Finlay Code Division 1 Otto Hoff Division 2 (Reeve) Robert E Boake Division 3 Richard A Maerz Division 4 Harold Mueller Division 5 Bruce Hastie Division 6 Reginald G. Campbell Division 7 J C Jeffery, Municipal Administrator Mrs Jean Wilkinson, Assistant Administrator was present and recorded the minutes Miles Burns, representative from the Three Hills Capital was present after 9 35 A M Reeve Hoff called the meeting to order, and Mr Campbell moved approval of the agenda with the addition of Item #33 J C Jeffery Report. CARRIED Mr Boake moved approval of the minutes of the June 10th council meeting CARRIED Mr Code moved approval of the accounts listed for payment today subject to further review by the finance committee of R G Campbell, Richard A Maerz and Otto Hoff, and himself CARRIED There was lengthy discussion about whether there should be a charge for walking into Kevier's Lake Park, and making use of the park facilities It was suggested that there should not be a charge for use of the ball diamond and possibly not a charge for walking into the park Mr Hastie moved that the Park Committee Minutes of May 30th be approved, subject to the following amendment: The sentence "No Charge to walk into the Park Area" should read "No Charge to walk into the Ball Park Area" CARRIED PRESENT APPROVAL OF AGENDA APPROVAL OF MINUTES A APPROVAL OF ACCOUNTS 0 AMENDMENT TO PARKS COMM MINUTES Mr Jeffery read a letter from Canada Safety Council CANADA SAFETY regarding National Farm Safety Week and after discussion Mr WEEK Mueller moved to accept and file as information n CARRIED Mr Jeffery noted that the A S B require additional funding APPROVAL OF to complete outfitting the new A S B two ton truck They EXTRA FUNDS wish to install a hitch, a tool box and a ladder Original FOR A -2 motion approved $4619 00, final cost will be $5318 00 A S B TRUCK Mr Campbell moved that the additional expenditure of $519 00 be approved CARRIED Art Thomas has indicated they will require a better intercom system for the new spray truck The unit purchased recently INTERCOM SYSTEM is not working A price has been obtained for a system FOR SPRAY TRUCK which would work off the M D. radio system - price about $1600 00 Mr. Boake moved to table this matter until later today when Mr Cunningham is present CARRIED 1 COUNCIL MEETING JUNE 24TH, 1986 There was discussion about where the M D should sell 5% gopher poison, which is a controlled substance. After discussion Mr Maerz moved that the M D purchase a supply of 5% gopher poison and resell same to M.D. farmers only, at a price 20% above cost. CARRIED Mr. Hastie advised the annual report from the Crossroads Community Hall will be submitted to the M D within the next day or two and the stale dated cheque will be returned. Mr. Boake moved to accept this report. CARRIED Mr Jeffery read a letter from Paddon Hughes O11 Company in which they request council to consider cancellation of tax penalties imposed against their lands in 1985. After discussion Mr Mueller moved that the 1985 tax penalties not be cancelled. The machine was taken to Calgary and it appears LOADER the damages will exceed $20,000 00 and the machine will not be ACCIDENT available for at least another three weeks The company are going over the whole machine to determine what damage actually occured, and to determine if it can be covered by warranty again R Angus are looking into the cost of a new machine and what trade could be allowed for the damaged machine This information will be provided to council in due course 1) COUNCIL MEETING JUNE 24TH, 1986 -------------------------------- -------------------------------- It was agreed this matter be a price for a new machine It was noted if the M D has over $15,000.00, but if the would provide a machine for delivered discussed later when R Angus submit to rent another loader if would cost M D purchase a new loader R Angus the M D until a new one could be It was also suggested that some type of a barricade be erected at the stock pile site to prevent a similar accident J/ Alberta Transportation have requested a decision from Council local resource roads for 1986 and 1987 was discussed in connection with SR 575 and the C P railway crossing The C P signals at this crossing were installed with a road width of 32 RAILWAY feet and it will be very expensive to move the signals It was CROSSING suggested that the road base at this location remain at its ON SR 575 existing width which would have