COUNCIL MEETING SEPTEMBER 8TH. 1987
A regular meeting of the Council of the Municipal District
of Kneehill Number 48 was held in the M D. Office, Three
Hills, Alberta, on Tuesday, September 8th 1987, commencing
at 9 00 A M
The following were present for the meeting

Reeve Hoff called the meeting to order and gave a brief
report on the recent Executive Meeting of the Central
Association of Municipal Districts and Counties He noted CAAMID & C
there will be a fall meeting held in Rocky Mountain House on MEETING
October 23rd, 1987, commencing at 10 00 A M , an Executive REPORT
Meeting in Three Hills on January 15th, 1988 and a curling
bonspiel in Castor on January 8th, 1988. The spring
meeting will be held in Three Hills on February 19th, 1988, '
and the M D is to host the meeting
Reeve Hoff then called for a motion to approve the agenda
for today's meeting ADDITIONS

Mr. Code moved approval of the accounts presented for APPROVAL
payment today, subject to further review by the finance OF ACCOUNTS
committee of Reeve Hoff and himself

Mr Jeffery reviewed his report covering the period August J C JEFFERY
25th 1987 to September 8th, 1987 and there was lengthy REPORT
discussion about the Linden Water Truck Mr. Code noted the
department was very anxious to get the truck repaired and
returned to Linden There was concern expressed that the FIX LINDEN
truck was not worth fixing, and it appears the total cost WATER TRUCK
would be about $5000 00 Mr. Code moved the M D agree to $5000 00
spend a maximum of $5000.00 (incuding labour) to fix up the MAXIMUM
Linden Water Truck and this work be done by the M D shop as (e L-Ef r 5

There was discussion about the use of Spike for chemical
control of grass and weeds along the edge of some M D SPIKE ON
roads, and whether the chemical was being wasted when the ROAD SIDES
road was graded It was generally agreed the use of the
chemical would have to be monitored carefully

Mr Hastie moved acceptance of Mr Jeffery's report.

Mr Hogg noted the cost of bulk fire hose and the equipment
to make up the hose would cost as much as buying the hose
already made up.
There was discussion about use of the M D radio frequencies
and the number of other frequencies in use, and it was noted
the entire radio situation will have to be reviewed
Mr Code then moved this matter be tabled until the first
meeting of Council in January 1988

Mr Jeffery noted the Village of Torrington would like
permission to drill a test well in the hamlet of Wimborne.
There was concern expressed about the effect this would have
on the existing hamlet water well and after discussion Mr
Mueller moved the Village of Torrington not be given
permission to drill for water within the boundaries of the
hamlet of Wimborne.

Mr. Jeffery read a letter from the Drumheller Health Unit in
which they suggest each municipality should have a by -law in
place which would control the disposal of hazardous
materi al s
A proposed by -law had been drafted by the Health Unit and
Mr. Jeffery noted if the Council wished to follow up on this
matter, the proposed by -law should be referred to a
solicitor for his comments.
Mr Code moved to accept and file as information

Degra -Sul Fertilizer Production Ltd , have requested the
M D cancel a portion of their taxes for 1987 as they
vacated the site at the Mobil Plant north of Wimborne
effective June 30th, 1987
Following discussion of this request, Mr Hastie moved to
table this request until more information is available from
the M D assessor.

Mr. Jeffery noted Alberta Bridge Branch would like the M D
to submit a list of their bridge priorities for 1988
Requests were made to add the Linden West Bridge and the
Beynon Bridge to the list
Mr. Code then moved Alberta Bridge Branch be provided with
the M.D.'s existing bridge priority list with the addition
of the Linden West and Beynon Bridges

Mr Rodger noted the M D presently uses hemlock lumber for
bridge decking and it only lasts about 2 or 3 years It
costs about $500.00 per thousand and treated lumber would
cost about $900.00 per thousand.
Mr Boake then moved the M D. use a better grade of treated
fir for those bridges which require re- decking in 1987 and
1988, to determine if treated lumber will last longer than 3
years.

