Items arising from Minutes Resolution re Crop Insurance Coverage Meeting with Mr Jim Christie, Chairman of Alta Hail & Crop Insurance 1.15 P M Letter from Alberta Agriculture re- Livestock Drought Assistance Program Recommendation that Council establish a Brush Control Program 3 Establish a 1986 Roadside Spraying Program Purchase a new sprayer ? 4 Review Weed Survey 5 Review A S B Policies in conjunction with M D Policies 6 Review any items arising from December 16th meeting of the A S B ' 0 .�a COUNCIL MEETING DECEMBER 16TH, 1985 A joint meeting of the Council of the Municipal District Kneehill #48 with the Agricultural Service Board was held Tuesday, December 16th, 1985, commencing at 1 00 P M , the M D Office, Three Hills, Alberta The following were present for this meeting: J Finlay Code Otto Hoff Robert E Boake Richard A. Maerz Harold Mueller (after 1:15 P M ) Bruce Hastie Reginald G Campbell Division 1 Division 2 (Reeve) Division 3 Division 4 Division 5 Division 6 Division 7 J. C. Jeffery, Municipal Administrator Mrs Jean Wilkinson, Assistant Administrator was present a recorded the minutes Norman Soder Ag Fieldman, Scott Meers, D A Dan Dole and Keith Irving, Ratepayer Members on the A S B Jack Hazelwood, D A (After 1.30 P M ) Mr. Jim Christie, Chairman of the Alberta Hail & Crop Insurance Board was also present for a portion of the meeting Reeve Hoff called the meeting to order at 1.10 P M. Mr Soder advised the meeting of the cost for a new sprayer unit - cost would be $53,000 00 for the unit without a chassis Mr Soder reviewed the specificiations for this sprayer unit and various items were discussed The meeting was advised that this unit is quite new and the County of Minburn purchased the first unit produced by the company It would require two men to operate the unit, and the unit could also be used to seed roadsides Mr Soder also reviewed how roadside spraying had been done in the past years and what he is recommending for 1986 He noted the cost of spraying for toad flax with Tordon would be $522 00 per mile He felt the M.D. could spray with Desermone for top growth control of the toad flax which would cost about $36 00 per mile The A S B had passed a motion this morning to recommend the M D look into the feasibility of purchasing a sprayer unit Mr Hazelwood noted they were not sure if Desermone would work very well, and it would not eliminate Toad Flax, but due to expense of other chemicals likely would be satisfactory Mr Soder noted that the County of Red Deer and the County of Mountain View have different kinds of sprayers and �n perhaps these should be looked at as well �bPJ No�aee Mr Campbell moved that a Committee from the A S B investigate the various types of sprayers which are C"�� available and the committee be given authority to call for v tenders for a new roadside sprayer, if CARRIED to do so r \cam Mr Code moved that the M D. accept the recommendation from the A S B to undertake a roadside spraying program for Toad Flax in 1986, as per the recommendation of October 21st, 1985 made by Norman Soder to the A S.B. and make use of (' Desermone for blanket spraying and Tordon 22K for patch r spraying of toad flax v CARRIED 1 COUNCIL MEETING DECEMBER 16TH 1985 After further discussion of how much chemical the M D would require this year, and whether the chemical should be tendered for, Mr Hastie moved that the M.D. budget for up to $50 000 00 for the purchase of Desermone and Tordon 22 K for the 1986 spraying program CARRIED Mr Keith Irving left the meeting at this time Mr Jim Christie then spoke to the meeting about the Alberta Hail and Crop Insurance Program Mr Hoff thanked Mr. Christie for the valuable information given to the Council There was discussion about the resolution prepared by the A S B regarding crop insurance coverage for summerfallow and stubble crops, and this matter was discussed with Mr Christie Mr. Maerz moved that the M D not proceed with submitting the resolution regarding insurance coverage on summer fallow crops and stubble crops, to the Government CARRIED There was discussion about establishment of a brush control policy and Mr Soder presented a draft proposal�� After discussion of this matter, Mr Code moved that the M D adopt the proposed policy