Office, Three Hills, on Tuesday, August 27th, 1985, commencing at 9 00 A M. Those present were PRESENT J Finlay Code Division 1 Otto Hoff Division 2 (Reeve) Robert E Boake Division 3 Richard A Maerz Division 4 Harold Mueller Division 5 Bruce Hastie Division 6 Reginald Campbell Division 7 J C. Jeffery, Municipal Administrator Mrs Jean Wilkinson, Assistant Administrator was present and recorded the minutes Lorne Motley, representative from the Capital MEETING WITH Mr Hoff called the meeting to order and the foremen entered FOREMEN the meeting at this time. Oris Rodger, George Rempel, Keith Smith, Ken Thompson, Rick Vickery, Alex Cunningham, Norman Soder, Art Thomas The following reports were given by the foremen Alex Dube gas tanks dug out, Ken McDonald solved problem with burning slag on his property, changed over the radio base at the shop so it will work off the new repeater at Carbon, poured footings for the new Acme shop, likely will be working on radio tower erection shortly, Carbon fire department would like to move back on to the M D radio frequency when the new tower is up, surveying at the Meehan cemetery not yet done, and likely will then do some survey work at the Sarcee Butte cemetery Norman away on holidays for past two weeks, working on Hoppins test plots - site had to be fenced George spreading gravel in Division 7 - called to Division 5 to do new roads, finished Andrews road and some others in that area and then moved to Megli P'it to do some work in Division 4 and then will go back to Division 7 to finish up there The Trochu North road will have to be redone as the Brunner gravel is no good The Campbell road in Division 5 is not first time gravel as the road was gravelled many years ago Have spent about $55,000 00 on hired trucks so far this year. Reviewed gravel figures - used average of 55,000 yards from the Schmautz and Torrington Pits, 23,000 from Megli, 8000 from McNair, 19,400 from Garson, 4500 from Lowen Estate, and 4000 from the Andrews Lowen Pit. Total 108,689 yards per year Did not take Brunner gravel into consideration in calculations M D should crush between 115,000 and 120,000 yards each year, plus whatever 1 1/2 inch gravel is required Oris noted would require the following for paving program next year Orkney Road 6 miles 30,000 yards 1 1/2 inch, 2400 yards of 3/4 and 1800 yards of chips, South Huxley Road 2 miles - 10,00 yards 1 1/2 inch, 600 yards 3/4 inch and 600 yards of chips, 1 Mile West of Acme 5,000 yards, 300 yards and 300 yards, 1 Mile East of Acme 3,000 yards, 300 and 300 yards, Two miles West of Linden 10,000, 600 and 600, Linden East 1 1/2 miles - 8000 and 900, Carbon 6 1/2 miles 329000 , 1100, and 1100 Would also require about 1000 yards of chips for the normal paving program - Huxley Street and two miles of the South Huxley Road. Mr Maerz noted there is 4 miles in Division 4 which if up- graded would required 20,000 yards, plus 3/4 inch and chips 1 �.J 3r� i 7 i A 3 • C COUNCIL MEETING AUGUST 27TH, 1985 --------------------------- - - - - -- Mr. Rempel advised council that they should consider buying or leasing at least 5 more trucks if they wish to continue with the paving and gravelling programs The gravelling program is not being completed because the trucks are working with the paving crew Mr Jeffery reported that the Alberta Government has tested SR 583 East of Three Hills and advise the road may stand a 100% traffic load and it should be banned to 75% in the spring They are concerned that the 3/4 inch gravel may shift and break up the road George reported the end dump trailer will have to be sent to Edmonton for repairs It is not standing up well There was also discussion about the Finn Hall road which is badly rutted up and needs gravel It was suggested using screenings and putting them on before grading the road It was reported that the M D is using screenings from the Garson Pit (south side) which apparently may belong to Mr Garson and he will have to be paid for it The other pile of screenings is no good Also reported necessary to install a new texas gate at the pit - cost $1000 00 Mr Hastie noted there are alot of roads in Division 6 which require gravel Keith Away on holidays - worked on 9 graders, 2 buggies, 2 crawlers, 5 compactors and paving equipment, pull scraper and 14 trucks Have Raygo Ram , T27 and P9 and the end dump trailer in for repairs now Have obtained the fuel tanks for Three Hills and Wimborne and asked for imput into location of the tanks After discussion of this matter, Mr Hastie moved that a committee of J F Code, R.G. Campbell and himself meet with the Shop Foremen and make a decision as to the location of the tanks CARRIED Keith noted he had obtained prices for a sand and salt