Finlay Code Division 1 Otto Hoff (Reeve) Division 2 Robert E. Boake Division 3 Richard A. Maerz Division 4 (until 12 00 Noon) Harold Mueller Division 5 Bruce Hastie Division 6 Reginald G Campbell Division 7 J C Jeffery, Municipal Administrator Mrs Jean Wilkinson, Assistant Administrator was present and recorded the minutes. The foremen entered the meeting at this time — Oris Rodger, George Rempel, Rick Vickery, Ken Thompson, Keith Smith, Norman Soder, Alex Cunningham Reeve Hoff called the meeting to order at 9 05 A M , and asked for a motion to approve the agenda for the meeting Mr. Mueller asked that discussion re. Manor Church stock pile site be added to the agenda, and Mr Campbell asked to have discussion regarding Tolman Park added and Mr Boake asked to have discussion regarding Linden Gravel Pit added Mr. Maerz moved approval of the agenda with the above noted items added. CARRIED The foremen then gave the following reports. Alex* Power off in Wimborne, used a standby power plant to keep the water well running. It was necessary to go up two or three times a day to keep power plant running, so stayed and painted the well house building Nearly finished — will take about another half day to complete Acme shop frame up — Linden rubble pit fenced and gate installed, radio tower has been shipped and new maps are to be delivered today Keith* worked on CP 2, two compactors, two buggies, and trator trailer units P -7 needs some work and working on T- 16 now Installed underground fuel tanks — Jack Christie did work and he is waiting for parts to complete the job. Worked on prices for salt and sand shed — got two prices one for a Dandi Building and one for a pole shed, — site will need some fill as the building will have to be quite long After discussion of this matter, Mr Boake moved that a committee of Bruce Hastie, Finlay Code, and R G Campbell be authorized to expend up to $60,000.00 for purchase and erection of an appropriate salt and sand shed CARRIED Keith advised the ventilation system seems to be better and the electric door openers are installed George hauling gravel Oris — Finished Linden East road — some oil left over and will do some patch work on the Linden West Road Bud hauling rocks and finished the Meding culvert, the Johnson culvert and now working on the Sharples Low Level Crossing May need to haul rocks to the Haining Bridge Project and will have to install the approaches. 1 PRESENT MEETING WITH FOREMEN APPROVAL OF AGENDA N FUNDS FOR SAND & SALT SHED $60,000 00 sm i 4 COUNCIL MEETING SETPEMBER 24TH, 1985 Ken working on the Dyck project and in about two days will move to Keiver's Lake, which will take about three weeks to a month, or to the Haining Bridge Project will take about a week Rick working on the Schmidt Project — take about week to complete Mr Jeffery then reviewed his report covering September 10th to 24th, and various items were discussed. Linden Contractors wish to move from the Herre Pit to the McNair Pit, then to the Andrews Lowen Pit, Old Torrington Pit, Schmautz, Megli and then Garsons. George noted this would likely be all right as far as his plans were concerned There was discussion about the amount of stripping required M.D should at the Old Torrington Pit, and whether the purchase gravel from Doug Hazelton's Pit, rather than do a great deal of stripping now in the Old Torrington Pit. It was also noted it would take Doug at least one month before he could get to the Old Torrington Pit, if he crushes at the McNair Pit and the Andrews Lowen Pit first Rick stated it would be better for his crew to do the Wilson Project in Division 5 first and then moved to the Old Torrington Pit to do the stripping as the stripping could be done later in the fall, but the road work could not be completed if the weather changes and the ground freezes After discussion Mr. Hastie moved that the Main Crew do the Wilson Project in Division 5 next, and then do the required stripping at the Old Torrington Pit. CARRIED George noted if it was necessary to move the gravel from the Andrews Lowen Pit as soon as it was crushed and stock pile it elsewhere it would take alot of trucks, and perhaps council would have to hire some trucks to do this • work. A -7 needs some work Weeds are really bad and more toad flax showing up along with Scentless Mayweed and many other weeds. Cemeteries are being mowed for the last time before winter, will be doing some survey work at one or two cemeteries shortly, and reported there was some vandalism at the Tolman Park recently Doing some road side mowing and road side seeding Mr Code moved acceptance of the reports