C Jeffery, Municipal Administrator Mrs Jean Wilkinson, Assistant Administrator was present and recorded the minutes Mr. Hoff called the meeting to order at 9.30 A M , and reported on the official opening of the Palliser Regional Planning Commission Building. He read a letter received from the Commission expressing thanks to the M.D. for the bouquet of flowers forwarded for the opening. He also reported former councillor G. A Berdahl recently had surgery, but is home and recovering Mr Hoff then asked for a motion to approve the agenda for today °s meeting, and requests were made to add the following items to the agenda Item 47 - First time gravel Item 48 - Taylor Siding Hill SR 841 Item 49 - Blade Grade in Division 2 Mr. Campbell then moved approval of the agenda with addition of items number 47, 48, and 49 CARRIED After discussion Mr. Code moved to table items number 22, 24, 28 and 29 on the agenda until the next meeting of Council CARRIED Mr. Boake moved approval of the minutes of the September 23rd council meeting CARRIED Mr Code moved approval of the accounts presented for payment today, subject to further review by the finance committee of Otto Hoff and himself CARRIED Mr Jeffery reviewed the bank statement for the month ending September 30th,1986, and after discussion Mr Mueller moved approval of the bank statement CARRIED 0 OFFICIAL OPENING PALLISER REG ECANNING COMM BUILDING � 1 V1 --r'blej -ro 3I'J 6. APPR0VAL OF VA AGENDA APPROVAL 0 OF ACCOUNTS APPROVAL H BANK STATEMENT • COUNCIL MEETING OCTOBER 21ST, 1986 PAGE TWO Mr Jeffery reviewed his report and various items were discussed including the slide at the Schramm Coulee It appears there is a flowing spring running in the coulee and this was the cause of the slump in the road Alberta Transportation has advised the crew how to proceed with installation of drainage pipes to keep the water running away from the road area. It appears it will be necessary to purchase land from the land owner on the south side of the road where the spring is located and this area should be fenced off. It will likely be necessary to purchase somewhat more than 2 acres of land for the actual road widening and the area where the spring is located It was agreed Greg Sheppard should be consulted in order to determine the amount of area which will have to be purchased After further discusison Mr. Boake moved that the M.D enter into negotiations with Mrs Y Kernick, owner of the NE 7- 33 -22 -4, to purchase road widening for the half mile plus the spring area in order to properly complete the Schramm Coulee Road Project, and any fencing required be undertaken by the M D CARRIED Mr. Mueller moved to table consideration of the 1987 paving priorities until the next meeting of Council CARRIED Mr Hastie left the council meeting at this time 10.08 A.M. Mrs Susaan Friesen entered the meeting at this time and discussed in detail the results obtained from the survey undertaken by the Family Resource Council of Three Hills to assess Family Needs in the Three Hills Area The questionnaire was given to students from Grade 7 to 12 in the Three Hills School and Prairie Bible Institute, and it appears there is a definite need for provision of assistance for both parents and children in this area. The Family Resource Council wonder if the M D would be willing to provide some assistance towards this need as many of the parents and students live in the rural area around Three Hills She noted there is a provincial program - Family and Community Support Program - which is funded 80% by the government and 20% by the local area - which could provide help for these people. The program must be of a preventative nature and the M D could work together with another group to provide this program for the community Susan noted that Pat Ruby is the Family and Community Support program co- ordinator for the Provincial Government and she could provide the M.D. with information regarding the program Oris Rodger entered the meeting at this time 10.45 A M Susan noted that the Town of Three Hills'-has applied to obtain funding from the Family a & Community Support Program and perhaps the M D might be able to work with the Town She left the meeting at this time - 10.59 A.M Mr Code noted the M D would have to be very careful about providing funding on a long term basis for such a program as it can become very expensive. It was agreed this matter would be discussed again at a later date. Oris advised council about the Schramm Coulee Project, and noted the main crew is still working on the Gorr North Road as well. Mr Jeffery reviewed the amount of gravel hauled onto M.D roads to date as follows. Division 1 - 30,576 yards Division 2 - 13,298 yards. Division 3 - 13,715 yards. Division 4 - 15,581 yards Division 5 - 20,159 yards. C� n LJ E COUNCIL MEETING OCTOBER 21ST, 1986 PAGE THREE Mr. Jeffery noted Alberta Environment is proceeding with a flood control project in the Drumheller area and would now GARSON PIT like to obtain 3000 to 3500 yards of rip rap from the Garson CLEAN UP Pit This was previously authorized by Council Mr. Rodger noted they will be cleaning up the rocks at the Garson Pit this week and there may not be any rocks left as Mr Hazelton has the bull crusher there now He also noted OTHER MIS Mr Kennedy is doing fencing projects, and the drainage p W ITEMS pipes for the Schramm Coulee have been laid He reported he had to hire some private body fob trucks in order to haul in the sand for the Schramm coulee project Mr Jeffery noted Mr Myles Maerz would like permission to MYLES MAERZ take 3 weeks holidays in the summer of 1987, to make a trip PERMISSION down to Ontario. The contract states employees should not FOR EXTENDED take more than 2 weeks in the summer time After discussion HOLIDAY IN 87 Mr Code moved Myles Maerz be given permission to take 3 weeks holidays in the summer of 1987 CARRIED Mr Rodger asked council to consider granting Mr. Lyle INCREASE IN Gel inas as increase in salary or the y period he has been in WAGE i LYLE charge of the main crew - while Mr Vickery has been on sick GELINAS leave After discussion Mr Campbell moved that Lyle Gelinas be paid an additional 70 cents per hour during the period of time Mr Vickery is away on short time disability, and the main crew is still out working on road projects, with the increase to be retroactive to the 26th of August, 1986, and further a letter of appreciation from council be sent to Lyle expressing thanks for the good work he has done CARRIED Mr. Mueller asked Oris if screenings on road south of 18 -32- SCREENINGS 22 -4 would be better than 3/4 inch and Oris felt it would. FOR ROAD Oris also indicated that the M D should consider first time gravel on the road from Three Hills north over the Three Hills Mr Hoff reported to Oris there is a soft spot on the Carbon South road (on the Diede Hill - north side of the hill ) Oris left the meeting at this time. Mats Bergman and Alex Cunningham entered the meeting at this time 11.30 A M and Mats reviewed the Swalwell water situation He reviewed the water quality of the well drilled at the Swalwell Ball Diamond and the only problem is the flouride level, which will have to be treated The other well drilled on Wes Gore °s land had better quality water but ran dry and would not be suitable The existing well in the hamlet would be a stand by to provide extra water during emergency situations The flouride level can be removed using a reverse osmosis process (small water treatment plant) Mats reviewed the cost estimates for the water system and recommended the M D. should consider Proposal Number 1 with the small water treatment plant. He noted there are about 25 houses in the hamlet and they would have to pay a monthly water charge over and above the frontage charges in order to generate sufficient funds to cover the annual maintenance of the water treatment plant. Mr Hoff moved Council arrange for a meeting with the residents of Swalwell to discuss the cost estimates and proposals. CARRIED F • ••,a MEETING RE SWALWELL WATER PROJECT �U k� ' te3o \� O ` rp,.►Q�\ s .'JG t • a 0 COUNCIL MEETING OCTOER 21ST, 1986 PAGE FOUR Mats also reported he has met with Alberta Environment with regard to the Kneehill Creek Study and it is generally felt the M D should arrange for provision of additional storage along the creek in order to hold back the spring run off, by means of individual dams, weirs or dugouts He left a report covering this matter for council to review and Mr Boake moved to table this matter to the 2nd council meeting in November, 1986, and the matter be discussed again at that time. CARRIED The meeting then adjourned for dinner between 12.00 Noon and 1.00 P M The meeting reconvened and the following persons met with Council Mrs Joyce McDonald and Roger Bishop - Village of Linden, Harvey Jackson and Maureen Malaka - Village of Acme, Monty McGregor, District Engineer, Alberta Transportation, and Mrs. Jodi Matthews of Acme Mrs Susan Friesen representing the Three Hills Capital also enter the meeting at this time Reeve Hoff welcomed them to the meeting and Mrs. Joyce McDonald read a letter prepared by the Village of Linden Council with regard to the condition of SR 806 from Linden to Acme Their Council along with the Village of Acme Council and numerous peopole from that area strongly urge the council and Alberta Transportation to actively consider up- grading this stretch of road Mrs Malaka reviewed a petition which the Village of Acme council has received regarding this matter, and also noted they