Finlay Code Otto Hoff Robert E Boake Richard A Maerz Harold Mueller Bruce Hastie Reginald G Campbell Division 1 Division 2 (Reeve) Division 3 Division 4 Division 5 Division 6 (Until 12 00) Division 7 J C Jeffery, Municipal Administrator Mrs Jean Wilkinson, Assistant Administrator was present and recorded the minutes. Lorne Motley, representative from the Three Hills Capital. Mr Hoff called the meeting to order and advised that he and Deputy Reeve Maerz had attended the official opening of Julian Koziak's leadership office in Calgary He also noted they had purchased the two paintings which are to be donated to the Palliser Regional Planning Commission for the new office building There was then discussion about the need for a painting for the council room and Mr Campbell moved that a committee of Mr Hoff and Mr Maerz be authorized to purchase the Red Deer River painting to be done by Edgar Riep at a price not to exceed $550.00 CARRIED PRESENT RPM a PAINTING FOR COUNCIL ROOM PRICE $550 Mr Maerz moved approval of the agenda as presented with the AGENDA addition of Item #31 - report regarding a PAWM meeting APPROVED CARRIED Mr Boake moved approval of the July 23rd council meeting APPROVAL minutes. MINUTES CARRIED Aw Mr Boake moved approval of the accounts presented for ACCOUNTS payment today, subject to further review by the finance committee of Otto Hoff, R A Maerz, Harold Mueller and R G Campbell CARRIED BANK Mr Jeffery reviewed the bank reconciliation statement for STATEMENT the month ending July 31st, 1985, and after discussion Mr JULY Hastie moved approval of the statement CARRIED Mr Jeffery then reviewed a budget comparison report and BUDGET after discussion Mr Code moved approval of same. COMPARISON CARRIED Mr Mueller noted he has received several complaints that NEWSPAPER ratepayers in his area are not getting the Capital POLICY Mr Jeffery noted that Mr. Don Reynolds is not happy with the M D 's policy regarding provision of a newspaper 1, subscription for M D ratepayers After discussion of this \e�er� matter, Mr Hastie moved that there be no change in the existing newspaper policy CARRIED �J 1 COUNCIL MEETING AUGUST 13TH, 1985 ---------------------------- - - - - -- Mr Jeffery reviewed his report and various items were discussed, including the problems with the M D backhoe, and J C what Mr Jeffery was to do with regard to requests received JEFFERY from Mr Marvin Moore during his recent tour of the M D REPORT Mr Jeffery noted Herman Martens wishes to take a Pascal Computer course in Drumheller this winter It would require two evenings and one Saturday per week for the winter months Mr Martens would be willing to put in the time at no cost if the M D would pay his mileage back and forth to 44,jise4 Drumheller After discussion Mr Code moved that the M D pay the tutution fees for the course, and pay mileage for Mr Martens to attend the course, on condition Mr. Martens makes no charge to the M D for the time incurred in taking the course. CARRIED Mr Campbell moved approval of the report given by Mr , Jeffery. 40 CARRIED Mr Jeffery reviewed the minutes of the meeting held with FOREMEN the foremen on August 12th, and various items were MEETING discussed. The pins on the Fiat Allis crawler are worn out and the machine may be down for some time It was agreed a decision FIAT ALLIS about renting a crawler would be made later today DOWN Mr Hastie noted there is alot of Toad Flax blooming now in the north area of the M D and these spots should be sprayed TOAD FLAX right away He also noted there are alot of trees in his area which have been sprayed and killed, even trees on private property It will be necessary to determine who sprayed the trees and have them cleaned up Some of the people are very unhappy as the spray killed trees quite a distance from the road allowance Mr Boake moved approval of the report from the foremen's meeting CARRIED Mr George Rempel entered the meeting at 10 05 A M and reviewed the M D gravel situation with the council Mr Rempel reported on gravel spread to date Division 1 70 yards Division 2 7250 yards Division 3 8882 yards Division 4 8870 yards Division 5 6014 yards Division 6 5948 yards Division 7 10084 yards Total to date 47,118 yards Also hauled 29,111 yards of 1 1/2 crush , 11,482 yards of 3/4 inch for light coat surfacing, 378 yards of screenings, 9993 yards of chips, and 5844 pit run, screenings and rocks Hot mix hauled 156 yards and stock piled 56,888 yards Total this year about 170,000 yards. He reviewed the gravel situation with council and recommended taking the 1 1/2 inch crush from the Garson or Schmautz Pits, and possibly the Mildenstein Pit and get road gravel from the Old Torrington , Megli and McNair pits. 2 TREES KILLED APPROVAL