storage building, - a company in Ontario quoted for a 90 foot diameter building $32,000 for the kit, $10,000 freight and 90 cubic yards of cement plus sub -grade and asphalt ® I floor would be added costs Sprung Company have a canvas type building available price $102,000 00 88 1/2 feet diamater no floor included. Another company contacted, but received no reply After discussion of this matter, Mr Maerz moved that a committee of Bruce Hastie, J F Code and R G Campbell review the matter of a sand and salt storage building and check into further options which may be available CARRIED Rick finishing the Regehr Hill today and moving to the Schmidt project Packer and grader broke down. Regehr Hill project was hard on machinery and tires Reviewed the Schmidt project and Rick noted there would be little work done on the East intersection Mr. Maerz noted if the east intersection is not improved not much point in doing the job. Mr Cunningham left the meeting at this time 10 00 A M • After further discussion about the Schmidt project, Rick was requested to review the project with Alberta Transportation and see what would be required to improve the hill at the east end of the project. He noted it will take about 3 to 4 weeks without adding the east intersection to the project. N TEST ON SR 583 Three Hills East SAND & SALT STORAGE BUILDING REVIEW SCHMIDT PROJECT I'll 0 L� COUNCIL MEETING AUGUST 27TH, 1985 ---------------------------- - - - - -- Oris still working on the Linden East Road - about 2500 TOAD FLAX yards yet to haul in - plus some 3/4 inch. Likely will not SPRAYING have time to oil the road this year Also the small portion of the road west of Linden will have to be left unoiled Do not have enough packers to do the work Mr Hoff advised there is a portion of the road south of Carbon ( intersection leading to the Wayne Garrett Farm) which has sunk down and signs should be put up Oris noted he is having alot of flats on the pull packers CHANGE TIRES ON because of the 1 1/2 inch gravel and losing alot of time PACKERS because of these flats After discussion Mr Boake moved TO SOLID that the tires on the two pull packers be changed over to RUBBER solid rubber tires Ken did approaches for the Sharples low level crossing and then moved to the Gibson Project SMALL Asked if he could do the Division 2 project next before CREW MOVE moving to Division 4 and after discussion Mr Maerz moved TO DIV 2 that the Small Crew complete the project in Division 2 NEXT before moving to Division 4 CARRIED Art hired another man to help spray toad flax Using one TOAD FLAX ton as well as other spray truck, and three people but SPRAYING making little dent in the amount of spraying which should be done If much progress is to be made a new sprayer would have to be acquired Cost about $68,000 00 without a truck The equipment could be used as a hydro seeder also Mowing cemeteries again and doing some road side mowing Park attendent leaving after September long weekend, so equipment from the parks will have to be brought in Not enough men to do all the jobs which should be done. After discussion Art was advised his priorities should continue to be Toad Flax, then roadside seeding then the parks and cemeteries Norman Soder left the meeting at this time 10 35 A M There was discussion about the complaint from Wilf Evans WILF that the M D never finished erecting a fence on his land EVANS after it was removed for road improvements It was FENCE suggested Mr Maerz should have a look at the actual COMPLAINT location before any decision is made about this complaint Oris advised council that the 1974 one ton sand truck is 11 years old and falling apart - should be replaced T 27 is & also in bad shape It was suggested each foremen review his equipment needs and bring in a list for the next foremens' meeting G Finlay of R Angus entered the meeting at this time to discuss with council the possible purchase of the D8L Cat used by the M.D. while the Fiat Allis crawler was down The price less trade of the Fiat Allis was $225,000 00 New price of a D81 is about $380,000 00 After discussion of this matter and a date for a demonstration of a 950 Loader by R. Angus, Mr Finlay was thanked for coming and he left the meeting Mr Jeffery read a letter received from Western Tractor regarding the problems experienced with the Fiat Allis It was noted the repairs will cost about $20,000 00. No decision was made regarding purchase of the D8L cat 3 NEW TRUCKS MACHINERY REQUIRED NEXT YEAR POSSIBLE PURCHASE D8L CAT R ANGUS FIAT ALLIS CRAWLER ❑ • COUNCIL MEETING AUGUST 27TH, 1985 ---------------------------- - - - - -- The meeting then reviewed wages for August and Art Thomas CHANGES FOR advised his new man - B Joly would be