- - - -- A special meeting of the Council of the Municipal District of Kneehill #48 was held in the M D Office, Three Hills, Alberta, commencing at 10:00 A M , Thursday, September 12th, 1985, with all councillors present Attached and forming part of these minutes is the written consent of all councillors to hold such special meeting J C Jeffery, Municipal Administrator was present and recorded the minutes and George Rempel Gravel Foreman was also present There was discussion regarding the 1986 gravel crushing requirements and Mr Hastie moved the M D 's 1986 gravel crushing requirements be set as follows• 3 /4_Inch Crush Garson Pit Megli Pit McNair Pit Old Torrington Pit Total 30,000 cubic yards 30,000 cubic yards 25,000 cubic yards 150,000 cubic yards 235,000 cubic yards ie meeting then adjourned for dinner between 12 00 Noon and 1.00 P M Or's Rodger, Paving and Utility Foreman entered the meeting at this time There was lengthy discussion about the need to crush 1 1/2 inch and chips for the 1986 Paving program and it was agreed that base course and chips be completed on the following road projects- Base Course 1 Allingham 6Vest 2 Huxley South 3 Carbon South Chip Coat Paving. ----------- - - - - -- 1 2 3 6 South Huxley Hamlet of Huxley Linden Road Allingham Road Carbon South Miscellaneous Projects 4 miles 2 miles 2 miles 8 miles Total 4 miles 1 mile 4 miles 4 miles 2 miles 2 miles 17 miles Mr Mueller moved that 35,000 yards of 1 1/2 inch be crushed at the Schmautz Pit and 15,000 yards of 1 1/2 inch be crushed at the Mildenstein Pit CARRIED Mr Blake moved that 5000 yards of chips be crushed at the Megli Pit CARRIED Mr Hastie moved that Linden Contractors be hired to undertake the 1986 gravel Se IV, crushing for the M D at the same prices as paid for 1985 gravel crushing CARRIED Mr Maerz moved that the paving foreman be authorized to hire up to 5 trucks to haul the 1986 1 1/2 inch gravel and the chips to the various projects and $250,000 00 be placed in the 1986 budget for this purpose r Hastie reported he had discussions with the gravel crew CARRIED the men would not mind working an 11 hour shift each day After brief discussion Mr Hastie moved the gravel crew work 11 hours per day until freeze up �t CARRIED Mr Maerz reported Mr RAlph Kientz had asked about using the M D rock picker to pick rocks on the M.D (Schmautz Gravel Pit) Land After discussion of this request, Mr Blake moved Mr Kientz be allowed to use the M D rock picker to pick rocks only on the Schmautz Pit land and only when the M D crews do not require it, and further he be COUNCIL MEETING SEPTEMBER 12th, 1985 Page 2 responsible for any repairs required, and he be responsible for picking up the rock picker and returning it back to the main crew CARRIED Mr Jeffery was directed to advise Mr Kientz of this decision -,,Sent Mr Rempel and Mr Rodger left the meeting at this time - 4.15 P M The Administrator read a letter from Alberta Transportation regarding the railway crossing on SR 805 north of Wimborne Alberta Transportation will pay the M D 's share of capital costs for installation of signal lights at this crossing, and the M D would be responsible for a share of the annual operating costs of approximately $6000 00 per year After discussion of this matter, Mr Campbell moved that the M D apply for signal light protection for this crossing CARRIED After lengthy discussion of the gravel situation in the M D , Mr Campbell moved that the buggies and crawlers be operated 24 hours per day five days per week as long as they are Aurking in the Torrington Pit, and this be put into effect immediately CARRIED le Administrator reported regarding the Hastie Bridge - File 13480 - ISE 35 -- i 33 -25 -4, and was requested to ask Alberta Bridge Branch to attempt to stop the to 60 e're< �e� springs from running at this location as the silt is plugging the creek channel and the landowner is losing cattle in the silt It was also noted the silt does not wash away in the spring runoff Mr Campbell reported Alberta Transportation had asked if they could use cold mix to repair the Buffalo Jump Road and after discussion Mr Campbell moved the government be allowed to repair the road with cold mix CARRIED M:r Maerz moved to table discussion of secondary road standards to the next meeting r'n blej of council CARRIED Mr Hastie moved this meeting do now adjourn mime 4.45 P M Reeve -�- -
