M D Kneehill #48 J Finlay Code, Otto Hoff, Robert E Boake, Richard A Maerz, Bruce Hastie Harold Mueller, Reginald G Campbell, J C Jeffery, Mrs Jean Wilkinson Carbon Fire Department ----------------- - - - - -- Ken Giesbrecht, Dennis Church, John Gavin Acme Gordon Kessler, Darryl Morris Torrington Garnet Bauer Linden Darwin Moon , Councillor for the Village of Linden Lyle Regehr ) after7 45 P M Keith Goossen ) Three Hills Dennis Stabbler, Administrator - Town of Three Hills Lorne Penner Roy Butler Trochu Aarne Lucma Gary Adam Roy Enzie Ken Wohl Lawrence Hogg Clinton Stankevich Reeve Hoff called the meeting to order at 7.30 P M Gary Adam from the Trochu Department gave a report regarding their fire department Noted that had 3 serious fires, made donations of a portion of their honorarium, indicated everyt4m, is working well, presented their b d and noted they have in mind purchase of one mayor item It was noted theijr u�get is about $4000 00 over 1985 Lorne Penner from the Three Hills Department gave a report Noted they had 38 alarms, 19 in town and 20 in the M D , and also reported on the actual number of fires attended They attended two emergency rescue calls, have had a problem with their radio system, but appears to be corrected now, have a membership of 19 and an average of 8 8 member response to fire calls They did not have their 1986 budget Darwin Moon from Linden noted the fire chief - Lyle Regehr was not here but he presented the Linden fire department budget to the meeing He noted the equipment is standing up well, and there are several items i they wish to purchase this year Lorne Penner from Three Hills Department in answer to a question indicated their equipment is working well - getting the flaws out of the pumper unit now There was a lack of power and it appears it was the electronic governor -2- Will cost about $150 00 + to fix Noted the brakes have now been fixed Also noted they are still getting occasional calls from the Golden Hills Lodge, Robertson Manor, School, etc , due to problems with the automatic fire alarm systems Garnet Bauer from Torrington Fire Department reported his department had a very quiet year - only 5 calls - 4 in M D and one in the Village He presented the budget for his department Lyle Regehr and Keith Goossen entered the meeting at this time, and in answer to a question Lyle noted they are asking for three more hand held units this year and an air compressor for $4900 00 and two dump valves which will be installed on private trucks He also presented a report from the department - noted there have been several changes - Ray Schnarter fire chief resigned, that he is now fire chief and Keith Goossen is deputy. They have 22 members and established a constitution Obtained alot of new equipment which had been required for a long time, will be placing emphasis on training this year - some courses in Linden and some hopefully will go to Vermilion They had 5 fires and purchased a used water truck in 1985 Fire loss was high this year including the J R Jackson house fire and average response to fires is 13 members Ken Giesbretch from Carbon Department noted they had a slow year - 4 alarms 3 in town and 1 mutual aid to Nacmine Received 4 calls to administer first aid He also noted a number of tunes their pagers were set off by wrong numbers Have 18 members - and had no dollar fire loss either in the Village or the M D in 1985 Did some work on the water truck with their honorarium and also purchased some fire extinguishers for re -sale Gave a training course on how to use a fire extinguisher at the Carbon Rodeo Attended CPR course and a first aid course and som other training courses 5 went to Vo rmilion and 4 hope to go this year Had a training practice at the Carbon School, which proved handy two months later when there was a problem at the school and it had to be excavated due to an over heated boiler Everything is working well and the radio system works well but the range is limited to about the area where the M D radio tower is located north of the Village Coverage beyond that area to the north is not good Mr Kessler from Acme reported their department which is stored in the M D shop in Acme and the be installed on this truck and the department is reservoir tank to assist in fighting rural fires M D , and none in town and two false alarms zas access to a water truck department has requested a dump valve looking at obtaining a portable There were 3 fires in the There was discussion about the dump valves and use of the portable reservoir tanks Mr Hoff noted that the M D has agreed that the annual honorarium payable by the M D to the Three Hills Fire Department will be $1600 00 plus $25 00 per rural fire call answered, (payment to be based on the previous year's calls) and $400 00 extra for the fire chief, and this same arrangement is to be made available to every other department He asked if the other departments were in favour of accepting this arrangement and also asked if the departments would like the agreements changed to provide that the M D honorarium is paid direct to the Department rather than to the Town cr Village involved Trochu - no extra honorarium $1600 00 only - unless advise office shortly - pa_y honorarium directly to Department All other departments - will accept extra honorarium unless advise given to the office shortly and would like honorarium paid directly to the Department Mr Hoff noted that the M D is attempting to ensure the honorarium paid to each department is paid on a consistant basis Mr Kessler from Acme asked if Acme Department would receive the $25 00 per rural fire call answered and it was noted that the M D does not presently have an agreement with the Village of Acme It was suggested by Linden that Acme Department should work closely with the Linden department and decide together what equipment might be required for the Acme department as it would have to be included in the Linden -Acme fire budget -3 -- Mr Hoff noted that the old water truck which the Three Hills Fire Departn uses is old and the M D is considering allowing the department to use the old spray truck as long as the A S B has access to the spray truck for extra water storage during the spraying season Mr Maerz noted that the M.D has other water trucks and any department can request a water truck respond to a fire in the summer time if the truck is in the area of the fire and can get to it quickly Lorne Penner noted that the old water truck tank is worn out and will not hold water It was noted that the M D had to replace two fire hoses for the Village of Acme as these hoses were damaged at the J R Jackson house fire The request from the Acme Fire Department to construct a hose drying rack in the M D shop at Acme was discussed with Mr. Kessler and he noted the department does not have room to dry the hoses , they would clean them up and put them on the rack at the M D shop and then when they were dry takE them back to the fire truck which is stored in the Village shop There was discussion about the Acme - Linden area and noted that the assesm of that area likely could not support a rural truck in Acme as well as in Linden Linden noted they are considering purchase of a new truck next year and that their equipment is old and it must be replaced The Linden Fire Department members indicated they would be willing to work with the Acme Fire Department It was noted that Trochu does not have a radio pager system Ac-e has an M D radio, a base station and two portable units Torrington is in process of getting a new radio system and some new handhelds Three Hills has a pager system as a back up to their fire phones There was discussion about long service awards for fire department volunteers and the departments indicated they would advise the M D Office of the names of members who has 15 or 20 years of service.
