New Business a) Discussion of ASB Programs and Operation in 1987 b) Next ASB Meeting oz,-V ORGANIZATIONAL MEETING OF THE COUNCIL OF THE MUNICIPAL DISTRICT OF KNEEHILL NUMBER 48 - OCTOBER 22ND, 1987 The organizational meeting of Kneehill Number 48 Council was 22nd, 1987, commencing at 9:00 r° The notice of the date for the under the Municipal Government members of the council the Municipal District of held on Thursday, October A.M. said meeting, as required Act was forwarded to all The following were present for the meeting J Finlay Code Division 1 Otto Hoff Division 2 Robert E Boake Division 3 Richard A Marz Division 4 Harold Mueller Division 5 Bruce Hastie Division 6 Lawrence Hogg Division 7 J C Jeffery, Municipal Administrator Mrs Jean Wilkinson, Assistant Administrator was present and recorded the minutes Mr Jeffery called the meeting to order and called for nominations for Reeve for the ensuing year Mr. Marz nominated Otto Hoff as Reeve for the 1987 -88 year Mr. Jeffery called a second and a third time for nominations for Reeve and no further nominations were forthcoming Mr Jeffery declared Otto Hoff elected as Reeve by acclamation for the ensuing year Reeve Hoff completed his oath of office as Reeve and then took charge of the meeting He thanked the other members of Council for their confidence in him Reeve Hoff called for nominations for Deputy Reeve for the ensuing year and Mr Code nominated Richard A Marz as Deputy Reeve Reeve Hoff called for nominations a second and a third time and as no further nominations were forthcoming declared Richard A Marz to be elected as Deputy Reeve by acclamation for the ensuing year Deputy Reeve Marz completed his oath of office, and expressed his thanks to the other members of Council. Mr. Marz then moved approval for the agenda presented for the organizational meeting. CARRIED Council reviewed in detail the set up of the committes for the ensuing year and there was lengthy discussion about the committees including the road committee, the fire committee, representation on the Three Hills School Division Board, Recreation Board representatives, and in particular the representative to the Drumheller Recreation Board, as this term will expire December 31st, 1987 Council also discussed the need to have a meeting once or twice a year to more fully discuss the initial budget and how the budget is being affected by extra expenditures during the year The need to review 1988 capital items prior to the end of this year was discussed and it was noted a Fire Capital Purchase Committee was set up in 1987 It was agreed the fire committee and the fire capital purchase committee could be amalgamated The need to establish a capital review committee was also discussed and it was suggested Oris Rodger and two councillors could make up this committee, with an alternative member It was also agreed the Safety Committee will undertake a review of the radio communication problem which has developed 1 I° 0 0 0 A ORGANIZATIONAL MEETING OF THE COUNCIL OF THE MUNICIPAL DISTRICT OF KNEEHILL NUMBER 48 - OCTOBER 22ND. 1987 There was also discussion about the Executive Committee and whether it should be continued Mr. Marz advised council he will be resigning from the Three Hills Hospital Board as representative for Ward Two and requested Council to consider appointment of another person to sit on the board Mr. Hastie moved an advertisement be placed in the Three Hills Capital regarding the need for a new member to represent the M D on the Three Hills Hospital Board and council consider the appointment of a new member at the November 10th meeting of Council CARRIED The Alberta Surface Rights Reclamation Board was discussed and it was noted Mr Emil Heinrich and Mr Gordon Park have been members for many years along with Norman Soder. The meeting adjourned for dinner at 11.45 P.M. The meeting reconvened at 1.00 P M Council reviewed the following policies: Number 3 -3, 3 -4 and 3 -7 and Mr. Hogg moved there be no TAW= change made in the above noted policies CARRIED Mr. Marz moved that Policy 3 -4 be amended as follows. Change Clause 5(a) as follows- 5(a) - Reimbursement for meals for Councillors, A S B Ratepayer Members and Employees while attending any convention or seminar will be $50.00 per day. 5(b) - Delete this clause CARRIED Establishment of the 1988 Court of Revision was then discussed and Mr Marz moved first reading to by -law number 1133, this being a by -law to establish the 1988 court of revision with the following members- Harold Mueller, Finlay Code, Bruce Hastie, R E Boake, -" Lawrence Hogg