the effect of slightly narrowing the road as it crosses the railway lines j � After discussion Mr Hoff moved the M.D. agree SR road 575 as it �� crosses the CP railway crossing at Mile 77 52 not be widened to the proposed 39 feet so the signal lights do not have to be moved CARRIED Mr Jeffery reported on the Road Tour held June 23rd, 1986, and ROAD TOUR several matters were discussed by Council as follows: Road Committee recommend the land owner of SW 16- 32 -24 -4 be requested to bury the garbage which has been dumped in a back ,- wash of the Three Hills Creek After discussion Mr Boake moved the owner of the SW 16- 32 -24 -4 be requested to bury the garbage in order to stop it from washing down into the creek CARRIED Two roads constructed by Cranston Construction for an oil company were inspected and are still not up to M D standards The road constructed for Ladd Exploration ENE 16- 33 -23 -4 has been completed and is acceptable The Unruh road SW 1- 30 -25 -4 has also been completed and accepted. The road between Sections 23 and 22 in 29 -24 -4 constructed by a contractor for Hi -Ridge Exploration is still not acceptable and the weeds need to be sprayed The oil company will be contacted and directed to complete the project to M D standards + The road committee inspected the large hill cuts on SR 575 and recommend the hills be seeded as soon as possible. Mr Code moved the M D advise Alberta Transportation to proceed with the hill seeding as soon as possible CARRIED Mr Hastie moved acceptance of the report from the Road Committee CARRIED The request by the M D. to Alberta Transportation for funding for LOCAL local resource roads for 1986 and 1987 was discussed again and it RESOURCE was noted that the sulphur hauling from the Mobil Plant has ROAD FUNDING decreased considerably It was suggested that SR 841 should be considered as the M D 's priority for 1986 and also for 1987 if��� „n�'`' the funding for the road is not received in 1986, and it was agreed this matter would be discussed again at a later date Mr Maerz moved to accept this report CARRIED 3 f,-Wl COUNCIL MEETING JUNE 24TH, 1986 The proposal submitted by Alberta Bridge Branch for a channel diversion for the R Kientz Road Project - SSW 15- 32 -26 -4 was then ROAD R reviewed and it was felt the road could be improved without ROAD PROJECT undertaking such a large channel diversion SSW 15-32 - Mr. Maerz moved Alberta Bridge Branch be advised the M D 's first 26 -4 choice to improve this road would be two bridges (or a culvert No�e�t and a bridge) and the T intersection, and its second choice would SCO be for the M D crews to reconstruct the curve and Alberta Bridge J't Branch provide the necessary cattle pass for the land owner who would be affected by reconstruction of the curve CARRIED Alberta Transportation have provided results of the latest Benklemen Beam Tests on SR roads in the M D., and fir Maerz moved BENKLEME to accept and file as information A BEAM TEST CARRIED RESULTS Mr Jeffery reviewed information provided by Alberta Transportation concerning the amount of dirt moved on the Regehr QUANTITIES Hill, Wilson Road and Acme Cemetery Road projects and after OF DIRT discussion Mr Mueller moved to accept and file as information MOVED ON CARRIED A VARIOUS PROJECT Mr Alex Cunningham entered the meeting at this time and discussed with Council matters concerning pole, telephone line and pipeline moves required in connection with re- construction of SR 575 SR 575 There are several pipelines which will have to be ROAD PROJECT - lowered or moved and there will be considerable expense involved. A After discussion Mr Boake moved to accept the report given by Mr Cunningham CARRIED Mr Rodger advised that it would cost the M.D $2300 00 a week to rent a 966 Cat loader and $2250 00 per week to rent a 950B LOADER loader R Angus still have not arrived at a price for a new machine with trade in of the damaged machine Mr Rodger advised he has arranged for a Kamatsu 750 grader GRADER DEMO demonstration and the machine will be working here for the next four days. He also reported the new grader purchased this year has been delivered Mr Jeffery reported the M D. had been directed by the Drumheller Health Unit to clean up cattle remains dumped in a culvert under CLEAN UP an M D. road West of Section 18- 28 -24 -4 CATTLE It appeared the animals had been slaughtered and the remains dumped REMAINS instead of being properly disposed of Mr Rodger reported they