr Jeffery reviewed holiday plans for some of the employees It was agreed someone must be in charge of the gravel crews while Mr Rempel is away on holidays It was noted only one shift of the gravel crew will be running in December and men can be taken from the shop if necessary to keep the trucks running The meeting then adjourned for dinner between 11 50 A.M. and DINNER 1 00 P M Mr Jeffery reviewed in detail for council the number of men still on staff and what positions will have to be filled for gravel stock piling, snow plowing and work in the shop as well as the number of men on holidays in December and early January After further discussion Mr Hastie moved 7 trucks and one loader be kept working stockpiling gravel over the winter months, only one shift be operated for stockpiling gravel in December, and the second shift on the gravel crew not start prior to January 4th, 1988 CARRIED Mr. Rodger was directed to appoint someone to look after the gravel crew during the time he is to be away on holidays if Mr Rempel is also away Mr. Rodger was also directed to have someone start work early so the gravel trucks are started and warmed up prior to rest of the gravel crew getting to the site, during the time Mr Rempel is on holidays Mr Marz moved Mr Rodger advise the gravel crew of the likeh000d of a shut down during spring road ban time, if conditions warrant, as they may wish to adjust their holiday schedules ✓ CARRIED Mr. Code asked for clarification of the M D. dust control policy and whether the M D should allow people to put waste DUST CONTROL oil on the M.D, roads Envirobind appears to work on a good POLICY road base but does not work on some other roads There was 13 -2 lengthy discussion about the dust control policy and Mr Hastie then moved Policy 13 -2 remain in effect as it now stands, with the exception the words in Paragraph 2 - "On a trial basis for one year" be removed. CARRIED Policy 13 -13 was then discussed in detail and Mr Mueller moved to delete Clause 6 of that policy and replace with the POLICY following - "The normal rate of compensation for an area on private 13 -13 property (borrow pit or backsloping areas) which is disturbed as a result of M D road construction will be 1/16 of 10% of land assessment, with a minimum of $150 00 per acre " and Add Clause 9 as follows The change in compensation rates will go into effect immediately and the former compensation rates will only remain in effect for unfinished open road projects, namely the Stankievech Project 4 miles and the Blair Project - 2 miles CARRIED PAGE 2 COUNCIL MEETING DECEMBER 3RD. 1987 Policy 13 -16 was reviewed and Mr. Code moved this policy be changed as follows Paragraph c) - Those areas 50 cm (18 ") beyond the boundaries POLICY 13 -16 of the railway right of way are the M D responsibility The track area and 50 cm (18 ") on both sides of the railway right of way is the responsibility of the railway excepting as indicated in Clause A above Paragraph g) - During winter operations snow ridges on the roadway shoulders approaching the tracks for a distance of 50 meters should not be allowed to accumulate to a height greater than 0 5 of a meter as serious visibility limitations could result Paragraph h) - If the area within 50 cm of either side of the tracks is not sufficiently maintained to allow vehicles to pass over the tracks at the speed limit with reasonable comfort, contact the office and someone will contact the section crew foreman to have the crossing improved CARRIED Council directed Mr Jeffery to review re -write and REVIEW & consolidate policies 13 -17A, 13 -18, 19 -19 13 -20, 13 -21, 13- REWRITE 21A , 13 -22, 13 -23 and 13 -24 and bring same back to council POLICIES for further discussion RE MACHINERY & EQUIPMENT Policy 13 -1 was reviewed and changed to read as follows RENTAL Culvert markers are to be bolted to all newly installed culverts Policy 13 -1 Policies 13 -3 was reviewed and no changes made. Pol icy 13 -4 i s to be cancel 1 ed . REVIEW OTHER Policy 13 -5 is satisfactory but should also be put in the POLICIES Development Control Section Policy 13 -6 is okay Policy 13 -7 is okay Policy 13 -10 is okay Policy 13 -10a is cancelled Policy 13 -11 and Policy 13 -12 are okay Policy 13 -14 should read - must have a set of flares as required by law Policy 13 -15 okay Policy 13 -17 is okay Policy 13 -24 is okay Policy 13 -26 to be changed as follows Paragraph 4 - no oil well access roads will be allowed to access on to any surfaced road if there is an alternate route available Policies 13 -27, 13 -28 13 -29, 13 -30, 13 -31, 13 -32, 13 -33, 13 -34, 13 -35 and 13 -36 are okay Policy 13 -37 should read as follows Paragraph 1 - The bid must be accompanied by 10% of the offer and same must be in cash Policy 13 -38, 13 -39, 13 -40, 13 -41 13 -42, 13 -43, are okay Mr Hastie then moved to approve any changes made in the above noted policies. CARRIED Council directed the old Linden Fire Truck should be brought LINDEN FIRE to the M D shop as soon as possible.