J. CARRIED Mr. Hastie moved the regular meeting of Council be held on the 2nd and 4th Tuesdays of each month. CARRIED Mr. Boake moved the M D carry on its banking with the Alberta Treasury Branch in Three Hills for the ensuing year, and the signing officers be one of the Reeve or Deputy Reeve, together with one of the Municipal Administrator or Assistant Administrator , and further moved that one of the Municipal Administrator or Assistant Administrator be authorized to sign the payroll cheques for the employees. Marz Division 4 Harold Mueller Division 5 Bruce Hastie Division 6 Lawrence Hogg Division 7 Dan Dole Ratepayer Member Keith Irving Ratepayer Member J C Jeffery Administrator Mrs Jean Wilkinson Assistant Administrator Art Thomas Ag.Fieldman Bruce Weigum Assistant Fieldman Jeff Milang D A Mr Thomas introduced Mr. Milang, the new District Agriculturist to the Council Mr Code acted as Chairman for the meeting at the request of Lawrence Hogg, new Chairman of the Board M Mr. Irving moved approval of the agenda presented for the meeting today " CARRIED Mr Thomas read the minutes of the June 30th meeting of the A S B and after discussion Mr Marz moved acceptance of same. CARRIED �-� There was discussion about items in the June 30th minutes including the alkali slough located on Sections 29 and 32 - 31 -26 -4. Mr Thomas reviewed what had been done previously with regard to this problem and it was generally agreed the people involved must get together with the Province of Alberta to correct the problem There was discussion about the small boom sprayer and it was noted council will have to decide if they wish to rent out this sprayer to local farmers Mr Marz requested the A S B submit a list of their capital requests for 1988 as soon as possible Mr Milang gave his report - he noted he has been involved with a soil erosion survey, work on several test plots and will be holding several courses over the winter months. He advised there will be no Home Economist on staff here for awhile, as Rosemary Zak has taken a job in Ottawa. Mr Mueller moved acceptance of the report given by Mr Milang i� CARRIED Mr Thomas reeviewed his report, copy of which is attached, and after discussion Mr. Hogg moved acceptance of the ✓' report CARRIED Mr Thomas and Mr Code expressed thanks to Mr Dan Dole for the time has has put in on the A.S B His term has expired k `' ° and it will be necessary to appoint a new member to thev,rks Board. Send COMBINED COUNCIL AND AGRICULTURAL SERVICE BOARD MEETING OCTOBER 22ND, 1987 Mr Thomas noted he felt the 1987 toad flax spraying program was quite productive, particularly in getting the railways, highways and the Bigelow Dam areas sprayed There was discussion about moving the buffer zone for 1988 and discussion about what was done in 1987. Mr. Thomas noted the Three Hills Golf Course and some areas of land within the Town of Three Hills has toad flax infestations and this matter has been discussed with the Town There was also discussion about the number of landowners who agreed to spray their land located outside the buffer zone and by so doing required the M D to spray the ditches adjacent to their land Mr Thomas noted 28 landowners had entered into this agreement with the M.D. Mr. Thomas noted once costing has been done more information will be available for Council and the A S B. and a proposed 1988 spraying program can be reviewed at that time Mr Thomas noted there is a problem with Scentless Mayweed along the Red Deer River and he had gone with the Ag Fieldman from M D Starland to review the situation and they tried to locate the infestations along the river. He noted there is Mayweed within the Town of Three Hills boundaries which is causing a problem for farmers downstream from the town Mr Wei.gum gave his report, copy of which is attached, and after discusison Mr. Marz moved acceptance of the report CARRIED There was discussion about the M.D. sprayer truck - there is a minor electrical problem which will be corrected this winter and the tank had to be re- enforced this summer Mr Mueller noted Canada Thistle was neglected this year and is becoming a real problem Mr Thomas noted it was very time consuming getting people involved in the toad flax control program Mr Code asked whether it would be necessary to keep the old sprayer truck and Mr Thomas noted it would need a complete overhaul before it would be very useful. Could get by without it but it was used, particularly when using the hydro seeder Mr. Thomas reviewed the correspondence received and noted the Region Two Ag Service Board Conference