OF REPORT GRAVEL REPORT COUNCIL MEETING AUGUST 13TH, 1985 ---------------------------------- Mr Jeffery reviewed some calculations he had made com gravel coming from various pits in relation to other p After lengthy discussion of this matter, it wa suggested some testing should be done at the Megli Pit of the fence line and further north Mr Rempel suggested the M D should pump water from the Old Torr Pit rather than removing the gravel with a dragline Mr Jeffery noted he had been advised by the shop that the rails from the Fiat Allis have to be sent to Calgary for repair and after discussion Mr Boake moved Mr Vickery be given authority to hire a crawler with a ripper, if necessary, to finish the Regehr Hill Project. CARRIED There was discussion about the lease proposed by Mr Jack Lowen's solicitor for SE 16- 29 -21 -4, and Mr. Maerz moved that Mr Jack Lowen be advised the M.D. will not sign the lease prepared by his solicitor, and if he wishes to enter into a gravel lease with the M D , he must be prepared to sign the M D gravel lease contract, and the lease must be sign prior to the 30th day of August, 1985 CARRIED Mr Campbell moved that the M D authorize Linden Contractors to crush up to 20,000 yards of 3/4" gravel at the Torrington Pit and 10,000 yards of gravel at the Jack Lowen Pit (SE 16- 29 -21 -4) if Mr Jack Lowen enters into a new lease with the M D prior to August 30th, 1985, with the gravel crushing price to be the same as paid by the M D for the 1984 -85 gravel crushing. CARRIED There was further discussion about the Mildenstein gravel pit and it was noted it would likely be opened up in the spring of 1986 Mr. Rempel was directed to determine how much gravel the 60 M D likely will require crushed in 1986 He left the meeting at this time Mr Art Thomas entered the meeting at this time 11 35 A M He reviewed with council the toad flax spraying undertaken over the past two years Mr Hastie noted in order to make an impact on control of the toad flax another person should be hired Mr Thomas noted alot of the infestations are in areas which cannot be reached with the truck booms, which covers about 16 to 20 feet. It could be done with a nozzle and pressure to spray out beyond the length of the booms He noted Tordon is being used After discussion of this matter, Mr Boake moved Mr Thomas be given permission to hire another person to assist with spraying Toad Flax in the M D , and he should set up a line and nozzle if possible to operate off the spray truck in order to spray those areas which cannot be reached by the truck booms, and further moved that if necessary the spraying crew be given permission to work longer hours CARRIED Mr Hastie noted the dead trees in his area may have been killed as a result of M D spraying operations last year or two years ago There is about 8 miles of trees which were killed, and it will be difficult to actually determine who did the spraying which killed the trees 3 FIAT ALLIS PROBLEM HIRE CAT & RIPPER JACK LOWEN GRAVEL LEASE SE 16 -29 -21 r it �'J +ook pis, bye. Old GRAVEL CRUSHING LINDEN CONTRACT IeLLer MILDEN STEIN GRAVEL PIT 1986 GRAVEL TOAD FLAX PROBLEM HIRE ANOTHER PERSON & WORK LONGER HOURS DEAD TREES COUNCIL MEETING AUGUST 13TH, 1985 ---------------------------- - - - - -- The meeting then adjourned for dinner between 12 00 Noon and 1 00 P M Mr Hastie left the meeting at this time. Mr Thomas left the meeting also Ross Rawlusyk from Palliser Regional Planning Commission entered the meeting at this time. There was discussion about the plans for Keivers Lake and the need to incorporate in the proposed plans the extra land to be purchased from Frank Hansen Mr Jeffery reviewed the minutes from the recent parks and cemetery meeting Mr Campbell noted the committee had suggested the areas in the park which are to be levelled should be worked on this fall and the area seeded to rye Mr Maerz had discussed the park plans with various people and their major concern appeared to be the need to replenished the water in the lake There was also discussion about where the internal park road should be located If it is located on the outside of the park area it will be necessary to destroy some trees Ross indicated he and Art would be reviewing the plans today and should have something ready for the next meeting of council Mr Maerz moved to accept the minutes from the parks and cemtery meeting CARRIED Mr. Boake moved that the council meeting do now adjourn in order to hold a development appeal hearing scheduled for 1 30 P M today CARRIED Mr Code moved that the Council meeting do now reconvene, the development appeal hearing having been completed CARRIED 1 45 P.M Ross reviewed with council information obtained by Frank from Alberta