Mr Cunningham advised council that Nova Corporation have to change the casing on one of their pipelines which crosses the road between section 17 and 18 in 30 -24 -4 They request permission to open cut the road in order to do this work It was noted this road has just been reconstructed by the M D and after discussion Mr Campbell moved that Nova Corporation be given permission to open cut this road in order to change the pipeline casing on condition the road is returned to the same condition as it is now, and the crossing is tamped to 90 -95% standard proctor CARRIED Alex advised council that Profit Petroleum feel the Alberta Power line is constructed on M D road allowance south of 16- 32 -22 -4 and they would not be able to construct the road to a type three standard as the lines would be in their way He has contacted Alberta Power and they will look into the situation. CARRIED Mr Jeffery advised council the annual subscription contract ANNUAL with the Three Hills Capital has been received and the rate CONTRACT for provision of newspapers to M D ratepayers has not THREE HILLS 1 changed, nor is there any change in the flat rate CAPITAL advertising charge Total cost $7871 50 After discussion Mr Mueller moved to accept the annual subscription contract with Three Hills Capital CARRIED 114/ i 9 COUNCIL MEETING MAY 14TH, 1985 ------------------------- - - - - -- Mr. Don Lowe and Mr Bob Huston entered the meeting at this M D. road time to discuss with council the road ban situation in the be as follows M D of Kneehill and provide information with regard to the DISCUSSION benkleman beam testing done by the province 6= ALTA They recommend not to ban a road below 75 %, advi sed there TRANSPORTATION are only 8 test trucks working in the Province and noted this is RE ROAD BANS the peak time of deflection (middle of May) as the frost is roads and following at 75% remain at at such still coming out of the roads. They also noted most areas on all light coat as all the road ban put bans on too early and take them off too early They feel the M D should ban their roads in accordance with recommendations made as a result of the testing done by the CARRIED province They also suggest that exemptions can be permitted if it is necessary to move a product which cannot be stored The government will allow a vehicle to move on a 75% ban road as long as they could meet a 90% ban, if there was no other route and it was necessary to move the product After lengthy discussion of this matter, they were thanked for coming and left the meeting Mr Jeffery noted the Three Hills School Division would like GRAVEL the M D to provide them with 500 yards of 3/4 inch crush FOR THREE gravel for the Three Hills School track It was noted the HILTS SCH M D still owe the division some money for the key lock DIVISION system, and after discussion of this matter, Mr Campbell moved that the M D of Kneehill give the Three Hills School Division 500 yards of 3/4 inch crush gravel to offset the balance of money owing by the M D to the School Division for the key lock system, and a record be kept of the remaining credit CARRIED NOTE Key Lock cost $2000 00 Scraper work done on track $1125 50 (es- �%Yna+ed. It appears the Pest BY —LAW Control Act has not yet been proclaimed as regulations have NOT PASSED not been prepared so the by -law should not yet be passed After discussion Mr Boake moved to table this matter until such time as the Act has been proclaimed and regulations in place CARRIED Mr Jeffery noted the Royal Canadian Legion Huxley Branch may wish the Reeve to proclaim a week in honour of the HONOUR ROYAL CAN Legion's 60th anniversary and after discussion Mr Code LEGION moved that if the legion wish Mr Hoff be given permissions to declare a week in honour of the Royal Canadian Legion CARRIED V\ ,e� Sei The Linden Volunteer Firemen have purchased a 1976 Chev C65 LINDEN cab and chassis to replace the existing 1964 Ford Water Truck They ask the M D to purchase the truck from the FIRE DEPT firemen for the sum of $1 00 in order that the truck can be TRUCK licenced and insured by the M D of Kneehill The firemen PURCHASE URQI used their annual honorarium (total cost $5500 00) to purchase the vehicle After discussion Mr Hastie moved that the M D agree to purchase the water truck from the volunteers for the sum of $1 00 and agree to licence and insure and repair the said unit, and further agree to S sell the cab and chassis only back to the volunteers at any time for the sum of $1 00, but not including any equipment purchased for the said unit by the M D and the Village of equipment. CARRIED INSURANCE Sunal to Appraisals Ltd have forwarded a new contract for APPRAISAL doing the annual appraisals for insurance purposes, and CONTRACT their cost per year will be $659 19 After discussion of the increase in cost, and noting another firm quoted more ��er than double this cost, Mr Boake moved the M D accept the �e contract with Sunalta Appraisals Ltd.