is scheduled for V1' Thursday, November 5th in Rumsey, commencing at 9 00 A M He also noted the Provincial A S B conference is being held in Red Deer in 1988 - January 31st to February 3rd, and it %�R r i�rruny ry was agreed all councillors and two ratepayer members should attend the conference along with Mr Thomas There was discussion about whether there was any resolutions to be presented at the Provincial Conference. There was also discussion about whether the A S B should be renting out equipment and Mr Thomas asked for direction 1) from council as to the types or kinds which should be rented out, particular the grass seeder and the 3 point hitch sprayer There was discussion about the regular meeting dates for the A.S.B. and it was noted it is normally held the 3rd Tuesday of each month It was agreed December 16th 1987 would be the next meeting COMBINED COUNCIL AND AGRICULTURAL SERVICE BOARD MEETING OCTOBER 22ND, 1987 date Mr. Irving asked if there would be another Tordon Application training seminar and Mr Thomas suggested he �e. would likely have one next June. Mr. Thomas noted the Three Hills Trade Fair went over well and provided good exposure for the A S B Mr Thomas asked for permission for Bruce and himself to attend an in service training course scheduled for November r; 23 to 27th in Edmonton and after discussion of costs Mr Boake moved Mr Thomas and Mr Weigum be authorized to attend the in service training seminar in Edmonton. CARRIED Mr Marz moved the combined Council and A S B meeting do ✓1 now adjourn CARRIED Time 2.50 P M `--Y - -- - - -- - - - - -- ----- - -- - - - - - -- Reeve Munci p al dmi istrator A* 4 AGRICULTURAL FIELDMAN'S REPORT October 22, 1987 The leaves have gone and the skiff of snow most of us awoke to Monday morning reminds us that winter must be just around the corner Most of the outside Sobs are nearing completion and Bruce will be reporting on the ASB crew operations in his report. I am very pleased with the job done by everyone on the ASB crew this year. With a number of new employees as well as the changes or additions of programs which were different this year from past years it made for a very interesting summer season and I enjoyed the challenge ASB Summer Tour The ASB Local Summer Tour July 29, went very well this year Ken Ryning from Olds College speaking on crop varieties and Eric Hutchings Regional Pest Control Specialist from Lethbridge speaking about pocket gopher control added variety and different views from past years. There were about 20 farmers in attendance which was not as many as past years but this was likely due to many being in the fields following a long wet spell A Chicken supper sponsered by Monsanto, followed at the ASB shop after the tour Toad Flax Program Farm calls and roadside spraying for the Toad Flax Program have been completed and all that remains is doing the costing and records associated with the grant applications for the program Following the objectives we set up for this year I have spent considerable time working with the 2 Railroad Companies and highways department in our area, and along with Bruce and the 2 Assistant Summer Weed Inspectors trying to create an increased awarness with the farmers throughout the area regarding the importance of this problem Cooperation from both the CPR and the CNR was excellent with both companies undertaking extensive Toad Flax spraying operations along their right -of -ways in the M.D. of Kneehill Alberta Fish and Wildlife did extensive spraying in the areas around the Bigelow Dam We have made numerous farm calls explaining the program and recommending control measures The Tordon training seminar held June 25 in Three Hills was well attended and 58 farmers were added to the list of those eligable to purchase Tordon 22K which now totals over 125 throughout the M.D. Many farmers who had attended one of the previous training seminars purchased Tordon 22K for the control of Toad Flax on their own land All land owners and people farming land within the Toad Flax Buffer Zone were contacted by the summer Assistant Weed Inspectors regarding the necessity for them to control any Toad Flax growing on their land, and all patches of Toad Flax growing along the ditches within the Buffer Zone were sprayed by the ASB spray crew with Tordon 22K Contracts were signed by 28 farmers for roaside weed control in ditches outside the buffer zone, adjacent to 87 quarters of land Records of the 337 weed sightings in 1987 were kept using Alberta Agriculture's computerized "WEED ALERT REPORTING SYSTEM" which then creates