J Finlay Code Division #1 Otto Hoff Division #2 (Reeve) Robert Boake Division #3 Richard A Maerz Division #4 (Deputy Reeve) Harold Mueller Division #5 Reginald G Campbell Division #7 John C Jeffery Municipal Administrator was present and recorded the minutes gave 2eeve Hoff called the meeting to order at 9.00 A M and / a brief report regarding the disaster services courses dust attended in Arenprior Ontario Reeve Hoff stated the course was very interesting and was well worth attending and particularily noted the federal government have 200, 200 bed portable hospital that can be moved anywhere in Canada in less than twenty -four hours The Agenda prepared for today was reveiwed and the following items were added 34 Acme Shop Report 35 Keivers Lake Report 36 Councillor Mueller project S of 5- 31 -21 -4 37 Ken McDonald Fire Report Mr J Finlay Code moved the approvel of the agenda with the above noted additions CARRIED The minutes of the June 11, 1985, June 20, 1985 & June 25, 1985 ewer referred to briefly and Mr R A Maerz moved the minutes be approved CARRIED The accounts as listed in the amount of $798,173 45 were referred to council and Mr J Finlay Code moved theybe approved bubjec:t to the committee of Mr Otto Hoff, R A Mearz, Reg Campbell & J Finlay Code CARRIED REEVE HOFF CALLS MEETING TO ORDER WITH DISASTER SERVICE REPORT AGENDA APPROVAL; MUTES APPROVED ACCOUNT APPROVED 11--., The report of J C Jeffery dated June 26 - July 9 was referred to as follows Mr Harold Mueller moved approval of approximately three hours work with SgRAPER WORK the TS14 scraper to provide the traxcavator with enough dirt to install a APPROVED culvert S of 18- 32 -22 -4 CARRIED Mr R G Campbell moved the Burroughs L9000 Minni Computor obtained from COMPUTOR SALE • D of Starland be sold at $50 00 with the cheque being made out to the •''APPROVED • D of Starland CARRIED Mr Haold Mueller move d that 82 miles of secondary #583 being 82 miles east of #21 be rechipped in 1985 CARRIED Mr J Finlay Code reported the gravel given to Drumheller Health Unit was excellent gravel with only a few rocks in it and it was agreed the admin- istrator refer this to Mr George Rempel, gravel foreman and advise this that this gravel is to be used and further that screenings are to be placed on the blade grade at Garson Pit Mr R E Boake moved the approval of th ebalance of J C Jeffery's report CARRIED #583 RECHIPPI APPROVED J C JEFFERY'S REPORT I 1 C • COUNCIL MEETING JULY 9, 1985 page 2 The administrator reveiwed the budget analysis dated June 25/85 & re- veiwed all account totaling $5481 07 now over budget and showing 71% of budget amount remaining to be spent The administrator also reported BUDGET REPORT ;the Acme & Three Hills Shops had been double budgeted in capital resulting �JNE 25, 1985 +in approximately $105,000 over budget in capital Mr R E Boake moved the acceptance of the report CARRIED JMr Bill Garner & Mr Ken Tighe of the Prairie Farm Rehabilitation Admin- �istration of the federal government entered the meeting at this time app - roximately 10.10 A M Mr Garner advised the P F R A has a group cost P F R A re. sharing dug out digging program which shares costs on a fifty - fifty basis KNEEHILL CREEK !Mr Garner agreed to look at the proposed sites along the Three Hills and DAM 'Kneehill Creeks and prepare a site analysis, do soil tests and prepare a cost analysis upon the receipt of the interested parties' names from the M D The administrator was advised to check with Alberta Environment to ;see if this would replace the engineering report they require Mr Garner !& Mr Tighe left the meeting at 10 45 A M Mr R G Campbell moved to accept and file the above information CARRIED The administrator referred a tax notice of Mr G W Moar in the amount of $198.88 for N E 21- 30 -21 -4 and advised the Alberta Government owns the land and the billing is in error Mr J F Code moved the taxes in amount of $198 88 be cancelled CARRIED fMr R E boake gave a brief report regarding yeild :signs o !etery project and further moved that two(2) yield signs be allow north and south traffic to yield to east -west traffic ;and south sides of the intersection SSW 6- 30 -25 -4 CARRIED TAXES CANCELLED! N E 21- 30 -21 -4 the Acme cem- installed to on both the north "YEILD SIGNS APPROVED S S W 6- 30 -25 -4 The administrator read a letter from rIr D A Dansire of Mobil Oil Canada in which they advised they were applying for a licence to drill a sour gas well a 10- 35- 33 -26 -4 and the concern this may impose a restiction on the SOUR GAS WELL future development of Wimborne After brief discussion Mr R A Maerz moved R10- 35- 33 -26 -4 to accept and file the letter as information CARRIED A letter was read from Mr R W Klassen of Klassen Pheasent farm relaying the request for gravelling of a road allowance in Sec 36- 30 -26 -4 After brief discussion Mr Finlay code moved the road committee inspect the pro - / GRAVELLING REQUE