Education and also reviewed a proposed amendment to by -law number 1072 which would allow public schools and a certain category of a private school in the rural areas of the M D After lengthy discussion of this matter, Mr Code moved that by -law number 1072 be amended as follows Section 1 be amended to read "public schools" instead of "schools Section 2 be replaced with the following Section 2 Part VI ( "A Agricultural District) Subsection 20(3) Discretionary Uses, is amended by added the following discretionary uses "Public Schools" "Private Schools" ADD SECTION 3 Part 1 Section 2 Definitions is amended by adding the following definitions (79) "Private School" means an educational facility regulated and approved by the Minister of Education and is classified as a Category 1, 2, or 3 Facility under the Private School Regulations pursuant to the Department of Education Act, (80) "Public School" means an educational facility regulated and administered by the Three Hills School Division No 60 Section 2 in the by -law to be renumbered Section 4. The four plex is ose to the M D 's property in Grantville the Town will allow the fourplex development Ross noted the Village of Linden has now negotiated a right of way and access to their proposed industrial park through the Feed Rite property and they will remove the north approach After discussion of this matter, Mr Mueller moved that upon receipt of a letter from the Village of Linden stating they have removed the north approach and will gain access to the industrial park through the Feed Rite property and will not install any further approaches on to SR806, the M D will authorize completion of the subdivision CARRIED Mr. Maerz moved that the 1985 -85 organizational meeting of council be held on Tuesday, October 8th, 1985, commencing at ' 9 00 A M , and the appropriate notices of such meeting be forwarded to all councillors. CARRIED Mr Jeffery noted that Alberta Transportation asked if the M D might have any secondary road project which could be undertaken quickly this fall if there was any money left over and Mr McGregor was advised that 2 miles on SR 836 could be done if the funds become available Mr. Mueller moved to accept the report given by Mr Jeffery CARRIED Mr Jeffery reviewed the road committee minutes of July 31st, and August 12th and various items were discussed. 1 Abuse of the South Huxley Road by water trucks - Mr Campbell moved that the M D install a 90% road ban sign on the South Huxley Road at the intersection of the road with the gravel road leading to the Bigelow Dam approach CARRIED 2 Road committee recommends that the road west of 28 -34- 26-4 constructed by Mobil Oil be accepted, once some minor corrections are made by the contractor 5 ricvnLr,ri & RENTAL D8L CAT CARBON ANNEX NW 29 29 -23 -4 4 DEV HEARING GRANT VILLE FOURPLEX IND PARK VILLAGE LINDEN ACCESS THR FEED RITE Ross To dAne s 85 -86 OR MEETING OF COUNCII POSSIBLE EXTRA FUNDING FROM ALTA TRANSP SR ROAD PROJECT ROAD COMMITTEE MINUTES 90a BAN SIGN SO HUXLEY ROAD ROAD W 28 -34- 0 COUNCIL MEETING AUGUST 13TH, 1985 ---------------------------- - - - - -- The road Committee also stated the M D road standards QIG too inflexible and should allow for some relaxations depending on the surrounding roads and or terrain The committee also feel if the M.D requires a private company to construct a 28 foot top road, the M D should get involved and obtain the necessary backsloping, borrow pit or land agreements After further discussion of this matter, Mr. Maerz moved that when an oil company has been given permission to construct a road on M.D road allowance, the Road Committee and the Local Councillor should make an inspection of the road prior to construction commencing, and the Committee is given the authority to relax the M.D road construction standards if they deem it necessary, taking into consideration the surrounding roads and terrain CARRIED A request has been received to ban the heavy paved road leading to the Mobil Oil Plant north of Wimborne, S of 2 and West of 1 and 12 in 34 -26 -4 and after discussion Mr Boake moved that a 90% permanent ban be placed on this road. CARRIED The need to install a low level crossing at the south end of the Bigelow Dam was reviewed and it was noted this project is scheduled for construction in 1986 Mr Code moved to accept the road committee report of July 31 s CARRIED The road committee report of August 12th was reviewed and it was noted that Gulf Oil has installed three texas gates on M D road allowances These installations will require by- laws Other items were discussed and Mr Code moved approval of the road committee report CARRIED Mr. Jeffery read a letter from Sim & Associates on behalf of Ladd Exploration They