had received at least 12 other individual letters. She noted Acme would like to ultimately see the road up- graded, but also request immediate steps be taken to eliminate some of the problems with the road It has been suggested guard rails and more signing on the road might help, as well as reduction of the speed limits Mr Hoff noted council has reviewed the situation with Alberta Transportation and also noted guard rails tend to create a snow trap on roads Mr Jeffery reviewed various letters which the M D has received regarding the road and a study done by Alberta Transportation Mrs McDonald asked if there should be a 50 KM speed limit sign on the road immediately south of the Village of Linden and it was agreed the M D would check to see if a sign should be there. It was noted it would cost about three million dollars to improve the 6 miles of road from Linden to Acme, and it was also noted that most of the deaths had occured at the north end of the road dust immediately south of the Village of Linden, not at the location of the recent fatal accident Mr. McGregor noted the sharp radius of the road curves may be part of the problem and perhaps some minor improvements to the side slopes on the curves could be done if the M D decide not to proceed with up- grading the entire 6 miles of the road, but if the side slope improvement is very expensive it would be best to wait until the entire road can be up- graded The people were thanked for coming and they left the meeting - 1 45 P M , with the exception of Mr McGregor a d`f N 01_115� A DINNER MEETING RE • SR 806 COUNCIL MEETING OCTOBER 21ST, 1986 PAGE FIVE • There was further discussion about the road condition and Mr McGregor noted the M D might consider putting 85 KPH speed advisory signs on the curves signs. It would be necessary for the M D. to change its priorities for up- grading secondary roads in order to get any funding from the Province for this road, and there are many other secondary roads in the M D which require up- grading and have a higher priority than SR 806 Mr. McGregor agreed that the M D should not consider putting guard rails on the curves It was noted SR575 in the Kirkpatrick area should remain number one priority in order to get the base course completed It was also noted the M D council will be setting its 1987 secondary road priorities at the next meeting in order to discuss same with Alberta Transportation at the Fall Convention There was discussion about completion of SR 575 Acme to Highway 21 and in the Kirkpatrick area and the Ineed to have the hills on SR 575 in the Kirkpatrick area , seeded and Mr McGregor noted these hills will be seeded by the province this fall or next spring. M Mr McGregor was thanked for coming and he left the meeting at 2.25 P M Mr Code moved the meeting go into committee at this time 'A CARRIED Mr Code moved that Council meeting do now reconvene CARRIED It was noted that as full council is not present today, no motions or decisions will be made regarding SR 806 n Mrs Wilkinson then reviewed the election results and reported that Mr Lawrence Hogg was the successful candidate for councillor for Division 7 Mr Hogg received 199 votes ELECTION ! and Mr Henkel received 45 RESULTS Mr Mueller moved to accept this report CARRIED j There was discussion regarding the request for first time FIRST TIME gravel (screenings) on the road south of 18- 32 -22 -4 and Mr GRAVEL FOR Mueller moved that first time gravel (screenings) be put on this mile of road ROAD S 18- 32 -22 -4 CARRIED Mr. Mueller left the meeting at this time - 2.47 P M MUELLER OUT Mr Jeffery noted there is a labour relations seminar being held in Red Deer in November, and after discussion Mr LABOLI RELATIONS Campbell moved to accept and file as information n SEMINAR CARRIED Mr Jeffery read a letter from Highway 21 News in which they request the M D consider allowing them to bid for the M D n newspaper contract Afte discussion Mr Boake moved to HIGHWAY 21 NEWS • accept and file as information LETTER CARRIED Mr Jeffery read a letter from Alberta Municipal Affairs MUN INVOLVEMENT regarding making Municial Involvement Week an annual WEEK occurance and after discussion Mr Campbell moved to accept and file CARRIED • • COUNCIL MEETING OCTOBER 21ST, 1986 PAGE SIX Mr Jeffery continued with review of his report He noted Allen Seimens would like the M D to install a phone at the Three Hills Transfer Site,and after discussion of this VA i matter, Mr Boake moved the M.D have a telephone installed at the Three Hills Transfer Site CARRIED Mr Campbell moved approval for the installation of a outdoor toilet at the Three Hills Rubble Pit CARRIED Mr Hoff moved that a new sign be made for the M D Office Building, at a price not to exceed $300 00 CARRIED The Official