Mr Jeffery reported on his discussions with Keith Baxter
and Dale Krause of Mobil Oil and also reviewed the traffic
count taken on the road north and south of the plant
Mr. Hastie noted the company hauls out by truck during
spring break up when the railwayy line is not useable
Mr Hastie moved Alberta Transportation be sent a copy of
the traffic count taken on the Mobil Plant north and south
roads with an explanation about the heavier use of the roads
during spring breakup and plant turn arounds

Mr Jeffery noted Oris Rodger and Mr Code hired Dennis
Bramley on a one year trial basis for the Division 1 motor
grader position There was discussion about his present
wage rate. Mr Code moved Dennis Bramley be put on the
1987 permanent wage scale and Mr Rodger and he be given
permission to set Dennis's wage rate within the scale
established for operators with the new wage rate to be
effective September 1st, 1987

Mr Jeffery noted Torchinsky Consulting advised engineering
fees for SR 841 would be approximately $7000.00. After
discussion of this matter, Mr Code moved the M D hire
Torchinsky Consulting Ltd , to do the engineering work
required for SR 841, and the engineering costs be included
in the application to the Province for financial assistance
for the project.

Mr Hastie asked if the M D will be using the government
engineers for the Stankievech main crew project and Mr.
Mueller indicated he planned to use their services. There
was discussion about the M.D road standards and whether the
standards are too high It was suggested the M D is not
getting enough of the main crew road program done each year
After further discussion about this matter, Mr Hastie moved
the engineering plans for the Stankievech Project as
prepared by Alberta Transportation be referred to Torchinsky
Consulting for comments and Council review the plans
with Torchinsky Consulting prior to commencement of the
project by the main crew

Mr.Hastie noted about three years ago a brushing project was
undertaken on the road west of NW 19- 34 -24 -4 and the M D
put up a temporary fence using steel posts as it was winter
and wooden fence posts could not be put in. The steel posts
have never been replaced. It was agreed if the M.D.
accepted responsibility for removal and replacement of the
fence at the time the project was done, the temporary steel
fence posts should be removed and replaced with wooden
posts.

Mr Wesseling reviewed the subdivision application submitted
by R W Steward for the SW 19- 29 -21 -4 After lengthy
discussion about this proposed subdivision, Mr Hogg moved
the M.D recommend refusal as per staff recommendation

Mr Wesseling reviewed with council his report in connection
with the definition of fencs as contained in the M D land
use by -law Various points were reviewed and Mr Boake
moved Palliser Regional Planning Commission prepare a by -law
to amend the M D land use by -law which will clarify the
definition and wording of the by -law in connection with
erection of fences in the rural area

Mr. Jeffery read a letter received from Hydrogeological
Consultants Ltd., in connection with the request to drill a TORRINGTON
test water well in the Hamlet of Wimborne This matter had WATER SEARCH
been dealt with earlier today by Council, and the letter was
for the information of Council only.
Council reviewed the Executive Committee report and several
items were discussed, including Item No 11 on the report. EXECUTIVE
It was noted fire protection must be provided to M.D. CCMMITTEE
ratepayers in the most economical way possible, and perhaps REPORT
it may be necessary to look at establishment of an Executive
Fire Committee which would supervise purchasing for all
departments
Mr Hastie then moved acceptance of the Executive Committee
report with the exception of Item Number 11, and this item
not be pursued at this time unless further questions or
problems arise.

Mr. Jeffery gave each councillor a copy of a ,joint JOINT
submission made by The Rural Municipal Associations of SUBMISSION
Alberta, Saskatchewan and Manitoba to the Federal Government By RURAL
in connection with the White Paper on Tax Reform. It was ASSOCIATIONS

Mr. Mats Bergman and Mr Alex Cunningham entered the meeting

Mr Bergman discussed with Council the Swalwell Water
Project. He stated Council should likely look at using the
water from the Swalwell Dam rather than spending any more
money looking for water wells. It would require a pump

house, line to the hamlet and a water treatment plant He
also noted that as interest rates have increased recently
the frontage charge for this system would increase from
$1 20 to $1 31
There was lengthy discussion about this matter, and Mr
Hoff then moved if the water tests from the Swalwell Dam
indicate the water could be used for the hamlet water
system, an information meeting be set up with the ratepayers
of Swalwell as soon as possible to advise them of this
proposal, and a report be brought back to Council at the
next meeting

