Maerz arol d Mueller Bruce Hastie Reginald G Campbell Council which adjourned until 1 00 reconvened at that time with the Division 1 Division 2 Division 3 Division 4 Division 5 Division 6 Division 7 J C Jeffery, Municipal Administrator Mrs Jean Wilkinson, Assistant Administrator was present and recorded the minutes The M.D foremen - George Rempel, Oris Rodger, Keith Smith, Art Thomas, Norman Soder,Alex Cunningham and Rick Vickery entered the meeting at this time Mr Jeffery reviewed the capital items purchased to date One Ton Truck $14,159 36 Service Board Sprayer and Truck $20,900. for truck and $53,000 00 for sprayer Two Gravel Trucks $103,980 00 One M F Tractor $56,000 00 Two Deutz Tractors Total $68,000 00 A S B Mower $11,803 00 (post Pounder $3490 00 two New packers Total $17,000 00 Will require $11,000.00 extra to fill tires with rubber Chip Spreader Hopper $11,800 00 Radio Repeater $5597 00 Cavities for Radio System $1016 00 eorge noted that he would require about $3000 00 to repaint 1 PRESENT REVIEW CAPITAL ITENLS PURCHASED TO DATE REVIEW BIDS RECEIVED GRADERS LOADERS COMPACTORS - "WA PURCHASE CAT 815 Cat COMPACTOR c 0ev'CA {dtY ` Flo oe en he boxes on two gravel trucks and replace the tail gates ouncil then reviewed the bids received for motor graders and after lengthy discussion as to where the new motor grader would be placed (on the main crew or used as a divisional motor grader), discussion regarding possible eplacement of the Galion Grader in Division 7, using an lder motor grader fixed up with a mower for cutting ® oadsides in all divisions, Mr Code moved to table onsideration of the bids received for motor graders until ouncil decides which grader will be traded off and whether ouncil wish to purchase a replacement for a divisional grader or one for the main crew CARRIED It was noted it has been difficult to get parts for the alion grader and it has been quite expensive to repair he bids received for the earth compactor were then reviewed nd the foremen recommended council consider purchase of the 15 Cat Earth compactor After discussion of this matter Mr Maerz moved that the M D purchase a 815 Cat compactor with bull dozer and air dryer, but not including a radio, and trade in the Raygo Ram at a net price after trade in of $177,340 00 CARRIED V 1 PRESENT REVIEW CAPITAL ITENLS PURCHASED TO DATE REVIEW BIDS RECEIVED GRADERS LOADERS COMPACTORS - "WA PURCHASE CAT 815 Cat COMPACTOR c 0ev'CA {dtY ` Flo oe en COUNCIL MEETING MARCH 24TH5 1986 Qoe esss�ssoeesQoo$oQoassa�ss��s�$ The bids received for loaders were then reviewed and there was lengthy discussion about whether council should purchase LOADER BIDS Ia five yard loader Mr Hasti e moved that the M D purchase REVIEWED i,a loader in 1986 with a 5 yard bucket. It was noted that only 5 companies can supply a loader with Ila five yard bucket, Komatsu, Cat, Volvo John Deere and I.H C Dresser Ken Thompson entered the meeting at 2 45 P M Mr. Smith obtained some information from the various "companies regarding the price payable for extended warranty, and Mr Mueller moved that R Angus be requested to bring out a 980 Cat loader with a 5 1/4 yard bucket for a demonostration as soon as possible CARRIED After a telephone call to R Angus it was agreed a loader demonstration be set up for tomorrow at 3 00 P M Mr. Hastie then moved that all tenders received for loaders be rejected, and the M D re- tender for a five yard (plus) REJECT ALL bucket from Komatsu, Cat, Vol ve I H C Dresser, and John TENDERS FOR Deere, and the tenders be received by the M D no later than LOADERS Auk "9 00 A M April 8th, 1986, and all bids are to include & RE- TENDER , extended warranty coverage price, and the loader to be FOR 5 Yd A equiped with larger sized tires BUCKET CARRIED There was discussion about painting the gravel crew van and Mr. Rempel reviewed quotes he had obtained for this fob ?v The quotes were from five different body shops and after discussion Mr Boake moved that the M D have the gravel PAINT GRAVEL crew van repainted at Linden Auto Body Shop at a price of CREW VAN $1532 00 $1532 00 CARRIED r J The prices quoted for half ton trucks were then reviewed and 'there was discussion regarding which trucks the M D should ;keep and whether A -2 should be traded off. !It was suggested T -22 should be kept and T -14 which has no value jshould be sold outright !After review of the bids for supply of two 4 speed half ton 'trucks on a cash no trade price - Mr. Code moved to accept !the lowest bid which is from Garrett Motors - $9621.28 for 'each truck - total $19,242 56 CARRIED ,The prices quoted for a half ton automatic