HomeMy WebLinkAbout1987-03-02 Council MinutesCOUNCIL MEETING MARCH 2ND, 1987 PAGE 1 A regular meeting of the Council of the Muncipal District of Kneehill Number 48 was held in the M D Office, Three Hills, Alberta, on Tuesday, March 2nd, 1987, commencing at 9:00 A M The following were present for J Finlay Code Otto Hoff Robert E Boake Richard A Maerz Harold Mueller Lawrence Hogg this meeting. Division 1 Division 2 (Reeve) Division 3 Division 4 Division 5 Division 7 J C Jeffery, Municipal Administrator Reeve Hoff called the meeting to order and Harold Mueller moved approval of the agenda for today's meeting CARRIED Mr Maerz moved to table approval of the February 24th council meeting minutes until the next meeting of Council. CARRIED Mr Jeffery reviewed his report covering the period February 24th to March 2nd, 1987 and several items were discussed. The 1987 culvert order was discussed and as the total order is only $76,000 00 Mr Maerz moved the previous motion regarding the 1987 culvert order be cancelled and the 1987 culvert requirements be purchased from Twister and Frontier CARRIED TABLE APPROVAL OF MINUTES J C JEFFERY REPORT CULVERT ORDER The complaint from Mel Albrecht in connection with his fence T'ablcA MEL had been discussed with Mr. Hastie and after brief ALBRECHT discussion COMPLAINT Mr Code moved this matter be tabled until Mr Hastie returns from his holidays CARRIED The need to keep the old aerial photographs was discussed and Mr Mueller moved any councillor may take any photographs they feel would be useful to them, and the rest may be disposed of by the office. CARRIED Mr Mueller then moved approval of Mr Jeffery's report. CARRIED Mr Jeffery read a letter from Alta Transportation which outlined changes made to various secondary road routes including SR 836 After discussion Mr Mueller moved to accept and file as information. CARRIED Mr Jeffery read a letter from Mr Adair, the Minister of Alberta Transportation in which he advised the government will not be able to assist the M D with the costs incurred to patch SR 583 After discussion of this matter, Mr Boake moved, in light of the stated intention of the Government to pave all secondary roads in the province, the government be advised the M D. is planning to rebuild at least 16 miles of secondary road in the next three years, and is therefore requesting the Province to provide funding for these projects, and also determine if the province has a program to assist with rebuilding existing paved sub standard secondary roads CARRIED Mr. Jeffery read copies of letters from Alta Transportation SEC ROAD CHANGES PATCHING SR 583 iet�, - 0,,-Y44 COUNCIL MEETING MARCH 2ND, 1987 PAGE 2 to Alberta Power and A G T , with regard to proposed re- construction of SR 838 to the Junction of SR 837, and it appears this project will be advertised for tender this year. After discussion Mr Mueller moved to accept and file as information CARRIED Mr Jeffery read a letter from the County of Vermilion River. They have been advised the Alberta Farm Fuel Distribution Allowance Program will be up for review at the end of March, 1987 They suggest each municipal district and county should lobby their M.LA. and contact the Executive of the AAMD & C to push for continuation of this program After discussion Mr Hogg moved the M D send a letter of support to the County of Vermilion River and copies be sent to M L A. Mrs. Osterman, Mr Pengaly and Mr Schumacher CARRIED The AAMD & C has forwarded the final draft of a new Ground Water Policy prepared by the Department of Environment and this subject will be discussed at the spring convention of the Association Mr Mueller moved Mr Jeffery review the report and bring a report to the next meeting of council CARRIED Mr Jeffery noted the firm of Henry Van Den Hoven has sold their accounting practice in Three Hills, to the firm of Rhodes and Company. The need to appoint an auditor for 1987 was discussed and Mr Mueller moved he be excused from discussion and voting on this matter as his daughter -in -law works for the firm of Rhodes and Company CARRIED