would like permission to up -grade the M D road allowance ENE 16- 33 -23 -4 and grade and gravel a portion of the road south of the NE 16. After discussion Mr Campbell moved that Ladd Exploration be given permission to up -grade the road east NE 16- 33 -23 -49 as per specifications outlined in their letter dated August 1st, 1985 CARRIED Highridge Exploration Ltd , have requested the M.D to up- grade a road between Section 22 and 23 in 29 -24 -4 and after discussion of this matter, Mr Hoff moved that the M D not construct this road, but will grant Highridge Exploration permission to upgrade the road at its own expense with standards for the road to be negotiated between the company and the road committee and local councillor, and that the M.D will provide the required 3/4 inch gravel for the road surface and will also provide the necessary culverts up to 24 inches in diameter CARRIED Mr. Maerz noted the M D. has been requested to up -grade the road east of NE 14- 31 -25 -4 but on inspecting the road it appears nothing can be done with a motor grader and the road is not a top priority for up- grading. CARRIED Mr Code indicated that perhaps the price of $1 00 for a used grader blade was not sufficient, and after discussion it was agreed the office should determine what happens to the old blades and how many there are on hand Mr Vickery entered the meeting again and advised council he could get a D8L and ripper from R Angus in Red Deer and they would allow the M D 3 days free use as a demonstration, and then charge a weekly rental of $5700 00 for the machine However the M.D would be repsonsible for trucking the machine from Red Deer and back to Red Deer Mr. Vickery was advised to hire a trucking firm to haul the D8 from Red Deer Mr Jeffery noted that Alberta Transportation (Monty McGregor) was advised of the recent fatal accident on SR 806, and the government advise they are still working on plans for a possible re- alignment of this road. Mr Boake moved to accept and file as information CARRIED Mr Jeffery gave the councillors a copy of some of the 1985 costing figures and Mr. Maerz moved to accept and file as information. CARRIED Mr Jeffery noted the Wilson Main Crew Project will be used as a total costing project by Alberta Transportatioan There was discussion about the width of the road and Mr Mueller moved that the Road be constructed with a 29 112 foot top (Type Two Road). CARRIED BLADE EXPERI MENT REVIEW PRICE OF USED BLADES D8L CAT DEMO & RENTAL A/G RE — ALIGNMENT SR 806 V1 COSTING REPORTS WILSON PROJECT MAIN CREW There was discussion about the ditch cleaning projects and Mr. DITCH �Gb CLEANING Boake moved each councillor submit their list for the next meeting of council e PROJECTS CARRIED CP Rail has submitted agreements regarding the changes to the automatic flashing lights at the Acme railway crossing, CP RAIL ' and after discussion Mr. Boake moved that the Reeve and Kkd LIGHT Municipal Adm1nistrator be authorized to sign the agreement AGREEMENT on behalf of the M D CARRIED Mr. Jeffery noted Rick and Lyle ate supper in Linden the REIMBURSE evening they stayed late to supervise the blasting FOR operations on the Regehr Hill, and asked if the M D would MEALS reimburse them for the cost of their meals Mr. Campbell ko (�cc15 moved that the M.D repay Rick for the cost of their meals PGysb}P� Cost $10 00 CARRIED The distribution of the M.D recreation grant money was then reviewed The Hesketh and Orkney Community Associations REC have forwarded letters regarding the proposal made by the GRANT GRANT Three Hills Recreation Board, and they disagree with the FUNDS suggestions made After discussion of this matter, Mr Code moved that this matter be tabled until further information is received from the various recreation boards CARRIED, 7 COUNCIL MEETING AUGUST 13TH, 1985 ---------------------------- - - - - -- Mr Jeffery reviewed the minutes of the A S B meeting held July 22nd, and various items were discussed Mr. Code moved to accept and file same as information. CARRIED Mr Mueller reported on the A S B Tour Plot and indicated it was a successful day The Fall Zone Meeting of the CAAMD & C will be held in the Balzac Hall, Friday, October 18th, 1985 commencing at 10 00 A M. Mr Maerz moved to accept and file as information EAST RD CARRIED There was brief discussion about the new Public Health Act proclaimed on August 1st, and Mr Code moved to table this matter until the organizational meeting of council to be held on October 8th, 1985 CARRIED Council was advised there is a portion of the M D involved ML in a comparative study of effects of sour gas on people's health After discussion, Mr Campbell moved to accept and file as information CARRIED Mr Jeffery noted the Huxley