Opening of Keivers Lake Park was briefly discussed and Mr Campbell movede to table this matter until the next meeting of Council. CARRIED There was discussion about the center line on paved roads being covered over when pavement patching is done, and it was suggested Mr. Rodger should get prices for a small hand operated painting machine and bring a report back to council at a'later date AT THREE HILLS RUBBLE PIT f TOILET FOR RUBBLE PIT AT THREE HILLS \P 111) Flo NEW SIGN FOR OFFICE OPENING KEIVER LAKE PARK i CENTER LINE PAINTING MACHINE ed j Mr Thomas has requested permission to keep his 4 man crew on staff for some time yet and after discussion Mr. Code � A S B CREW moved Mr Thomas be given permission to keep his crew working on a week to week basis as long as weather permits them to continue working CARRIED Mr Boake moved acceptance of the report given by Mr Jeffery CARRIED Mr Code noted he and Keith went over to the M.D. of Starland and reviewed the ventilations system they have in their shop It is a very good system and would work with some modification in the M D. shop here. However the biggest problem with the M.D shop is the radiant gas heaters and it would cost about $15,000 00 to replace these heaters. If this was done alot of the ventilation problems would be eliminated. Kirks are preparing a quote for new heaters Mr Code then moved to table this matter until the next meeting of Council CARRIED !I After discussion about the small area of land owned by Mrs. D Kostrosky which likely has been totally covered over by construction of SR 575, Mr Boake moved to table this matter until the second meeting of Council in November, 1986 CARRIED Mr Jeffery noted C P Rail have submitted a plan to re- locate the railway signal lights on SR 575 at the Grainger Bridge and after discussion Mr Boake moved the M D approve the plans to relocate the signal lights from Mile 4902 to Mile 4895 CARRIED SHOP VENTILATION /Ck .b \'� N du* '3 \C6 N � SR 575 CP RAIL SIGNAL LIGHTS SR 575 `e�tie , 5e f' C� COUNCIL MEETING OCTOBER 21ST, 1986 PAGE SEVEN Mr Code moved the M D advertise its intention to close a portion of original road allowance north of the NW 22- 28 -21- 4 and transfer same to Alberta Parks and Recreation for use as part of the Horseshoe Canyon View Point, and also advise the owners of land adjacent to the said road allowance by registered mail CARRIED There was discussion about whether the M D. is still responsible for maintaining a low level crossing in the S half of 3- 33 -23 -4 as an agreement had been entered into by the M D many years ago in which the M D agreed to maintain the low level crossing to provide access to a building site There is no building site on the land now, and after discussion Mr Boake moved that as the old road diversion as shown on Plan 159 B M is no longer required for public travel, the Council of the Municipal District of Kneehill Number 48 do hereby close the following described road diversion subject to rights of access granted by other legislation or regulations, and the land be returned to the owners of the quarter sections from which it was taken if the land owners are agreeable CARRIED Mr Jeffery noted Mr Nigel Pengaly called the office and reported he had been advised by Alberta Transportation there is no funding available to offset patching costs incurred by the M D for patching on SR roads, and after discussion, Mr Campbell moved to accept and file as information. CARRIED Mr. Jeffery noted Mr. Reuben Maerz has requested Council cancelled tax arrears owing on SW 20- 32 -23 -4 in the sum of $35 15, and tax arrears owing on NE 7- 32 -23 -4 in the sum of $42.04. After discussion of this mater, Mr. Code moved the request for cancellation of taxes be denied CARRIED Mr Jeffery read a letter received from Alberta Transportation reegarding the M D °s request for assistance to offset costs of $9700 00 incurred by the M D to correct bad vision on an intersection of an M D road and the Buffalo Jump Park Road It appears the Province will not assist with the costs incurred for this work Mr Boake moved to accept this report as information CARRIED Mr Jeffery read a letter received from the Assistant Deputy Minister of Alberta Transportation in which he advises municipalities should always accept low bids for road contracts unless there is a very good reason for taking a higher bid Mr Code moved to accept and file as information CARRIED Mr Jeffery read a letter from Myles Trentham in which Mr Trenthem requests the M D. install a road approach for him to provide access to the SW 18- 32 -23 -4 where he is building his new home CLOSE ORIGINAL ROAD ALLOWANCE NNW 22- 28 -21 -4 LOW LEVEL CROSSING SZ 3- 33 -23 -4 NO V, GRANT FOR PATCHING ON SR ROADS REUBEN MAERZ REQUEST FOR CANCELLATION