The March 24th council meeting which adjourned until 9 00
A M Thursday, March 26th, 1987, reconvened at that time
with all councillors other than Councillor R A Maerz
present.
J C Jeffery, Municipal Administrator and Mrs. Jean
Wilkinson Assistant Administrator were also present
Reeve Hoff called the meeting to order and the meeting
agreed that the draft agenda for the annual meeting
scheduled for this afternoon was satisfactory

Mr Hastie gave a report to Council about the request of the
Town of Three Hills to station an ambulance in Three Hills,
and after discussion of this matter, Mr Boake moved to
accept and file the report as information

Mr Hastie requested a change in the March 10th council
meeting minutes on page 6 in connection with the Walker Road
Project The motion to delay of the Walker project until a
later date should refer only to that portion of the road in
Division 7. He requested the words "in Division 7" be added
after the words "The Walker Project" in the motion made by
Mr Hogg
After discussion Mr Hastie moved approval of the minutes of
the March 2nd and March 10th council meeting minutes subject
to the addition of the words "In Division Seven" after the
words "The Walker Project" in Paragraph 4 on Page 6 of the
March 10th minutes

Mr Jeffery reviewed the minutes of the March 16th park
meeting and after discussion Mr. Code moved approval of the
minutes
CARRIED
Mr Jeffery reported the office has requested a change to
the existing by -law which sets the fee for provision of a
tax certificate, and reviewed a draft by -law prepared.
After discussion Mr. Mueller moved first reading to by -law
number 1122, this being a by -law to set a fee of $5 00 for
provision of a tax certificate, $2.00 for provision of a
field sheet with assessment information, and $5.00 per
request for provision of land descriptions

Mr Hastie moved second reading to this by -law
CARRIED
Mr Boake moved that third reading be given to this by -law
at this time

Mr. Hogg moved third reading to this by -law.

Mr Jeffery reviewed a draft resolution which the Canadian
Postmasters and Assistants Association prepared and they
suggest people submit same to the Federal Government to
protest the proposed closure of small post offices
After discussion Mr Code moved the M.D. submit a
resolution to the Federal Government in the format drafted
by the Canadian Postmasters Association

Mr. Jeffery read a letter from the AAMD & C regarding a
resolution submitted by the A T A to the Miniser of
Education with regard to the School Act and the County Act
After discussion it was suggested the M.D. should support
retention of the County Act in order that munciiaplities may
retain some method of control over the school system
Mr Mueller moved the M D voice objection to the reso] tion
submitted by the A T A to the Minister of Education, i

Mr Jeffery reviewed some taxes which are outstanding as
follows
Account 8080 - Kneehill Excavating Service - $259 66 -
business tax
Account 4282 - Her Majesty the Queen - $11.56 taxes on land
taken for Highway No 21
Account 3503 and 3556 - Reuben Maerz $48 50 and $60 20 -
taxes on land taken for Highway No. 21.
After discussion Mr Code moved the taxes owing by Mr. Maerz
and Her Majesty the Queen not be cancelled

Mr Boake moved the business tax of $259 66 owing by
Kneehill Excavating be cancelled, as the business is no
longer in operation.

Mr. Jeffery reviewed the taxes owing on two airport hangers
and after discussion Mr. Mueller moved these accounts -
$286 38 owing by Fred Whitley of Rimbey and $709.26 owing by
Robert Orr of Three Hills be referred to Kent Locke,
Solicitor, of Three Hills for collection ✓

Mr Jeffery reviewed the final report received in connection
with the proposed Provincial Ground Water Policy for well
injection purposes, and noted this matter will be discussed
at the Spring Convention. After discussion of the report,
Mr Code moved to accept and file as information

Mr Jeffery reviewed briefly the report from the Alberta
Labour Review Committee and after discussion Mr Boake moved
to accept and file as information
CARRIED
Mr Jeffery read a letter received from the Village of
Linden regarding the rural fire agreement and noted the
village is willing to leave the agreement as it is. Mr.
Hogg moved to accept and file the letter from the Village,
and the Linden Fire Chief be directed to proceed with
preparation of specifications for a truck which will meet
the financial limitations imposed by the Village and the
M.D. for purchase of a new truck

Mr Jeffery read a letter from the Provincial Fire Chiefs
Association and noted the M D must name the representatives
which represent the M D in their association There is no
longer provision for a group membership He also noted the
1987 dues are now owing. Mr. Mueller moved Mr Lawrence
Hogg and Mr. Robert Boake be named as representatives from
the M D of Kneehill to this association and the 1987 a
membership dues of $25 00 each be paid.