posed site and return with a recommendation In 36- 30 -22 -4 CARRIED The administrator read a letter from Alderman Gaye Ross of the City of Drumheller asking for our cooperation in maintaining Dinosaur Trail this summer After brief discussion Mr Mueller moved that Mr R A Maerz di.s- DINOSAUR TRAIL cuss this road as well as ascertainingwhen the tender will be released for & 575 UPGRADING. secondary #575 upgrading when he meets with Mr Marvin Moore, Minister of Transportation on Thursday CARRIED The administrator read a letter from Alberta Transportation Mr Marvin Moore in which Mr Moore advised a further grant of $40,000 to assist in reoiling secondary 4583 Mr R A Maerz moved to accept and file the in- formation and send a letter of thank to Mr Moore for the assistance CARRIED $40,000 00 GRANT Re #583 n LJ COUNCIL MEETING JULY 9, 1985 page 3 An agreement between M D #48 and Mr C L Edwards regarding the road diversion N E 30- 30 -23 -4 was referred to council and after beief dis- ROAD DIVERSION j cussion Mr R A Maerz moved the agreement be entered into at the rate of AGREEMENT $125 00 per year N E 30- 30 -23 -4, CARRIED An agreement for a stock pile location on SW 27- 28 -21 -4 & SE 27- 28 -21 -4 between Jan Blackie, Alex Lowen , Ralph & Louisa Lowen & M D of Kneehill #48 in the amount of $300 00 per year was referred to beiefly and Mr R G S OCKPILE AGREE - Campbell moved the Reeve and administrator be authorized to sign the agree- 9NT ment S W 27- 28 -21 -4 CARRIED The administrator read a letter from the Rosebud Gas Coop asking us to sign .n easementiagx,eement allowing their gas lines to remain on our property ROSEBUD GAS COOP Lots 1 -3 & 5 -14 Block 3 in Hesketh Mr J F Code -,moved to advise the Coop EASEMENT REQUEST to remove the gas lines from our lots and be installed in the lanes. I CARRIED 'A letter was read from the Drumheller Health Unit regarding a rubbish ;site complaint on the Property of Mr Ken Flater S W 26- 29 -21 -4 Mr. Harold ;Mueller moved a copy be sent to the Drumheller Chamber of Commerce land further that Mr Code see Mr Flater in reference to cleaning up the Irubbish pile CARRIED FLATER RUBBISH "S W 26- 29 -21 -4 The meeting then adjourned for lunch from 11.55 A M to 1.00 P M I` LUNCH The Acme shop was discussed briefly and Mr J Finlay Code moved that a bond in the amount of $1500 00 must be paid by the successful bidder to ensure the shop is removed within 30 days and further that this bond ACME SHOP RE- be refundable after shop removed MOVAL Bond $1500 CARRIED Mr Gordon Park, Toiva Anderson & Lawrence Bracconier of Pioneer Acres of Alberta entered the meeting at this time approximately 1.30 P M Mr Park explained this organization represents all of Alberta and has been in oper- ation since 1970 and the M D of Rockyveiw had donated 20 acres of land for ACME SHOP BIDS their use at Irricana Mr Parks explainged the club would have good use for AND PIONEER ACRES the Acme shop building but had no funds to pay for it The administrator reported that tenders were due in today at noon and no offers were received for the Acme Shop After brief discussion Mr R A Maerz moved to accept a bid of $1 00 for the Acme shop for the Pioneer Acres of Alberta and further that a $1500 00 bond must be posted by them by July 23/85 if the building is not removed and the bond will be refundable if the building is removed prior to August 6, 1985 CARRIED The delegation left the meeting at this time approximately 2 00 P M The administrator read a letter from Golden Hills Lodge requesting our ;opinion on the need for a second lodge somewhere in the Municipality After brief discussion in which Mr Mueller explained the present board of Kneehill foundation would be responsible for the second lodge Mr R A Maerz moved we would support a second lodge as long as the board has a survey conducted to the whole M D and as long as medical and religious services are taken into account CARRIED 'DELEGATION OUT 2 00 PM KNEEHILL FOUNDATIi LODGE II S .7 N 13 COUNCIL MEETING JULY 9, 1985 page 4 ;The administrator read a letter from Hospital & Medical Care & Ministerial ;order #28/85 advising the Three Hills Hospital has now 7 wards - three in the Town of Three Hills & four in the M D of Kneehill #48 After discussion Mr Harold Mueller moved that Hospitals & Medical Care along with all Towns & Villages effected be informed of the bounderies and be advised the present ,board would remain status quo and then new boundaries would come into effect ' in the October 1986 elections and that all interested be provided with ;maps of the area CARRIED THREE HI] MINISTERIAL ORDER The administrator gave a report regarding underground diesel fuel storage, advising fiberglass tank 1000 gallon was $2,440 00, steel 1000 gallon was $1,530 00 and bladder type $4 500 00 and that a lever and quick dyke app- roximately $3,000 00 After discussions Mr R A Maerz moved that steel UNDERGROUND FUE Cathodic