a permanent record using both Log reports and maps There were many good comments from farmers who had been contacted or visited by the summer Assistant Weed Inspectors They were a big help to me and the M D of Kneehill and I would highly recommend that this be continued next year because I believe we received much better cooperation in resolving weed problems by having more personal contact through on farm visits and calls. There has been considerable interest shown both by those who have attended the Tordon Training Seminars and by those who have not, in a service being made available for patch spraying of Toad Flax on private land using Tordon 22K I have contacted Dow Chemical and a local custom pesticide applicator and both are willing to discuss the possiblity of making this service available in 1988 I feel that in 1988 the Buffer_ Zone could be moved further north and west as well as concentrating along the creek downstream from the Bigelow Dam 0 Page 1 AGRICULTURAL FIELDMAN'S REPORT October 22, 1987 For the most part farmers in the M D of Kneehill are a good job controlling weeds on their land There are hGwcvct always a few bad apples in every barrel and for those who are not willing to fulfill their obligation to control weeds growing on their land, then the Weed Control Act must be enforced. Red Deer River Inspection I accompanied Jim Laslo, Agricultural Fieldman, M D of Starland, Gary Leadbetter, Regional Biologist, Alberta Environment and Greg Wray, Agrologist, Public Lands Division of Albera Forestry, Land and Wildlife on an inspection of the Red Deer river forming the boundary between the M D of Starland and the M D of Kneehill As the area is very inaccessable a helicopter provided by Forestry, Lands and Wildlife was used and the entire area was inspected in approximately five hours. Scattered plants of Scentless Chamomile as well as a few patches of Toad Flax were found growing along the riverbanks All 36 farmers with land bordering the Red Deer river within the M D of Kneehill were contacted regarding the presence of the weeds either on, adjacent to, or near their property and the importance of undertaking control measures to prevent their_ spread Those people not familiar with the weeds were shown live specimens and breifed regarding the best action to take in controlling them in their particular situation by myself and the summer Assistant Weed Inspectors Scentless Chamomile I followed up with the two farms where there were small areas of Scentless Chamomile Both parties concerned sucessfully undertook measures to control the weed. I will be checking these areas again next year. Coyotes I have been out to the Valleyview Colony at Torrington twice to investigate predation of their ducks and geese by coyotes There seems to be a lot of coyotes in the area but I believe their enclosure is lacking and in need of upgrading, which along with a limited use of toxicants would likely reduce their losses considerably Roadside Sterilization The sterilant "SPIKE 80W" was applied to the shoulders of approximately 15 miles of roads during late August. Results of the 7 miles which were applied in 1986 show that it works fairly well but it won't be known for sure whether it is right for our area until a couple of years from now. If more of this type of work is to be done it would be better if done in early spring as there is not the tall grass which interferes with the application of the chemical We had a little bit of chemical left over in the spray tank so we applied it on the Gorr road where the grass was encroaching on the light coat surfacing as a test to see how well it works on surfaced roads in this area Seed Samples We will be picking up clean grain samples from the Three Hills Seed Cleaning Plant which we then individually examine to check weed seed tolerances We then participate with the team that will be inspecting the plant on November 3. Following the successful completion of the inspection and a passing grade on the clean grain samples the plant will then recieve its License to operate Agricultural Fieldman's Inservice Training The sessions this year are to be held in Edmonton, November 23 to 27 Topics covered include the ASB, PESTS, & SEEDS Acts, Wording and Serving a Weed Notice, Roadside Sprayers, Minimizing Pesticide Liability, Tordon Update, Round Table Discussions and Select A Sessions on Various topics Attendance at Inservice Training also provides Bruce and I with the yearly updates we require to enable us to renew our Pesticide Applicator Licenses There is provision made in the ASB