were then reviewed and it was suggested that only H -1 be traded off and A -2 should be kept, and K. -13 which is the truck used by Ithe parks department be disposed of After discussion of the bids received, Mr Boake moved that the M D purchase one half ton automatic truck from Garrett Motors Ltd , (305 Automatic High Sierra) at a price of $9562.42, net price after trade in of Unit H -1 a 1978 Sierra half ton truck CARRIED After further discussion about the need to replace A -2, Mr !Maerz moved that A -2 not be replaced and the parks department continue to use K -13 for one more year CARRIED The bids received for a two ton truck with 14 foot box and hoist was then reviewed and after discussion Mr Code moved that the M D purchase a two ton cab and chassis from Rollie Motor Products at a price of $17,900.00 less trade in of Unit A- 7($3500 00) for a net price of $14,400.00 and further moved that a box and hoist be purchased for the truck from Courtney Berg Industries for a price of $4619 00 CARRIED 2 HALF TON TRUCK PURCHASES TWO TRUCKS CASH NO TRADE GARRETT MO'T'ORS _D r at Ceb M o� ONE TRUCK PURCHASE GARRE T MOTORS CASH WITH TRADE H -1 KEEP A -2 & K -13 PURCHASE TWO TON TRUCK ROLLIE 'Co MOTORS 0, ce* & Box OT COUNCIL MEETING MARCH 24TH, 1986 M o R. y g o 0 o e e Y 3 '.2 4 Y e o o e g S o o e_e o o S e o S here was discussion regarding the bids submitted for the otor graders and whether to purchase a 180 H P or 200 H P grader and the amount of repairs required for graders in the 6th and 7th year of operation There was also discussion about whether the graders on the main crew should be traded at the end of the 5th year and a divisional grader at the end of the 7th year, and whether lthe Galion or the John Deere should be traded this year, instead of P -5. Mr Mueller moved that the M.D. agree to purchase a 200 MOTOR GRADER Horse Power articulated motor grader in 1986 for the main screw with a rear ripper, P -8 be used as a divisional motor grader and P -7 or P -2 be traded in on the new machine. CARRIED Mr. Cunningham reviewed radio requirements for 1986 RADIO 1 80 Tone Access Model TS 32 Units at $105 00 per unit REQUIREMENTS These units will cut out interference from Wainwright FOR 1986 2 80 Mose Code Identifiers at $80 00 each PURCHASE_— 3 4 different types of mobile radios estimated at $ 3000 00 C? 4 4 handheld units - for main crew and flag persons Abe* $2496 00 60 He noted he had originally suggested 3 A G T auto patches, but this can be deferred to 1987 5 Pin Locater $1050 00 6 Camera for RRAP Program and other departments use $680.00 After discussion of these requests, Mr Campbell moved that j'iAlex be given permission to purchase the above noted items lat a total cost not to exceed $23,000 00. Mr Smith reviewed the items required for the shop and Mr AUTHORIZED Maerz moved that Keith be given authority to expend up to SHOP ITEMS $7500 00 for shop equipment and improvements in 1986 To $7500 00 CARRIED It was noted they require some new shoplights, an �eGq �se� air compressor and some miscellaneous equipment Mr Hoff noted he has to attend a funeral tomorrow morning HOFF AWAY so would not be present for the morning portion of tomorrow TOMORROW council meeting FOR A M Mr Jeffery noted Employee Day will be held March 27th, 1986 EMPLOYEE DAY Mr Jeffery noted that the new temporary wage policy established at the last council meeting may not be entirely TEMP WAGE fair to other temporary employees(on the public works crews) POLICY who return to work for the M D for several seasons & WAGE SCALE One example would be Glen Enzie. After discussion of this matter, Mr Campbell moved that the March 11th, 1986 Y� Q temporary wage scale established be revised to provide that any temporary employees (not just A S B employees) who return to work for the M D for more than two consecutive summers receive a 45 cent an hour increase Mr Maerz requested a recorded vote In favour - R G Campilbell, Harold Mueller, Robert E. (Otto Hoff Opposed - R A Maerz, Bruce Hastie Boake, MOTION CARRIED It was noted their wage rate will be based on the 1984 wage scale plus 45 cents There was discussion about those employees apprentice as a heavy duty mechanic and Keith employees have submitted their names Lyle Gelinas, Dan Thomas and Leonard McCook who wish to noted three Rick advised Council that he was not involved in the discussions concerning this matter as all three employees are working on the main crew and he is related to one It was agreed that Council would discuss this matter tomorrow Mr Maerz moved this meetin4 do now adjourn 4 r HEAVY DUTY MECHANIC APPRENTICE T G r,