protected tanks be installed as follows- STORAGE 3Hills &' Wimborne Three Hills One - 3000 gal Steel Cathodic protected Wimborne One - 1000 gal Steel Cathodic protected and that fuel delivery pumps be installed as well CARRIED The administrator was also advised to get the sale list ready soon and include the overhead tanks as well The administrator gave a brief report regarding the Canadian Pacific Railway crossing at Wimborne and #805 He reported Mr Whatley did not want to sell any land as he felt it was only a temporary solution as there Wimborne CPR would only be 91 metres vision north and 112 metres vision south and the Crossing driveway would still remain hazardous After discussions Mr R A Maerz moved that Canadian Transport Commission, Canadian Pacific Railway and Alberta Transportation be advised of this information and asked for another j solution to the problem CARRIED The administrator gave a report regarding the foremans meeting July 8,1985 FOREMANS MEETING Mr R E Boake moved that the Meding project overflow area W of 26- 32 -23 -4 ✓.fULY 8, 1985 be first lime gravelled with pit run FIRST TIME GRAVEL W of 26 -32 -33 CARRIED ;Otto Hoff moved that the 5,000 gallons of oil left over from 1984 be spread DISPOSAL OF 1984 in front of houses on gravel haul roads in the most economic fashion possible v OIL i at the foremans discretion CARRIED Mr Otto Hoff moved that ten (10) picnic tables be built and placed at ✓' KEIVERS LAKE Keivers Lake Park PICNIC TABLES CARRIED Mr R E Boake moved the balance of the foremans report be accepted and filed CARRIED The administrator reported that the road to 4- 31- 32 -23 -4 which is being built by Fluor Canada Ltd has met all our requirements except the backslope on the east side of road cannot be met due to a heavy, power transmission FLOUR CANADA line as well as a Canadian Western gas line After discussions Mr R E Boake4- 31- 32 -23 -4 moved that our backslope requirements be relaxed to allow Fluor Canada to straight cut the ditch for approximately 2/10 miles on the east side of the road allowance CARRIED The gravel stock pile policy was then referred to and the administrator re- GRAVEL STOCK PILE ported the average stock pile area used is 1 74 acres Mr R A Maerz GRAVE f • L-1 l !I COUNCIL MEETING JULY 9, 1985 page 5 ;moved our stock pile rental policy be based on the rate of $125 00 per P- jacre with a minimum payment of one acre CARRIED The administrator gave a gravel report to June 30,1985 as follows Division 461 70 yards Division 462 7250 yards Division 463 7762 + yards GRAVEL HAUL Division 464 7456 + yards REPORT JUNE 30/85 Division 465 4056 yards Division 466 5588 + yards Division 467 1134 yards 11" crushed 29463 yards chips stock piled 2608 yards chips paving 6400 yards pit run 2554 yards screenings 378 yards 3/4" crushed 3720 yards !Total to June 30,1985 78439 yards which does not include winter stockpiling ;The administrator reported Mr Jack Lowen had contacted him and advised he 1would sign the gravel lease for S E 16- 29 -21 -4 for 40C per cubic yard if jhe received payment for the first crush in advance as well astwo loads of LOWEN GRAVEL jgravel Mr J F Code moved a gravel lease be signed with Mr Jack Lowen LEASE as well as approval of the two loads of gravel and advance payment of $4,000 00 S.E 16 -29 -21 foithe first crush on condition the lease be signed for five (5) years t CARRIED M R A Maerz reported he had been in contact with Mr Frank Hansen con- cerning our Keivers Lake park and Mr Hansen advised he would sell the required property to us for $1,500 00 per acre Mr R A Maerz moved we ,required LAKE LAND offer to purchase the balance of the area we are using approximately 2+ acres PRCHASE APPROVAL Ifor $1500 00 per acre with the area to be determined by legal survey CARRIED Mr Harold Mueller reported a culvert was plugged just north of John Watts trees with allowance water to run over the road and that George Rempel felt the culvert should be replaced Mr Mueller felt the ditch should be cleaned out and the culvert unplugged Mr Otto Hoff moved the small crew scraper ITCH CLEANING be approved for the ditch cleaning project when they are done in the area APPROVA L CARRIED S of 5- 31 -21 -4 The administrator reported an old slag pile had been on fire for approximately three years on the Ken MacDonald property in section 14- 31 -24 -4 The Three KEN MACDONALD Hills fire department has responded several times and would like the situation FIRE corrected Mr J F Code moved Mr Alex Cunningham check with the proper au- In 14- 31 -24 -4 thorities to make sure there is no danger present and if no danger is present to have Mr Bud Haskell and a water truck rectify the problem CARRIED Mr R G Campbell moved to table items 4615, 4616, 4617, #22, 4632 and that TABLED item 4632 be referred to Mr Micheal Welsh for advise CARRIED Bylaw 46 1071 was referred to briefly and Mr R E Boake moved that bylaw 461071.
