HomeMy WebLinkAbout1987-03-16 Council MinutesPARKS AND CEMETARIES COMMITTEE MEETING MONDAY, MARCH 16, 1987 Meeting held at M D Office at 9 00 A M Members Present Richard Maerz Otto Hoff Lawrence Hogg Arthur Thomas Mr Thomas read the minutes of the December 5, 1986 meeting ' Otto Hoff moved approval of the minutes as read CARRIED Mr. Thomas read letters from Connie Osterman's office and Norman Weiss office indicating that they both would be able to attend the offical opening of Keivers Lake Recreation Area June 19, 1987 Richard Maerz moved that the Parks Committee send an invitation to Reg Campbell and his wife inviting them to attend the Keiver's Lake Park opening June 19, 1987 CARRIED New Business 1 There was considerable discussion regarding the position of park attendant at Keivers Lake for 1987 and a review of the applications received. The following five applicants were interviewed between 10 00 and 12 00 A M John Boxma Dave Pearson Mike Krammer Mr & Mrs L Kissick Eric Houghton The Committee adjourned for lunch at 12 30 P.M. Meeting reconvienced at 1 30 P M Richard Maerz moved that it be recommended to Council that Dave Pearson of Carbon be accepted as park attendant for Keivers Lake on a trial basis for the 1987 season at the same pay rate as previous years ($600 /month plus half the gate receipts) subject to receipt of his medical examination by the M D 's designated doctor which is required by all new employees and that the other applicants be notified of this decision by letter thanking them for their interest. CARRIED Lawrence Hogg moved to adjourn at 2 00 P M RECOMMENDATION TO COUNCIL BY FOREMEN RE SAFETY REQUIREMENTS Foremen held a meeting on Tuesday, March 23rd, 1987 and discussed various safety aspects, and reviewed in detail the Occupation Health and Safety general regulations. The following foremen were present Oris Rodger, Rick Vickery, Keith Smith, Alex Cunningham, Ken Thompson, Brian Bauman and Lyle Gelinas George Rempel was present for the morning portion of the meeting only Mrs Wilkinson was present and recorded the minutes It was noted that all employees - permanent as well as summer - should be made aware of the safety regulations Following lengthy discussion the following recommendations were made 1 Any employee or person hired to work for the M D , with the exception of the inside officer workers, shall wear safety toed i footwear This policy will also extend to councillors and or office workers coming out to any of the public works crews or going to the M D shop 2 Individual foremen shall determine when and whether it is necessary for his crew to wear hard hats 3 Each M D employee, with the exception of the inside office workers, will be required to have his own hard hat available with him on the ,lob at all times 4. Each foreman has the discretion to decide what clothing is appropriate and what will provide reasonable protection for his employees (ie wearing cut offs, no shirts, etc ) 5. The foremen must ensure their employees wear adaequate safety vests when they are exposed to traffic hazards (i e flag persons) 6 The Utility Officer and the Foremen should have the appropriate power company check the height of the lines and the voltage of the line before any road project is started 7 Provide two additional portable toilets - one for the small crew and one for the paving crew 8 Employees must wear ear and eye protection as required on the job site or in the shop 9 Provide an adequate number of seat belts for all passenger ' vehicles which are normally used to carry employees (Due to implementation of seat belt legislation.) 10 Recommend the M D provide the following safety equipment for employees at no cost to the employee a) Foam Ear Plugs b) Eye goggles (at the shop and if required on the job sites) (i e putting culverts together) c) Safety vests d) Leather pants for brush cutting e) Chain gloves for handling culverts 11 Recommend the employee provide at his own expense a) Safety footwear b) Hard hat c) Reasonable and adequate clothing for the fob (as determined by the foreman) d) More sophisticated type of noise protection, than foam ear plugs, if employee feels it necessary The foremen reviewed in detail various sections of the general safety regulations and in particular discussed use of power saws, the need to have hand rails replaced and or installed on the tool houses, and the need for rops protection on the wobbly packers and the steel self propelled packer Foremen felt employees should be advise( regulations and given a time limit in 0 employee does not comply with safety re( should have the discretion to send the E until he is able to acquire the equipmer with the regulations. It was also noted that keeping track of might be a problem and there might be a or area for this type of equipment and It was also noted it would be better to separate area so salesmen, etc , would r work area in order to get to the parts r The meeting then adjourned - 2 30 P.M.