for roadside brush control CARRIED The letter received from the Minister of Agriculture regarding the Livestock Drought Assistance Program was ✓� briefly noted, and Mr Boake moved to accept and file same as information CARRIED Mr Jeffery reviewed the minutes of the September 20th, October 21st, and November 18th minutes of the A S B and various items were discussed Mr. Campbell moved approval of the minutes of the above noted meetings CARRIED Mr Code left the meeting at this time - 3 45 P M 1 The weed survey was discussed briefly and Mr Hastie 1 � moved it be tabled as the survey has not yet been completed CARRIED Mr. Soder noted a survey of other areas had been conducted and it appears that Toad Flax is a problem in many other areas, along with Canada Thistle and Green Foxtail Review of the existing A S B. policies was noted, and Mr Soder asked this matter be tabled at this time Mr Boake moved that review of the A S B policies be tabled until the January 14th meeting of Council CARRIED Mr Soder, Mr Hazelwood, Mr. Meers, Mr Dole and Mr Christie left the meeting at this time The Council then carried on with regular council business Mr Maerz moved approval of the council agenda as presented CARRIED 2 COUNCIL MEETING DECEMBER 16TH, 1985 ------------------------------------ ------------------------------------ Council reviewed the need to keep two temporary men on over the winter There was a suggestion that the M D should consider hiring a public works superintendent and that all the foremen should then be working foremen. Mr Jeffery reviewed in detail the existing staff situation and noted that on average 5 employees are absent every day on holidays, sick days, etc It was suggested that P -8, P -9 and P -10 might not need to be used as snowplows in the winter time unless there is a very severe snowstorm, and the other plows might have to take a little longer to get the roads opened up The 5 men who normally help out in the shop during the winter and run the extra plows likely could fill in on the gravel crews or where ever they might be required during the winter It was agreed this matter be discussed tomorrow with the foremen Mr Campbell moved that the M D call for tenders for supply of diesel fuel and gas for 1986 CARRIED Mr. Maerz left the meeting at this time Mobil Oil are asking for a letter from the M D with regard to their proposal to drill a sour gas well to the north east of the hamlet of Wimborne `'-' After r Nr view 9E roposed Mr .v t 3 c � location on land belonging to r n�`�'rrm n,4 Boake moved that the M D would have no objection to the location of the proposed sour gas well CARRIED Mr Jeffery read a letter of thanks from the Village of Linden regarding road improvements made by the M D to the Linden East and West access roads Mr Mueller moved to accept and file as information. CARRIED The information prepared regarding operating costs for buggies, scrapers etc , was noted and as all councillors had received a copy of the information, Mr Boake moved to accept and file as information CARRIED Mr Jeffery noted that the CAAMD & C annual curling bonspiel will be held in Didsbury on January 10th and those councillors wishing to attend should advise the office shortly Mr Hatie moved to accept and file as information CARRIED Mr Jeffery noted AAMD & C has forwarded information concerning a councillor's pension plan and Mr Campbell moved to accept and file as information CARRIED 0 o E$ Mr Jeffery read the report from the Inspection Branch of Alberta Municipal Affairs, and reviewed the items contained in the report The inspector had suggested that the maintenance charge levied on property in Huxley and Swalwell for the sewer systems should be included in the annual mill rate by -law However the charge was established by by -law and was to be levied until changed by another by -law or rescinded After discussion of this matter, Mr Hastie moved that the maintenance sewer charge by -laws remain in effect until amended or rescinded by Council CARRIED 0 A 3,g71 h �- o be • Cid 11 kW COUNCIL MEETING DECEMBER 16TH, 1985 ------------------------------------ ------------------------------------ Mr. Boake moved to accept and file the inspector's report e� and Reeve Hoff forward a letter of acknowledgement