Community Center and the Huxley Curling Club are obtaining grants from the Provincial Recreation Grant Program and require the M.D 's agreement to accept responsibility for the project, should the clubs be dissolved Mr Mueller moved that the Reeve and Municipal Administrator be authorized to sign the agreements with the Huxley Community Center and the Huxley Curling Club. CARRIED There was discussion about the recent PAWM meeting and it was reported Mr Finlay Code was elected as a director of the association It appears to be a very important issue as about 90% of the water from the Red Deer River Basin is proposed to be used to make up the deficiency of water which must flow into Saskatchewan Mr Jeffery noted that the M.D must now keep track of all loads of water it removes from sloughs and creeks for road construction projects, and report same to Alberta Environment. It will be necessary to lobby the government in order to retain rights to the water in the Red Deer River Basin It was agreed Mr. Code would attend the School Division meeting tomorrow and a road committee tour be held Mr Hoff noted Oris had enough 1 1/2 inch gravel to completely finish 3 3/4 miles of the Linden East Road and they decided not to rip up any more of the road After discussion, Mr. Campbell moved Council review the Small Crew Program at the next meeting of council CARRIED It was noted hot mix is required for the Appleyard coulee (sunken culvert) the Schramm Coulee and the Tolman Road and this work should be done shortly, while the weather is good Mr. Hoff moved this meeting do now adjourn CARRIED TIME 5 10 M REEVE MU A MI IS TOR A M: & T( Fi MEETING CAAMD &C Gblet�PUBLIC ,n HEALTH ACT SOUR GAS STUDY HUXLEY COMM 40 CENTER GRANT A/G PAWM MEETING HOT MIX REQUIRED ADJOURN SMALL CREW PROGRAM % & C LINDEN J/ EAST RD HOT MIX REQUIRED ADJOURN MINUTES OF THE PARKS AND CEMETERY MEETING ® IIMembers present July 29th 1985 Reg Campbell Richard Maerz Otto Hoff Nick Mamona Arthur Thomas The meeting was called to order at 10 30A M at Keivers Lake Park Minutes of the April 11th, 1985 meeting were read by Arthur Thomas Richard Maerz moved approval of the minutes Carried NEW BUSINESS A Swalwell Park The M D has received two unassembled outhouses from Fish and Wildlife . to be set up at Swalwell Dam Fish and Wildlife has agreed to pay for two 1,225 gallon fiberglass pump out tanks to install under the toilets providing the tanks are installed by someone qualified to do this We must call for three bids on tanks, accept and pay for the lowest bid, and Fish and Wildlife will reimburse the M D for the cost of the tanks only Fish and Wildlife will also be providing a garbage receptacle and a sign indicating Swalwell Dam Richard Maerz moved that we call for bids on two fiberglass tanks and installation as specified in the plans provided by Fish and Wildlife Carried Otto Hoff moved that the old wood pile and piles of wood shavings be cleaned up and hauled to the Torrington Rubble Pit Carried B Ke i vers Lake The members of the committee reviewed the proposed plan for upgrading the park which had been drawn up by Ross Rawlusyk It was noted that the M D was negotiating with Frank Hansen for the purchase of approximately three acres adloininq the west boundary of the park which would square the upper area with the lower launch area The following suggestions for modification or addition to the plan were discussed and will be passed onto Ross for inclusion in a revised plan which would also include the new area, if it can be acquired - Reginald G Campbell, Robert E Boake, Rick Vickery, Bruce Ha and Jean Wilkinson The committee reviewed an approach which was constructed off South Huxley Road by the Bigelow Dam This approach allows people to get close to the water and many of the local farmer use it to pump water from the dams for their gardens, etc However commercial water trucks are also using it and then tr on the light coat surfaced road There is a drilling rig close to the Wimborne Plant area and water trucker is using the light coat surfaced road and damag the pavement The provincial police were called and requeste patrol the area Mr Hastie suggested as long as the approach is there, road d will occur There are two alternatives 1 Remove the approach 2 Fence the approach off with a the local farmers gate, padlock it and give keys to It was noted water can be obtained at the south end of the dam and the Bigelow Bridge creek crossing should be installed to allow them to get water at this location. This would help stop the heavy trucks using the light coat surface road The road committee then met with Mr Al Tink, Mr Ken Landers and Mr Keith Baxter of Mobil Oil, at the Mobil Plant not Mr Tink noted due to budget