classed as a junior AUGUST labourer Goerge noted Sandy Wier would be classed as a WAGES trator trailer driver for August, and Dale Kinsey would be completed �hs* off for a time, but likely back after harvest was ✓ The Linden Rubble pit area can now be fenced the proposal to improve the road to the Torrington Pit SMALL Likely should have a page wire fence CREW PROGRAM r,bview this road progect with Alberta Transportation to see LINDEN There was discussion about what contributions the Villages RUBBLE of Acme, Torrington and Linden would make towards PIT TO construction and maintenance of the two rubble pits, and BE FENCED after discussion Mr maerz moved that the Linden rubble pit ✓ be fenced with a chain link fence. CARRIED Mr Jeffery reported that Milton Rempfer has work at the Linden Rubble Pit one day a week a trailer will have to be purchased for the rubble pit. Mr Maerz moved that Mr Harold Mueller be locate and purchase a trailer for the Linden R a price not to exceed 1200 00 CARRIED been hired He also no Linden appointed ubble Site, to HIRED ted MILTON REMPFER FOR LINDEN to PIT at TRAILER„FOR PIT After discussion of how to share costs with the villages, Mr Maerz moved that the matter be tabled until construction SHARING and maintenance costs for the pits can be calculated and COSTS FOR information is obtained from the Village of Torrington as to RUBBLE PITS what share they feel they could pay towards the Torrington Rubble Pit CARRIED The 1986 gravel crushing requirements were reviewed and it 1986 GRAVEL was agreed that council should review their proposed CRUSHING projects for 1986 and decide on their priorities for the REQUIREMENTS next meeting of council Mr Campbell moved this matter be tabled until the next meeting of council. CARRIED It was noted the M D should look into a possible winter works program for hauling and stockpiling gravel There was discussion about the 1985 small crew program and 1985 the proposal to improve the road to the Torrington Pit SMALL It was suggested that Ken Thompson and R A Maerz should CREW PROGRAM r,bview this road progect with Alberta Transportation to see / led how the intersection could be improved without making a �h major change to the intersection It was also noted the bridge should be replaced with a culvert There was discussion about whether the main crew program END OF could be completed this fall and after lengthy discussion MAIN Mr. Campbell agreed that after completion of the Wilson CREW PROGRAM project in Division 5, the balance of the main crew program should be left and completed next spring Mr Boake moved that Items 6, 7, 8 and 11 on the agenda be tabled until a meeting can be arranged with council and the foremen after harvest CARRIED The foremen left the meeting at this time The meeting then adjourned for dinner between 12 00 Noon and 1 00 P M. Mr Jeffery noted three bids have been received for supply SEPTIC of the two plastic septic tanks required for the new toilet TANKS FOR facilities at the Swalwell Dam After discussion Mr Boake SWALWELL moved that the M D accept the lowest bid from Actiplast DAM PARK Industries Ltd , of Calgary $2368 00 title with r C) P CARRIED Ross noted he v Mr Mueller moved that the agenda as prepared be approved APPROVAL CARRIED -"AGENDA Mr Code moved approval of the council meeting minutes of f, APPROVAL ! August 12th, 1985 CARRIED OF MINUTES Mr Code moved approval of the accounts listed for payment APPROVAL today, subject to further review by the finance committee of ,., ACCOUNTS Otto Hoff and himself CARRIED The subdivision applications were then reviewed SUBDIVISIONS 1 SW 34- 29 -21 -4 - 5 505 acres After lengthy discussion of this application and review of reports made by the staff of Palliser Regional and the M D 's solicitor Mr. Code moved that the M D recommend refusal for this proposed subdivision as it does not conform to the provisions of the M D Land use by -law no 1061, with respect to the number of sites allowed per quarter section in the A Agricultural District (Part V1 Land Use Districts, Section 20(5)(A) of the M.D Land Use By -Law number 1061 and Section 91(b) of the Planning Act) and further because there is an existing development appeal board decision in effect with regard to this property and the applicants are in breach of that board order CARRIED 2 Douglas J Carlson NW 26- 32 -25 -4 6.58 acres After discussion of this application for isolation of tike{ 12�nb existing farmstead, Mr Campbell moved that the M D recommend approval of the subdivision subject to compliance with the conditions as outlined by the staff at Palliser Regional Planning Commisison, including consolidation of the two acre parcel back into title with the balance of the quarter