had arranged to clean up the carcasses by burning them and burying them at the site. It was determined the animals belonged o GCr to Monty Metzger of Beisker and after discussion Mr Code moved that the M D send a bill to Mr Metzger for the costs incurred for burying the animals and cleaning up the site CARRIED Oris Rodger left the meeting at this time. The meeting then adjourned for dinner between 12.00 Noon and 1.00 P M V^\ DINNER Ross Rawlusyk from Palliser Regional Planning Commission entered the meeting at 1 00 D M Mr Cunningham reported the owner of the mobile home which is MOBILE situated on an M D road allowance contacted him and advised he HOME ON would be returning to Alberta on holidays in July and would be ROAD arranging to have the mobile removed from the site at that time. ALLOWANCE Mr Boake moved to table this matter until the July 22nd meeting CARRIED 4 tf i • COUNCIL MEETING JUNE 24TH, 1986 Mr Jeffery reported Mr Harvey Steiger has requested an extension of time in order to complete the subdivision proposed for his land - SW 6- 30 -25 -4. The subdivision was originally approved in December of 1984. After discussion of this matter, Mr Campbell moved the M D recommend approval for a six month extension only CARRIED Mr Rawlusyk noted he has no subdivisions ready for today's meeting Mr. Hoff reported the residents of Swalwell could like the M.D to pursue the possibility of construction of a water system for the hamlet Mats Bergman, engineer for the M D had reviewed the possible costs with the residents at a recent meeting and the possible front footage charge could range between 95 cents to $1.62 depending on construction costs which could range from $250,000 to $450,000 Mr. Bergman suggested a detailed study be done and also some test hole drilling The cost for the detailed engineering study would be about $3500.00 and to drill test holes could cost up to $15,000 00 in order to locate a water source which would be sufficient for the needs of the hamlet People attending the meeting voted 16 in favour of proceeding and 3 opposed It was noted there are quite a number of non resident land owners which should be considered also }"k i 3 i s i I TIME .tip EXTENSION FORSUBDIVISIOn COMPLETION �RRYPQSED SYSTEM FOR SWALWELL 0 Mr Campbell moved that the council meeting do now adjourn in order to hold the public hearing scheduled for today at 1:30 P M ADJOURN CARRIED Mr Mueller moved that Council meeting do now reconvene, the RECONVENE public hearing having been completed CARRIED Council discussed the proposed by -law to redesignate the SE 17- BY-LAW NO 31 -25 -4 back to agricultural conservation, and Mr Hastie moved 1103 first reading to by -law number 1103, this being a by -law to amend the land use by -law 1061, by redesignation the SE 17- 31 -25 -4 from SE 17- 31 -25 -4 highway commercial to agricultural conservation CARRIED Mr Maerz moved second reading to this by -law CARRIED 1A Mr Mueller moved that third reading be given to this by -law at this time CARRIED UNANIMOUSLY Mr Campbell moved third reading to this by -law CARRIED Discussion of the proposed Swalwell water system then continued, and Mr. Jeffery reviewed with Council the number of parcels owned by non resident owners (27) and the number of parcel owned by residents of the hamlet (16) Mr Hastie moved the council meeting do now ad3ourn in order to ADJOURN hold the public hearing scheduled for today at 2.00 P M CARRIED Mr Maerz moved that council meeting do now reconvene, the public �` RECONVENE hearing having been completed CARRIED (o 5 COUNCIL MEETING JUNE 24TH, 1986 -------------------------------- -------------------------------- After discussion of the request to redesignate the NW 26- 30 -25 -4 from agricultural conservation to agriculture in order to subdivide a 20 acre parcel for intensive agriculture purposes, Mr Maerz moved first reading to by -law 1104, this being a by -law to amend the land use by -law 1061, by redesi.gnation of the NW 26- 30-25-4 from agricultural conservation to agriculture. CARRIED Mr Hastie moved second reading to this by -law CARRIED Mr Campbell moved that third reading be given to this by -law at this time CARRIED UNANIMOUSLY Mr Boake moved third reading to this by -law CARRIED Ross Rawlusyk left the meeting at this time There was discussion about the need for a back up generator for the office for use during a power failures, particularly in case of an emergency Mr Boake moved Mr Cunningham obtain