TAXES 4,, r t t Se^* REQUEST O. ACCEPTANCE OF LOW SIDS FOR ROAD CONTRACTS ROAD APPROACH 6 At NtA MYLES TRENTHAM • • 11 COUNCIL MEETING OCTOBER 21ST, 1986 PAGE EIGHT Mr Hoff moved the Reeve and Municipal Administrator be authorized to sign stock pile site agreements with Mr Rawlyn Thiessen and Mr Harvey and Mrs Harvey Thiessen CARRIED Mrs Wilkinson read a letter from Mr Agriculture regarding toad flax and accept and file as information rss`� Sit., C, C SIGN STOCK PILE SITE AGREEMENTS THIESSENS Keith Price of Alberta k/, Mr Campbell moved to CARRIED Mr Code moved to table item number 42 on the agenda until the next meeting of Council. CARRIED There was discussion regarding the request to extend the Blair Small Crew Project for another mile and to improve the north intersection at the end of the second mile and after discussion Mr Boake moved the Small Crew be given authority to undertake reconstruction of the second mile on this project and improve the north intersection if weather permits CARRIED Mr Jeffery reviewed briefly the R C M P. reports regarding accidents which apparently occured on the South Huxley Road, and after discusion Mr Campbell moved to accept and file as information. CARRIED Mr. Hoff reported he and Oris had meet with John O °Brien regarding the Litke culvert installation and they had agreed installation of a rock berm would correct the problem Mr. o Hoff moved the Litke Project be completed by construction f a rock berm as per discussions held with Mr John O'Brien of Alberta Bridge Branch CARRIED Mr. Jeffery read a letter from the Minister of Transportation regarding the proposal to sign all school bus intersections It was noted the M D had agreed not to undertake this plan as too many signs would be involved, and people would tend to ignore all signs. Mr Code moved a letter be sent to the Three Hills School Division requesting them to send the M D. a map every year of their school bus routes, so the M D. would be aware of changes in the routes CARRIED Mr Jeffery read a letter from the Minister of Transportation regarding the use of flashing warning lamps on school buses After discussion of this matter, Mr Code moved that erection of school bus loading signs or school bus loading ahead signs be erected only when requested by the Three Hills School Division, and also the Division ensure the M D is notified when these signs are no longer required CARRIED SO • R Rio EXTENSION BLAIR SMALL CREW PROTECT 0 ACCIDENT REPORT HUXLLEY ROAD LITKE CULVERT ,�,RQTEC'T SIGN ALL SCHOOL BUS ROUTES a L] 0 0 COUNCIL MEETING OCTOBER 21ST, 1986 PAGE 9 Mr Jeffery read a letter of complaint from an M D ratepayer regarding the fact that gravel is being bladed into the ditches by some of the motor grader operators, and after dicussion and noting Mr Rodger has discussed this matter with the motor grader operators, Mr Boake moved to accept and file as information and a letter be sent to the ratepayer advising the matter has been reviewed with the staff by council CARRIED Mr Jeffery read a letter from the Village of Carbon in which they request the M D to gravel and maintain a section of the Sharples East Road which is within the Village boundaries After discussion Mr Code moved the Village be advised the M D cannot look after this portion of road as it is within the village boundaries. CARRIED The proposal to close an old road diversion in NW 21- 34 -24 -4 as shown on Plan 746 B M was reviewed and it was noted Alberta Transportation required a motion passed by council in the proper format After discussion Mr Campbell moved that as the lands within road plan 746 B M in NW 21- 34 -24 -4 are no longer required for public travel, the Council of the M D of Kneehill does hereby close the said road diversion subject to rights of access granted by other legislation or regulations, and the land be returned to the owner of the quarter section from which it was taken CARRIED Atlantis Resources constructed two stretches of road on M D. road allowance West of 11- 33 -24 -4 and West of 16 -33- 24-4 and would like the roads gravelled before winter However the gravel crew will likely not get the work done and the company is willing to get the gravelling done if the M.D will allow it to get the gravel from the Old Torrington Pit at no cost, and the M D will assist them with the trucking costs they will incur After discussion Mr Boake moved the M D. agree to pay Atlantis Resources up to 75% of government rates for hauling and spreading the gravel on those sections of M.D. road allowance constructed by the company CARRIED Mr Jeffery reviewed the gravelling situation in the M D and the amount of gravel put on roads in the past three weeks After discussion of this matter, Mr,. Boake moved to accept and file as information.
