COUNCIL MEETING DECEMBER 2ND, 1987
A meeting of the Council of the Municipal District of
Kneehill Number 48 was held in the M D Office, Three Hills,
Alberta, commencing at 9 00 A M , on December 2nd, 1987
Notice of the change of dates for council meeting for the
month of December was forwarded to all the councillors as
required by the Municipal Government Act
Those present for the meeting were

Reeve Hoff called the meeting to order and requested a
motion to approve the agenda for today's meeting
Mr Marz moved approval of the agenda
CARRIED
Mr Hogg reported the Hutterian Brethren of Huxley will not
allow council to visit their barn on the same day they have
been to another hog barn. There was discussion about the
chemicals which are being used in the manure storage lagoon
It is an enzeme which works on and destroys about 60 percent
of the solids However manure storage lagoons should be a
two stage lagoon and the chemical should be put in the barn
and in the first lagoon. The second lagoon would have only
liquid in it The chemical also helps the lagoon to crust
over There was discussion about whether it would be
possible to hold eight months worth of manure in a barn It
was agreed council will go to the Craigmyle Colony to view
their barn which is under construction and then go to the
Star] and colony
Mr Jeffery reviewed the correspondence and building permits
for the period November 24th to December 2nd
He then reviewed the accounts which the office feel should
be written off After discussion Mr Code moved the
account charged to Alberta Transportation for hot mix
material in the amount of $70 587 00 be written off.

Mr Marz moved the following accounts also be written off
Mabel Fraser - Tax Information $5 00
Clarence Martin - Gravel $60 00
Art Schneider - Gravel $237.00
Art Schneider - Gravel $35.00
Al Foster - Cleaning up garbage $45 00
Total $382 00
CARRIED
Mr Dunay noted both Mobil Oil and Bumper were charged taxes
on the same oil well site - LSD 12- 05- 32 -24 -4 The well
belongs to Bumper and therefore Mobil Oil should be refunded
the money they paid - $492 22 Mr Dunay also requested a
motion of council to cancel the assessment of $16,550
Mr Hastie moved the assessment for Roll Number 6334.05 LSD
12- 05- 32 -24 -4 in the sum of $16,550 be cancelled and Mobil
Oil be given a refund of the taxes paid in error in the sum
of $492 22

Mr Jeffery reviewed the prices received for installation of WHEEL CHAIR
a wheel chair lift in the M D Office It would cost about RAMP
$18,000.00 to $23,000 00 After discussion of this matter, TNgD OFFICE
Mr. Mueller moved to accept and file as information

Mr Jeffery reviewed a report prepared by Mr Rempel, gravel
,tjE foreman as to the amount of gravelling done to November GRAVELING
30th, 1987. Copy of the report is attached to these TO NOV 30
minutes
After discussion Mr Marz moved acceptance of the report.

Mr. Jeffery read a letter from Jack Edworthy of AAMD & C in ROAD CROSSING
which Mr Edworthy suggests a meeting shoulde be held on AGREEMENT
Thursday, January 28th 1988 in their office in Edmonton to MEETING
further discuss the standard road crossing agreement
It was agreed all council should attend this matter, and Mr
Marz moved Mr Edworthy be advised this date would be
satisfactory

Mr Jeffery noted Mr Ralph Haller is not happy with the
intersection work done NNE 12- 32 -23 -4. The intersection was ROAD PROJECT'
widened and a new culvert installed It appears the cul v e r t NNE 12- 32 -23 -4
may extend on to the NE 12 somewhat However because of the
road construction Mr Haller can farm more land now than he
could before He also indicated the M D took dirt off some
cement which was buried on his land many years ago and the
cement is now exposed. There was lengthy discussion about
this matter and it was noted Mr Otto Haller was paid for
backsloping borrow pit compensation on the last cheque run
and Mr. Gerald Haller received the crop damage as he is the
tenant
Mr Mueller moved the Road Committee meet with Mr. Ralph /
Haller and explain the M D 's position to him in connection
with this matter

Mr Jeffery and Mr Boake reviewed the proposed re- alignment RE ALIT
of SR 806 South of Linden and it was noted the proposed re- SR 806
alignment may be too close to the turkey barn which is LINDEN SOUTH
located on SE 19- 30 -25 -4 Council reviewed building permits
which were issued to Linden Farms for turkey barn extensions
It was suggested council should be discussing with the
Province and Mrs. Osterman its priorities for secondary
roads as it appears pressure is being put on the government
to up -grade SR 806 south of Linden and there are many other
secondary roads in the M D which have a higher priority for
upgrading.

Mr Marz discussed his concerns about Envirobind and whether
the M D will continue its policy in connection with dust
control He noted he wishes to keep The Old Highway 21 road
project fob from SR 583 south to Ralph Beeton's on the 1988
road program and he would like six miles of the Fisher Davis
Road as a test road for the Envirobind dust control program'
The meeting adjourned for dinner at 11 45 P M
Council meeting reconvened at 1 15 P.M.
Mr Jeffery noted Openec Enegy would like approval for a
road approach off SR 585 to 14- 12- 33 -25 -4 After discussion
of the existing policy and noting the policy should be
changed to ensure no oil well road approach will be allowed
to access on to any surfaced road if there is an alternate
route available, it was agreed this road approach should not
be approved
There was discussion regarding whether the crews have been
shut down and put on winter rates Some of the men are
cutting wood now It was also suggested only one shift is
necessary for stock piling gravel at this time There was
discussion regarding the number of men which will be working
in the shop this winter, that the divisional operators
should be able to handle all the brushing work required this
winter, that the gravel crew should work now and in road
ban time the crew be shut down, and the public works men
should take their holidays over the Christmas season
Oris Rodger entered the meeting at this time 2. 40 P.M. and
the Councillors discussed with him several concerns
including operation of the crews, whether the crews are
shutting down early, what some of the employees will be
doing this winter, servicing of the gravel trucks, the number
of people doing staking work on the main crew, whether the
crews are running as efficiently as possible and the number
of men required on the main crew and whether there is a need
for two graders on the main crew It was suggested the main
crew should be cut down as much as necessary. Mr. Rodger
suggested he would like to set up a floating crew to do
fence construction and rock picking as necessary There was
also discussion about the amount and type of equipment on
the main crew.
Mrs. Wilkinson left the meeting at this time - 3 15 P M
Council discussed the winter time manpower situation and
agreed the superintendent has the authority to limit
manpower on all crews and has full authority over all crews.