section. CARRIED Ross noted he was unable to get the plan for Keivers Lake e� /1 KEIVER completed in time for todays meeting, and Mr Hastie moved LAKE to table this matter until the next meeting of council CARRIED PLANS Mr Jeffery noted he has a meeting planned for September 4th with Alberta Environment regarding the water quantity at Keivers Lake 5 i`Y' y J :f 4 :�q • • COUNCIL MEETING AUGUST 27TH, 1985 --------- - - - - -- Proposed changes to the M D. land use by -law number 1061 were then reviewed as follows Delete Section 21,4 (e) (i) in the Hamlet Residential District and replace it with 800 square feet (74m2) for one family dwellings including mobile homes AMEND SECTION 19 AGRICULTURAL CONSERVATION DISTRICT and Section 20 Agricultural District Discretionary uses by adding campgrounds (publicly owned) AMEND Part VII General Land Use Regulations by adding 45 Campgrounds 1 All developments shall meet the current Provincial Board of Health Regulations and other appropriate Provincial Government Regulations CHANGE THE designation of the from Agricultural Conservation NW 12- 29 -25 -4 SW 2 29 -26 -4 SW 31- 30 -24 -4 SW 6- 30 -25 -4 SE 18- 30 -25 -4 NE 35- 30 -25 -4 SE 14- 31 -25 -4 SW 26- 32 -25 -4 following quarter sections to Agricultural and after discussion of the proposed changes, Mr Campbell moved first reading to by -law number 1073, this being a by- law to incorporate the above noted changes in the M.D land use by -law number 1061. CARRIED CHANGES TO LAND USE BY -LAW PUBLIC PARKS ETC BY -LAW NO 1073 �J�rk \tea Mr Boake moved that the required public hearing be held on DATE FOR Tuesday, September 24th, 1985, commencing at 1 30 P.M., IN PUBLIC the M.D Office, Three Hills, and notice of the public HEARING hearing be advertised in the local paper CARRIED Mr Jeffery noted the Alberta Assessment Appeal Board will be holding an assessment appeal hearing in the M.D Office, ASSESSMENT on Tuesday, September 24th, 1985, commencing at 3 30 P M APPEAL The appeal was filed by Marvin Keim of Acme HEARING Mr Meuller moved to accept and file as information CARRIED Mr Hastie moved that council meeting do now adjourn in order to hold a development appeal board meeting at this ADJOURN TO time HOLD DEV CARRIED APPEAL BOARD Time 1 45 P M HEARING Mr Code moved that the Council meeting do now reconvene, RECONVENE the development appeal board meeting having been completed CARRIED Time 1 50 P M Mr Jeffery reviewed for council figures he obtained from Alberta Transportation regarding traffic counts on all M D. secondary roads in the M.D. After lengthy discussion of this report, Mr Boake moved to accept and file as information CARRIED f TRAFFIC COUNTS SR ROADS y ■ E. :7 0 C=. COUNCIL MEETING AUGUST 27TH, 1985 ---------------------------------- further discussion about the strength of SR Mr Jeffery reviewed a letter received from Alberta C6S1§AFfR Transportation in which they estimate the costs which would UPGRADING be incurred to up -grade SR 575 from Highway 21 to Acme SR 575 Costs for project using cold mix estimated at $2,624,280. ACME TO and with hot mix at $3,675,720 #21 Mr Campbell moved these figures be forwarded to the SPnr Honourable Marvin Moore for his consideration let�r CARRIED CARRIED Alberta Transportation advise that part of the Buffalo Jump BUFFALO Park Road will be improved to a 10 meter width, and after JUMP PARK discussion of this report, Mr Hastie moved to accept and ROAD file as information IMPROVE- PROPHET MENTS CARRIED it reconstructs the road Mr Jeffery noted some of the employees have asked for DENTAL improvement to the dental plan coverage Dominion Life have COVERAGE a plan which would cover,along with coverage now carried, INCREASE 50% of costs of bridges, caps and crowns Current cost to the M D for 50% of the dental plan is $6876.12 With added coverage M D cost would be $7721 40, additional cost of $845.28 per year Mr Hastie It was noted a majority of employees would have to be in report given by Mr Jeffery favour of the increase in coverage and Mr Jeffery should contact the employees and determine if a majority of CARRIED employees would be interested in having the extra coverage before council make any decision Mr. Hastie moved to accept the report given by Mr Jeffery CARRIED GLEN The Alberta Construction Association has advised that Glen WAGSTAFF Wagstaff will receive an award for his achievement during AWARD his recent apprenticeship training He received 1st place 0� in Southern Area for a second period welder C-avI N13 `ao After discussion Mr Mueller moved that Councillor Hoff or kr Councillor Maerz attend the award ceremony and take Glen and o'r`�z his wife out to dinner that evening CARRIED � Mr Jeffery reviewed his report covering the period