Oris Rodger entered the meeting at this time
Mr Jeffery noted the Town of Three Hills would like to rent
one of the M D cats to scarify up the area around the Three
Hills Swimming Pool, and after discussion Mr. Boake moved
the Town be advised the M D would not be able to provide a
cat to do this work unless the Town is unable to locate a
private contractor to do the work for them a/

matter and noting George feels he will require 35,000 yards
from the Megli Pit in 1987 and another 30,000 yards in 1988,

Mr. Hastie moved to table discussion of Items Number 29 and ,ALE
30 until the next meeting of Council.

Mr Jeffery reviewed the request from Mr. E. McNair for the
M.D to do some stripping for him in his gravel pit. He

noted the M D had taken pit run gravel for crushing from

the an area he had stripped Mr Rodger noted the M D had

done reclamation and stripping work for Mr McNair about 3

years ago. He also noted the M.D. hire Mr. McNair's trucks
to haul gravel with the M D crews at any time the M D
gravel trucks are hauling from his pit There was
discussion about the quality of gravel which is being
obtained from the McNair pit now Mr. Rodger noted the
10,000 yards of 3/4 inch gravel crushed at the McNair Pit is
not good quality gravel
There was lengthy discussion about this matter and also
about the Thurn gravel pit situation. Mr. Boake noted there
may be 300,000 yards of pit run at the Thurn Pit, but the
pit would involve a lot of reclamation work
Mr Rodger noted there may be 72,000 to 80,000 yards of
gravel left in the corner which Mr. Hazelton was to crush
out this summer at the Megli Pit. After discussion of this
matter and noting George feels he will require 35,000 yards
from the Megli Pit in 1987 and another 30,000 yards in 1988,
and there was about 22,000 yards taken from the pit to stock
pile sites in January and February this year, Mr. Rodger was
instructed to keep a close check on the amount of gravel Mr.
Hazelton is crushing at the Megli Pit and report back to the
next meeting of Council as to the number of yards there may
be available for crushing in that area.
It was agreed Mr. Hazelton may carry on crushing out the
corner area unless council and or Mr Rodger direct him to
cease crushing, and leave sufficient pit run for a crush
next year
There was further discussion about the McNair pit gravel,
and the amount of money being paid to Mr McNair for
trucking
Mr. Jeffery noted title searches done on the Thurn gravel
pit appear to indicate there is no legal access to the pit
area. Alberta Transportation feel there is much less
gravel there than indicated by the land owner The old pit
is still open and would require considerable reclamation
work Mr Boake noted Mr Thurn wishes to sell the land and
is not interested in leasing the pit area to the M D. He
also noted there is more gravel to the north of the 40 acre
pit Mr Thurn would like $200,000.00 for the 40 acres
between the two railway tracks After discussion of this
matter, Mr Hoff moved the M D table this matter and the
Road Committee, Oris Rodger and Robert E. Boake inspect the
report prepared by Alberta Transportation in connection with
the pit, and make a visual inspection of the pit area, and
also meet with Mr Edward McNair to discuss the gravel
situation at his pit and bring a report back to Council in
due course

permission to construct a road on M.D. road allowance in

Mr. Jeffery noted the proposed new Police Act will provide NEW POLICE
for every M D or County to receive police service at no
cost He also noted the Highway Patrol under the Solicitor ACT
General's Department has been disbanded but a new department
will be set up under the juridication of Alberta
Transportation and will carry out some of the same duties
previously handled by the Highway Patrol The M D of
Kneehill will be covered by the Department out of Red Deer.
Mr. Jeffery also reported that under the Highway Traffic Act
a different speed limit cannot be imposed on the same class
of vehicle travelling on public roads The only thing which
can be done is to put a speed limit on the 16 wheel trucks
and these can be restricted to travelling 80 KMP.
Mr Hastie noted he had discussed the road situation in the
Wimborne Plant area with Mr. B. Kathol of Alberta ROAD BANS
Transportation and he suggested the M.D ask the truckers too
travel at a slow speed until they reach Highway 27 This
would save the road to a certain extent
Mr Jeffery reviewed a copy of the advertisement which DUST CONTROL
Environmental Dust Control wil be publishing in the local ADVERTISEMENT
paper and mailing to M D ratepayers in connection with
their dust control product, and after discussion Mr Hastie
moved to accept and file as information

Mr Hogg moved to table the balance of the agenda until the TABLE
next meeting of Council, and this meeting do now adjourn.