prices for a manual 5K back up generator with a two way switch and report back to council / CARRIED There was further discussion about the proposal for installation of a water system in the hamlet of Swalwell and Mr Hoff moved the M D undertake a detailed engineering study., to determine costs for a water system for the hamlet of Swalwell at a price not to exceed $3500 00 and a drill test study'. Ito locate a suitable location for a well )at a cost not to exceed $6500 00 CARRIED Mrs. Wilkinson reported it will cost $412 00 to purchase a rotary phone for Mr Rodger's office downstairs. After discussion Mr Boake moved the M D proceed with purchase of the rotary phone for Mr Rodger's office at a cost not to exceed $412 00 CARRIED Mr Cunningham reviewed costs for a mobile phone for Mr. Rodger and types of phones which are available. However the phones may not be entirely suitable and after discussion Mr Hastie moved the M D. rent a mobil phone from A G T for Mr Rodger for a 3 month period and the matter be reviewed again at that time. CARRIED Mr Jeffery reviewed the need for an intercom system for the new spray truck, and Mr Cunningham noted he can purchase an intercom system at a price less than $1600 00, but is not sure it would be much better than the first ones purchased. The only system which is guaranteed to work well is a system used in airplanes and these are very expensive After discussion Mr. Campbell moved Mr Cunningham be authorized to purchase an intercom system for the A S B spray truck at a price not to exceed $225 00 CARRIED Mr. Cunningham advised that the Village of Torrington had received a $2500 00 grant from Alberta Disaster Services for improvement to the fire department radio system, but that the M D application for funding was refused The radio equipment has been purchased - total cost $6435 00 Mr Jeffery noted the Village has submitted an account to the M.D for one -half of the total cost of $6400.00 - $3217 50 After discussion of this matter Mr Boake moved the Village of Torrington be sent a cheque for $1967 50, which is one -half the cost of the equipment after deduction of the $2500 00 grant received to assist with purchase of the equipment CARRIED BY -LAW NO 1104 NW 26- 30 -25 -4 BACK UP GENERATOR OFFICE v 7�0 PROPOSED WATER SYSTEM SWALWELL 0 ROTARY PHONE FOR OFFICE I rrn or-6& -- COST OF MOBILE PHONE bIP� INTERCOM SYSTEM FOR A S B SPRAY TRUCK; a(P� T o Purc h4SG RADIO UPGRADING TORR FIRE DEPARTMENT t COUNCIL MEETING JUNE 24TH, 1986 Mr Jeffery reviewed his report for the period June 8th to June J C JEFFERY 24th, and advised the Step program cannot be extended beyond REPORT the end of August V, After discussion Mr Hastie moved approval of Mr Jeffery's report CARRIED Mr Jeffery read a letter received from Eileen Howell, of Howell LEADERSHIP Consultants Ltd of Drumheller regarding her leader effectiveness EFFECTIVENESS training course Mr Code noted the Drumheller Hospital staff COURSE 10 took the course and found it to be very helpful After Oe'a discussion Mr Maerz moved this matter be tabled until the first �� meeting of Council in November, and discussed again at that time CARRIED Mr Maerz advised Council the Torrington Hutterite Colony would REQUEST like calcium chloride put on the M D road in front of their FROM TORR building site There was discussion about this request but no HUTTERITE decision was made COLONY Mr. Maerz noted he would like a buggy to trim down the road near the Keiver's Lake Park gate (close to the ball diamond) and after KEIVER discussion it was agreed placing screenings in the area might LAKE ROAD eliminate the problem, and Oris should arrange to have this done ✓ Mr Jeffery reviewed changes suggested by the Village of Carbon for the fire agreement and after discussion Mr Code moved the fire agreement with the Village be amended in accordance with the changes suggested, on condition clause 3 be conditional and subject to the availability of space in the M D shops CARRIED Mr Jeffery read a letter from the Town of Trochu regarding the revised fire protection agreement and after discussion Mr Campbell moved this matter be tabled until the next meeting of Council CARRIED Mr Hoff noted he is receiving complaints that the M D does not spray the ditches for grasshoppers Mr Campbell reported on the recent Fire Chiefs Convention and Mr Maerz reported on the recent Elected Officials Symposium Mr. Mueller moved this meeting do now adjourn CARRIED TIME 4.45 P.M.