August J C 13th to August 27th, 1985, and various items were discussed JEFFERY The contractor who hauls garbage to the Drumheller dump site REPORT from the M D transfer sites is asking for exemption from M D road bans, and after lengthy discussion Mr Hastie moved ✓` that the contractor not be given any exemption from road bans on light coat surfaced roads in the M D Of Kneehill CARRIED There was further discussion about the strength of SR ROAD BAN 583 East of Three Hills, and Mr Mueller moved that the road ON SR 583 ban of 90% be left on that road and the ban be increased to Three Hil s. 75% during spring breakup Fast CARRIED There was discussion about the road constructed by Prophet Petroleum S of 16- 32 -22 -4 and whether the company should PROPHET raise the level of the road when it reconstructs the road PET ROAD No It was agreed the Road Committe should review the road S 16-32 - situation again with Prophet. 22 4 Mr Hastie moved to accept the report given by Mr Jeffery CARRIED 7 e 1 :7 Ell 0 COUNCIL MEETING AUGUST 27TH, 1985 ---------------------------- - - - - -- Atlantis Resources Ltd , have requested permission to PERMISSION construct two roads on M.D. road allowance W of 16- 33 -24 -4 TO BUILD ON and East of 10- 33 -24 -4 with only a 16 foot top, rather than M D. ROADS a 28 foot top. After discussion of this request, Mr Campbell moved thi s matter be referred to the Road Committee with authority to make a decision regarding this R� request I CARRIED Mr Jeffery read a letter from The Honourable Marvin Moore DINOSAUR to the City of Drumheller regarding the Dinosaur Trail up- TRAIL grading After discussion Mr Mueller moved to accept and UPGRADING file as information CARRIED Mr Jeffery read a letter from Alberta Energy and Natural Resources regarding the M D policy of restricting seismic operations from being carried out on any paved or light coat surfaced road or ditch area After discussion of this matter, Mr Boake moved to accept and file as information and this topic be discussed at the up- coming Zone meeting of the CAAMD & C CARRIED Jubilee Insurance advise that liability insurance costs will up go considerably this year. Aftrer discussion of this V11 letter, Mr Mueller moved to accept and file as information CARRIED The Drumheller Health Unit have requested council to make a donation of artwork to the new Health Unit sub office soon to open in Three Hills After discussion Mr Boake moved that a committee of Otto Hoff and P. A. Maerz be appointed to purchase a painting for the new building at a cost not to exceed $200 00 CARRIED The County of Stratcona are hosting a conference on private and public sectors perception of assessment It will be held October 1st and 2nd in Sherwood Park After discussion Mr Campbell moved that Mr Hoff, Mr Maerz, Mr Jeffery, Mr Hastie and Mr Dunay attend the conference on behalf of the M D CARRIED Mr Jeffery reviewed the conflict situation which existed between the gravel foremen and Myles Maerz some time ago as council was to discuss the situation again in six weeks time It appears the gravel crew is functioning without a sub foreman but the need to have more gravel checking done is still a problem. There are many bare spots on the M.D roads which require extra gravel during gravelling operations and perhaps these spots should be staked by the gravel foreman or the motor grader operator before the gravel crew comes to that area There was also discussion about the need for more trucks to get gravel on the M D roads and Mr. Hoff moved that the M D hire 4 or 5 extra trucks at this time in order to carry on with the M D paving program and to get gravel spread on the M D roads before winter, with the total expenditure for hired trucks in 1985 not t,o exceed $150A.0'0 0 . 00 CARRIED SE&IC OPERATIONS ON M.D ROADS 1e�'\"" sew COST OF LIABIL. S0' I fo < ur.lb GRAVEL SUB FOREMEN SITUATION & CHECKING ETC HIRE TRUCKS Cl 0 C COUNCIL MEETING AUGUST 27TH, 1985 Mr Jeffery read a letter received from Canadian Western �U Natural Gas Company regarding a road crossing in the hamlet ROAD G. of Wimborne, and after discussion of this matter, Mr Boake CROSSING moved this matter be tabled until the next meeting of council T CARRIED ,A rA It was noted that Top Crop Fertilzer had installed an R� TOP CROP approach in the hamlet of Wimborne which should be inspected ROAD as it is very close to the railway crossing APPROACH WIMBORNE Mr Campbell moved that Item #32 on the agenda be tabled /(, TABLE until the next meeting of council I'-, CARRIED ITEM #32 Mr Code moved that the construction of a blade grade road west of 16 and 21 in 29 -21 -4 be put back on the blade grade program for 1985 and construction of the road commence this fall if possible.