contraints Mobil OilAhaid:advised they could construct a road which would meet M D type 3 road standards due to the hilly terrain, and asked the M D to construct the road and Mobil would contribute funds towards the project It was noted the back slopes are not too bad, but the road top is only 18 to 19 feet wide in some places It was also noted there are one or two problems with culvert installations The road was then inspected and various items discussed as follows- 1 First culvert at the south end of the road is toc high and will wash out the ditch 2 Second culvert is also too high It was noted there was no pressure from the local farmers to build the road and Mr Tink noted the road as constructed is sufficient to provide them access to their wells It is possible that the Red Deer County will have to open the road to the north some time in the future Lloyd Johnson is the contractor for the road project Mr Tink noted this road provides access to two wells, there are two wells further north and other wells likely will be drilled in this area in future When this occurs the road to the north will likely be developed It was agreed the backslopes were not a big concern but the width of the road is not sufficient It was suggested that the fences were actually built on road allowance in some areas and even with 66 foot road allowance, it would not be possible to construct a 28 foot top road Various measurements were taken and there is 22 feet at the top of the second knoll, and from fence to fence it measured 66 feet The width at the top of the first knoll is also 22 feet Mr Tink noted they had cut off one of Mr Whatley's approaches and provided him with a different approach at the top of the first hill He also agreed they could correct the problem with the culverts by installation of down comers and cement pads He noted there are two pipelines under the road at the top of the first hill The committee returned to the Mobil Oil Plant and the road committee met alone and it was suggested that as it was impossible to construct ROAD COMMITTEE JULY 31st, 1985 a 28 foot top without going on to private property due to the terrain, if Mobil would agree to lower the two hills by at least six inches, and widen the top of the road to at least 24 feet at these two locations, and fix the two culverts which are too high, the M D would accept the rest of the road as it is constructed Mr Tink and Mr Baxter agreed this would be satisfactory Mr Baxter asked if the M.D would consider placing a ban on the Mobil Plant Road (900) in order to stop Degra Sol Fertilizer Company hauling heavy loads on this road The fertilizer company has adequate access to the north without using the heavy pavement The Road Committee then left the Mobil Oil Plant Office The intersection immediately south of the Mobil Plantwas reviewed and it was suggested that the trees on the north side of the road at this intersection should be removed from the M D ditch as they obstruct vision to the west Trees which are in the M D ditch at this location on the south side of the road should also be removed in order to improve the vision It was noted there is a yi.eldsign on the road coming from the north (from the Plant) and a stop sign on the road coming from the south Perhaps this should be reviewed once the trees have been cleared out Mr Hastie asked that the trees on the south east corner of the intersection two miles south of the Mobil Plant intersection (Wimborne Road) be brushed out also The Trees are located on the south side of the road, and obstruct the vision The road committee inspected the creek crossing at the Bigelow Dam S S12 23- 34 -25 - -4 and it was suggested Bud Haskell should be able to install the crossing with some assistance from a motor grader Mr Hastie asked the Road Committee to inspect the creek channel dust to the north of the flowing well on the Hastie Bridge Project He noted the bank is caving in and will require some rip rap, particularly on the west side of the channel on the Paul Gelinas land The committee also noted the mud below the Hastie Bridge which is filling in the creek channel It appears the mud is washing down because of the flowing well under the bridge and it may eventually affect the bridge pilings It was suggested Bridge Branch should inspect the area if they have not yet done so Mr Hastie was dropped off at home and the road committee then went to the Equity Plant Road recently constructed by Robert Cranston The top of the road was measured at the north end and it is about 27 feet wide and likely will widen out further in time It was noted the clean up on the east side of the road is not satisfactory and the clean up on the west side is better but still not good There are -