Mr Hogg moved the firm of Rhodes and Company be hired to do the 1987 audit for the M D of Kneehi.11 and they provide a verbal report to council after completion of the audit CARRIED Mr. Jeffery noted the final report on electoral boundary changes has been completed and Mr Maerz moved the M D contact Mr Gordon Taylor, M.P. immediately by telephone, regarding the M.D.'s concerns about the report and this contact be followed up by letter indicating the M D fully support the brief prepared by Mrs Doris Christie. CARRIED Mr Jeffery reviewed the final draft of business tax by -law number 1114, which was given first reading in January. After discussion of same, Mr Boake moved second reading be given to this by -law CARRIED Mr. Mueller moved third reading be given to this by -law CARRIED It was noted Mr Hastie had wished to discuss with council the Kneehill Ambulance Service, and due to his absence today, Mr Maerz moved this matter be tabled until the next meeting of Council CARRIED Mr Jeffery noted the Village of Torrington has decided not to make use of the Torrington Rubble Pit, and after discussion Mr Code moved to accept and file as information CARRIED Mr. Jeffery noted Mr Ken Hoppins has submitted an account for $477 00 to cover 50% of the cost of his fence roller which was buried by the small crew during construction of a road adjacent to his property Apparently when the crew ALTA FARM FUEL ALLOWANCE PROGRAM REVIEW GROUND WATER POLICY ad AUDITOR FOR 1987 lc �_)bcls ser _'t ELECTORAL BOUNDARY 1 CHANGES I BUSINESS TAX BY -LAW NO 1114 KNEEHILL AMB SERVICE TORRINGTON RUBBLE PIT & VILLAGE OF TORRINGTON KEN HOPPINS ACCOUNT FOR FENCE ROLLER C %� COUNCIL MEETING MARCH 2ND, 1987 PAGE 3 attempted to move the fence roller it fell apart and they felt due to the poor condition of the roller it was not being used and was worthless They therefore buried it in the road bed After discussion Mr. Code moved the M D offer Mr Hoppins the sum of $238 50 as full compensation for the fence roller. CARRIED Mr Jeffery reviewed a problem which has arisen with Elmer Bauer in connection with purchase of gravel from the Old Torrington Pit Mr Bauer feels he was billed for an extra 80 yards of gravel he did not get. He obtained gravel for himself but had it billed to Mr. Gordon Malpass, as he had already obtained up to his 100 yard limit Mr Malpass paid for 100 yards of gravel but when Mr Bauer hauled the gravel he got only 80 yards and he was billed for the 80 yards. However he had repaid Mr Malpass for the 100 yards of gravel plus 70 yards of screenings After lengthy discussion Mr Hogg moved the account owing by Mr. Elmer Bauer - dated August 8th, 1986 for 80 yards of gravel from the old Torrington Pit - total amount $280 00 - be cancelled at such time as Mr Bauer can show the office his cancelled cheque to prove he paid Mr Malpass for the 170 yards of gravel charged to Mr Malpass in May, 1986 and paid by Mr Malpass in October, 1986. CARRIED There was discussion about the existing policy which requires gravel being sold to M.D. ratepayers must be loaded by M D. equipment, and how other areas hold a specific day in each division once a year so ratepayers can get gravel if they require it Mr Code moved that each councillor be given authority to set one day a year for his ratepayers to have access to an M.D. gravel pit and M D equipment be available to load the gravel CARRIED It was noted setting up such a day would have to be scheduled far enough in advance to allow for advertising the date in the local paper. Mr Jeffery read a letter from Walker Farms Ltd., regarding the need to brush out trees on the road between SE 6 and SW 5- 34 -24 -4, and the poor vision on the road dust north of the approach into Jerry Walker's residence due to a hill. After discussion Mr Hogg moved Walker Farms be advised the hill will be cut down by the divisional motor grader in due course, the brushing work will be done this spring on road allowance, and if the land owners involved are agreeable the necessary brushing will also be done on private property CARRIED The