Memorandum of Agreement to recover costs incurred for training N Page 2. AGRICULTURAL FIELDMAN'S REPORT October 22, 1987 C V Costing, Grant Applications & Records During November and December_ we will be using the time sheets which the ASB employees kept this summer to begin compiling the figures for the various fobs that the ASB dial during the past season We then use this information to apply for the grants as approved in the ASB Memorandum of Agreement We also would like to prepare a more thorough year end report which will include all the various things the ASB was involved with and costs involved, along with results from trial and demonstration plots that we participated in I would like to publicize this information as well as promote other programs the ASB has or could be involved with in the M. D of Kneehill ASB Farmer Members The past three years have gone by dust as quickly as the past summer and Dan Dole's term as Farmer Member on the ASB has come to an end I would like to thank you, Dan, for your valuable contribution to this board, the farmers of the M D of Kneehill and input to the programs which you helped create I hope you found your term with us informative and enjoyable Arthur Thomas Agricultural Fieldman Correspondence. Page 3 ASSISTANT AGRICULTURAL FIELDMAN'S REPORT October 22, 1987 Where has the time gone, it seems summer has come and went so quickly One of the signs of winter approaching is most of our summer programs are finished Spraying Program This year on our spraying program we had four categories New Construction, Blanket program, Buffer Zone, Roadside Weed Control Contracts a) Newly constructed roads that were built and seeded in the previous year were sprayed with 2,4 -D to get the stinkweeds, which are generally the only weeds that are there The spray crew started spraying the new construction May 25 and was completed June 11 We were able to control the weeds at an early stage and got good results b) Blanket Spraying of Township 32 Range 26. The idea of this part of the spraying program is an ongoing three year trial to attempt to control Toadflax at a lower cost by using Desermone at the high rate, and blanket spraying the township once every year for three years, which would be less expensive than using Tordon 22K This is the second year that the township has been sprayed. The spray crew started spraying this portion of the program June 22 and was completed July 20 There was alot of down time with the sprayer being repaired, also the weather wasn't working with us at that time c) Toad Flax Buffer Zone With the help of the weed inspectors this program worked very well. The only change I would like to see is that the area be expanded in the direction of the northwest Reason being that there were only a few small patches of toadflax within the zone, and it didn't take long for the spray crew to cover. d) Roadside Weed Control Contract. This program was very time consuming, but it was time well spent when you look at the outcome when the program was finished Fall Spraying. This is one program which hasn't been completed yet, but will be moved up on the priority list since it has to be done before freeze up This program was setup with soil conservation in mind We use 2,4 -D to control winter annuals like flixweed, shepherds -purse and stinkweed, and save a tillage operation the following spring. We draw up a list of farmers that we know summerfallow alot or are interested in soil conservation and then call them to ask if they would be willing to allow us to spray a test strip in thier field and then setup some signs promoting fall summerfallow spraying Roadside Grass Seeding. We found with past results that seeding in the fall is best The higher rainfall allows the grass to become established during the cooler weather the next spring Next year I would be interested in doing some spring grass seeding Although we do spray for weeds in the spring there still becomes some problem areas such as borrow pits which we can't reach with the sprayer So far this fall our crew has seeded about 30 miles of newly constructed roads Some had to be reseeded from previous years where the grass didn't catch due to soil drifting and heavy rainfall Also with the increase in backsloping work being done it means more grass seeding, 10 miles have been done so far. Equipment Most of the equipment is in good shape. I plan on talking with Kieth Smith about making some modifications that are required on the spray truck, di.scer, sprayers and doing some maintenance work to the tractors and mowers A lot of the work