The committee meet at 9.00 A M , January 20th, 1986 to review the proposed
fire department agreement with the Town of Three Hills
The terms�of the agreement were reviewed as follows.
Clause 1 - no change required
Clause 2 - no change required
Clause 3 - No change required
Clause 4 - Rental for storage of the M D fire truck increased from $1500 00 to
$1650 00 and for rescue unit from $750 00 to $825 00
There was discussion about the M D paying the Town for storage of the
M D water truck at $1650 00 also
Council had decided in May of 1983 not to pay storage costs for the
water truck and would make arrangements to store it elsewhere
It was also noted that the rental is being asked for in advance
(payable in January each year and previously was not paid until December)
Clause 6 - no change required
Clause 7 - requires some amendments - see recommendation from the committee
(re rescue unit)
Clause 8 - 2hould be revised to indicate that the M D will pay no more than
500 of the utilities regardless of how many vehicles are stored
in the building as the M D does not feel it necessary to pay for
storage of the water truck so it will not have more than one M D
fire truck stored there
Clause 9 - Honorarium and mileage for fire chief was discussed
a) Mrs Wilkinson noted the Town had billed the M D for one -half of
$210 00 which they paid to Lorne Penner as mileage for fire chief
and also noted the M D had by motion agreed not to make any
compensation for mileage
Method of how this matter could be resolved was discussed
- perhaps mileage beyond regular fire personnal duties or a flat
rate charge

There was discussion about the need to resolve with the Town the use of the
rescue unit as an ambulance I_f the Town continues to allow the rescue unit to
be used as an ambulance the Town must be willing to accept total legal responsibility
for such authorization The M D should not accept any liability for any lawsuit
which may result Perhaps the Town should purchase the rescue unit from the M D
and licence and insure it, it is presently licenced and insured by the M D
This responsibility should be outlined in the agreement
SUMMARY OF RECOMMENDATIONS MADE BY COMMITTEE•
1 Do no agree with rental increase for storage of fire truck and rescue unit
Should remain at $1500 00 and $750 00 or be negotiated with the Town
2 Do not pay any rental for storage of the water truck
3 No problem with paying the rent in advance
4 Amend clause 8 to state M D will pay no more than 500 of the cost of the utilties
5 Recommend:
a) Figures for honorarium for fire chief and fire department members should
be included in the agreement
b) All agreements be revised so honorarium is paid direct to the fire department
by each municipality and the agreement indicate the amount to be paid
by each municipality
Example - Three Hills Fire Agreement
M D honorarium for personnal $1600 00
for fire chief $ 300 00
Town of Three Hills honorarium $?
c) M D should not reimburse the Town of Three Hills for the 1985 mileage
claim of $105 00 - as no agreement in place for this
d) Council should review its policy regarding payment for mileage
due to increased time and travel necessary for administration work
by the fire chief
Perhaps the M D might share 50% of a set mileage reimbursement
for a fire chief for those duties which are beyond the regular fire
personnal duties
e) Recommend the M D establish its honorarium for 1986 at $1600 00
plus $300 00 extra for fire chief and this be applicable to all
fire departments (including Linden as long as the assessment of the
Linden area will cover this increased cost and the Village of Linden
is in agreement)
6 Recommend a clause be added to the agreement regarding the rescue unit
Perhaps the rescue unit should be sold to the Town and they should
accept total responsibility for the use of the vehicle, licence and
insure it and confirm in the agreement with the M D , that it will
save the M D harmless from any lawsuit which might arise as a result
of the use of the rescue unit by members of the fire department
as an ambulance
Possibly the M D should consider not accepting any responsibility
for repairs and other costs for the vehicle, but pay some type of
flat rate charge when the rescue unit goes to a rural fire?
7 Item #14 should be rewored to include approval of the budget "by
both jurisdications
8 Item 17 should be reviewed by council re notice of termination
Committee recommend there should be a requirement for six months
or one year's notice rather than 30 days
Other agreements reviewed and suggestion that notice required for termination
of agreements should be reviewed and be the same in all agreements - either six
months or a year and R A Maerz agreed he would discuss Torrington fire agreement
with Torrington fire department at meeting arranged for tomorrow night