It was suggested a meeting be set up for Wednesday,
September 16th, 1987
Mr Bergman then reviewed with Council his plans for a
dugout at the M D Schmautz gravel pit The dugout should
hold about 400,000 gallons of water and would cost about
$10,000 00 If approved by Alberta Environment under the
Kneehill Creek Program, the Province would pay 75% of the
costs
Mr. Bergman also reviewed the proposal drafted for Mr Mel
Ralston for flood irrigation purposes on his land near the
creek This would require a weir in the actual creek bed
rather than a dugout, and someone would have to be
responsible for looking after the weir in the creek so the
gate could be opened or closed as required Cost would be
about $13,000 00
He also reviewed plans drafted for Mr. H M Toews to flood an
old oxbow for irrigation purposes It would hold about
1 500 000 gallons of water and he would require a licence to
withdraw the water from the creek during runoff periods.
The plans will be referred to Alberta Environment and if the
M D wish to proceed with the dugout at the Schmautz Pit, an
application should be made for a licence to withdraw water
from the Kneehill Creek to fill the dugout during runoff
periods Mr Boake then moved the M.D. apply to Alberta
Water Resources for the necessary licence to withdraw water
from the Kneehill Creek to fill the dugout proposed for the
South half of 27- 30 -26 -4.

Mr. Bergman reviewed the Adams Road project with Council and
noted he will do the survey work for the creek diversion
just before the main crew move in to do the job
Mr Bergman and Mr Cunningham left the meeting at this

Mr Hogg noted he had discussed the construction of the M D
sand and salt shed with the contractor, and the contractor
advised as there is openings all along the peak of the roof
there is no need to install doors on the end walls

4 (ITEM NO 50) Big Country Tourist Association Annual Meeting
will be held in Drumheller Saturday October 3rd, 1987 Mr
Harold Mueller is on the board of directors representing the M D

letter of August 20, 1987 - no emergent situation as yet
3. Reviewed Garson Pit - recommend to use as much screenings
as necessary to finish reclamation on north side of pipeline and
save furthest north east screenings pile to haul on roads in
future, if we do not have to use Small amount of levelling
required in south west corner north of pipeline so will grow
grass and cattle will not fall.
4 First time gravel completed west of 23- 29 -24 -W4
2 /10mile - still a little short of gravel on curve area
5 Reviewed request from Allied Land Services re blade grade
to 8- 15- 29 -24 -W4 Recommend approval for blade grade - type 3
standard - project to be supervised by Oris Should be gravelled
twice before we accept project - 1 km. protest
6 Paving project south of 27 & 28 - 30 -26 -W4 - 0 K to write
off Bump sign required at bridge Both this project and Orkney
project should have excess gravel brushed as soon as possible
2.1 mile project
7 Allingham paving - 0 K to write off 4 miles should be
brushed as well.
8 Keiver land damage re well testing. Recommend to pay
$100 00 in lieu of damages approximately 10 feet by 112 mile
SW36- 31 -26 -W4
9. Keivers Lake paving - O.K. to write off - 1 mile.
10. Gorr Project - south of 19- 32 -24 -W4 - 0 K to write off.
9/10 mile project needs gravel and fencing required to be
finished Signs also need to be replaced
11 Hot mix patching - O.K. to write off - Three Hills
West - 1 1 /10 miles
12. Schramm Coulee - south of 18- 33 -22 -W4 - agree with
recommendation #17 in file
13 Envirobind south of 13- 33 -24 -W4 and south of 18-33-23 -
W4 - two miles has been graded since - appears Envirobind has nc
effect at all
14. Envirobind south of 25 &26 - 33 -26 -W4 and south of 30-33 -
25-W4 looks gone at this point in time.