that has to be done I could do this winter myself with a little direction from the main shop Page 1 R I& V ASSISTANT AGRICULTURAL FIELDMAN'S REPORT October_ 22, 1987 ASB Shop It is getting to the point where the ASB shop is getting to small for storage of sprayers and other_ equipment that should be stored inside and still have space for tools, parts and room to work, and it was noted to us after an inspection by the safety committee this summer_ that it was a bit of a cluttered mess We are presently using an old small steel shed for storage, a chemical shed and a grass seed shed, but are in need of more room by possibly building an extension to the back or side of our existing shop which would be used as additional space for storing equipment and replace the chemical, grass seed and old steel shed. This would leave us with space in the shop for maintaining our equipment and room to work. For safety our existing shop should have a large sink of some type for washing off both people and equipment as we do a lot of work mixing and using pesticides. MANURE STORAGE Mr Jeffery reviewed with Council the request from Mr Tom LAGOON Laubman, Mrs Susan Friesen and Mrs Mae Davidson for FCSS FUNDING funding to assist with costs for a counsellor for the Three ��eX Hills School It appears the Town of Three Hills may be �hls funded for the FCSS program in 1988, but to date the government has not provided funding for 1987 It also appears the Town has applied for the FCSS program for the Town of Three Hills only It was suggested the Town of Three Hills should have been involved in any request for funding from the M D for this program No further motions were made regarding this matter Mr Cunningham entered the meeting at this time and discussed with Council the fact that P I C has not filled ENFORCEMENT in the manure storage lagoon on their property north of DEV APPEAL Trochu, as directed by the Development Appeal Board Mr BOARD ORDER Stan Price has indicated the company is not prepared to RE: PIC comply with the terms of the Board Order. MANURE STORAGE After discussion Mr Marz moved the Development Appeal Board LAGOON Order issued in connection with the manure storage lagoon on �` r 5 the North East Quarter of 13, Township 33, Range 24, West ��eX 4th Meridian be referred to the M D 's solicitor in order to �hls enforce compliance with the terms of the board order CARRIED Mr Cunningham left the meeting at this time 1 COUNCIL MEETING OCTOBER 22ND, 1987 Mr Jeffery reviewed the request from Dale Albretch for permission to rent the small hand tamper owned by the M D and afrter discussion of the existing M D policies regarding rental of M D equipment, Mr. Mueller moved the M D not rent the hand tamper to Mr Albretch as there are private companies which have this type of equipment available CARRIED There was further discussion about the M D policies concerning rental of M D equipment and Mr Marz moved Policy 17(a) remain in effect and until such time as Council can review the entire M D machinery rental policy Policies 13 -18 , 18 -20, 13 -21 and 13 -21(a) be suspended. CARRIED Mr Jeffery reviewed minutes from the Road Committee tour held on September 25th, 1987 The road constructed by a private contractor for Ultramar Oil and Gas south of 15- 29 -24 -4 was discussed and Mr. Hoff noted one culvert is not in the right location or there is no culvert there. He agreed he would review the site again and advise the office what is required in order to correct the problem Mr. Code then moved approval of the road committee report CARRIED Mr Jeffery reported on the Lloyd Dennie access problem Mr Dennis cannot get to a portion of his property without crossing land owned by Mr Otto Braaz After discussion of this matter Mr Marz moved to accept and file as information and further moved a letter be sent to Mr. Dennis advising him there is nothing more the M D can do CARRIED Mr Code noted some cold mix was put on the Hesketh streets as it was left over from the Carbon South Road Project. However it was not properly finished and the cold mix is starting to crumble away After discussion Mr Code moved the Hesketh streets be properly finished or re -done with light coat surfacing in 1988, whichever would be the best solution CARRIED Mr. Jeffery noted Border Paving can not complete the SR 587 - SR 8065 intersection paving project as it is too cold Therefore the crews have been authorized to carry on with the base course work on the second and third mile in order to use up the government grant Mr Hogg moved acceptance of the report given by Mr Jeffery.