given by the foremen. CARRIED Mr Jeffery read a letter from the Honourable Marvin Moore regarding road standards on SR 575 and after discussion of itthis matter, Mr Mueller moved to accept and file the letter as information. CARRIED There was discussion about whether the M.D. should up —grade its standards for road construction on a secondary road in order to comply with provincial standards for paving, and after discussion Mr. Campbell moved the following be added to the M.D. road construction standard policy "At such time as a secondary road is considered to be a number one or two priority with the M.D for paving, the council should consider widening the road to comply with the existing provincial standards for pavement (11 or 12 meter width)." CARRIED Applications received for the Division 7 motor grader operator's position,which will be available in January of 1986, were reviewed and after lengthy discussion and noting that if a person is taken from one of the crews to fill the position that opening should also be filled, Mr. Maerz moved that Mr. Campbell be given authority to hire someone to • replace Albert Kimmel as Division 7 motor grader operator, from the applications submitted for the position CARRIED Mr Rempel noted it may be necessary to triple shift the gravel crew this winter in order to get all the gravel stockpiled He estimated there would be at least 60,000 yards of gravel to be moved. The foremen were instructed to review the situation and make a recommendation to the next foremen' meeting, as to the number of staff which should be kept on over winter in order to stockpile the gravel David Tetz purchased a pair of safety glasses to use while he is welding — cost $91 00 and has requested reimbursement for them. After discussion of same, Mr. Code moved David Tetz be reimbursed for the cost of the safety glasses CARRIED IcAlberta Bridge Branch has requested imput from the council with regard to 1986 bridge up— grading and Mr. Maerz moved this matter be tabled until the next meeting of council. CARRIED Ross, Frank and Alex left the meeting at this time Mr. Hastie moved approval of the minutes of council meetings held September 10th and September 12th, CARRIED Mr. Hastie then asked that council hear a Letter to the Editor which is to appear in the Three Hills Capital tomorrow The letter is a statement from the Ambulance Board Mrs Wilkinson reviewed the letter for Council and the ambulance situation was discussed by council It was suggested the Ambulance Board should consider haviinge,s sticker prepared which could be attached to people's telephones listing the Kneehill Ambulance Emergency Number, and Mr Hastie agreed this suggestion would be reviewed by the Ambulance Board The bank reconciliation statement for the month of August, • 1985 was reviewed and after discussion Mr Mueller moved approval of the bank statement. CARRIED Mr. Mueller moved approval of the accounts listed for payment today, subject to further review by the finance committee of himself and Reeve Hoff CARRIED Mr. Jeffery reviewed a budget comparison run and a capital expenditure breakdown and after discussion of this matter, Mr Boake moved acceptance of the budget comparison report. CARRIED Mr Dowling a representative from Nova, An Alberta Corporation, entered the meeting at this time to review and discuss with council its present road crossing agreement. Various points were reviewed in detail with Mr Dowling, particularly the point that under the existing road crossing agreement the lines are allowed to be on municipal road allowance at the pleasure of council with no definite time established in the agreement Nova felt this was unacceptable for their mortgage purposes, and the suggestion of a definite term of 25 years and then reverting back to the pleasure of council was also not acceptable. CARRIED Mr Jeffery advised council that the County of Strathcona has cancelled the conference it was proposing to hold regarding assessment, due to lack of interest. Canadian Pioneer Oils Ltd have forwarded two leases for the M.D consideration The M D owns the gas rights under two properties in Section 17- 34 -23 -4. After review of the lease offer made, Mr Boake moved this matter be tabled until further information can be obtained regarding the value of these gas rights CARRIED Mr. Jeffery reviewed the ward boundaries of the Drumheller Health Unit and noted that the M D. will likely not be able to appoint two members to the Health Unit Board this fall as the Town of Three Hills now has more population that the M.D. does in Ward 2 Mr Mueller presently represents Ward 2.