to the ` � Inspection Branch CARRIED Mr Jeffery reviewed a new employment program established by Alberta Environment, and Mr Hastie moved this information f be referred to Mr Soder for his consideration CARRIED It was noted it may be possible to hire someone under this program to follow up on weed inspections and weed surveys Mr Jeffery read a letter from the Government of Canada f regarding Forum Africa and Mr Hoff moved to accept and file same as information. CARRIED Mr Jeffery noted Mr Larry Edwards has now agreed to enter t. into an agreement with the M D covering the land used for a road diversion in the NE 30- 30 -23 -4 and after discussion Mr Mueller moved that the Reeve and Municipal Administrator be authorized to sign the agreement with Mr Edwards CARRIED Mr Hastie moved that the 1986 tax sale be held on Tuesday, May 27th, 1986, commencing at 1.00 P M CARRIED Mr Dayton Unruh on behalf of Mr D Hiebert has submited an application for redesignation of the NW 1- 30 -25 -4 and Mr Campbell moved first reading to by -law 1085, this being a by -law to amend the land use by -law by redesignation of the NW 1- 30 -25 -4 from agricultural conservation to agriculture CARRIED Mr. Boake moved that the public hearing be held on Tuesday January 28th, 1986, commencing at 1:30 P M , and notice of the public hearing be advertised in the local paper CARRIED Mr Jeffery reviewed the situation concerning the mobile home owned by Allan Duer He noted the mobile is located on M D road allowance and Mr. and Mrs Duer have not lived in the mobile now for over a year They have moved to Saskatchewan. After discussion of this matter, Mr Hoff moved that the Development Officer be directed to write to Mr and Mrs Duer instructing them to have the mobile removed from its present location and obtain any necessary permits required to locate the mobile in a new location CARRIED Mr Jeffery reviewed two mobile home licence fees which are still outstanding as follows• _. 1 Leona and Bertha Wiebe $456 47 - 1985 Licence Fee. The trailer was sold by Leona and Bertha effective April lst, 1985, and likely was empty prior to it being sold After discussion Mr Mueller moved that the licence fee of $395.69 and penalties of $60 78 be cancelled CARRIED r_1 ! 0 �, IV i 0 0 CJ COUNCIL MEETING DECEMBER 16TH, 1985 2 Larry Toews - $1219 29 - 1983,84 & 85 Licence Fees This matter was referred to M.D solicitor, and it was finally learned that Mr Toews had removed his trailer from the location SW 18- 31 -25 -4 approximately six months after it ws placed there, and after discussion of this matter, Mr Campbell moved that the licence fees and penalties in the total amount of $1219 29 be cancelled CARRIED Mr. Jeffery noted he had no response from the Provincial Government regarding need for rented office space, and it was suggested this matter be discussed with Alberta Transportation tomorrow Mr Boake moved that this meeting do now ad3ourn until 9:00 A M , Tuesday, December 17th, 1985 CARRIED - - -- -- ----- - - - - -- - - -- - -- -- - - - - -- EEVE MUN- R ICI L M IST TOR 5 �V JPnn'��r V Policy # MUNICIPAL DISTRICT OF KNEEHILL 4148 Roadside Brush Control I Proposed 99? 1 The Councillor of a Municipal Division will be responsible for designating and plotting any brush control in his division each year 2 The land owner or teryjant of any land adjoining roadsides where trees or brush are to be removed or controlled with herbicides shall be contacted prior to removal to inform them of• a The reason and methods of control b The type of herbicide and the approximate date of application and to, a) receive any imput the land owner or tennant may have regarding the removal and regrowth control b) receive signed permission on the removal and regrowth control for trees and brush on private land (Blind corners) 3 The initial removal of large trees and brush from roadsides shall be accomplished by mechanical methods M 4 Herbicide application for the control of regrowth shall be made only after large trees and brush are removed and within one year of the initial tree and brush removal 5 The Assistant Agricultural Fieldman will co- ordinate the herbicide application on roadside brush at locations specifically directed by Council through the A S B Chairman d";W