complaint received about round bales being located too close to the road allowance SSW 28- 32 -24 -4 was discussed and Mr Maerz moved to accept and file CARRIED The agreement drafted by Brownlee Fryett for the AAMD & C regarding road crossing agreements for pipeline companies was discussed as well as a letter drafted by Mr Cunningham regarding the proposed agreement After lengthy discussion Mr Code moved the M.D forward Mr Cunningham's letter to the Association and Brownlee Fryett for consideration as the draft agreement is not suitable. CARRIED The request from C W N Gas for the M D to sign the new road crossing agreement was discussed and Mr. Maerz moved this matter be tabled until a different agreement can be drafted and reviewed by Council. CARRIED Mr. Jeffery noted Mr Cunningham obtained a bid of $47,378 00 from Lousana Water Wells for dewatering the Old DEWATERING OLD Torrington Pit and he felt the total overall price for the TORRINGTON GRAVEL project would be around $65,000 00 After discussion Mr PIT Boake moved the M D hire Lousanna Water Wells Ltd, and proceed with dewatering the Old Torrington Gravel Pit, enter into the necessary agreement with Alberta Power, and purchase pipe for the project, on condition the total cost for the project, including the required testing on the / Hutterian Brethen of Valleyview water wells, not exceed $65,000 00 and gravel be available for crushing by May 31st, 1987 CARRIED The 1987 gravel crushing requirements were then discussed 1987 GRAVEL and Mr Mueller moved the M D crush the following amounts CRUSHING FOR 1988 The 1987 capital requirements were then discussed and Mr 1987 Code moved the following items be purchased in 1987 CAPITAL Three belly dump trailers - trading in three old trailers REQUIREMENTS Net Price $34,000 00 Shop heating and ventilation $55,000.00 Small Equipment for shop $10,000 00 Lunch Trailer for Main Crew $ 5,500 00 Lunch Trailer and Light Plant for Gravel Crew $15,000 00 Fire Truck - Linden Rural Fire Area $90,000 00 Mobile Phones and Radios $ 8,800.00 A S B Equipment $18,500 00 New half ton truck - for Shop and keep T -43 $15,000 00 Three Graders $475,000.00 New gravel truck - 400 H P Trade T -25 $75,000 00 Grass mower for grader $20,000 00 Trochu Fire Hall -0- Total $821,800 00 I �c.�leC�. CARRIED Mr. Jeffery reviewed a price obtained from Jim Berry to offset pins for the small crew road projects in 1987 and Mr. OFF SET PINS Boake moved the M.D. hire Mr Berry to do this work at the FOR SMALL CREW price quoted by Mr Berry JIM BERRY 'tev CARRIED Ic�t Z� - . Mr Jeffery reviewed the request received from Ralph Kientz RALPH KIENTZ in connection with the proposed project for the road SSW 15- ROAD AGREEMENT COUNCIL MEETING MARCH 2ND, 1987 PAGE 6 32 -26 -4 and after discussion Mr Hogg moved to accept and file as information CARRIED Mr. Jeffery reviewed two brushing agreements arranged - one with Hoppins Farms and one with Lydia Martin - and after BRUSHING discussion of same, Mr. Hoff moved acceptance of the AGREEMENTS agreements as arranged. CARRIED I CONTINUE MEETING TIME 5.00 P M There was discussion about the 1986 costs incurred for the Three Hills Rural Fire Fire Department and Mr Mueller reported on several areas where the Three Hills Department would be willing to cut theme budget requirements for 1987, and also discussed the water truck situation It will take $10,000.00 to fix up the old water truck and there is a used truck which may be available in Innisfail for $5800 00 Mr Maerz moved Mr Mueller be authorized to spend up to $10,000 00 to correct the Three Hills water truck situation CARRIED Mr Hoff moved Mr Jeffery be authorized to spend up to $200 00 on a non policy expenditure to a maximum of $1000 00 per year and each such expenditure to be reported on the next administrator's report to council CARRIED Mr Mueller moved to table agenda items 14, 15, 20, 37, 38, 39, 40, 41, 42, 43, 44, 45,and items 16, 19, and 20 on the supplementary agenda until the next meeting of Council CARRIED Mr Maerz moved this meeting do now adjourn CARRIED TIME 5.35 P.M.
