HomeMy WebLinkAbout1986-12-05 Council MinutesPARKS AND CEMETERIES COMMITTEE MEETING FRIDAY DECEMBER 5, 1986 -------------------------------- - - - - -- Meeting held at M D Office at 1 00 P M Members Present Richard Maerz Otto Hoff Lawrence Hogg 1 45 Arthur Thomas Mr. Thomas read the minutes of the August 19, 1986 meeting Otto Hoff moved approval of the minutes as read. CARRIED Otto Hoff moved Richard Maerz be chairman of the Parks and Cemeteries Committee CARRIED BUSINESS ARISING FROM THE MINUTES --------------------------- - - - - -- Mr. Thomas gave a brief report on the status of the upgrading of Keivers Lake Park and the remaining unfinished items which he required direction on would be discussed under new business Mr Thomas noted that an ad would be run in the Three Hills Capital seeking applications for Keivers Lake Park Attendant in December 1986 issues NEW BUSINESS 1 Financial Reports --------------- -- Art Thomas presented financial reports for the following areas (enclosed) Keivers Lake Capital Project Keivers Lake 1986 Operation Swalwell Dam Park 1986 Operation Cemeteries 1986 Operation 2 Official Opening A date for an Official Opening of Keivers Lake Recreation Area was discussed and Art noted that the Park should be in operation and mayor items completted by mid June Richard Maerz moved the Offical opening of the park be Friday, June 19, 1987 in the afternoon, following lunch in Three Hills with the attending officials and the Parks Committee. CARRIED Lawrence Hogg moved that the event be advertised in the local paper inviting the public to attend and that the Parks Committee provide coffee and doughnuts at the afternoon opening CARRIED PARKS AND CEMETERIES COMMITTEE MEETING FRIDAY DECEMBER 5, 1986 -------------------------------- - - - - -- The Parks Committee requested Jean Wilkinson to phone Mrs. ; Connie Osterman, M L A and Norman Weiss, Minister of Parks and Recreation regarding the official opening in 1987 Jean reported that she contacted Mrs Osterman's office but was advised she was out and that her office would check with her next week and get back to us However the date was to far away to promise anything and that she would require a letter advising the date, time and location. Jean also reported that she received the same reply from Norman Weiss's office. 3 Signs Art suggested some ideas and photos for the entrance, information Kiosk and Highway 583 signs and the approximate costs to have the signs constructed, as well as other directional signs which are available for parks use The signs would then be erected by the A S B crew on posts supplied by the M.D. Lawrence Hogg moved that up to $2,000 00 be approved for the purchase of signs as suggested for Keivers Lake Park CARRIED Otto Hoff moved that Alberta Transportation be contacted requesting them to erect larger directional signs to Keivers Lake at the intersections of Highways 27 & 805 East of Torrington and 21 & 583 East of Three Hills. CARRIED Otto Hoff moved that the plaque provided by Alberta Recreation and Parks for the opening of Keivers Lake Recreation area be installed on a large rock cemented in the ground on a suitable cement and brick structure CARRIED 4 Trees The committee felt that some larger trees (4 -10 feet) be planted in the park and that John Butts be contacted as he may be able to supply and plant some coniferous trees and that a variety of deciduous trees be obtained from a Nursery to be planted by the A S B crew Richard Maerz moved that up to $2 500.00 be approved for the purchase of trees for Keivers Lake Park. CARRIED 5 Campfire Pits Various ideas for fire pits were discussed and Art noted that up to as many as 50 may be required for the individual camp sites and that 3 or 4 larger fire pits are required for the group and day use areas Otto Hoff moved that the M.D. shop be requested to cut up to 50 24 " -36" new or used culverts for fire pits, if available to lengths as specified by Art Thomas CARRIED WL PARKS AND CEMETERIES COMMITTEE MEETING DECEMBER 5, 1986 -------------------------------- - - - - -- 6 Playing Field Richard Maerz moved that Art be authorized to purchase steel pipe and have the M D shop construct goal posts for the A S B to install on the playing field west of the camp kitchen at Keivers Lake CARRIED 7 Toilets - Swalwell Dam Park --------------------- - - - - -- Art informed the committee that the pump out tanks had been installed in October and that the cement pads would be poured on top of the tanks once the ground had settled in the spring of 1987 and the toilets would then be erected He had been contacted by the Fish and Wildlife department saying that they would be providing a sign for the park and is therefore waiting to see if their sign will be sufficient before having a sign made as earlier requested. He also mentioned that he would like to have Ryco Painting paint the interior of the camp kitchen with the M D supplying the paint as was done at Keivers Lake Otto Hoff moved that Ryco Painting be hired to paint interior of Swalwell camp kitchen and the M D would supply the paint and that rail barriers be installed around the new toilets at Swalwell Park CARRIED 8 Equipment Art Thomas informed the committee that the oldest Yazoo mower K -46 -80 (that is used by the park attendant) is worn out and a new mower should be purchased for cemeteries use and the other Yazoo K -47 -82 be passed on to Keivers Lake The committee replied that this item would be considered during annual budget discussions Lawrence Hogg moved the meeting adjourn at 3 00 P.M. CARRIED
